Reflections Funeral & Cremation Services Ltd. is one of the new businesses to open its doors in 2020. Although the business is new, Candice Anderson is already a familiar face to Vermilion and has spent years encouraging our community in both the funeral profession and the local organizations she has been a part of. She moved to the area in 2013 when employed with The Caring Group and had managed their Lakeland location until its sale on July 1, 2020. Following this change in ownership, she, with her husband Josh Anderson, incorporated Reflections Funeral
Services and went to work on their office space at Cunningham Place, located at 4902B – 50th Avenue. The office opened its doors to the public on September 23. Due to Covid-19 restrictions, they have had to postpone a grand opening, but have created a virtual tour of their 1800 square foot facility, which is available for viewing on both their website and Facebook page. Their location, which was previously Daines & Daubneys, has now been converted into a modern but comfortable office space. It is complete with a seating area, kitchen, handicap accessible washroom, arrangements / viewing room, storage, and staff area. Once restrictions

change, they also have access to the Masonstar Hall, which has a capacity of 75 people. With multimedia capabilities, they provide options for caskets, urns, monuments, slideshows, and share video recordings of funeral services. They also accept memorial donations and condolence cards on behalf of families. Anderson, as well as fellow funeral director, Jim Storch, can provide officiating services at

a family’s request. Concerning pre-need arrangements, they can record your wishes, set up new policies, and transfer already existing policies from other funeral facilities. “It’s been an interesting journey” says Anderson, “but I’m thankful to still be serving Vermilion and area. Alongside my invaluable and experienced team, we will continue to guide families with compassion, dignity and respect.”

2021 Operating And Capital Budget
Town of Vermilion Submitted
Administration for the Town of Vermilion proposes a 2021 Operating and Capital Budget with the goal of ensuring that Council’s highest priority programs are maintained, the right generation is paying the costs, and any changes in tax and other rates are as predictable and stable
as possible while supporting the Town’s Financial Sustainability. Operating revenues of $14,492,726 and expenses of $14,466,498 not including amortization are budgeted in 2021, as well as Capital expenditures of $2,840,000 in 2021 are included in the proposed budget. The proposed budget includes staffing reductions of over 4.0 full time equivalent positions as well as numerous other measures to reduce costs in contracted services and supplies. Council has encouraged Town Administration to reduce costs where possible and Management has carefully reviewed all expenditure areas from the standpoint of materials, supplies, contract services and Personnel costs. With non discretionar y expenses including insurance, utilities, inflationary increases in numerous expenses,

decreased revenues and decreased provincial funding there was still a net revenue shortfall. If approved by council, the shortfall will be funded by a 1% increase in property tax revenue as well as increases to water rates of 1.05% and sewer rates of 5.57%. Fees for garbage collection will remain unchanged. The increase in sewer rates reflects increased costs to operate the new treatment plant and ensure that funding is available for future replacement of assets required by Provincial Legislation. As a key element of Council’s Strategic Plan, efforts continue towards a successful conclusion of the Broadband test pilot and the future deployment of this vital tool across the community, to ensure that in today’s world of a higher reliance on the internet for commerce,
education and family contact; that our community will remain sustainable. Increased local access fees approved by Alberta Utilities Commission, will be dedicated towards support of this initiative. The 2021 Capital Budget includes over $2.4M in the next three years to build the necessary assets related to the Broadband project, with funding from the Municipal Sustainability Initiative Provincial grant. Other major projects in the 2021 Capital Budget include Water Infrastructure of $718,000, Sewer Infrastructure of $500,000 and Street Improvements of $461,000. Discussions continue with the County and other funding partners towards the replacement of the Ice Plant that serves the Stadium, Arena and Curling Club.

