Chairman’s Report

Eric Foley Chairman’s Report – April 2022 It is disappointing to learn that a couple of our members have required hospital care recently. Jerry Thelfall has been in hospital and is now recovering at home. Unfortunately, our Patron, Graham Mock is still there (at the time of writing). He has an ulcerated leg which is proving difficult to manage. I certainly hope that they both return to good health promptly. This past month has proved very quiet for club members. The rally planned for the 14th was cancelled because of very low entrant numbers. That event was to have been the club run for the month. Club night was cancelled because it was to have been the night final preparations were to have been done for the rally. The outcome – a very quiet month. However, things should pick up again from here on in. On Saturday 14th, I took part in the VCC Executive meeting via Zoom. This was the first time I had used Zoom, but everything went to plan. It is very likely that this method of meeting will be used more frequently in the future as there is a significant cost saving involved. Some delegates were opposed to Zoom as they “missed the opportunity to network with their peers .” Twenty-nine of the thirtyfive branches participated. The meeting lasted from 9.00 a.m. until 4.00 p.m. with a 30 min break for lunch. Much of the morning was spent receiving reports, although some interesting things came out of the session. A substantial amount of work has gone into upgrading the I.T. systems in Christchurch. Applications for VICs will be going online at some stage in the near future, and the Application for VIC forms will be radically APRIL 2022

redesigned. It is also proposed the branch signatories for VICs will receive some training – keep your fingers crossed, Kelvin and Bruce. New membership applications will be online in the next week or two. In the same period, branch secretaries will be given online access to membership records. They will each receive a user code and password to allow this. Elaine has received some Youtube instructions on this. She is taking to it like a duck to water 😊 413 50 year service badges have been awarded along with 66 60-year awards. The Vero Festival is likely to make a surplus of about $22,000. Budgeting was done on 400 entrants with actual numbers of 500+. As at 1st December, there were 552 entrants, and purchasing was undertaken on this number, but with Covid there were many withdrawals. There was lengthy debate over some withdrawals not getting refunds. Greg Terrell defended the policy of the organisers. There was also some debate of holding another International Rally, and branches were asked to give some thought to organising this event. Branches were also asked to consider holding one of the National Calendar events – National Vintage Rally; National Commercial Rally, etc. The National Day is set down for August 21st, following discussions with the National Cancer Society. Nevertheless, some branches wanted to do their own thing on another date, but while it was made quite clear that that was the agreed date, nothing could be done if a branch wanted to do something different. Artwork will be provided, and a $300 kitty for advertising will be forthcoming. A Notice of Motion providing for a branch change of name was referred back to the submitters. Any branch can adopt an operating name but must retain the official name. Any attempt to change the official name would see the branch struck off VCC. The category of Junior member (under 21) was discussed. I, along with several other delegates, was unaware that there was such a membership category. The subscription of $50.00 can be further reduced if the branch chooses to reduce or eliminate the branch levy. The Junior member receives all the benefits of a full member – Beaded Wheels, voting rights, etc.

Beaded Wheels has ceased sending a copy to each branch for cost reasons. The justification is that every member gets B/W, so there does not need to be extra copies sent out to branches. If a branch wants a copy for their use, they can ask for it. I believe our branch copy went straight into the library and was shelved, never to be referred to again. The proposed change of logo did not receive any discussion as the President took it straight to the vote. The outcome was 17 votes for and 18 votes against. Diane was obviously very disappointed. The body language was quite clear! On a personal level, I too was quite disappointed as our branch members had very clearly opted for change. I do not know what the management committee plan on doing with this idea now. Take care out there, folks! Eric

Captain’s Report

Owen Duncan Captain’s Report – April 2022 I’m starting this report with a special thank you to Dave and Paul from DAM Auto. They went out of their way to do a WOF for June Mock’s car as it had expired prior to Graham being rushed to Rotorua Hospital. Consequently, June required it to commute while our Patron was getting attention. To Bruce Jefferies, thank you also for assisting June with Graham’s car after it jumped the curb when June was out shopping. Nothing bent or broken on the front suspension. To George Holliday, who arranged an electric Lazi-boy from Hospice to ensure Graham was comfortable when he was finally discharged from hospital. The Mocks thank you all also. The next event is The Coffee Club Breakfast on Sunday 3rd April so give me a call before Friday so I can make the bookings. Our time at the Roberts Street Reserve is running out with the work on the lakefront and pedestrian access due to start early May. I have an alternative venue in mind and will email details to you when I get it sorted. APRIL 2022

