Los Angeles County, home to 10 million residents across 9 Service Planning Areas (SPAs), faces overlapping challenges, including the impacts of climate change, inequitable economic development, and systemic barriers preventing marginalized communities from accessing highquality jobs. To address these challenges, this proposal outlines the development and implementation of an Over-the-Top (OTT) television network powered by Silo 5.0—an AIdriven, cloud-based system. The network will deliver free, 24/7 live and on-demand community news programming in multiple languages, produced and operated by student apprentices in arts, media, and entertainment career paths. This initiative prioritizes economic equity, climate resilience, and systemic change through regional collaboration and inclusive governance.
Objective and Scope The objective of the Global Purpose Network (GPN) is to create an OTT television network that: 1. Provides accessible, real-time communication to address regional challenges, including climate resilience and economic inequities. 2. Serves as a platform for community engagement, education, and representation in Los Angeles County’s 9 SPAs.
