Chairman’s Report Can’t believe the current run of weather we are experiencing, was 21 degrees at 6.00am this morning. The Club is experiencing a renewed enthusiasm for Runs over the last month, (reflection of some normality sneaking back) the Mid-Week Run to Peel Forest had over 20 vehicles, and there was a good turnout for the Easter Monday Run to the RDR with over 40 vehicles and would have been 100 plus people attending. It certainly was a good opportunity to see the inner workings of the fish trap before it goes under water. Our Club Captain is certainly very keen to have more Mid-Week Runs, so if you have any ideas for destinations, please let him know. Runs and activities coming up that you may be interested in attending,
2022 Wheels Week events including the Rotary Run on the 1st May.
The VCC organised Show and Shine at the VTNZ Carpark on West Street 15th May, last year we had 80 vehicles, this year who knows, could be a lot more.
The National VCC Day in conjunction with Daffodil Day will be held on the 21st August at the Club’s Grounds in the form of a Show & Shine, all proceeds to the local branch of the Cancer Society.
Further out is the Methven Lions car show on the 27th November.

Motorcycle Section Following a great South Canterbury Motorcycle Rally on the 6th of March all five riders decided to travel to Oamaru to ride the Gerald Lynch-Blosse Memorial Rally. On Saturday 9th April we met at the North Otago Clubrooms in Oamaru for morning tea and a briefing. This rally is well known for its reasonably quiet sealed roads with sweeping bends and many hills to keep your attention focused. Riders left the Clubrooms at one minute intervals travelling out through Weston, Windsor, Tokarahi, stopping for a great pub lunch at Duntroon. Some of us took the shingle section back. Travelling out through Earthquakes, Tokarahi, Ngapara, Georgetown, Horse Gully Rd, Devils Bridge Rd to the clubrooms where we swapped stories and attempted to make inroads into the afternoon tea provided by the branches young ladies.
All forty riders from as far away as Invercargill and Christchurch enjoyed the sunny calm weather and agreed that the approx. 83 mile run was another brilliant ride and are planning to return next year. Our Thanks to: Robert Hutton & N.O. Branch helpers.
The Annual Dinner this year will be a chance to acknowledge several of our Members receiving their 50 Year’ Awards and one receiving their 25 Years Award, if you are intending to go We are making a start on the replacement of the other half of the Museum roof, this work is being started on the 6th May completing on the 7th May, hoping the weather plays ball if not will be done the following week. Over the next week in preparation for the builders some of the vehicles will be moved or even temporarily shifted out so we don’t have any mishaps. During this time the Museum will be closed to the public. Good to see the Parts Shed back up and running, ‘Thanks Gavin’ and your team. VCC Head Office initiated a new email system that has not gone smoothly throughout the Country, with many Branch Secretaries not able to come to grips with it. Colin has done an amazing job with getting all the lost email addresses back in the system, if you are still experiencing issues with receiving branch emails please either ring Colin or email him.at ashburton@vcc.org.nz Enjoy this settled weather and get those vehicles on the road. MID WEEK RUN TO PEEL FOREST
Club Captain’s Report Mid Canterbury Run The 28th March had 23 cars gathered at the Club Rooms at 11am for a Run to Peel Forest and Lunch at the Green Man Cafe. It was a great day out. Vintage Run Thanks to Rod for organising this Run to Gawler Downs with 10 cars attending. On Easter Monday a very well supported Run. After leaving the Club Rooms at 1.30pm we finished up at the new Fish Screen on the RDR at Klondyke. Upon leaving for home, some Members enjoyed a beverage at the local Tavern. We are going to try having a Mid Week Run. A chance for members to get together once a month during week days. Our next Mid Week Run is to Horotata on the 28th April. Wheels Week at the Plains Museum 7th May from 11am until 3pm we are going to have vintage car rides anyone interested in helping please contact Graeme on 021 843 813
We were asked by Graeme Stevens’ to do a report on the Mid Week Run on Thursday 31/3/22, a bit of a panic moment, but here goes. We arrived at the Clubrooms as arranged, about 10.50am, to find a good turnout of vehicles, approximately twenty five, ranging in age from Vintage to Modern. A�er ge�ng our instruc�ons to head to “The Green Man Cafe” at Peel Forest, we set off at our own pace, (not a race), in beau�ful warm sunshine which con�nued throughout the day. The countryside looked in great shape with a variety of stock, all looking well fed and cared for in paddocks along the way. Even the Irriga�on ponds at Arundel had the most water in them we have seen for a long �me. Peel Forest was a great choice, such a peaceful spot for our lunch and get together. The staff at the Cafe did a very good job with the orders, considering the number of people that had invaded their business. We came away I’m sure, sa�sfied with the food presented. As we le�, I told the man behind the counter he could go and have a cup of tea and a lie down, as he had certainly earned one. Leaving beau�ful Peel Forest, we made our way home. Ours was a stop at Mayfield to get a cracking Ice cream. “couldn’t go without that treat.” Great to at long last be able to get out on a car run, a�er all the cancella�ons. Vintage Run Report Ten Drivers’ and their Navigators met at the Mayfield Domain for a good old natter before setting off around the Surrey Hills via the Upper Downs Road and back to Gawler Downs Station. On arrival at the Station we were met by the owners, Lorrie Prouting and Neroli and Harley Davies. After a short talk about the Station, with Lorrie in the lead we were off, across the RDR and up to the top of the farm. Near the top, with a wonderful view we stopped for lunch. At this time Lorrie had lunch with us and then walked around telling us more about the area and the farm. After lunch we all moved on to what Lorrie calls ‘Agate Corner’ and this is where, with Lorries permission, Murray Hawkes took over and told us how they got there. Then it was down and back to the road. A few moved on to the Panthers Rock for refreshments. I hope everyone enjoyed themselves and a big ‘Thank you’ to the Prouting’s and the Davies for giving us permission to go over the Station.

