Harrisburg Food Pantry Needs Your Help On Monday through Friday during the school year, students who qualify (based on income) are able to utilize the free/reduced lunch program. Under the Backpack Program, a 1-2 day supply of food is then provided to each qualifying child on Friday, sufficient to tide them over through the weekend. It was brought to our attention the Harrisburg School District is one that does not extend this Backpack Program through the summer. There is a need. The Harrisburg Area Food Pantry wants to fill this gap and needs your help to do so. Beginning the week of July 24th, we began supplying food to as many of these children as we can. We are unable to get a list of kids currently in the program so have developed a workaround. Fliers have been distributed at a few local businesses to make families aware this is happening. We are on site at the Cliff Ave and Hunter’s Gate Apartments for one hour per week with a small supply of groceries for each child. During that same time, we make filled ‘backpacks’ available for pick up at the pantry for children who live in other areas of Harrisburg. This will continue for 5 weeks, until school starts.

Or, specific food items needed include: canned vegetables (corn, peas, carrots), individual juice boxes, fruit (apples, oranges), individual boxes of cereal, Ramen Noodles and snack crackers (no peanut butter or nuts). If you’d like to arrange a time to drop these items at the pantry or have any of these items picked up from your location, contact information is shown below. Lawn & Garden Irrigation MARY MCCLUNG Studies estimate that almost half of the water used in an average American household is for outdoor irrigation. Water wisely. Don’t bother watering after 10 AM or before 7 PM as the heat of the day will just dry out what you have applied, not to mention that it isn’t good for the grass or your plants and city ordinance does not allow watering between 10:00 am and 5:00 pm. Try not to water on days when the wind is blowing. The wind negates any benefits of lawn watering. Lawns and gardens typically only require an inch of water per week. A thorough soaking which penetrates the soil is better than several short watering intervals which merely water the top of the ground. Watering the top of the soil is actually detrimental to the growth of your lawn. If can encourage unwanted disease and weed growth. If you haven’t installed a rain sensor for your irrigation system, do so. The cost of a sensor is about $50.00. You can recoup this cost rather quickly if your irrigation system comes on during a rain storm once or twice. Any excess water that your irrigation system applies during a rain event will simply run off your yard and down the gutter.

Owners of any dog, cat, or other animal held as a domestic pet shall not permit such animal to run at large at any time. A leash is required at all times. If found, these animals are impounded and expenses and fines are paid by the owner. The City and Sheriff’s Department receive many complaints of barking dogs. These cases may be considered a disturbance of the peace by animals. Please take necessary steps to prevent this to avoid being fined. When walking your pet, please carry a bag with you to clean up after your pet and dispose of properly. It Is Tree Trimming Time! MICHAEL MCMAHON, PLANNING & ZONING ADMINISTRATOR Fall is the best time to trim trees and shrubs. Property owners are responsible for keeping overhanging branches cleared from the walkable area of sidewalks and the driving area of streets, as required by Chapter 6.0502 of Harrisburg Codified Ordinances. 6.0502 Duties of Property Owners. It shall be the duty of any person or persons owning or occupying real property bordering on any street upon which property there may be trees, to prune such trees in such manner that they will not obstruct or shade the street lights, obstruct the passage of pedestrians on sidewalks, obstruct vision of traffic signs, or obstruct view of any street or alley intersections, except where such services are provided for by utility firms. The minimum clearance of any overhanging portion thereof shall be ten (10) feet over all sidewalks, and fourteen (14) feet over all streets, unless otherwise determined by the City Council. 6.0504 Removal of Hazards. Where any tree branches or hedges protrude or overhang on any thoroughfare within the City so as to be determined
Water Restrictions MARY MCCLUNG City of Harrisburg Water Restrictions are in effect year round. Watering restrictions apply to the sprinkling, watering, or irrigating of lawns. Trees, shrubs, flower and vegetable gardens may be watered as needed. Failure to abide by these restrictions will result in up to a $200.00 fine. Currently we are at a Level 2 Restriction which limits watering or irrigating of yards to 2 days per week using the last digit of your physical address. Water use shall occur before 10:00 a.m. or after 5:00 p.m.

