And we’re off to another successful summer! Over the next four months, we will be providing entertainment opportunities for everyone whether you’re a local or a part-timer. Between the Village, Ruidoso Midtown Association (RMA), the race track and other venues, every weekend will feature a great event. Avail yourself to all that Ruidoso has to offer, and support your local businesses in the process. Remember, if you have spare time and would like to earn some money, many of our local businesses could use you. What a tremendous community we have, many thanks to all of you that have given and are still giving to help support those who were affected by the McBride Fire. The Village is hard at work to provide solutions to Mayor Lynn Crawford our housing problems and soon you will see work starting. Please be supportive and solution-oriented as this is an opportunity for the private sector to step-in and provide investment in our community. Contact the Village to discuss your ideas and explore opportunities to rejuvenate our Village through renovation, lot development, and transformation. Level 3 Fire Restrictions have been put in place. Be sure to learn and understand your part in making our Village safer. • No outdoor smoking • No using equipment with combustion engines • No charcoal or wood used for outdoor grilling • No campfires • No fireworks There are no warnings - just fines. June is the beginning of the end of our election cycle so be sure and learn the candidate’s platform and look at their history. Be part of the informed electorate and vote in the June primary. Ruidoso is rapidly being recognized as a leader in the state. Our finances are in great shape, our water is secure, and our community involvement is second to none. Remember the rule: You can’t complain if you don’t participate. The Center Street project is now complete, and it is awesome! The new streetlight and speaker project is complete, and it is also a wonderful upgrade. The road re-surfacing of Paradise Canyon and Gavilan Canyon is underway. Please be mindful, and plan your travels accordingly. Thank you for your patience! “Participate” is the word of the month. Go to the races, attend a festival at Wingfield Park, try some wine or a local brew. I guarantee you’ll not regret participating in the Village festivities. Enjoy all that this “Diamond in the Desert” has to offer. We have such a wonderful place to live, and it’s not just the mountains and trees, it’s the people too. Remember to tune in to “Mondays with the Mayor”, from 8:00 - 10:00 AM on 1490AM for news you can use. It was a sunny, calm day on Grindstone Lake, and the water was still as Jordan Wright, Alexa Herrera, Cannon Irons, and Sarah Duncan hit the water on their paddle boards on Sunday, May 15th. Soon, a dust devil began forming over the dam near the Fisherman’s Trailhead.

What initially appeared to be harmless quickly became a sinister force of nature. It rapidly moved closer, and they watched in horror as a canoe was consumed by the wind and a man and woman were dumped into the water and began shouting for help.

As the wind picked up, the individuals were sucked in under the water surface several times. Paddle boards and kayaks were taken up while the cyclone hovered over the four, nearly hitting and drowning each of them. They fought and swam toward the shore.

As the cyclone moved away from the water toward the parking lot, the young men made sure the girls were safe and immediately rushed to the canoe to help. The woman was still screaming, and the man was face down in the water - lifeless. The young men worked together to lift his limp body onto Cannon’s paddle board. Jordan steadied the board from inside the water as Cannon prepared to preform CPR in the middle of Grindstone Lake. Cannon began chest compressions and mouth-tomouth for the first time in his life. He successfully resuscitated the man. Meanwhile Sarah called 911. Local EMTs reached the scene in record time.

Cannon and Jordan acted heroically and changed the course of the entire event. They saved the life of a stranger when no one else could.