On Wednesday 13th, commencing at 6 pm, we will have the popular Fish n Chip/ Quiz Night. Our quiz Mistress is ready to test your knowledge, so get a team together and join in on the fun (teams of 6). There is a small increase in the cost of fish n chips this year; now, $11.00 gets you two fish and half a scoop of chips. Prior to the night, a committee member will ring you for your order. Our next club run was due to be held on the 17th April but has been cancelled as this falls over Easter weekend. With so much up in the air with Covid and all the changes coming, I don’t have much to add this month, however, spare some thought for the members having medical treatment and various injuries. I wish you all a speedy recovery, as I’m sure all our members do. I have received the report from the ‘delegation’ regarding the Classic Car deal with the government. As you will see as you read it further on in this edition, it’s not quite what we wanted. They class a classic as pre-1982, 40 years old, not 30 years old as per the NZVCC current classification. Car of the Month: George and Fiona’s 1985 Toyota Celica Supra

I will start off this feature with a question, what is a classic car? Dictionaries have varied definitions of the word “classic,” but I kind of like this one “A classic is an outstanding example of a particular style; something of lasting worth or with a timeless quality; of the first or highest quality, class, or rank – something that exemplifies its class .”So maybe think about this statement after reading this feature. Is a Japanese post 80 vehicle a true classic? That is the question.

Fiona and I own a white 1985 Toyota Celica Supra widebody sports coupe, she is now 37 years old, so it’s within the VCC 30-year rule. She is eligible for a VIC, which we have acquired, and her status is original. Her vehicle classification is A 2, her category is P80V CP, so the VCC accepts her as a classic vehicle, but do purists?

We purchased this Japanese second generation (A60) Celica Supra in August 2021 from a local collector who has a varied selection of interesting and classic cars. He was selling off selected cars from his collection because, as we all tend to do, he had run out of space and had to make room for new purchases. We saw her advertised on good old Trademe and followed up with a test drive and a good look around her. On entering the previous owners garage, there she was, low and wide under a white purposely made full cover. The cover was pulled away like a curtain rise, revealing this beautiful pure white, gleaming beast in all her glory. Fiona fell in love at first sight and wanted her there and then. After a successful test drive and a good look around under the bonnet and me getting down and dirty on the floor to have a good look at the underside with a torch, we did a deal with the owner and arranged to pick her up the next day. So with excitement in the air, we dutifully picked her up the next day and Fiona drove her home with a big smile on her face and put her in our garage to inspect and pour over her at our leisure.

So after a thorough inspection and a few cups of tea, we got down to making her ours. Fiona valeted the interior, which is all-original with only slight wear and fading on some areas of the seats. The dash, which is a typical “quality” plastic Japanese dash of the era, is in remarkably good condition and is in what the makers called maroon. After lots of elbow grease, cleaning products, and vacuuming, she looked as good as any 37-year car interior could. So while Fiona was doing her stuff, I got down to cleaning and polishing the exterior to make her gleam again. After lots of hard hand polishing and a bit of a play with the electric machine polisher, she looks as good as new. The next step was APRIL 2022

to have all the wheels off and individually clean them with a good quality wheel cleaner. The wheels are slightly oxidised but still came up lovely and shiny, even the inside of the rims. So next, the engine bay, up with the bonnet, revealing a typically Japanese mass of engine and wires and air intake pipework. The engine is a 5M-GE DOHC 2.8 litre straight six giving 178 HP, rear-wheeldrive hooked up to a 4-speed automatic gearbox. Which all looks pretty healthy, but she is not a flyer, as her 0 to 60 is only about 8.4 seconds, but she has lots of torque after that and pulls well. A few facts:New Zealand new on original plate, registered on 9th August 1985. Supra - Latin prefix, meaning “above”- “to surpass” or “go beyond”. Powertrain – Front-engine, rear-wheel drive, 2,759 cc (168.4 cu in), DOHC 5MGE 133 kW (178 hp) and 212 lb ft. (287 N m) of torque, 4-speed automatic A43DE gearbox with overdrive. Disc brakes all round. Body – 3-door liftback (4 seats), wide-body sports coupe, pop-up headlights, high mounted rear spoiler, sun-roof, fender flares, digital dash. Original factory alloy wheels.