Blue Christmas Presented Virtually This Year

Blue Christmas is an event held for those who have experienced a loss recently or around Christmastime to encourage and uplift. The Blue Christmas Association is non-denominational and various churches in Vermilion participate in the services, which are held at a different church each year. The service typically consists of prayers, advent readings, meditations, and candle-lighting, in memory of a loved one. This year, as it was presented virtually, participants watching on a Youtube live stream were invited to prepare a candle to light at home. “Blue Christmas is about believing that healing will go forth,” said Glad Tidings Glad Tidings Pastor Har vey Hussey Pentecostal Church Pastor, Har vey presenting an advent reading. Alberta Blue Cross Encourages Albertans To ‘Buy Local’ This Holiday Season
Submitted With the holiday season approaching, many Albertans are getting started on gift shopping—and more are turning to online shopping platforms as shopping from home has gained prominence during the pandemic. But this season, it’s more important than ever to support the financial health of our local communities by buying local wherever possible. Most local businesses have been struck hard by the double blow of COVID19 and low oil and gas prices, and without support many local businesses won’t survive. “While Alberta Blue Cross is best known for health benefits, we’re also an advocate for wellness—and we know that financial wellness is top-of-mind for Albertans right now,” says Brian Geislinger, Vice-President of Corporate Relations with Alberta Blue Cross. “Doing what we can to collectively support

Bannana Oat Chocolate Chip Cookies
This is a ver y unique cookie recipe in that it d oes not use and sugar, flour o r e g g s. T h e m i l k that is used can be almond or coconut if you are wanting these cookies to be dairy free as well. Right now, eating healthy is very important, yet it is the holidays, and holiday baking is often part of the celebrations. This recipe is a very healthy cookie recipe, and I love that it does not have refined sugar & flour. I have made it with both old fashioned rolled oats, and the quick cooking oats variety. Both varieties work, but the cookie with the old-fashioned oats is in my opinion better.
The magnesium and potassium in banana, means that it helps you build and recover muscle more easily from work and strain. Bananas are beneficial for our gut health with prebiotics and insoluble fiber called fructooligosaccharides, which also help our body absorb more calcium. A great banana combo is with a dair y product like yogurt, milk or cottage cheese. Even though bananas do not contain vitamin A, they do contain three different carotenoids that our bodies convert to vitamin A. Isn’t that amazing. A banana is also good for our mental health, they contain folate (vitamin B9) and tryptophan which is needed for the production of our feel-good hormone serotonin. Bananas are very filling and low on calories, so they are a great pick me up snack.

This year, Vermilion Elementary School will not be having our annual Christmas concerts. Instead, please g o t o Fa c e b o o k a n d l i k e Ve r m i l ion Elementar y School. Star ting on December 2, we will be showcasing each class as they perform a number for you in our Baker’s Dozen 12 Days Before Christmas. Ve r m i l i o n E l e m e n t a r y S c h o o l received a $500 donation from United Farmers of Alberta (UFA) based out of Calgary. UFA was looking to make donations to breakfast programs in sc hools and found out about our s through our Vermilion FCSS office. We greatly appreciate their generosity. Grade 4A is working on a google slide presentation of the Rocky Mountain region. In Social Studies, the students have been learning about what makes dif ferent regions of Alberta unique. In Science, students are learning about levers. Sometimes they can build a lever to make lifting easier. Also, they can rearrange the lever to make lifting faster. Grade 1 students have been learning about owls. They read stories and learned many facts from a variety of sources. Students are now using their knowledge to write a non-fiction book-

