Chairman’s Report

Eric Foley Chairman’s Report – July 2021 As usual, the monthly club events started off with breakfast at Coffee Club. The event was well attended by club members and guests of the Duncan’s. Our Rally Secretary, Heather, was celebrating being the recipient of a Gold Card! On this occasion, the usual breakfast goodies were followed by a very tasty birthday cake, which had the aforementioned Gold Card protruding from it. Well done, Heather 😊 The June club night was intended to provide information to club members on the process of applying for a Vehicle Identification Certificate – commonly known as a VIC. I was extremely disappointed at the turnout. VIC’s are a prerequisite if you intend entering in a VCC NZ sanctioned event, such as the upcoming Vero Rally in New Plymouth. They should also be required for our annual rally (but we have not been vigorous in pursuing this). The VIC simply authenticates your vehicle. It is not a complicated nor expensive process. It can also be a very useful tool when it comes time to sell your asset. George Holliday found this recently when it came time to sell his Chev. See George’s article elsewhere in the magazine. This was a very well attended event organised by relatively new members Phil, Deb and Lucy Stapleton, who plotted a run through Nukuhau, Acacia Bay, and the industrial area before finishing up at the Truck Stop for an evening meal. The event was won by George and Fiona Holliday, second was Murray and Barbara Stanley and third equal Kathy and Dean Packwood and Owen and Heather Duncan. Forty-two people sat down in the Truck Stop dining room to enjoy dinner and a chat. I thought it was a very pleasant evening. I trust you will forgive me, but one thing I overlooked from last month’s report was the Hospice Run. This event is undertaken annually to provide hospice patients with an opportunity to reminisce, admire our cars and, if desired, go for a short ride around the Huka Falls area. This year, six cars were present, and most of the patients opted for a brief drive. I have no doubt there were many stories told as the patients travelled around Huka Falls Rd and returned along Wairakei Drive. This event is definitely appreciated by those with a life-threatening illness. To conclude, I would ask you to cast your mind around for two very essential people. Firstly, Murray Stanley (who has done an excellent job over the past couple JULY 2021

of years in organising very successful rallies) has indicated a desire to compete in the 2022 Lake Taupo Rally. This means we are looking for a Rally Director. This role could be split in 2 with one person plotting the route and the other managing the peripherals such as committee meetings, organising the lunch break, etc. If any of you have an interest in one or both of these roles, please give me a ring – 07 378 7006 or 027 824 6320. The other position we would like to fill is that of a cleaner. We now have numerous organisations using our club rooms, and while most are very good at maintaining our standards occasional lapses do occur. Some years ago, the club employed a regular cleaner, and we would like to reinstate this role. It is envisaged that an hour or so’s work each week would suffice. If any of you are willing to take on this role or know of someone who is suitable, please let me, or another committee member know. In the interim, Maureen is doing a sterling job, but she needs support. Safe travels, folks. Eric

Club Captain’s Report

Owen Duncan Club Captain’s Report – July 2021 As you will have read in the Chairman’s Report, the club events started with The Coffee Club breakfast, where a group of friends from Wanganui and Palmerston North came up to celebrate Heather’s birthday with us. July starts with breakfast on 4th July so you could break out your American car of your choice. Please ring or text me to make your booking. Wednesday 14th, we will hold a mid-year, mid-week, Pot Luck Christmas Dinner. A committee member will ring you to ask if you will bring a main or dessert. If you wish, put your Christmas glad rags on (optional). This will commence at 6.00 pm in our clubrooms with a short PowerPoint presentation in regards to the proposed logo change for the National VCC. 17th and 18th is the weekend of the Taupo Hobby Expo, and we will display our rally place-getter cars from each class. We will call for members to assist in the manning of the display. The entry fee is $10.00, but if you wear your club badge and tell them you’re with Taupo VCC, then entry is free. August will start again with breakfast on Sunday 1st August. August’s club night will be Fish n Chips, followed by a quiz hosted by Terri Foley. Clean Car Emission Submission: If you drive a big banger, gas guzzler, vintage or classic car you might find this article from the July, 2021 issue of NZV8 magazine interesting:

The Clean Car Standard 2025 is currently under development from the government, and there is plenty of chatter about what this means for us as enthusiasts. We published an outline on the situation last issue, and the key takeaway from that is that it’s not an outright ban on older cars that is being sought;SH it’s just about applying a fee to those vehicles that are heavy emitters.

