Happy New Year, Ruidoso! What a joy it was to see our village come alive during the holidays. Our streets buzzed with visitors, our restaurants were filled with laughter, and our shops welcomed guests from near and far. To everyone who chose to spend their holidays in our mountain community— thank you. Your presence means everything to our local businesses and strengthens the economic foundation that supports our entire community. We love having you here, and we look forward to welcoming you back throughout the year.

There’s something special about turning the calendar to a new year. It brings a sense of possibility, a fresh start, and renewed hope for what lies ahead. As we step into 2026, we carry forward the resilience and strength that have defined this community, while looking toward a future filled with promise. This January marks an exciting and important time for Ruidoso’s future. We’ll be hosting a week of community meetings that will lay the groundwork for updating our Comprehensive Master Plan—a blueprint that will guide our village’s development and vision for the next 15 to 20 years. Your voice matters in this process. Whether you’ve lived here for decades or recently made Ruidoso your home, we need your insights, your dreams, and your practical wisdom about where you want to see this community go. Please mark your calendars and plan to attend these sessions. This is your opportunity to help shape the Ruidoso our children and grandchildren will inherit. Following these community conversations, the Village will begin our internal strategic planning process for Fiscal Year 2027. This work develops the budgets and goals that will drive our operations and investments in the year ahead, informed by what we hear from you. As we welcome the new year, we also bid a fond farewell to several longtime Village employees who retired at the end of 2025. Tbone Tetrault wrapped up 30 years of service as Assistant Director of Parks & Recreation. Kathy Richardson completed 21 years with our Forestry Department. Randy Koehne served 12 years in Water Production, and Jerome McTeigue dedicated 27 years to our Solid Waste Department. Together, they represent 90 years of commitment to this community. We wish them all well-deserved relaxation, mountain views, and time with loved ones. Thank you for your service. Our recovery and mitigation work continues as well. Throughout the coming year, we’ll maintain our focus on projects that strengthen our infrastructure, protect our community, and build greater resilience for whatever challenges may come. From Ruidoso Police Department Facebook page: Today, we would like to give a shout-out to one of our officers who went above and beyond! On Saturday, December 6, Officer M. Mackewich was enroute to Carrizozo when he came across a brush fire along the side of the road. Without hesitation, Officer Mackewich safely pulled over, grabbed his fire extinguisher, and put the flames out before they could spread further. We’re incredibly proud of his quick thinking and dedication to keeping everyone safe, both in and out of his usual duties! Please join us in thanking Officer Mackewich for his outstanding service, and the civilians who stopped as well. It is unknown what caused the brush fire. As Smokey Bear says, only YOU can prevent forest fires.

RUIDOSO POLICE DEPARTMENT Shop with a Cop 2025 Last year, the Ruidoso Police Department partnered with agencies across Lincoln County to support the annual Shop with a Cop program, a community initiative designed to bring holiday cheer to local children. Officers from the Ruidoso Police Department, New Mexico State Police, Carrizozo Police Department, and the Lincoln County Sheriff’s Office each paired with a child for a memorable day of activities and gift-giving. On December 13, 2025, the tradition returned, starting with breakfast at the Chapel at Ruidoso Downs Race Track. The group then went to Walmart, where officers accompanied their assigned children on a holiday shopping trip, helping them select Christmas gifts for themselves and their families. Afterward, the group stopped by Boots & Jeans to collect a new jacket for each child. To add to the fun, the officers and children then went to Sabor to delight in ice cream and a trip to the bowling alley, creating an informal setting to forge meaningful connections between law enforcement and local youth. The continued participation of local law enforcement agencies underscores their commitment to building strong, positive relationships within the community and ensuring that every child can experience the joy of the holiday season.
COMMUNITY DEVELOPMENT Clean & Lien Program Seeks to Alleviate Code Violations Clean and Lien is a tool available to the Village to alleviate code violations at properties in Ruidoso. Most properties in Ruidoso are well-maintained, and when issues arise, owners typically respond quickly to make necessary repairs. However, when an owner is unable or unwilling to bring a property into compliance, Clean and Lien provides a remedy. When a property is identified as not being in reasonable repair or having a nuisance, the Village sends a letter to the property owner setting out the violations, required corrections, a reasonable time to make corrections—no less than 10 days—and a statement that if problems are not satisfactorily addressed, the Village will make necessary repairs and assess costs to the property owner. The owner also has the right to request a hearing by the Village Council. If the owner does not abate the issues, the Village will correct the violations and provide a statement of costs to the property owner, who may then make payment to the Village. If payment is not received, the Village will file a lien against the property for the abatement costs. The property owner then has four years to make restitution; if the debt remains unsatisfied, the Village will pursue other means to receive payment. Clean and Lien provides a method for the Village to bring properties into compliance where a property owner may be unwilling or unable to do so. The process requires notice and opportunity for the owner to make needed corrections and request a hearing before the Council. By filing a lien on the property, the Village and taxpayers are provided a means for repayment of abatement costs. Clean and Lien is a balanced approach the Village may pursue in rare cases when a property owner is not responsive to typical enforcement processes, protecting both the owner’s rights and public safety and finances. 4

