In the Driving Seat As I write the branch has a busy couple of weeks coming up with members helping with the Otago Rally, attending the Gerald Lynch Blosse Rally in Oamaru followed by the National Easter Rally in Ashburton and the Golden Times Rally in Central. There are 170 entrants for this years Easter Rally so it should be a great weekend to help Ashburton Branch celebrate their 50th anniversary. My report from the National Executive meeting is included in this edition of the Road Runner. The agenda’s for these meetings are extremely full and personally I think a day is not long enough to get all items covered. Unfortunately the guest speaker arranged for March cancelled at the last minute due to the train derailment near Clinton so has been re-scheduled for the club night at the end of May. This means that the next two guest speakers - Mark Wilkinson and Neil Gamble will now be in June and July. Coming up on the 19th May is the Restoration Rally. My best wishes to those who have entered into the Restoration Awards and I look forward to finding out the winners at the AGM. See you all at the Restoration Rally. The branch AGM is on the 16th June preceded by a pot luck lunch. A reminder that under the current constitution only half of the positions on the committee will be open for election with some of the current committee indicating that they will not be seeking re-election at the AGM. If you are interested in being involved in the management of the branch however not sure what this actually entails - have a chat to any of the current committee, I sure they would welcome your questions. Guest Speakers – Club Nights The following speakers have been confirmed for the next three months. Planned for the last Friday of each month. Cancelled from March is Don Bates from the Railways, now speaking on 31st of May. Mark Wilkinson will speak on Trusts, Power of Attorney etc on 28th of June, and Neil Gamble speaking about his eligible cars on 26th of July. We would like to hear from anyone else who would like to speak about their hobbies etc for about 30 – 45 mins - then we can set a date for you.
BRANCH AGM 16th of June - Nomination of Committee Members The AGM will come up quicker than you think. As with our new rules, all committee members are voted on for a two year term. Some of which will have reached the end of their term this year. We have had some great committee members over the years, they all bring their own touch of expertise, and enthusiasm to the group. Yes there is also time commitment involved. We would like to see this continue. Please consider putting yourself forward for a term on committee this year. Get to know how things work behind the scenes. This is also a great way to get to know your fellow branch members. Nomination forms are in this month’s Roadrunner. Our Property Manager and two committee members are standing down this year – Some other committee members have not yet decided whether they will stay or stand down. So we will be looking for at 4 -5 new members on the committee. NB: last month I had a bit of time off from work. I took the opportunity to sort through a lot of branch paperwork and tried to put it into some sort of order. Looking through all this, it reminded me of all the voluntary work that our members have put into the establishing of the branch. Work put into the restoring of the various clubrooms and parts sheds that have been used by the branch over its history. Looking at our present clubrooms which we have owned now for 30 years, is a good example of this work. Many volunteer hours were put into creating the rooms and library that are there now. Even today there are a good number of members who continue to work tirelessly to keep our branch clubrooms clean and tidy. The outside of the building is currently being cleaned and repainted. Thank you to those who continue to take pride in our clubrooms and maintain it. 8

Otago Rally: Thanks very much to Bill Partel who ensured that our Branch had enough members to assist with crowd control at Special Stage 5 on Saturday 13th of April. As always this is a good fund raiser for our branch. ENTERTAINMENT BOOKS - ARE NOW AVAILABLE for the 20192020 year $60 per book. Please contact your Branch secretary if you
would like one. $11 from each sale goes to your branch. A sample of the book is available for viewing at the clubrooms. VIC Applications – When completing these forms please ensure that you have the most up to date form – Check the VCC website, as these continue to be updated as procedures change etc.
Other Branch Rally Entry Forms - as you will see there are a lot of
events happening in and around our region in March. I have emailed details to all members who have email address’s. There are also a few copies in the clubrooms, Please ensure you leave at least one copy there, so that others can copy them. Photocopier is available.