Since then, four key enthusiast groups, representing 150,000 members — being the NZ Federation of Motoring Clubs, the Vintage Car Club of New Zealand, the New Zealand Hot Rod Association, and the LVVTA, which organised the meeting — have met and created a joint submission that was presented to the Ministry of Transport on 26 March. The submission outlines some clear framework around enthusiast cars that should be exempt from the Clean Car Standard tax, which is aimed at light vehicles entering New Zealand from 2023, and will come into full effect by 2025. The ministry was already working exemptions into the framework, but the joint submission aimed to outline, and define, the cars that these groups believe should be exempt. They include specialist vehicles older than 30 years, post 30 modern specialist motor vehicles, scratch-built vehicles, and motorsport vehicles. The Story of Elsa: Our 1936 Ford V8

The year 1997 turned out to be quite significant for us with the advent of 2 new members of our family. The first, a little black cat named Smudge came to live with us, and a week later a little black Ford V8 car. With friends Dave & Pam Locke ( Early Ford V8 club number one restorer), we went to Forward Motors, Marton; to look at a 1939 Ford V8 sedan. This was the Ford dealership Bruce had dealt with JULY 2021

for years for his Falcons; and Stan Tattle, the owner, reportedly had this car with the lowest known mileage in the world. As far as I was concerned, it was a very ugly car, I had never liked that model, and admittedly Stan had a ridiculous price on it. While the men closely inspected this vehicle, I spotted another car over in the corner of the showroom. Not For Sale, said the sign on a 1936 Fordoor sedan. She had been on display in his showroom for 33 years, and had only done 2000 miles in that time. It had been on a few Ford promotions and taken Stan to golf. Walking around her, I was drawn by her beautiful shape, had a really nice “rear” and front grill. When the men approached her, I began my sales pitch; nicer car, not so expensive, etc, etc. Genuine 91,000 miles. Great condition!! Finally, when Stan came over, we were able to convince him that we would be suitable owners for this car. It worked for him as he was ready to sell up and retire, so a price was agreed on. “I would drive that car anywhere, it’s that good” he said as Bruce drove away to take her home. She had been over-sprayed black; body, wheels (the only thing we didn’t really like). But she had a fantastic provenance, had first been owned by Jesse Selwyn from Selwyn Motors, Palmerston North Ford dealership, then had been to two other owners before Stan got her. An original straight car in really good order. Once home at Bruce’s farm at Stanway, she got the Bruce treatment, a real spruce up, and we started to use her for any Palmerston North VCC runs. Everything was cruisy for a month or two; then we noticed that she was overheating, and we were having to carry water with us. Also, she was throwing dirty-looking water out from the side fins of the bonnet. Mmm, maybe not as good as you thought, Stan!! Oh well, she hadn’t done this sort of work for a long time, so the cooling system got a complete overhaul, including the radiator. Bruce then decided to check the heads; the first one came off no trouble, but the second wasn’t so easy and came off in 2 bits. Bugga!! Dave knew of a good pair of cast iron truck heads, so we ordered them. While waiting for these, it was decided to take the motor out, and Dave would check it over; all good, though while it was apart, he did install new rings. What to do next? A car of that age; 61 yrs old; okay, best to replace the wiring loom for a start, which funnily enough led to other things (if we are going to do this, then we might as well do that..!! ) and before long it morphed into doing

a complete body-off restoration. Our good friend from VCC, Murry Martin, volunteered to come out to the farm every Wednesday and help.