So after a full oil service and a change of all the plugs, a new air filter, and a thorough check over, she was ready to start up again. With some trepidation, I reconnected the battery and turned the key, bingo! She started first pop and sounded great and ticked over really smoothly. All the new kit had done the job. There was still a lot of work to do, as although she looked good at a glance, she still needed the little pointers that make a classic car stand out from the crowd. I had to purchase parts from America for under the bonnet, rubber bonnet clips and stoppers, bits of trim and clips, etc., just to finish the whole look and make “it right .” I adjusted the pop-up headlights, fixed the aerial, and re-fitted some of the exterior side trims. This all took a lot of time in the garage, but as we all know, this is all part of owning an old car, and I think we all enjoy this “getting to know” your old characteristic vehicle.

Overdrive as standard on automatic versions, which ours is. The name was separated into two distinct models from 1986, the MK3 was then known as the Supra, and the Celica name was used on completely different models. There have been five generations of the Toyota Supra model now dating from 1979 through to 2022, that is 43 years of just one model of Japanese sports cars.

Our Celica Supra is for enjoyment now, and although we still clean and polish her, make sure she is serviced, and generally keep her looking good, she is for driving around our beautiful lake and surrounding area.

She does get lots of attention when out or even sitting in our open garage, particularly from the younger generation. We have had schoolboys on their way home from school, stopping and knocking on our door and asking to look at our Supra. We have had people stop in their cars and park up and ask if they can “have a look” at the beautiful Supra. At the breakfast mornings, it tends to be the younger ones taking selfies with her and admiring her ageless body contours. We get back looks from pedestrians as we go by and “nice motor” from younger males on street corners. All in all, she is great to drive and very comfortable. So, back to the original question, is a post 80 Japanese sports coupe a true classic? I think a resounding “YES” from Fiona and me, how about you?

Car Badge of the Month: Dodge

Many fascinating and mysterious logos have been used by Dodge throughout the past 100 years. Dodge used different logos depending on the model and vehicle purpose, trucks, passenger cars, and performance vehicles typically held different logos on grills. Above are the most notable emblems used by Dodge, since its inception. Further down are a myriad of other badges used on Dodge cars, trucks, and specific models. APRIL 2022

Six-Pointed Star (1914-1938): When the Dodge brothers, Horace and John, built their first automobile in 1914, their final touch was a small enamel badge on the radiator with their company logo: a circle with two interlocking triangles forming a six-pointed star in the middle; an interlocked “DB” was at the centre of the star, and the words “Dodge Brothers Motor Vehicles” encircled the outside edge. Although similar to the Star of David, the Dodge brothers were not Jewish. Although the “Brothers” was dropped from the name for trucks in 1929 and cars in 1930, the DB star remained on the cars until the 1939 models were introduced.

Ram: For 1932, Dodge cars adopted a leaping ram as the car’s hood ornament. Starting with the 1940 models, the leaping ram became more streamlined, and by 1951 only the head, complete with curving horns, remained. The 1954 model cars were the last to use the ram’s head before its rebirth in the 1980s. Dodge trucks adopted the ram as the hood ornament for the 1940 model year with the 1950 models as the last. Crest: For 1941, Dodge introduced a crest, supposedly the Dodge family crest. The design had four horizontal bars broken in the middle by one vertical bar with an “O” in the centre. A knight’s head appeared at the top of the emblem. Although the head would be dropped for 1955, the emblem would survive through 1957 and reappear on the 1976 Aspen. The crest would be used through to 1981 on its second time around, being replaced by the Pentastar for 1982. The knight’s head without the crest would be used for 1959. Forward Look (1955-1962): After the Dodge family crest was used between 1941-1957, Virgil Exner designed Dodge’s “Forward Look” logo: two overlapping