Failure by any person to actually receive any document sent to him by certified mail or to sign and return any receipt card acknowledging receipt by certified mail shall not invalidate service made upon such person by certified mail. Such notice is deemed completed at the time it is mailed, hand delivered or posted, and any period to reply or abate begins to run from the date of mailing, personal service or posting. (SDCL 9-38-2) 6.0505 Removal Costs Assessed. In the event any owner, tenant, or person in possession of any property shall neglect or fail to or refuse to remove such obstructions or undesirable branches or hedges within the time provided, the City may issue a citation for such violation and may authorize such removal with the costs to be assessed against the abutting property owner. 5.0405 Procedures. Law enforcement officers are directed to follow the following procedures in enforcing the ordinance codified in this section:

It is unlawful for the parent, guardian or custodian of any juvenile to permit or suffer by negligent or inefficient control of the juvenile to violate any provision of this section. It shall not be a violation of this section for the parent, guardian or custodian of a juvenile to direct and permit the juvenile to be present in a public place for the purpose of carrying out a specific errand or other specific business activity or to participate in a specific activity of any church, school, club or organization, or to direct and permit a juvenile to travel from one nonpublic place to another nonpublic THE TIGER TIMES • AUGUST 2016 • PAGE 4
A. A law enforcement officer, upon finding a juvenile in a public place during the prohibited hours, shall ascertain the name and address of the juvenile, shall warn the juvenile that he or she is in violation of this section, and shall direct the juvenile to proceed directly and at once to his or her home or usual place of abode. The law enforcement officer shall make a written record of the contact and warning and shall report the contact to the juvenile investigation section of the Police Department, which shall notify the parent, guardian or custodian of the juvenile by telephone or by letter. B. If a juvenile refuses to comply with the direction of the law enforcement officer, or refuses to give the law enforcement officer his or her correct name and address, or if the juvenile has been warned on a previous occasion, the juvenile shall be taken into custody. The parent, guardian or custodian of the juvenile shall be notified to come and take custody of the juvenile. If the parent, guardian or custodian cannot be located or fails or refuses to take custody of the juvenile, the juvenile shall be remanded to the juvenile authorities. 5.0406 Penalty. A violation of this section shall be punishable by a fine not to exceed fifty dollars ($50.00) plus court costs for each offense.

2016-17 Athletic Physicals All students in grades 7-12 are required to complete an athletic physical to be eligible to compete in athletic events. An athletic physical is not required to compete in any activities other than sports. For instructions on registering for athletics and obtaining a physical, please follow this link https://harrisburghsoar.rschooltoday.com/ and follow the outlined process. The physical must be dated after April 1, 2016 to be valid for 2016-17. A physical dated December 1, 2015 is not valid for the fall of 2016. Although a physical exam is not necessary to participate in summer workouts it is advisable to have it done early since the physical will be required to participate once the sports season has started. The best way to ensure that the physical is valid is to have it taken after April 1 each year. Beginning with the 2015-16 school year all students in grades 7-12 who play sports are required to take a baseline ImPACT test once every three years. All athletes were required to have one in 2015-16. In order to ensure one baseline every three years going forward all 2016-17 incoming 7th graders and all incoming sophomores will need to take a baseline test. In addition new student athletes and those who did not participate last year will need to have a baseline regardless of grade. Additional ImPACT testing will be conducted on the Monday and Tuesday morning of August 1st, 2nd, 8th and 9th from 9:30 to 11:30 in the computer lab at SMS. No athlete will be allowed to begin fall practices until a physical has been completed and the ImPACT baseline requirement has been met.  