Grade 2 students will begin filling out their application forms and writing letters to Santa to convince him that they would make a good elf in his workshop. The Grade 3 students will be comparing the Grinch to the Abominable Snowman. Grade 2/3 will also be exploring Christmas traditions in many places around the world, as well as the different traditions within their own classroom. They also won’t forget about some fun Christmas art and music. The Lost and Found has many items waiting to be claimed. If a parent / student notices they are missing an item or two, it would be good to check the Lost and Found area. There are several hoodies/jackets, mitts, headwear, and masks. As of December 1, the County of Vermilion moved into the enhanced status therefore thrusting the community into the enhanced status restrictions. Once the status was designated several businesses and organizations in Vermilion and area made adjustments to their operating procedures. Due to an employee of Webb’s Ford testing positive for COVID-19 Webb’s decided to close its doors temporarily. “Nothing is more important to us than the well-being of our team members, our customers, and the communities we serve. For this reason, we decided to close our doors to make sure any risk of exposure was removed and to make sure our business was safe. While the exposure was minimal, we thought it was important to go beyond existing AHS guidelines and make sure any potential risk was contained. Webb’s will open Monday, December 7 for appointments but will be operating on limited staff so our waiting room will remain closed and the doors will be locked. We expect to resume normal operations by Monday, December 14. Parts orders and service work can be arranged by phone, email or text. Sales will be by appointment. They thank everyone for their understanding.” stated an announcement on Webb’s Ford Facebook page. (permission is given to reprint) The Vermilion & District Housing Foundation also announced that one of their staff had also tested positive and there-
fore all residents and staff will be tested for COVID-19. “Following the direction of AHS and the Government of Alberta, we have put the following measures in place to protect our residents and staff: • High traffic areas are being sanitized at minimum three times a day. • As a precautionary measure, all of our staff who work in the Lodge and all Lodge residents have been swabbed for Covid-19. • There has been a full separation of Supporting Housing and Lodge Residents and staff. • All residents and staff are being screened twice a day for signs and symptoms. • Residents are being delivered meals to their rooms until further notice. • Employees have all been provided with PPE needed. • Limits have been placed on the number of people simultaneously in shared break rooms and lunch rooms. • As of Monday, December 1 all visitors have been limited from entering the building according to CMOH Order 32-2020 until further notice,” said VDHF’s spoke person Brittany Lysons. She went on to say that, “we continue to put our residents and staff safety as a top priority. We appreciate the outpouring of support we have received from the community. In closing, our staff have been going above and beyond to meet the required needs and have been doing a phenomenal job in uncertain circumstances.

The release also stated that they would be informing their employees about the confirmed case and asking those with close contact to the individual to self-isolate as well as seek guidance and testing from public health authorities. The release also said that they are working with local health authorities and following or exceeding the guidance they provide as well as deep cleaning and sanitizing the location. Anthony’s Classic Grill decided to close their dine-in service, with menu options and gift certificates offered through takeout. Elevation is continuing their in-store services with enhanced measures in place, but is also offering online shopping for those who prefer not to shop inside, and will continue to offer curb, side pickups, doorstep delivery in town and shopping appointments via phone, video chats, and email. Deborah A. Tovel Professional Corporation decided to close their doors to the public, but their staff will still be working to help assist all clients during this time either from a secure area in their home or distanced within the office. The Vermilion Curling Club announced that their leagues are done until after Christmas. Lakeland College stated that all group fitness classes, aquafit classes are cancelled and all previously approved sport cohorts are suspended and all changes made last week remain in effect. At the Vermilion Recreation Centre, nonfamily cohorts aren’t allowed in the pool, gymnasium, or weight room. Family cohorts are permitted, but all members must live in the same household. The Royal Canadian Legion has decided to close until December 18. Badd Cycle Society is temporarily closed and all passes will be put on hold and will resume once they reopen. The Vermilion Minor Hockey Association announced that recreation buildings have been closed until December 15. As of December 7 there are 37 active cases of COVID-19 in the County of Vermilion River, with 16 cases in the M.D. of Wainwright and a total of 39 cases in the County of MInburn. In surrounding areas such as St. Paul there are 105 active, the M.D. of Bonnyville has 41 and the County of Two Hills with 36 active cases. According to Alberta.ca there are 20,067 active cases, 609 in hospital and 108 in ICU’s with a total of 631 deaths provincially.

What Is Seasonal Affective Disorder (SAD)?