A retired panel beater/mechanic, he was invaluable. He replaced the only small rust spot, then took on all other specialized jobs. She was stripped down to body, panels, and chassis. The paint was stripped to bare metal, and she was primed, sanded, under-coated, and sanded again. While this was going on, a complete interior upholstery kit was chosen and ordered from LeBaron Bonney, in Massachusetts, USA. Available as a complete kit of the identical period materials, it was pre-cut and sown, ready to be fitted. Fully stripped & ready for under-coating. JULY 2021

Of course, this all didn’t just happen overnight, worth doing, do it properly, and meantime, there was still a farm to be run. Car stuff fitted in when time allowed. I did extra time with lambing beats, mustering etc., which left Bruce free for car jobs. Discussion on what colour to paint the car; Washington blue was her original hue,

but it is quite dark with a lot of black in it. I suggested the same colour blue from the inside of the Ford insignia. This was agreed, and Bruce and Murry did all the inside painting, door frames, motor compartment, etc.

Once this was done, she was loaded up and taken to the paint shop in Feilding. She came home a few weeks later, totally transformed. Then it was like a giant jigsaw. Each week saw her being put slowly back together. The best day was when with the motor installed again and running, Murry drove her over to the house from the workshop for morning tea; sitting on a green apple box. Just body on, no doors or interior, etc. This amid great hilarity and pride; a celebratory moment. Then back to the workshop for more additions. But she was slowly coming together, and we could see what a special car she was. The upholstery kit arrived from the States amid more excitement. Friends in the V8 club from Wellington knew of someone there who did woodgrain painting, so all dashboard and inside window frame pieces were duly delivered to be done. Total “wow!!” when they were collected. Chrome polished and shiny; from the outside, she was looking sweet. Once again, she was loaded on the trailer, and we delivered her to our chosen upholsterer, Rod Kendall, over in Woodville. Sometime mid to late 2002; (and remember, we started JULY 2021

this journey in early 1998.), we collected her from Rod. He did an outstanding job fitting everything, and she looked stunning. About this time, things were happening for the farm to be sold, and we were organizing our shift to Taupo, so things slowed where she was concerned. When we did shift in March 2003, she came north to the property in Tukairangi Rd by trailer, as all the legal side of things had yet to be finalized. But this was soon taken care of, and it wasn’t long before she was taking us around to VCC events here and V8 meetings. But just one last thing was to be taken care of to finish her off. She looked great, but Bruce wanted a pinstripe added around her. He duly found a young man from Ngongataha, Darren Caulfield, who was talented enough to do this job freehand. So we took her to have this done. But, part of having the pinstripe added was that we wanted the name we had chosen for her to be written by the driver’s door. New vehicles become members of the family, and she was no exception, so she needed a name. But agreeing on that name was hard; we tried Clara, as we had a Henry (1946 Mercury coupe) and thought that might be appropriate. But it sounded wrong and didn’t just fall off our tongues easily. Quite a few names were tried until finally, my cousin asked what month we had bought the car. The answer, July/August. “Okay, that’s Leo” said Linda. “And that’s male”, I replied. “She’s female.” “Then who’s the most famous lioness,” she said. We all said at the same time, “ELSA!” It just sounded right, so she became Elsa, which she was duly branded and which she’s been called by everyone since. Elsa took us down to Invercargill in 2006 for the Vero rally; a breeze, she just purred her way around, and we came home having covered close to 3500 miles. Then in 2016, we lent her to good mates Sue & Dave Reid, from Perth, Oz; and they did the Dunedin rally in her trouble-free except for a broken taillight. In the past 19 years she has travelled close to 20,000 miles and only recently needed her Dizzy tickled up. Thanks Noel. She still looks smart as a new pin, and Bruce loves

to drive her. For now, she’s still a treasured family member; if that has to change in the future, we hope to find someone to treat her with the respect due. Cheers Elsa. Yes, we did show her to Stan. He was delighted with her transformation. And the wee black cat I got the week before Elsa; she was 3 yrs old then, and she was with me for another 16 yrs. Both stayers. Elsa was a team effort by a lot of people. Thanks to all. Trish Jefferies. Footnote! Elsa somehow didn’t want to do the Brass Monkey, and as a result, she was seen being towed back home on the end of a tow rope. How ignominious!!