NNB: Please if you are planning to enter a local event, and running late with entry forms, please contact the organizer by phone or email to let them know you are coming. They need to know numbers for printing the instructions, and catering purposes for some events.
Spare Parts Shed – Parts shed is usually open every Wednesday morning Friday evenings when the clubrooms are open. Reminder – see if you can effective recycle your parts before scrapping them. NO TYREs by request.
The nearest AED defibrillator to the clubrooms is on the outside wall of the 4 Square shop on corner of Bayview Road. Please make a point of familiarising yourself of its location – Never know when it might be needed.

Central Otago Smoke and Pedals Rally

Late March a small group from the Branch of mopedlers travelled to Tarras for the Central Otago Smoke and Pedals Rally. Around thirty 50cc scooters and mopeds lined up for the official photo after coffee and instructions from John. Off we went in a cloud of smoke on a loop road at the back of Tarras. After some sealed roads it was a kilometre or two of dusty gravel to the lunch stop. Here we viewed a collection of MG cars housed in a magnificent near new large timber garage / workshop. After lunch John gave a few ' treats'. Our Andrew sadly won the hard luck one. Not far from the start his veteran Triumph ran short of compression, no one had any of that 'pink compression powder' so it was on the trailer, a well deserved chocolate fish or whatever the prize was. Some more dust and a farm stop to inspect many cars, tractors, and trucks - some under rough cover many out in the open. Back to the start, more coffee, loaded the bikes and home. From here we had Andrew and Donna vet Triumph , Kevin M. Honda, Bruce M. Honda, Bill V. Puch. A very pleasant ride in the Central sun, Oh, the pink powder would not have fixed the Triumph but all is well again. Bill Veitch 12
Report from the National Exec Meeting held in Wellington 23rd March 2019 The meeting was held at the Miramar Golf Course and attended by most of the branches. We had an extremely full agenda however time meant we are were not able to cover everything that was set down so some items will be carried over to the August meeting. Previous Management team member David Yorke had been looking into the possibility of online memberships. This project has now been taken over by Murray Trounson from the Canterbury branch. Horowhenua Branch would like to extend their southern boundary so it includes the Kapiti area and to help raise the club profile in that area. They are yet to explore this with the Wellington Branch before we can discuss and vote on this topic. Finance - at this stage the Treasurer feels confident that the final result will meet budget or possibly come in under budget. The profit share from Vero is looking at $8,000 more than last year. The profit share is not included within the annual budget as it is determined by claims (all policies) - the club did not receive a payment from Vero after the Canterbury earthquake. The Hawkes Bay clubs (Hawkes Bay and Central Hawkes Bay) are looking at holding the inaugural National Vintage Rally in 2020 possibly around the Taihape area. Registrars report - VIC cards - up to the 27th February there had been 11341 applications processed. They have also noted that photos processed by photo processing shops are not always the correct size for the VIC card. The VIC card is A5 page so the committee have requested that applicants stand back further back when taking the photo so the image can be cut down to fit. We are still raising the issue of 12-month WoF’s with the NZTA. While we are not getting anywhere at present - rest assured that the question will continue to be asked at every opportunity. Rod is aware that there are members who are continuing to have difficulty in getting WoF’s at larger testing stations especially when the testers have limited knowledge of historic vehicles. Rod has been in contact with the authorities who advise that a WoF is a commercial contract so the basic recommendation is to shop around and find someone who is sympathetic to the age of our vehicles. FIVA are working towards bringing more nations into the historic vehicle fellowship to help safeguard the future of our vehicles.

