On August 10, 2015 Harrisburg High School will begin its inaugural tennis season when our girls hit our new courts for practice. Construction began in April and concrete was poured for the last courts on July14. While not all courts will be available when practice starts we will work around the last set for about a week to allow the concrete to dry before it can be finished with paint and lines. The concession stand and rest room facility for the courts is near completion and will be ready to start practice. Construction on the concession stand and rest room facility at the high school stadium is also progressing well and will be ready for action when the Tiger Bowl rolls around on August 29. Studies estimate that almost half of the water used in an average American household is for outdoor irrigation. Water wisely. Don’t bother watering after 10 AM or before 7 PM as the heat of the day will just dry out what you have applied, not to mention that it isn’t good for the grass or your plants. Try not to water on days when the wind is blowing. The wind negates any benefits of lawn watering.
City of Harrisburg Water Restrictions are in effect year round. Watering restrictions apply to the sprinkling, watering, or irrigating of lawns. Trees, shrubs, flower and vegetable gardens may be watered as needed.
Lawns and gardens typically only require an inch of water per week. A thorough soaking which penetrates the soil is better than several short watering intervals which merely water the top of the ground. Watering the top of the soil is actually detrimental to the growth of your lawn. If can encourage unwanted disease and weed growth. If you haven’t installed a rain sensor for your irrigation system, do so. The cost of a sensor is about $50.00. You can recoup this cost rather quickly if your irrigation system comes on during a rain storm once or twice. Any excess water that your irrigation system applies during a rain event will simply run off your yard and down the gutter.
These restrictions are strictly enforced and failure to abide by them will result in up to a $200.00 fine. Currently we are at a Level 2 Restriction which limits watering or irrigating of yards to 2 days per week using the last digit of your physical address. Water use shall occur before 10:00 a.m. or after 5:00 p.m. If your address ends in: 0, 3, 6 - you may water on Monday and Thursday 1, 4, 7 – you may water on Tuesday and Friday 2, 5, 8, 9 – you may water on Wednesday and Saturday No watering is allowed on Sundays or between the hours of 10:00 a.m. and 5:00 p.m.!

Fall is the best time to trim trees and shrubs. Property owners are responsible for keeping overhanging branches cleared from the walkable area of sidewalks and the driving area of streets, as required by Chapter 6.0502 of Harrisburg Codified Ordinances.
To establish a new lawn, new sod and seed watering permits are available for a one-time, two week period. The permit is $50.00 and can be obtained from City Hall. Please contact City Hall at 743-5872 in advance if you are interested in obtaining a permit.

6.0502 Duties of Property Owners. It shall be the duty of any person owning or occupying real property bordering on any street upon which property there may be shrubs or trees, to prune or remove such shrubs or trees in such manner that they will not obstruct or shade the street lights, obstruct the passage of pedestrians on sidewalks, obstruct vision of traffic signs, or obstruct view of any street or alley intersections, except where such services are provided for by utility firms. It shall also be the duty of such person to prune or remove shrubs or trees located in the street right-of-way adjacent to their property. Removal shall be required when such shrubs or trees are diseased, dead, of a prohibited species, or pose a safety hazard or nuisance. The person owning or occupying such real property shall be responsible for pruning shrubs and trees when they violate clearance requirements. The minimum clearance of any overhanging portion thereof shall be ten feet whenever practicable, and twelve feet over all streets except truck thoroughfares where the clearances shall be fourteen to sixteen feet, unless otherwise determined by the City Council. Harrisburg City Compost Site Residents living within the city limits of Harrisburg only! The Harrisburg City Compost Site located at 801 S Prairie Street – Harrisburg Maintenance Facility will be open Monday – Friday, 8:00 a.m. – 5:00 p.m., weather permitting. Please do not leave your bags by the gate if it is closed. Only items allowed at this site are branches, grass clippings, and leaves. No plastic bags or garbage! Absolutely NO other materials! THIS IS NOT A DUMP SITE and those caught dumping would be in violation and turned over to the authorities. There is the possibility of closing the site for everyone if the rules are not followed.