JOE KASUBOSKI NAMED NEW FIRE CHIEF Joe Kasuboski was recently named to serve as Fire Chief for the Ruidoso Fire Department. He began his career serving communities in 1995 when he served with the Dexter Volunteer Fire Department for four years and as a New Mexico State Park Law Enforcement Officer for 18 years. Prior to his appointment by the Mayor as Fire Chief, Joe worked for the Village of Ruidoso, where he has been the Emergency Manager since 2017. Since 2019, he has served in a dual role as the manager of Sierra Blanca Regional Airport as well. His career has been strongly focused on working with and listening to the community and being a team player. He is a believer in the Ruidoso Fire Department and looks forward to serving as a leader to keep the RFD’s vision and values strong. He will make the safety of this community a priority and looks forward to serving the Village of Ruidoso. Fire Chief Joe Kasuboski
SAWMILL TRAIL
OFFICIALLY OPENS!
Officials from the Village of Ruidoso, the U.S. Forest Service – Lincoln National Forest, the National Forest Foundation, and the Public Lands Interpretive Association celebrated the grand opening of the Sawmill Trail on May 6th! This trail connection to Grindstone Lake, made possible through the Smokey Bear Stewardship Fund in partnership with the aforementioned groups was built by hand by EcoServants. Guest speakers at the event included Axie Navas the Outdoor New Mexico Director with the New Mexico Economic Development Department, Smokey Bear District Ranger Camille Howes, Village of Ruidoso Mayor Lynn Crawford and of course, Smokey Bear! The trail is located at the corner of Mud Canyon Ave and Bewley Lane off Carrizo Canyon Rd, just south of Ruidoso. The Smokey Bear Stewardship Fund is a joint effort between the National Forest Foundation, the Village of Ruidoso, and local business owners. Each contributor donates money to the fund, which is used for projects to enhance recreation opportunities or improve forest health in the Ruidoso area and on the Smokey Bear Ranger District. If you are a local business owner interested in participating in the Smokey Bear Stewardship Fund, contact the National Forest Foundation Rebecca Davidson at rdavidson@nationalforests.org to learn more about how your business can contribute to outdoor recreation and the community.

ON THE HOUSING FRONT Going back to 2018, the Village of Ruidoso conducted a housing study that demonstrated a need for approximately 300 long-term workforce housing units within Lincoln County. With the popularity of short-term rentals, the prolonged COVID-19 pandemic, and most recently the McBride Fire which destroyed an estimated 200 structures and displaced over 20 families, the crisis on the workforce housing front has been further compounded. On May 23, 2022, a special meeting was held to discuss the crisis and authorize the Village Manager and staff to use every tool in the Village’s tool bag to address the workforce housing needs of the area aggressively and creatively. Local governments in New Mexico are afforded various authorities (tools in the tool bag) to provide assistance. By utilizing the Affordable Housing Act and the Metropolitan Redevelopment Plan, we are able to address the housing needs and create enterprise funds to provide this service to the community. The Village will develop a creative solution and address the housing shortage by thinking outside the box. This will include helping renters that are struggling with high rental costs and adding to the current longterm rental housing supply. The plan will also build long-term rental housing for the workforce as well as for displaced families. The objective of increasing the housing supply will bring the dream of homeownership into reach for the working family in our community.
FROM THE DESK OF THE TOURISM DIRECTOR McBRIDE FIRE RECOVERY MARKETING CO-OP PROGRAM Team Tourism received approval from Village Council to use our remaining FY22 marketing funds to enter into a co-op marketing agreement with the NM Department of Tourism in a 1:1 Match of $75,000 for a total spend of $150,000. This marketing blitz is dedicated to driving the narrative that Ruidoso is open for business and will encourage visitors to make their travel plans to Ruidoso.

FINANCE CORNER The Village has completed its annual budget process and has submitted it to the Local Government Division of the Department of Finance, two weeks before the deadline of June 1st. Budgeted expenditures for FY 2023 for the Village total $46,247,723. This includes $5,939,606 of capital expenditures which include equipment, capital projects, and other one-time expenditures. These figures do not include any capital outlay that is currently underway. The Village is in a very strong financial position as we end our current fiscal year (FY 2022). Gross Receipts Tax (GRT) distributions through May total $15.7M which is up 15.62% over FY 2021 and actual operating expenditures are only 65.32% of budgeted expenditures, with 91% of the year complete.
This new section of the newsletter will highlight Village of Ruidoso employees who go above and beyond their daily duties to provide excellent service to our community. We recently received this email regarding Dave Myers, one of our Building Officials in the Community Development Department:
I want to sincerely sing praises for David Myers. We recently removed an old mobile and had a newer one delivered. Having never done this before, we didn’t know where to begin in the process! We wanted to make sure everything was done correctly! I am so thankful for David and his professionalism and knowledge. He helped provide all the documents we needed, answered questions in a timely fashion (which has not been the case with others in this whole process). We live in Las Cruces and can only get up to Ruidoso occasionally, but David always made time to meet with us. I honestly don’t know what we would have done without him!