Seasonal affective disorder, or SAD, is a type of depression that occurs during the same season each year. You may have SAD if you felt depressed during the last t wo winters but felt much better in spring and summer. Some people may have SAD during the summer months. Anyone can get SAD, but it’s more common in: • Women. • People who live far from the equator, where winter daylight hours are very short. • People aged 15 to 55. The risk of getting SAD for the first time goes down as you age. • People who have a close relat i ve w i t h SA D. SA D i s s o m e times called winter depression or seasonal depression. What causes SAD? Exper ts aren’t sure what causes SAD. But they think it may be caused by a lack of sunlight. Lack of light may: • Upset your “ biologic al c lo c k,” which controls your sleep-wake
pattern. • Cause problems with serotonin, a brain chemical that affects mood. What are the symptoms? If you have SAD, you may: • Fe e l s a d , g r u m py, m o o d y, o r anxious. • Lose interest in your usual activities. • Eat m ore an d c r ave c ar b o hydrates, such as bread and pasta. • Gain weight. • Sleep more but still feel tired. • Have trouble concentrating. Symptoms come and go at about the same time each year. Most people with SAD start to have symptoms in September or October and feel better by April or May. How is SAD diagnosed? - Seek medical advice from your doctor. It can sometimes be hard to tell the difference between - - SAD and other types of depression because many of the symptoms are the same. To diagnose SAD, your doctor will ask if: • You have been depressed during the same season and have gotten better when the seasons changed
for at least 2 years in a row. • You have symptoms that of ten occur with SAD, such as being very hungry (especially craving carbohydrates), gaining weight, and sleeping more than usual. • A close relative—a parent, brother, or sister—has SAD. • You may need to have blood tests to rule out other conditions that can cause similar symptoms, such as low thyroid (hypothyroidism). • Your doctor may also do a mental health assessment to get a better idea of how you feel and how well you are able to think, reason, and remember. What can you do on your own to feel better? Regular exercise is one of the best things you can do for yourself. Getting more sunlight may help too, so try to get outside to exercise when the sun is shining. Being active during the daytime, especially early in the day, may help you have more energy and feel less depressed. Moderate exercise such as walking, riding a stationary bike, or swimming is
a great way to get started. But any activities that raise your heart rate—including daily chores—can help, especially if you can do them outdoors or near a sunny window. Try to do muscle-building exercises at least two times each week, such as weight training or stair climbing. Moderate exercise is safe for most people. But it’s always a good idea to talk to your doctor before you start an exercise program. The CGC numbers include movement of bulk crops through facilities licensed by the CGC and exclude container movement of crops as well as overland crop movement to the United States. ‘Crop year to date, non-durum wheat deliveries are up by 230,000 tonnes, or 4%,’ he says. ‘Canadian durum deliveries are up by 291,000 tonnes, or 20%. ‘Oat deliveries are up by 211,000 tonnes,
barley deliveries are up by 436,000 tonnes and producer deliveries of canola are up by 834,000 tonnes, about 14%. Pea deliveries are 18% higher and lentil deliveries are more than double last year’s pace.’ Blue notes timely completion of the 2020 harvest has been a contributing factor to these crop movement numbers. ‘Exports of Canadian crops are also off to a great start this crop year,’ says Blue. He says Canadian non-durum wheat exports are 27% higher than year ago to date while durum exports have now caught up to last year’s pace. Oat exports are running 26% higher while barley exports are more than double last year’s pace. Canola exports to mid-November are 34% higher, and although not a large crop in Alberta, Canadian soybean exports are
also up 34%. Pea exports are up by 24% and lentil exports are nearly double last year’s pace. Blue adds Canadian domestic use of crops is also doing well so far this crop year. ‘Domestic use of wheat, durum and oats are all higher than year ago. Although domestic use of barley appears to be lower from the CGC data, direct barley sales to feedlots are not included and feeding demand has been strong.’ He adds canola crushing volume so far is almost as high as last year’s record pace. Strong crush margins continue to support bids from Canadian canola crush-
ers. ‘The implication of these numbers,’ says Blue, ‘is that crop demand is strong and movement has been excellent. Most crop prices have risen dramatically since mid-August. Canadian Pork Export Update