Obtaining a VIC – My Journey by George Holliday

Firstly, what is a VIC? This is a Vintage Car Club of New Zealand Vehicle Identity Card. It is a record of the vehicle classification presented in a nice easy to understand 140mm x 110mm folded plastic booklet in a 4-page format. Each VIC has a unique identification number with the car details, which is registered with VVC NZ national office. You also get a windscreen sticker to identify that the vehicle holds a VIC. Secondly, why would you want a VIC, and what benefits would you get from having one? Having a VIC allows you to enter your vehicle into any national rally or speed event, as you must hold a current VIC to do so, and some local branches also require a current VIC for local events. It is of great benefit when selling on your pride and joy as it gives confidence to the buyer that the vehicle is as you have stated. This is also a free service to Vintage Car Club members. My journey began with the purchase of my 1929 Chevrolet International without any form of originality or Vintage Car Club VIC. After the initial period of valeting, engine tuning, checking over, and generally being satisfied that the vehicle was sound and rego’d/warranted, I decided that I wanted a VIC. I approached the local Taupo Club VIC certifiers, and Bruce Jeffries was the man who could help. Bruce came over for a good look around the car and to do an initial inspection before we got down to the nitty-gritty of a proper down and under inspection. I had previously filled in the appropriate form for my vehicle classification - the form is seven pages long, and it takes some time to enter all the details accurately. It took a number of inspections of the car to get the correct chassis number, engine number, and details of the engine stampings etc. This was a bit time-consuming, but accuracy is necessary for a VIC. Bruce and I kept the communication going on a regular basis, and now we have a friendship based on a common interest in vintage and classic cars. After numerous trips out to the garage and back to the office to enter details on the form, it was ready to send to the VCC National Office. Bruce filled in his bit and sent off the form. A little while later, Bruce had an email from VCC National Office querying some of the details on the form. We got together again and discussed JULY 2021

in depth how we should react to the queries raised. I made phone calls to NZTA, did research on the internet, and took pictures of the areas the VCC National Office had highlighted. We sent our reply with the proof of the vehicle status and pictures and waited for their response. A week later, a nice white envelope with the VCC NZ logo on it arrived in the post. I opened the letter with some trepidation, but low and behold, it was my VIC and explanatory sheets about how the system works and where to place the car sticker, etc. I was thrilled and rang Bruce immediately, and we both celebrated with a very loud Yeah! I am so grateful to Bruce for his time, patience, and effort to help me get the VIC.

It was pretty hard work, took patience and accuracy, but it was worth it, and I think it is something all vintage and classic car owners should strive for. I am very proud of the fact that I have a Vintage Car Club of New Zealand VIC and mention it if discussing my beautiful 1929 Chevrolet International with other VCC members or people in general. The journey is over for this car, and me but I will definitely go through the procedure again for any other cars we decide to purchase in the future. Wednesday 23 June - Ladies Night Out and amazing show! 17 of us with affiliation to the Taupo VCC met at the Great Lake Centre to watch the Centre Stage production of Mamma Mia. It was incredible, had a local flavour, superb singing and acting, and was thoroughly enjoyed by us all. Unfortunately Trish Poupard could not make it at short notice and paid her ticket forward. Many many thanks to Trish from Graham Mock. Graham ended up being our chaperone at short notice and enjoyed the show as much as us. Also, thanks to Kathy Packwood who picked up a spare ticket. I am sure most of us will be looking forward to their next big production.

Checklist Targa 2021 VCC Scrutineering & Documentation Entrants

Time Trial Entrants-: Please Print & Check Carefully Prior to Event. 1. Scrutineering/Car Safety-:

1. Current Registration; 2. Current WOF; 3. First Aid Kit; 4. Helmets-: Driver/Co-Driver (for open top/soft top cars + cars fitted with roll protection – check padding); 5. Reflective Safety Warning Triangle; 6. Tow Rope/Strop (preferably with clearly visible/identified vehicle towing eyes/straps fitted front & rear); 7. Fire Extinguisher (minimum 1 kg securely mounted to vehicle within reach of driver/co-driver, preferably with two (2) metal quick-release retaining straps); 8. Car Battery securely mounted to vehicle with “live” terminal covered; 9. Headlights (which must be constantly illuminated on low beam in all special stages); 10. Vehicles must have a thorough mechanical check prior to this event, esp Tyres, Brakes & Fluids; 11. Car Tools & Spares.