‘Excluded Vehicle Groups’ from Clean 21 March 2022 From Tony Johnson, Chief Executive Officer, LVVTA Introduction The Government has now passed into legislation the new ‘Clean Car Standard’ and ‘Clean Car Discount’, and with that, we’ve now been able to establish exactly which vehicle groups have been excluded from the legislation. This Press Release provides details on these excluded vehicle groups. Consultation with enthusiast groups The Ministry of Transport has, during the development of the ‘Clean Car Standard’ and ‘Clean Car Discount’, always recognised that there will be some groups of vehicles which should not have a fee imposed on them. In an effort to get this right, the Ministry has been consulting with LVVTA and other enthusiast vehicle groups during 2021 and early this year, including the Federation of Motoring Clubs, the Vintage Car Club of NZ, the New Zealand Hot Rod Association, and MotorSport New Zealand. This consultation process has ensured that a fair and sensible set of excluded vehicle groups has resulted. Excluded vehicle groups Incorporated within the new legislation is the ‘excluded vehicle’ groups (which will be exempt from paying any charge). These groups are as follows: Vehicles which are at least 40 years old
Any vehicle which is 40 years old or older as of April 1 2022 (when the new legislation takes effect) is excluded from the requirements of the Clean Car Standard. This means, currently, all vehicles which were manufactured on or before 1982 do not attract a charge. Note that LVVTA and some other national vehicle associations lobbied the Ministry to give consideration to making the cut-off 30 years old, in order to recognise ‘modern classics’, but this was unsuccessful. We do believe however, that this blanket recognition of 40-year-old vehicles is, if not ideal, quite reasonable.

Chairman’s Run Report On Easter Monday 40 vehicles (100 people) left our Club Rooms heading through Westerfield and back down to Maronan Bridge. From there it was up to Mayfield ending up at Klondyke at the start of the RDR (Rangitata Diversion Race). This is an Irrigation Scheme that runs across the Mid Canterbury Plains for 67km (42miles) and has 2 Power Stations on it with the last one at Highbank 3 Community Irrigation Schemes for Farm Land in Mid Canterbury then discharged into the Rakaia River. Work started in 1937 and was completed in 1944, with power being generated in 1945.
Scratch-built low volume vehicles All scratch-built low volume vehicles will be excluded, and this includes those vehicles constructed in New Zealand and overseas. A scratch-built vehicle is, in simplest terms, a vehicle which is manufactured, assembled, or scratch-built in quantities of 500 or less in any one year, and where the construction of the vehicle may directly or indirectly affect compliance of the vehicle with any of the vehicle standards prescribed by New Zealand law. Essentially, scratch-built vehicles are all typical replica vehicles, and also vehicles which are modified so extensively that they could not be considered to still be the production vehicle from which they originated.
They have just built a huge Fish Screen at Klondyke, a 17-million -dollar Project. The water for the RDR goes one way through the Screens and the Fish go back into the Rangitata River. This is starting in May 2022.