Wood says substantial gains have been made in exports, particularly to both China and Vietnam. Pork exports for the January to September period are 18.2% by volume and 20.9% by value higher than in 2019. Year-to-date pork exports are $3.75 billion (1.1 million tonnes). On a volume basis, substantial gains have been made into China and Vietnam. China has impor ted 4 81,914 tonnes of pork, up 119% from last year. For Vietnam, exports are up 461% at 20,251 tonnes. Wood notes that pork expor ts to China have increased rapidly following the temporary import suspension that was placed on Canadian pork exports in July 2019. He adds 3 Canadian exporters remain temporarily suspended on exporting pork to China following the issuance of incorrect export certificates. Since that time, China has placed temporary export suspensions on an
additional 7 pork exporters related to COVID-19 reports at their facilities. Currently, about 65% of the pork processing capacity in Canada is ineligible to export to China due to temporary export suspensions. In total, 10 pork plants and one beef plant are currently not eligible to export to China. ‘Globally,’ says Wood, ‘a plant delist-
ing due to a COVID-19 related event takes about 6 to 8 weeks to resolve with China. However, some plants in Canada have passed that milestone with no indication of when the export suspension may be lifted.’ Wood says with about two-thirds of Canadian pork processing capacity under a temporary import suspension,

Stepping Up To Help Prairie Farmers

Last Friday, my colleague MarieClaude Bibeau, the federal Minister of Agriculture and Agri-Food, shared our Government’s proposal to make immediate improvements to the AgriStability program, so that it pays out 50% more to farmers. This will be achieved by removing something called the “reference m ar g in lim it ”, w hi c h, a s it s nam e implies, limits the amount a farmer could be paid from AgriStabilit y if they experience a significant decline. B i l l Ca m p b e l l, pre s i d e nt of t h e M a n i to b a far m er g r o u p Keys to n e Agricultural Producers, calls the reference margin limit the “sticking point” that hampers farmers when they do their annual paperwork and need the help of the program to stabilize their farms. On top of removing the reference margin limit, our Government wants to increase the amount the programs pay out to farmers through its “compensation rate”, raising it from 70% to 80%. This increase, which has been a key request from producer groups, will mean the support will go to the farmers who need it most. Taken to g et h er, t he se c han g e s should help reverse the trend of low farmer enrollment, and mean farmers might start to see the benefit of par tic ipating in this vital program once again. I won’t beat around the bush. These changes simply can’t happen unless

Farmers face many risks these days – the impacts of a global pandemic on the supply chain, the trend towards protectionism in trade, and the increasing frequency of extreme weather events, to name a few. Solutions on how to deal with those risks vary considerably, depending on who you ask. As the Prime Minister ’s spec ial representative to the Prairies, I know there is one solution that farmers over whelmingly agree on: improving the Business Risk Management programs. These BRM programs are a farmer’s financial safety net and, overall, they currently support Canadian farmers to the tune of about $1.6 billion in an average year. Agriculture is a shared jurisdic tion in Canada. For the last 20 years, federal governments of all stripes have shared the c ost of the BRM programs with provinces and territories, with the feds paying 60% and provinces paying 40%. Foremost among these programs is the insurance-style program, AgriStability, which essentially gives payments to a farmer if their incomes drop significantly. Since the program was cut by the Conservative government in 2013, it no longer pays out enough, or with enough predictability, for farmers to see it as worthwhile. The fact that less than 30% of eligible farmers enroll for the program,
we can get the elected officials at the provincial level onboard with their fair 40% share. T hrou g h out COVID -19, far m er s and everyone in the supply chain has stepped up to feed Canadians. It has
been Team Canada effort. In order to make these changes that farmers have been calling for, let’s bring that same spirit of cooperation and actions to help our farmers better manage the risks they face.
