Insurance When you insure through Vero the insurance company which supports the Vintage Car Club of New Zealand through the International Rally, you are financial assisting your branch. A teddy bear is working on a building site. He goes for a tea break and when he returns he notices his pick has been stolen. The bear is angry and reports the theft to the foreman. The foreman grins at the bear and says, “Oh I forgot to tell you, todays the day the teddy bears have their pick nicked”.

Targa 2019 VCC Car Displays at Lunch, Afternoon & Evening Venues Labour Day Mon 28th Oct - Taupo: Pre-Event Venue - Great Lakes Centre, Story Place, Taupo; Targa Competition, VCC Time Trial & Targa Tour Car Display from approx. 12pm (midday) to 2.30pm, with Ceremonial Start at 1.30pm. Tues 29th Oct - Otorohonga: Lunch Venue – Whittington Lane (Please note: Limited parking space); Competition cars arrive from 11.20am & depart from 12.20pm = 60mins; VCC Time Trial cars arrive from 12.20pm & depart from 1.20pm = 60 mins; Targa Tour cars arrive & depart approx. 15mins after VCC Time Trial cars. A FEW MORE DETAILS DATE 24 - 26 April 2020 The date for the Highland Fling was altered several times by the organizing committee before settling on late Autumn next year. Originally the 'Fling' was planned for Queen's Birthday, however, the date was changed for different reasons. REASONS Wanganui Branch has their annual Rally at Queen's Birthday b) The country roads and private farms we plan to travel on in June could be heavily bogged in, and therefore, more time would be spent towing vehicles out of the mud than actual motoring c) To date, this event has already gained national momentum with many South Island members indicating they are keen to attend the Highland Fling as well as the Irishman Creek Rally, therefore it would not be possible for them to participate in both events if the 'Fling' was held at Queen’s Birthday. LOCATION The chosen location for the first event will be the highlands of Taihape/Upper Rangitikei area. We selected this region of the North Island because Alastair Jones (BOP Member) who is spearheading this Rally, has a great deal of knowledge and experience 'under his belt' traveling off-road in and around Taihape/Waiurou from his many years serving in the NZ Army. RULES OF ENTRY Veteran and Vintage vehicles HOST BRANCH The Bay of Plenty Branch will host the inaugural 'Highland Frolic,' and I am optimistic with the right publicity and marketing, another branch in the North Island will volunteer to host the Frolic in 2021. Therefore 1) the 'Highland Fling WILL NOT necessarily be held every year in the Taihape region in April, and 2) be hosted by the BOP branch. I am cognizant Taranaki Branch does have their popular 'Maunga Moana Rally' at the end of April, but I believe there is room for both events as they each have appeal to different audiences, and in my opinion, importantly it's healthy to give members a variation on a theme, with dissimilar challenges. SUMMARY: Entry Forms will be sent to you in November • This is a three-day event • The Runs for this event trust me, will be uncomplicated and a whole lot of fun! Secretary Snippets Well only a few weeks before our annual Journey through Time Rally So far I have received 14 entries, and there are still a couple of weeks to go. We have a meeting and Working Bee on the on Sunday the 29th of September. (Many hands make light works) 1 p.m. for the Working Bee with a meeting at 2p.m. • At the meeting: to organise the duties etc. • I have been sent information on the new Highland Fling Rally which is going to take place next April in our district. • Also at the end of October, the Targa Rally begins in Taupo and is in the Whangamoana area. • There is the interesting article to read on the Register Report on the Technical development in today’s world. This is a continuation from last month.

A continuation of the Register Report on the Technical development in today’s world • Technical developments and regulatory action may lead to: • historic vehicles being unrecognised in a future traffic environment populated by autonomous and emission-free vehicles which interact with each other and the road infrastructure for safety and charging purposes • the preservation and maintenance of the vehicles may simply be no longer possible • Demographic and societal changes may lead to: • both young and old opting for user-friendly and costbeneficial – rapid dein today’s world crease in vehicle ownership • historic vehicles seen as dirty/polluting in the zero-emission traffic space

VCC needs to demonstrate to politicians AND the public the importance of keeping motoring heritage on the road • Because: public perceptions can influence politicians who then legislate • The European Parliament’s reception to a paper named: Securing the future of our mobile heritage. This is their conclusion: • the historic vehicle movement and regulators need to continue to work together • the challenges are going to become greater as the mobility environment continues to evolve • some challenges will require technical solutions; some will require political solutions, some both • Historic Vehicle movements must be responsible road users and must communicate with politicians at every level • FIVA has lobbied for many years for a general EU-wide exemption of historic vehicles • A first success is the recommendation in the UVAR report (2017): •Historic vehicles could be exempted from low emission zones (LEZ) because of their minimal use in the regulated areas combined with their contribution to the preservation of motoring heritage. LEZs would thus disproportionately penalise particularly urban-based owners and businesses servicing historic vehicles since practically no retrofitting possibilities exist. A definition of historic vehicles is included in the Directive 2014/45/EU on periodic roadworthiness tests for motor vehicles and their trailers. World ban on ICE Vehicles has been underway in some countries Let’s aim to be positive: •these actions can ensure the future of motoring heritage - we have been successful so far… •it is possible that in the future traffic populated by Hybrid-Electric vehicles & historic

World-wide problem, technically identical Most modern vehicles designed to run on petrol with ethanol Many historic vehicles cannot do so well or safely Ethanol affects performance Ethanol causes corrosion, particularly in storage Corrosion damages carburettors Corrosion causes fuel lines to decay fire risk Problems increase with percentage of ethanol Fuels and Fuel Additives Government actions drive markets •- Cause limitation of availability of low ethanol • petrol both generally and locally •- use may be unavoidable •- Additives available to limit/remove the risks • from ethanol A better air quality by fuel and additives, the Dutch approach We may disagree upon the question whether the air quality is good or bad, but we do recognize that there is a social desire to improve air quality. Think the air quality is bad now? You should have seen the 1980s About air quality: The Central Office for Statistics in the Netherlands published the figures from 1990 to 2017 in September, 2018.:The measured amount of air pollution by road traffic in Holland has decreased by about 90% since 1990.The general opinion is that the air quality is poor and that public health is at risk so: what can the Historic Vehicle Movement do to keep its privilidge to drive on public roads and to participate in public traffic, and to keep the acceptance of society to do so? We may have to convince our supporters that the future of Mobile Heritage lies in the use of innovative fuel. But above all, we have to show the low emission that we have solutions for the air quality problems. Solutions that are much more effective than low emission zones should they be suggested. So, if possible, we should avoid ethanol! But how? by using ethanol-killers → not all are effective! by using a fuel without ethanol → we should ask the oil-companies. * by making innovative fuels → we need a close cooperation with producers * In the Netherland Shell VPower, BP Ultimate, Fire zone are in Competition to produce innovative fuels