November and December shaped up to be wonderful months in Midtown Ruidoso. Between the celebrations and the excitement still ahead, the season has brought a renewed energy to our Village. The Christmas Jubilee welcomed visitors from across the region for three days of festive shopping and holiday cheer. With special guests like The Yeti, Smokey Bear, and the Clauses, the Jubilee brought wonder to children and adults alike. Black Friday Weekend was one for the record books in Midtown and the Village as a whole. Our streets were packed with holiday shoppers from morning to night. Bags in hand, families filled our shops and eateries, and many Midtown businesses stayed open late to meet the demand. Just days later, Ruidoso was treated to its first snowfall of the season, a perfect kickoff to winter. Bring it on! The lighting of the Christmas Tree gathered an incredible number of locals and visitors at Wingfield Park. Friends, families, coworkers, visitors, and even pets came together to celebrate everything that makes our community special. Soon after, the Ruidoso Festival of Lights Parade illuminated Midtown with creativity and spirit. Local businesses, organizations, and high schools from across the region took part, reminding us of the unmatched charm of small-town life. RUIDOSO VALLEY CHAMBER OF COMMERCE From the Desk of Executive Director Deborah Douds One of the favorite things we do here at the Ruidoso Valley Chamber of Commerce is to organize and present the Festival of Lights Parade. This year’s parade was on December 6, and it was a fantastic one! Thank you to everyone who participated in the parade. The creativity and energy that went into all the entries were amazing, and it was extremely hard to pick the winners. » First Place: Lincoln County, NM » Second Place: The US Forest Service » Third Place: Zia Natural Gas We were honored by our two parade marshals, Adam Sanchez, who recently retired from the Village of Ruidoso and worked tirelessly as the Public Works Director, and Tbone Tetreault, also recently retired, who has done so much for our Village Parks as the Assistant Director of Parks and Recreation. Thank you to both Adam and Tbone for your commitment to the Village! I would also like to thank the Ruidoso Police Department and the Ruidoso Fire Department for their assistance with the parade. They do a great job, and their assistance is invaluable. Opening day for the 2026 Legislative Session will be January 20. This is a 30-day session, so it will be fast and furious, with most of the time spent on budget issues. We will hold our Lincoln County Day Legislative Reception in Santa Fe on February 4 at the Drury Plaza Hotel. This reception gives our chamber members and residents of Lincoln County the chance to come to Santa Fe and join us in representing the voice of our community. We invite all our state legislators and cabinet department secretaries to the reception. This is your opportunity to speak one-on-one with those in Santa Fe who make the decisions for our state. Please consider attending this reception. Lincoln County and the Village of Ruidoso need to attend as a united front and make our voices heard. This is one of the most important benefits we offer our members and residents. Tickets are just $50 per person and include hors d’oeuvres and drinks. RUIDOSO MUNICIPAL SCHOOLS

Ruidoso Municipal Schools proudly celebrates the remarkable accomplishments of Ruidoso High School student-athletes who delivered an exciting and highly successful Fall sports season. Through hard work, sportsmanship, and unwavering commitment, our Warriors represented the community with pride in every competition and continued the tradition of excellence that defines RHS athletics. Ruidoso’s volleyball program earned district honors once again, capturing the District Championship and advancing to the state tournament. Led by Head Coach Rory Arisumi, the team demonstrated exceptional teamwork, discipline, and poise throughout the season. Madison Lutterman was named District MVP and received All-Star recognition, while teammates Cassidy Byrd, Aubrey Eidson, Morgan Eidson, and Kanea Kane earned First Team All-District honors. RHS Volleyball’s impressive list reflects the depth of talent on the roster. On the gridiron, Ruidoso football continued to build on its competitive tradition. Under the leadership of Head Coach Shane Eidson, the Warriors showed resilience against a challenging schedule and earned multiple AllDistrict selections. Among the top honorees were All-Star selections Zach Friberg and Ashdyn Urban, along with First Team honorees Mason Fikany, Urijah Luevano, Jonus Lester, and Cade Holland. Their dedication and competitiveness stood out all season long. Cross-country proved once again that endurance and determination are hallmarks of Ruidoso athletics. The girls’ program earned First Team All-District recognition for standout runner Kiran Vincent, while the boys’ team captured the District Championship behind a deep and talented lineup featuring Jerimy Williams, Max Figueroa, Simon Velasquez, Davis Warner, Max Regalado, and Tristan Kim. Head Coach Richard Moore has built a program that is recognized across the region for grit, consistency, and strong finishes. The Lady Warriors soccer team also added another celebrated chapter to their program history, earning the District Championship. Led by Coach Castro, who was named Coach of the Year, the team collected numerous honors, including First Team All-District awards for Jackie Segovia, Gaby Parga, Allura Ontiveros, Angie Chavez, and Daana Lugo, who was selected District Player of the Year and earned Second Team All-State honors. Segovia was named First Team All-State, further highlighting the team’s statewide impact. RHS Boys Soccer also impressed this season under Head Coach Sigurd Schmitz, earning district recognition for several athletes. First Team selections included Titus Rust, Luca Tondino, and Angel Ortiz, while Samuel Salcido and Ruben Tena earned Second Team honors. The program continues to establish a strong presence built on teamwork, effort, and continual improvement. With a memorable fall behind them, student-athletes now look ahead to the winter season. Girls’ Basketball hosted its first home game on December 8, while the Boys tip off at home on January 13. The community is encouraged to come out, fill the stands, and cheer on the Warriors as they continue representing Ruidoso with tradition and pride. As we celebrate these accomplishments, RMSD extends congratulations to every athlete, coach, and family who contributed to an outstanding fall sports season. Our student-athletes have once again shown that hard work, heart, and pride make our community strong.