As summer winds down, the fundraising for Tiger Nation and our district’s extra curricular activities gears up! The annual Fine Arts and Sports Banquet is Sunday, August 21st at the Harrisburg Event Center, 126 W. Willow St., Harrisburg. Social hour begins at 5pm, burgers and brats will be served fresh off the grill through 7pm. We will hear brief presentations from our varsity coaches and advisors about the upcoming year and summer camps/ conferences/ competitions. Live and silent auction items will be up for the highest bid - items ranging from man cave signs and furniture, women’s apparel, gift certificates, autographed footballs, etc. (We are always looking for cash and/or donated items - all for a good cause - reach out to Vicki Lanier @ viclanier7@gmail.com or 605-351-2927.) All proceeds from this event go directly back to our students in the spring. Tickets can be purchased for $25 each (table of 8 for $200) at our website wearetigernation.com. Get signed up to attend today! Volunteer opportunities are available for the biggest sports day in Harrisburg - Tiger Bowl on Saturday, September 10th. The fun-filled community day begins with Girls Tennis at 9am, Girls Soccer at 12pm, Volleyball at 12pm, Boys Soccer at 2pm, capped off with Football at 7pm. The annual tailgate will begin at 4pm with inflatables, BBQ and numerous
Tiger wear sales. The Tiger Nation tent will be open outside the stadium at 9am for your chance to purchase your family membership. Activity passes are not accepted on Tiger Bowl day, gate proceeds are collected by Tiger Nation. Tiger Nation members can attend all events free on September 10th. Family memberships begin at just $50 and include two adult popcorn pins for a free popcorn at home events. High School HOSA Happenings HANNAH ABBOTT -- HOSA REPORTER From June 21st through June 26th, sixteen Harrisburg HOSA members traveled to Nashville, Tennessee to compete in the International Leadership Conference with about 8,000 of the world’s leading competitors. The convention itself lasted from the 22nd through the 25th and included academic sessions, event competitions, pin trading, a hypnotist, a dance, and a chance to develop our leadership skills. We started the convention by attending an opening ceremony that had fantastic k e y n o t e presentations, including the creator of Kid President. When we weren’t busy competing, t h e convention had a lot of great academic breakout sessions, such as a
moulage session, which taught competitors how to fake injuries. A few other interesting sessions included “45 Health Careers in 45 Minutes” and “HASHing It Out: The Truth About Medical Marijuana” which both showcased the wide range of sessions available. To help students get a positive start to the day, there was a Zumba class every morning of the convention and a workout with a variety of exercises and yoga poses. For a few good laughs, there was a hypnotist that came and showed the competitors a few cool tips and tricks for hypnosis and then proceeded to hypnotize a few students. There was also a dance that ended the convention perfectly and gave students the opportunity to meet new people and hang out with their friends. Another aspect of the International Leadership Conference that is a hit every year is the pin trading. Each state has a pin designed that is unique to them and students go around trading their state’s pins with other states to collect and showcase on your name badge. Throughout the convention, there was an expo fair that allowed students to talk to representatives from different colleges around the country and learn about careers in the healthcare field more in depth. Overall, the convention was never boring and there was always something going on! Harrisburg HOSA had a very successful International Leadership Conference with THREE Harrisburg HOSA members placing in the top ten for their competitive event. Hundreds of students compete in each event, so to place in the top ten in the nation is a significant achievement! The students who placed in the top ten, and their competitive events, are: Bailey Pickering -- Nurse Assisting Grace Boddicker -- Medical Photography Emily Struss – Interviewing Skills Congratulations to everyone who competed in the International Leadership Conference! It was a fantastic way to close out the 2015-2016 season, and we cannot wait for next year to roll around so we can better develop our passion for healthcare and leadership skills.
