“All of us, at some time or other, need help. Whether we’re giving or receiving help, each one of us has something valuable to bring to this world. That’s one of the things that connects us as neighbors – in our own way, each one of us is a giver and a receiver,” Fred Rogers said some years ago. It is still true today. Ruidoso and the Greater Lincoln County area are continuing to work on recovering from the McBride Fire. Being a good neighbor is at the heart of our efforts. I am continually gobsmacked at the generosity of the people in this community - you make miracles happen. Let’s all celebrate our recent Village accomplishments: Center Street rehabilitation, including sidewalks (complete); new street lighting with speaker system in the Mayor Lynn Crawford Midtown shopping and entertainment district (complete); demolition of the Annex Building off Wingfield Street (complete); beginning construction of the new Magistrate Court at the Horton Complex; approval of the first Workforce Housing development off Mechem Drive; starting the resurfacing of Gavilan Canyon Road and many others that are too numerous to mention. The Village employees do so much and we are fortunate to have their dedication to this community. Update: we will soon break ground on housing for the victims of the McBride Fire. Due to the excellent work of Village and County administrators, primarily that of Village Manager Tim Dodge, this will soon be a reality. Mr. Dodge has spent many hours working with State and Federal sources to raise the cocktail of funding necessary. Thank you, Tim! The Village has renovated houses located on Village properties that will soon be made available to rent to our new police recruits, as well as others. More to come... Our little mountain oasis is busy with many guests and others that are finally shaking off the restrictions of the past two years. They are the fuel of our economy. We need to embrace and celebrate this time of year! Let’s all put our best foot forward, place a nice smile on our face and have fun with one another. We only need to watch the news to be reminded that the world is seemingly going mad. I am constantly reminded by folks that, no matter what, working together always brings better results than working alone. Simple in theory, but hard in practice. We can all be more patient, listen better and speak more softly. The Lincoln National Forest has downgraded Fire Restrictions to Level 1. Thank you rain! Grindstone and Alto Lakes are well stocked with fish. Get some lake therapy – go fishing! The Wibit is in full swing. If you can participate, do so; if not, spectate. Have you ever watched a husband and wife work together backing a boat trailer down the ramp? Watching folks on the Wibit is kind of the same thing, but don’t let them see you laugh! Try out the Screaming Eagle Mountain Coaster. Go to one of the many concerts at the track or Wingfield Park. Sit on your deck and have a local wine or brew. There are so many things to do in Ruidoso. Thanks to the retirees who came out to work and be of service to the community. We are still in need of your help. You can make a little money and have a lot of fun! We met with the Secretary of Workforce Solutions Ricky Serna and his department has offered solutions for those wanting to work and not affect their retirement. This could help fight off the impact of inflation and improve your attitude at the same time. Do you like being in the know? Tune in to The Mountain 1490 AM radio at 8AM Mondays or stream it on the internet and listen live anywhere in the world. That’s right baby! We’re worldwide! Who is Fred Rogers? The Ruidoso Valley Chamber of Commerce is excited to announce that we will hold the 51st Ruidoso Art Festival on July 22, 23 and 24 at the Ruidoso Convention Center! The festival will feature over 100 Fine Artists from all over the Southwest, showcasing their art in a broad spectrum of mediums including: sculpture, photography, paintings, jewelry, ceramics and more. As part of the Ruidoso Art Festival, we will also host a silent auction to benefit the Chamber’s Special Project Fund. Last year, we were able to donate to the Ruidoso Municipal School District’s art programs, ensuring the development of future artists. Art lovers, from the first-time buyer to the serious collector, will be able to discover treasures to complement any lifestyle or budget. We will have local wineries and craft breweries participating along with different food options. Come spend a day or the whole weekend at the Ruidoso Art Festival! You won’t be disappointed. RUIDOSO MIDTOWN ASSOCIATION UPDATE From the Desk of Executive Director Kendra King
Welcome Summer! Construction updates: most of the construction in Midtown was wrapped up for Memorial Day weekend, just in time to welcome the increase in traffic from the summer Racetrack community; the Center Street renovation is currently on track for completion; and the new sidewalks on each side of Center Street leading all the way up to Wingfield Park will be well utilized this summer as they’re the safest direct path from free parking and public spaces to and from the businesses on Sudderth Drive.