boomerang shapes that suggested progress and forward motion. The design was heavily influenced by developing rocket propulsion technology and was named after the redesign campaign being used on the Chrysler Corporation’s vehicles. Fratzog (1962–1981): From 1962 to 1981, the Dodge emblem had a colourful internal label: It was called a fratzog. If you’re wondering what that word means (it sounds German, doesn’t it?), it’s totally meaningless. Three arrow shapes pointed inward to form a three-sided star. Not knowing what else to call the imaginative design, a Dodge designer made up the whimsical name. Pentastar (1982-1992): For a decade, Dodge adopted Chrysler’s Pentastar logo on its vehicles, which had been used for corporate identification since 1962. To differentiate itself, Dodge’s Pentastar was red, while Chrysler-Plymouth’s was blue. Ram’s head (1993–2010): Dodge reintroduced the ram’s head hood ornament on the new 1973 Dodge Bighorn heavy duty tractor units. Gradually the ram’s head began appearing on the pickup trucks as Dodge began to refer to their trucks as Ram. The present iteration of the Ram’s-head logo appeared in 1993, standardizing on that logo in 1996 for all vehicles except the Viper, which uses the Viper’s Head.

New Dodge logo (2010): When Ram Trucks was relaunched as its own brand in 2009 and used Dodge’s logo, Dodge was forced to replace its own. The present Dodge logo features several shades of silver and red colours. The Dodge inscription is all silver but has a light hue at the top and dark, or rather grey, at the bottom. It stands for grandeur, dignity, and sophistication. The two inclined stripes on the right side of the logo are painted red to symbolize passion and excitement associated with the company’s vehicles. The new logo was unveiled in late May 2010. Since 2011 the ram’s head has been the exclusive logo of Ram Trucks, while Dodge introduced the all-new logo, a stylish silver Dodge inscription matched with two inclined red stripes on the right side.

Rod Millen captured the record for the fastest ascent of the 156 turn, 12.42 mile (19.99 kilometre) Pikes Peak International Hill Climb. He broke the old record time by 40 seconds when he ascended the hill in 10:04:06 in 1994 in his all wheel drive Toyota Celica. His record was broken on July 21, 2007 by Nobuhiro Tajima driving the Suzuki XL7 Hill Climb Special to a time of 10:01.408. However, Tajima’s record was set after the Pikes Peak surface was partially paved whereas Millen’s record was on dirt. Rod had the fastest overall time at the famous mountain four more times (1996, 1997, 1998, and 1999), but was unable to beat his goal of completing the climb in less than 10 minutes. Millen and his wife became the first husband-wife team to contest the hill. He also became the father-son (with Rhys) to win overall titles on the hill.

‘Excluded Vehicle Groups’ from Clean Car Standard From Tony Johnson, Chief Executive Officer, LVVTA

Introduction The Government has now passed into legislation the new ‘Clean Car Standard’ and ‘Clean Car Discount’, and with that, we’ve now been able to establish exactly which vehicle groups have been excluded from the legislation. This Press Release provides details on these excluded vehicle groups.

Consultation with enthusiast groups The Ministry of Transport has, during the development of the ‘Clean Car Standard’ and ‘Clean Car Discount’, always recognised that there will be some groups of vehicles which should not have a fee imposed on them. In an effort to get this right, the Ministry has been consulting with LVVTA and other enthusiast vehicle groups during 2021 and early this year, including the Federation of Motoring Clubs, the Vintage Car Club of NZ, the New Zealand Hot Rod Association, and MotorSport New Zealand. This consultation process has ensured that a fair and sensible set of excluded vehicle groups has resulted.

Excluded vehicle groups Incorporated within the new legislation is the ‘excluded vehicle’ groups (which will be exempt from paying any charge). These groups are as follows: •

Vehicles which are at least 40 years old Any vehicle which is 40 years old or older as of April 1 2022 (when the new legislation takes effect) is excluded from the requirements of the Clean Car Standard. This means, currently, all vehicles which were manufactured on or before 1982 do not attract a charge. Note that LVVTA and some other national vehicle associations lobbied the Ministry to give consideration to making the cut-off 30 years old, in order to recognise ‘modern classics’, but this was unsuccessful. We do believe however, that this blanket recognition of 40-year-old vehicles is, if not ideal, quite reasonable.