EASTERN NEW MEXICO UNIVERSITY - RUIDOSO From the Desk of President Ryan Trosper ENMU-Ruidoso Spring 2026 semester registration is open now during regular business hours. Monday through Friday, 8:00 AM - 5:00 PM. Extended registration hours will be available on Saturday, January 10 from 10:00 AM - 2:00 PM. The campus will be closed for winter break from Wednesday, December 24, through Sunday, January 4. Students can register in person at the ENMU-Ruidoso campus, located at 709 Mechem Drive in Ruidoso, or call 575-315-1120 to schedule an appointment with an advisor to register. HUMAN RESOURCES DEPARTMENT Farewell to Several Village Employees KATHY RICHARDSON - RETIREMENT AFTER 21 YEARS OF SERVICE Kathy Richardson started her career with the Village in August of 2004. She joined the Forestry Department, where she has served for 21 years. Kathy was the third employee hired in the department and has watched it grow with the needs of the community. Along with her co-workers, Kathy worked with multiple agencies to implement the Community Wildfire Protection Plan to help protect the community from wildfire. Kathy has been proud of the accomplishments of the department and their ability to implement services on the ground that impact the preparedness of the Village. She is thankful that the Governing Body has been aligned with their vision through the years and has supported them all the way. She is grateful for the privilege to work for the organization, and she will miss all the individuals that she works with and the public that she works for each and every day. JEROME McTEIGUE - RETIREMENT AFTER 27 YEARS OF SERVICE Jerome McTeigue has retired from the Village after 27 years and 2 months of dedicated service. Jerome has worked for the Solid Waste Department as an operator/driver his entire career. Early to bed and early to rise was Jerome’s motto, although he said that was the most difficult part of his job. His work ethic and attention to detail in his job were something to be proud of. He gave it his all, day in and day out, and was always smiling and respectful. Jerome would offer help to anyone who needed it. He enjoyed meeting a lot of people along the way, both employees and customers. Jerome will be missed by all!

RANDY KOEHN - RETIREMENT AFTER 12 YEARS OF SERVICE Randy Koehn started his career as the Water Production Manager for the Village of Ruidoso in August of 2013. Randy was a Water Level IV and had many qualifications and experience to contribute to the organization. He has worked on many significant projects in the community, such as Alto and Grindstone Dams, Alto WTP Rehabilitation, Tank Rehabilitation, and other diversion projects. These improvements challenged him to think creatively, adapt quickly, and collaborate effectively with others. One of the proudest moments for Randy was assisting the team and the Village in fulfilling the requirements of the Administrative Order that had been mandated by the New Mexico Environmental Department in 2013, prior to his arrival. In 2 ½ years, Randy was instrumental in making improvements to the water production system. From that point forward, the standards that were implemented have never wavered, and the department’s operations have been second to none. All these experiences strengthened Randy’s technical abilities but also deepened his appreciation of teamwork and open communication. In his next chapter, Randy will relocate back to Las Cruces to be near his daughter and grandson, but he will be taking part of Ruidoso and all the great memories with him.
DAVID “TBONE” TETREAULT - RETIREMENT AFTER 30 YEARS OF SERVICE David “Tbone” Tetreault has retired from the Village of Ruidoso after 30 years of dedicated service. He began working for the Village in September of 1995, starting as a Park Maintenance Worker I, II, and III, and then promoted through the years to Park Foreman, Park Supervisor, and then to the Assistant Director. Tbone has always had a love for being outdoors, working on athletic fields, building and maintaining the Grindstone disc golf course, and creating a magical Christmas experience for the Christmas tree lighting every holiday season. He served on the Keep Ruidoso Beautiful board beginning in 2018 until he retired in December 2025. Tbone was always ready for a challenge and always ready to learn new things. He has been instrumental in the Parks and Recreation Department, helping to build it up to what it is today. He always led by example, was honest, loyal, and hardworking. Through the years, he knew that what he loved most about his career was serving this community.