Motorsport vehicles

Motorsport vehicles (within this context) are those legitimate roadgoing motorsport vehicles which are used for competition purposes, and are excluded from paying charges. The most common application for this would be rally cars, where the vehicle is required to be road registered in order to be driven on public roads between special stages. There will also be some clubsport cars which are used on-road and for weekend racing. In all cases, these vehicles will need to be owned by competition license -holders, used in competition activities, meet stringent safety requirements, and be issued with an LVV Authority Card. Disability vehicles
People who need to use vehicles, either to enable the safe transportation of a disabled person or to enable a disabled person to self-drive, are often restricted as to the type of vehicle they can use. Many vehicles which meet the individual needs of the user may not be available in a low-emitting variant, and so these vehicles are also excluded from paying a charge. A disability vehicle, in this context, means a light vehicle that is used for the transportation of a person with a disability and is either: modified to enable a person in a wheelchair to safely enter and exit the vehicle and enable the person and the wheelchair to be safely restrained while the vehicle is moving; or

provide a person in a wheelchair or of limited mobility with assistance to enter and exit the vehicle through the use of a swivel or swing-out seat.

Note that this exclusion does not apply to typical modern left-hand drive vehicles such as Chevrolet Camaros and Corvettes, Ford Mustangs, and Dodge Challengers (which may be eligible for a Left-hand Drive Permit) unless these vehicles also meet the criteria to be defined as an SIV because they don’t meet Frontal Impact or Exhaust Emissions standards.

It’s important to note that all of the explanations above are very generalised, and someone considering building or importing a vehicle should do their homework to determine for sure whether the vehicle falls into an excluded vehicle group or not.

In summary: In essence, this is a ‘gas guzzler tax’. Such a tax already exists in many other parts of the world, and was always going to arrive here sooner or later. Fortunately, we’ve come through this potentially threatening legislative process very well, and most enthusiasts can continue to enjoy their vehicle hobby without any new impediments. If you learn that the vehicle you want to import or register is outside of the excluded vehicle groups, remember two key things before becoming despondent: the legislation isn’t saying you can’t register the vehicle, it’s just saying you have to pay a charge; and if you have to pay the charge, the maximum payable charge for a second-hand vehicle is $2,875 (+GST).It’s absolutely not the end of the old car hobby! Restoration of the Year I would like to extend an invitation to all members who have a Club eligible vehicle that has been restored in the past 12 months and has been on a Club Run to enter. This one duty as Chairman that I am looking forward to, is this year's ‘Restoration of the Year’, so if you have a vehicle that you would like to enter for my judging of “Restoration of the Year” please let me know before 14th June 2022. Out of the Mouths of Babes A little girl was sitting next to her grandfather as he read her a bedtime story. From time to time she would take her eyes off the book and reach up to touch his wrinkled cheek. She was alternately stroking her own cheek, then his again. Finally, she spoke up, “Grandpa, did God make you?” “Yes, sweetheart,” he answered, “God made me a long time ago.” “Grandpa, did God make me too?” “Yes, indeed, honey,” he said, “God made you just a little while ago.” Feeling their respective faces again, she observed, “God’s getting better at it, isn’t he?” 14
We will be presenting these awards at our Annual Dinner in July. If you believe that you are eligible for one of these awards, please contact me as soon as possible so that we can commence the process. For the 25,35,60 or 70 year awards, members apply to their branch via the Secretary providing evidence of their consecutive membership. If you don’t have any evidence, but you think that you may be eligible, please contact me anyway as I do have some early records. Please note that in addition, for the 60 or 70 year awards to qualify, you must have been presented with your 50 or 60 year award. The 50 year award is different in that you are required to be nominated with a proposer and seconder and you are also required to enclose a comprehensive resume of your involvement with the club. Please note that the requirements for this award were changed from previous and this process can take some months, so please contact me ASAP so that we can commence the process now.