Hall Of Fame Inductees The Harrisburg High School Hall of Fame Committee, Tiger Nation and the Harrisburg High School are proud to announce that five individual nominees and two athletic teams have been selected to the 2015 Class of the Harrisburg High School Hall of Fame. The individual inductees include community contributor Dean Axtell (HHS Class of ’49), athletic coach Brad Kelvington, fine arts mentor Renee Rebnord, and athletes Frank McBride (Class of ’48- Cross Country, Track and Basketball), and Kristi (Juel) Steward (Class of ’89-Basketball and Track). Additionally, the two athletic teams selected were the 1996 Class A State Championship Track team, in the Championship Team category and the 1983 Girls Basketball Team in the Outstanding Team Achievement Category. The Harrisburg High School Hall of Fame was founded to promote pride in Harrisburg High School and to honor alumni, faculty, staff, and friends who have made outstanding accomplishments in their communities and their lives since they have been associated with the school. The Hall of Fame will help preserve and strengthen the school motto “Building Strong Foundations for Success”. In addition, these recognitions are for the purpose of honoring and perpetuating the individuals who have excelled and provide our students with examples of what to dream and aspire to be. The Hall of Fame honors former student athletes, fine arts performers, their coaches and other individuals who have contributed outstanding accomplishments towards Harrisburg High School extra-curricular activities. The 2015 class of inductees will be honored during halftime of the 2015 Tiger Bowl on Saturday, Aug. 29th. High School Harrisburg FCCLA Helps Celebrate FCCLA’s 70th Birthday At National Leadership Conference In Washington, D.C. SUBMITTED BY MRS. TRACY KERN, FCCLA ADVISER Family, Career and Community Leaders of America (FCCLA) brought more than 7,700 of its student leaders, members and advisers to the Walter E. Washington Convention Center in Washington, D.C. July 6th-9th to participate in its National Leadership Conference. Harrisburg FCCLA had six members plus three adults attend the conference. Those members and adults who attended included: Arianna Feller, Casey Lint, Alaina Ford, Rachel Lubbers, Kayley Klinkel, Andreah Ocegueda, Carey Feller, Annette Lint, and Mrs. Tracy Kern. The conference provided opportunities for students and advisers to come together for fun and to listen to inspiring speakers, as well as to expand leadership skills, sharpen talents and explore career pathways. The theme of this year’s conference was “Together We Are Healthy” and attendees were challenged to explore the fitness of body, mind and spirit that is a product of healthy attitudes and habits; and to pursue this whole health through the conference’s great learning and networking opportunities. In addition to the many learning and networking experiences offered at the conference, more than 30 Family and Consumer Sciences related events, also known as STAR (Students Taking Action with Recognition) Events were offered. Harrisburg’s Casey Lint participated in the STAR Event titled, “Teach and Train”. She received a gold star on her event. A definite highlight of the conference was a youth rally held on Capitol Hill for the dual purpose of celebrating the organization’s 70th anniversary and advocating for strong Family and Consumer Sciences (FACS) education in schools. Themed, “70 Years Strong,” the event drew more than 3,000 FCCLA members and bathed the Capitol grounds in a sea of FCCLA red. After the rally, Arianna Feller, SD FCCLA President and Harrisburg FCCLA Member, moved into the Capitol to meet personally with Kristi Noem and share with her of how FACS education has impacted her life.
Tigers Claim State Title The 18U Harrisburg Tigers Fastpitch team earned a state title on Sunday, July 12 at Sherman Park in Sioux Falls. Following a 20-1 win vs Rapid City Ballistix, a 7-3 win over Mean Machine and an 8 inning 9-8 victory over Sioux Falls Riot, the Tigers claimed the B Division State Championship. The Tigers had earned their Sioux Empire Fastpitch Softball Association League Championship two weeks prior in Brandon also, finishing with a 19-10-1 season. That week ending June 28, Aanna Okerlund earned the honor of South Dakota Softball Player of the Week. In a one week Tigers 7-0 stretch, pitcher Aanna was 3-0 with 1 save only allowing 4 earned runs in 18 innings. Aanna also led the team batting .550 with an OBP of .591 with 1 HR, 3 doubles, scored 8 runs and had 16 RBIs. Harrisburg FFA Members Attend State Leadership Retreat TODD MARKS & TARA FASTERT, FFA ADVISORS Ten members of the Harrisburg FFA chapter took time out of their busy summer schedules to attend the State FFA Leadership Retreat at Swan Lake Christian Camp near Viborg, SD. The three-day camp took place June 29-30 and July 1st. 72 FFA members attending this retreat and upon arriving, they were assigned to a small group led by one of the current State FFA Officers. This year’s camp theme was centered on the movie “A bug’s life” and each group was named after a character in the movie. This was