2. RallySafe Power Cable-:

To be fitted by Entrants pre-event, to ensure a continuous 12volt power feed (regardless of whether vehicle ignition is switched on or off), with in-line 3 amp or max 5amp fuse. (RallySafe will fit their RallySafe unit at Scrutineering (except for power cable above), & test all working ok).

3. Livery-:

Windscreen & Door banners (distributed at Scrutineering for fitting by entrants prior to Documentation).

4. Documentation required for both Driver/Co-Driver-:

1. NZ Civil Driver Licence current; 2. VCC Membership Card current; 3. VCC Vehicle Identity Card (VIC) current; 4. Copy of current Vehicle Insurance Policy (Minimum Third Party insurance); 5. Next of Kin contact details will also be checked.

5. On-Event Essentials-:

1. Mobile phone & charger; 2. Sunglasses, reading &/or driving glasses; 3. Notebook, pens, highlighters; 4. Stopwatch, calculator & alarm clock; 5. Parka & umbrella; 6. Water bottle & snacks; 7. Hand sanitiser/wipes + anti-nausea/car sickness medication (eg. Sea Legs tablets/bracelets etc); 8. Intercom system for driver/co-driver communication if wearing helmets &/or car is noisy inside; 9. $2 coins for passage controls; 10. $5 notes for car wash at the end of each day.

6. VCC Time Trial Rally Pack Provided at Documentation will include-:

Rally pack checklist, Road book, List of all stages with distances & set average speeds/times for each stage, Time card set, Driver/co-driver wristbands, Daily itinerary, Driver/co-driver briefing notes, Lunch/function tickets including Prize Giving breakfast, Car display instructions, Phone list. Time (mid/late afternoon) & Venue tba: Vehicle scrutineering, RallySafe & livery installation, documentation and compulsory driver/co-driver event briefing. Overnight: Riverview Motel, 14 Somme Parade, Whanganui. Tel: 06 345 2888 Alternate suggestion: Several other good motels nearby.

Friday 29th October: Day 1 (Day 4/Leg 4 of the 5 Day event):

Starts from Whanganui to finish for overnight in Havelock North. 7pm: VCC Time Trial Participation Awards Dinner at the Havelock North Club. The Havelock North Club at 8 Campbell St, Havelock North have offered a buffet meal for approx. $30 + drinks in their function room. Hopefully we can all be there together to enjoy a great meal, share stories & experiences of our event so far, along with presentation of some Participation Awards for our Targa 2021 VCC Time Trial. Please arrive at the Holden Museum, 683 Egmont Rd, Hillsborough, New Plymouth by 2pm for our VCC meet & greet, vehicle scrutineering, RallySafe & livery installation. Afternoon tea is available to purchase at the Museum Café. Art Corner In 1941, Chrysler came out with the first all steel roof woodie wagon, called the Town & Country 4-door sedan. Less than 1,000 of this luxury vehicle were built, in 9 passenger and 6 passenger versions, for city or estate transportation.

In 1942, the sheet metal was changed and the woodie design was similar. Again, less than 1,000 were built, due to Pearl Harbor stopping production in December, 1941. After WWII, the 1946 to early 1949 Town & Country woodies were made in much larger numbers, as sedans, convertibles and seven 2-door hardtops (the first Chrysler ‘47 Woody production hardtops ever Original oil on canvas by NZ Artist, Don Packwood made by any manufacturwww.donpackwood.co.nz er). In later design 1949 models, only convertible versions were made. In the last year of Chrysler woodie production, the T & C were 2-door hardtops only. During the 1947 model year, the 1947 Town & Country 4-door sedan and the 1947 2-door convertible each carried over with just a few improvements over the previous model year (1946). JULY 2021