The new light poles are fabulous! I still stare at them every time I drive through Midtown. The District now has a speaker system attached to the poles. The modern system is designed to provide a few services: we are able to announce to the public valuable information such as extreme fire danger and smoking bans in place throughout the Village; we can promote specific details about our area to visitors that they may not know; and we create a welcoming atmosphere from the ambient music we are playing. The music projecting off the light poles was a drastic change the first weekend it was installed. Many of us wondered where the blaring radio music was coming from! It took a few days to work out the kinks and get a suitable music station playing. The speaker volume is individually controllable on each pole. For instance, there may not be any music playing on the light poles closest to WPS during the times they have live music on the patio. One speaker setup was moved to a different height and volume adjusted to suit the business closest to that particular pole. It is a new addition to our destination location in Midtown and we will continue to work out the operating details. Thank you to everyone who has reached out to the Village or to the Ruidoso Midtown Association with your comments and concerns. We listen to these thoughts and consider them carefully as we try to address any issues that arise. Every business is unique and what works for one may not work for another. This is part of what makes Ruidoso so special. We all make it work together. Recently, I had the honor of spending the day on a tour of town with the State of New Mexico’s Tourism Department and the team from NM True. Our local Director of Tourism and Team Tourism planned a topnotch guided glimpse of the wonderful assets Ruidoso adds to our state’s beauty and appeal. After the State’s presentation on tourism at Village Hall, we loaded up in Backcountry Attitude’s OHVs and set off to enjoy the sights and recreational opportunities we have here! Everette Brophy with Team Dynamic Disc and our very own disc golf professionals showed off the best disc golf course in the entire state! He also gave a great lesson and some valuable facts on the sport. Rodney Griego, Ruidoso’s Parks and Recreation Director, showed guests the developments at our beautiful Grindstone Lake and gave them a special sneak peek at the new Mountain Coaster that is being built at Eagle Creek. Finally, we landed in Midtown where I got to show off our stuff! 100+ businesses packed together is a very impressive sight. It just wouldn’t be shopping in Midtown without a little wine from Noisy Water. We ended the day with a top-notch dinner at Grill Caliente. I think it is safe to say that Ruidoso left a significant impression! The tour around town was a great reminder of what a wonderful community we live in. The forest may be closed (let’s all think rain!) but the 21 square miles of Ruidoso are packed with fun-filled adventures. Get out there and experience some of it! ADDRESS CHANGES Coming to Ruidoso
The Village of Ruidoso is in the process of correcting the E-911 addressing issues in our community which is vital to help ensure life safety for our residents and visitors. New Mexico State Statute and Local Ordinances govern how addresses will be laid out and updated, and if addresses are not meeting the minimum E-911 standards, grant funding from the State of New Mexico could be withheld. Addresses have already been changed on Highway 70 which will be followed by Sudderth and Mechem. Neighborhoods will be re-addressed after these areas are complete. Knowing that these changes take time, the Village is working to help businesses navigate the transition and make it as seamless as possible. Businesses will have 120 days to implement their new address information. The Village of Ruidoso will provide automatic updates to the following: »

Elizabeth Ritter Named New Director of Tourism Elizabeth Ritter has been named as Director of Tourism for Ruidoso, the leading resort destination in Southern New Mexico. As a sixth-generation New Mexican, Elizabeth grew up in Las Cruces and graduated from New Mexico State University. Following graduation, she began her career in Las Vegas, NV, where she worked in the hospitality, tourism, trade show and corporate event industry for 28 years.