very appropriate as the majority of the activities took place outdoors. Topics discussed and practiced at the retreat were the importance of community service, team building, and goal setting, learning how to communicate with community leaders and exploring the personal leadership traits each member possessed. To reinforce the topic of community service, two hours were set-aside for students to travel into Viborg to help clean up the city park. However, heavy rain that morning required a change of plans and the Viborg city office proved they were good leaders by creating a back up plan on short notice. The students assisted the Viborg Fire Department by washing and waxing the fire trucks and ambulance, cleaning the fire station and pulling weeds around the building. The students enjoyed this experience and the hands-on activity made the retreat more interesting. Some of the fun activities provided at the retreat included a talent show and lip sync contest the first evening. The skits were funny and entertaining and the students did a great job creating skits with people they just met that day. The final evening of the retreat featured a banquet hosted by the SD State FFA officers and Harrisburg FFA president Ben Ostebee was recognized for his outstanding participation and helpfulness during the retreat and Vice president, Sydney Gibson was recognized for her dedication to the FFA for coming to the retreat directly from the national HOSA convention in Anaheim, CA with only five hours of sleep between events! During the final session of the retreat, Harrisburg member Jessica Cain was honored when the entire group of students sang Happy Birthday to her as she was attending the retreat on her 16th birthday! Also at the final session, the Harrisburg chapter was presented the award for the best represented chapter at the retreat! As advisors, we are very proud of our members and the way they presented themselves during the retreat. This is the first time since 2002 that Harrisburg has received this honor.

South Middle School 8th Grade Team HSMS 8TH GRADE TEAM As you continue to sort through your school supplies and plan for your year, take a second to familiarize yourself with the second half of the 8th grade team at Harrisburg South Middle School. Mrs. Tonya Miller teaches 8th grade general science, 8th grade advanced science and 7th grade advanced science. She is originally from northern Minnesota. She graduated from University of North Dakota. Mrs. Miller spent her first years teaching in North Carolina. However, after being blessed with triplets, she ran her own daycare. After they moved back to South Dakota, she returned to the teaching profession and is enjoying it fully. In the few moments of spare time, she plays volleyball, bikes and runs. Mr. Mark Rieck is a dominant force in education not just at Harrisburg South Middle school but across the nation. Mr. Rieck is a Special Education case manager and teaches Resource Room Math. Mr. Rieck is originally from the Aberdeen area where he grew up on a farm. He attended high school in Warner, home of the fighting Monarchs (majestic blue lion, not a butterfly). Upon graduating in 1989, he made the long trip to Aberdeen where he attended Northern State University and he graduated in 1994. He taught for a year in Onida South Dakota before packing up and moving to Germany for a year where he worked in a cafe’. Upon his return, he began working with individuals with disabilities at Sioux Vocational Services. He then worked with At Risk Youth at Volunteers of America, Dakotas for 10 years before getting back into teaching in 2007 in Harrisburg. Mr. Rieck THE TIGER TIMES • AUGUST 2015 • PAGE 8
enjoys life by spending time with his lovely wife, Amy and his beloved and energetic daughter Shelby. He teaches motorcycle rider classes in the summer and likes taking long walks on the beach. He is one of those weird work out guys and hasn’t missed a day of working out since Christmas Eve of 2009. There was a blizzard and he was flying out of Omaha at 5:30am so he couldn’t fit it in. Mr. Matt Dick teaches 6th and 8th Grade Computer classes at HSMS. A 1994 graduate of Lennox High School, Mr. Dick took his burgeoning legacy to SDSU. After transferring to DSU midway through his education he found the love of his life, Colette. They were married shortly after their graduation in 2000. 3 years later brought their first child Madison and the completion of his Masters degree from the University of Saint Mary’s. In 2006 he welcomed his 2nd child, Cooper to the mix. Throughout all of this Mr. Dick continued to work in SD and MN through 4 different districts. He is excited to be in Harrisburg and have his children enrolled in a terrific district.
Mr. Anthony Jensen will be teaching 8th grade English and Language Arts. Graduating from Beresford High School in 2008 he went on to attend South Dakota State University. After graduating from SDSU in 2012 he began teaching at Watertown Middle School where he taught for two years. Outside of school he enjoys spending time with his fiancé Megan along with his hobbies of exercising, traveling, reading and cooking.