Harrisburg FCCLA Member Attend And Compete At National FCCLA Conference SOUTH DAKOTA FCCLA AND UPDATED BY MRS. TRACY KERN Harrisburg FCCLA Members, Brooklynn Gross, Mariah Stensgaard, and Tracy Kern (adviser) joined more than 8,500 Family, Career and Community Leaders of America (FCCLA) student leaders, members and advisers by participating in the 72nd annual National FCCLA Leadership Conference in sunny San Diego, CA. The theme of the conference was “Empower, Me Power;” and was held on July 3-7, 2016. Brooklynn Gross competed in the Competitive STAR Event (Students Taking Action for Recognition) titled, “Focus on Children.” Brooklynn received a gold rating on this event that educated others on proper dental hygiene care. Through this event, she had to showcase child development concepts learned through project. The SD state officers conducted two state meetings while at the conference, as well as attending various state officer trainings and networking opportunities. They had a chance to hear what other state officers from around the country were doing. State officers discussed the theme for next year, which is “Unlimited Possibilities.” Mariah Stensgaard, Harrisburg FCCLA Member and SD State FCCLA Officer, attended these sessions. Mariah and Brooklynn also had the opportunity to attend several great networking sessions and workshops. Some notable workshops focused on social media safety and Financial Football, which was hosted by Football Hall of Famer John Lynch. Financial Football, which relates to the national program Financial Fitness, talked about being wise with your money, and knowing when to spend and save. Family, Career and Community Leaders of America (FCCLA), is a dynamic and effective national student organization that helps young men and THE TIGER TIMES • AUGUST 2016 • PAGE 10
women become leaders and address important personal, family, work, and societal issues through Family and Consumer Sciences education. FCCLA has 200,000 members and more than 5,500 chapters from 49 state associations, Puerto Rico, and the Virgin Islands. The organization has involved more than ten million youth since its founding in 1945. FCCLA: The Ultimate Leadership Experience is unique among youth organizations because its programs are planned and run by members. It is the only career and technical inschool student organization with the family as its central focus. Participation in national programs and chapter activities helps members become strong leaders in their families, careers, and communities.
Harrisburg FFA Members Attend Leadership Retreat TODD MARKS, FFA ADVISOR Three Harrisburg FFA members and advisor Mr. Todd Marks attended the East River Leadership Retreat of the South Dakota FFA Association. The retreat was held near Viborg at the Swan Lake Christian Camp facility, June 28-30. Over 70 FFA members from across the state attended the retreat, which followed the baseball theme of “Step up to the Plate!” While at camp, members worked in small groups led by the SD State Officers and discussed such topics as community service, goal setting, teamwork, and how to coordinate FFA activities with other community groups. Many skits, discussions, group activities, and hands on activities helped the members in attendance better understand what it takes to be a positive leader not only within their FFA chapter, but also throughout their school and community. The final day of the retreat provided the members the opportunity to participate in an actual community service project. Some groups traveled to the town of Centerville to assist with painting and clean up of the city park, others assisted in Viborg, and the final groups, which included the Harrisburg members, visited the Viborg assisted living facility and pulled
weeds, watered landscape plants, and played games and read to the residents. The retreat was honored to have National FFA President, Miss Taylor McNeel in attendance to assist with workshops and provide the members the chance to learn more about the FFA on the national level. Also assisting with retreat activities was Nathan Harmer of the Harrisburg Chapter who is currently serving as one of the 2016-2017 State FFA Ambassadors. Harrisburg member, Kayla Smeenk, was selected as “Miss Congeniality” of the camp. To follow the baseball theme of the retreat, Kayla was presented with a baseball signed by the state officers as her trophy for this honor. FFA Is Seeking Items TODD MARKS, FFA ADVISOR Greetings all!! If you are a former FFA member or the parent of a FFA member, the Harrisburg FFA Chapter has a favor to ask of you. We are always in need of FFA jackets and FFA women’s scarves and FFA men’s ties. As our membership continues to grow, we can assist members with their official dress requirements by providing them used ties, scarves, and jackets. As you are helping sons and daughters clean their rooms as they prepare to leave for college, or if the jackets are taking up closet space, please consider donating them to the Harrisburg Chapter. Other official dress items such as white dress shirts and black slacks and skirts are always welcome and we can put them to good use. If you wish to keep your jacket as a great high school memory, please do so! We are only asking for items that could be put to use again. South Middle School South Middle School Opening Information MARIA MCKNIGHT Summer was wonderful and school will be starting quickly.