As Ruidoso’s Director of Tourism, Elizabeth is passionate about helping others to see the inimitable magic that this small-town destination has to offer. Her sense of loyalty to the community, town and state she loves allows her to approach the job with reverence and devotion. Most importantly, Elizabeth understands the role tourism plays in supporting local retailers, lodgers, restaurants and recreational businesses. She looks forward to the distinct honor of doing these businesses proud and providing them with the right audiences to thrive.

Conserving Water With Washing Machines and Dishwashers
Water conservation is an important and easy step in order for everyone to help conserve water for future generations. One of the easiest ways to save water is by looking at the old appliances you may be using around the house. One of these appliances, in particular can use a significant amount of water: washing machines. For an average family, there are about three hundred loads of laundry done each year, which can equate to 16% of a household’s overall water usage. If a household is continuing to use an older washer, this can equate to about 40 to 45 gallons of water per load, which is about 12,000 to 13,500 gallons annually. However, if this old appliance is upgraded to a high-efficiency (HE) washing machine, the water usage can be cut in half. HE washing machines only use 15 to 30 gallons of water per load, which can equate to 4,500 to 9,000 gallons of water used annually.1 Another household appliance that can help save water is by using a dishwasher versus handwashing. If someone conducts dishwashing by hand, they consume anywhere from 9 to 27 gallons a load. Whereas, if a dishwasher is being used, a load will only consume 6 to 16 gallons2. The average household uses their dishwasher 95 times annually, which can equate to about 1% of a household’s overall water usage. If a household continues to hand wash their dishes, they can end up using 855 to 2,565 gallons of water annually. If a household is still using an older model dishwasher, there are approximately ten to sixteen gallons of water used per load, which equates to 950 to 1,520 gallons of water annually. Finally, if a household can afford to upgrade to an Energy-Star dishwasher, only about 3.5 gallons of water is used per load, which equates to 332.5 gallons of water annually.1 Another way that homes can save water with their washing machines and dishwashers is by running a full load versus a medium or small load. A full load allows you to get the most out of your appliance. When you use your appliance for a medium or small load, it can cause a waste of both electricity and water due to the machine using roughly the same amount of water regardless of how many clothes or dishes are present. Overall, if you cannot afford to upgrade your washing or dishwashing machines, make sure that you always have a full load before running it to help conserve water over the long run. 1. The Applicant is required to meet all local, state and federal requirements pertaining to the development. The Applicant is required to develop a minimum of four units and the maximum will be determined based on their site plan, which most have adequate parking per unit and meet the setbacks outlined in zone C-2. Complete traffic analysis and drainage study to be included with the site plan case file and building application. Modular and/or manufactured homes must be placed on a concrete pier foundation or equivalent. Additional guest parking is required. Green Space to be included where possible. Prioritize 2-bedroom units over units with patios. Amend site plan to prioritize the number of units not to be less than 17 structures.
This development will consist of long-term rental housing in the form of 17 manufactured homes to be placed on property acquired and held in the Village of Ruidoso Housing Trust to be leased short-term to the displaced families of the McBride Fire and long-term to be used for Ruidoso’s workforce housing initiative serving households up to 140% LMI in accordance with the Affordable Housing Act. To date, the Village of Ruidoso has: obtained bids for manufactured homes; entered into a design agreement to include streets, water, wastewater and drainage; received the appraisal for the property and closed on June 10, 2022. PNM has started the electrical design and using the Request for Proposal process, a local property manager was selected.

Ruidoso Public Library Receives Financial Industry Regulation Authority The Ruidoso Public Library is a recipient of the $5,000 FINRA Foundation Grant! Offered to libraries serving communities recently affected by FEMA-declared major disaster locations, the FINRA grant provides funds for investor education. This reimbursement grant supports collection development of personal finance materials in all formats, to include: audio, e-book and print. During the month of July 2022, the library will utilize the grant to update the personal finance collection and purchase items to add to library resources. Materials will include the subjects of Fraud, Debt Management, Budgeting, Retirement, Estate Planning, as well as several other areas involved in personal finance.