There is a new FIVA guide for responsible use of historic vehicles on today’s road. The link to this guide is http://www.fiva.org/wp-content/ uploads/FIVA_guide_EN_single.pdf. however it was also recommended that branches purchase a copy. It was noted that more countries now have a phase out date for internal combustion engine vehicles and while New Zealand is not one of them currently we need to monitor this. We also need to be mindful of ethanol additives in our fuel especially as this can cause major damage. National Day - last year the club raised over $62k for the Cancer Society with 28 branches and 3000 vehicles taking part. In comparison in 2017 we raised $40k with 24 branches and 2000 vehicles taking part. There was a lot of discussion on activities and advertising that worked well - rallies, car displays, posters and flyers at events leading into the National Day, radio and newspaper advertising. When the National Day fundraiser was first introduced there was an agreement that it would be reviewed after 3 years so the Executive will start this process at the next meeting. 2021 International Festival of Historic Motoring. The accommodation being advertised in Beaded Wheels and on the website is owned by VCC members who are giving entrants special rates. They are accepting bookings now so if you are thinking about attending you will be able to get accommodation close to the venue. The organising committee have a target of getting 10% of members at the festival and are arranging a programme that they hope will cover everyone. They have magnetic signs available for branches who would like to help promote the events $40 per set. Tony Haycock and Greg Terrill from the organising committee are willing to visit branches to help promote the event and answer any questions you may have so we will look to arrange a visit for a club night with the possibility of including our neighbouring branches. Part of the programme for the festival was to hold a National Rally Day where all categories compete with vehicles in the same group, Veterans, Vintage, Post Vintage etc. There is an agreement that there are no National rallies held in the same year as an International Rally to try and encourage members to attend the International Rally. The next National Motorcycle Rally is due to be held in 2021 and was being postponed to 2022. Following the recent National Motorcycle Rally - all delegates had been asked by the motorcycle fraternity in their branch to put forward a request that the club make a dispensation for the National Motorcycle Rally be held in 2021. Their main reason was that the majority of motorcyclists would prefer to take a car to an international rally so their families could join them. There 14
was quite a bit of discussion on this topic however the upshot is that Waiarapa branch will be hosting the next National Motorcycle Rally in 2021. This is a one off dispensation and the expectation is that those motorcyclists who said that they will enter the international rally in a car will still do so. John L Goddard award - there were no nominations last year so there was a plug for this year. It was suggested that the John L Goddard committee revisit previous nominations. Draft branch constitution. Unfortunately due to timing this did not get a lot of discussion however it has been recognised that there are branches with constitutions that could do with updating and this was produced to help them bring their constitutions up to date. It is a working document so has not been finalised and branches have the option of whether to use it or not. The application for membership was worded to allow for the possible introduction of online membership and provisional membership takes any new member through to the exec meetings in March and August when the Membership Status report is officially accepted. Membership of the club is counted from the day your application was accepted by the branch. There is a couple of clauses in the draft constitution which are required by the IRD so I will be re-checking our constitution to ensure that we have these clauses and putting forward a notice of motion at the branch AGM if they are missing. The registration for the August AGM will be out in May and the venue is the Ashley Hotel in Greymouth. Accommodation is available at the Ashley Hotel and also the Alpine Motel and Azure Motor Inn. Gerald Lynch Blosse Rally Nine of our bike boys from the Branch entered this popular Oamaru event on April 13th. Entries from Christchurch, Ashburton, Timaru and Balclutha totalled 28 and after morning tea and welcome it was a cool timed section on the many North Otago roads inland from Oamaru. The sun came out and BBQ lunch at the Enfield Tavern together with a catch up chat with like-minded bike people. The afternoon ride with 18 instructions was a little confusing for some as we criss-crossed a number of roads mostly in the coastal area. Back to the clubrooms for afternoon tea and prizegiving. Bruce Murray has found a new formula, overall winner again, two in a row well done. Bills Norton was the riders choice even though there was a great variety of bikes including a newly restored 1927 Indian from Temuka on it’s first rally. From our Branch were Bruce C - Norton, Ken P – BSA, Andrew R – Ariel, Kevin M – FB, Les S – Triumph, Bruce M – Ariel, Bill V – Norton, Stewart G – HD, Trevor C – Norton.