Scratch-built low volume vehicles All scratch-built low volume vehicles will be excluded, and this includes those vehicles constructed in New Zealand and overseas. A scratch-built vehicle is, in simplest terms, a vehicle which is manufactured, assembled, or scratch-built in quantities of 500 or less in any one year, and where the construction of the vehicle may directly or indirectly affect compliance of the vehicle with any of the vehicle standards prescribed by New Zealand law. Essentially, scratch-built vehicles are all typical replica vehicles, and also vehicles which are modified so extensively that they could not be considered to still be the production vehicle from which they originated. Detailed information about exactly what defines a scratch-built low volume vehicle is contained in LVVTA Information Sheet # 02-2018 ‘Modified Production’ & ‘Scratch-built’ Low Volume Vehicle Definitions’.

Motorsport vehicles Motorsport vehicles (within this context) are those legitimate road-going motorsport vehicles which are used for competition purposes, and are excluded from paying charges. The most common application for this would be rally cars, where the vehicle is required to be road registered in order to be driven on public roads between special stages. There will also be some club-sport cars which are used on-road and for weekend racing. In all cases, these vehicles will need to be owned by competition license-holders, used in competition activities, meet stringent safety requirements, and be issued with an LVV Authority Card.

Disability vehicles People who need to use vehicles, either to enable the safe transportation of a disabled person or to enable a disabled person to self-drive, are often restricted as to the type of vehicle they can use. Many vehicles which meet the individual needs of the user may not be available in a low-emitting variant, and so these vehicles are also excluded from paying a charge. A disability vehicle, in this context, means a light vehicle that is used for the transportation of a person with a disability and is either: (a) modified to enable a person in a wheelchair to safely enter and exit the vehicle and enable the person and the wheelchair to be safely restrained while the vehicle is moving; or (b) provide a person in a wheelchair or of limited mobility with assistance to enter and exit the vehicle through the use of a swivel or swing-out seat.

Special Interest Vehicles Special Interest Vehicles are also excluded from paying any charges. A Special Interest Vehicle (SIV) is a vehicle that is less than 20 years old, which doesn’t meet the NZ Transport Agency’s Frontal Impact standards or Vehicle Exhaust Emissions standards, and which has been issued with a Special Interest Vehicle permit by the NZ Transport Agency. Note that this exclusion does not apply to typical modern left-hand drive vehicles such as Chevrolet Camaros and Corvettes, Ford Mustangs, and Dodge Challengers (which may be eligible for a Left-hand Drive Permit) unless these vehicles also meet the criteria to be defined as an SIV because they don’t meet Frontal Impact or Exhaust Emissions standards.

It’s important to note that all of the explanations above are very generalised, and someone considering building or importing a vehicle should do their homework to determine for sure whether the vehicle falls into an excluded vehicle group or not.

In summary: In essence, this is a ‘gas guzzler tax’. Such a tax already exists in many other parts of the world, and was always going to arrive here sooner or later. Fortunately, we’ve come through this potentially threatening legislative process very well, and most enthusiasts can continue to enjoy their vehicle hobby without any new impediments. If you learn that the vehicle you want to import or register is outside of the excluded vehicle groups, remember two key things before becoming despondent: •

the legislation isn’t saying you can’t register the vehicle, it’s just saying you have to pay a charge; and

•

if you have to pay the charge, the maximum payable charge for a second-hand vehicle is $2,875 (+GST).

Buy/Sell/Swap Wanted: Wish to purchase an older vehicle. Ideally we want a vehicle that is user friendly. i.e. that will cruise at 95 – 100 kph as we will be using it for trips away (we live in Tauranga) and on daily trips out. We do not want a “show queen“ but something clean and tidy. Ideally it will be a coupe. It needs to be Registered and WOF. I’m thinking a 1934 Chrysler, Dodge, Desoto, Plymouth coupe would be good.
