K-12 schools in Vermilion began with COVID-19 protocols in place, on September 1. Both VES and St. Jerome’s began with scattered days, in which about half the students began school on the first day, and the other half began on the second. September 3 was VES and St. Jerome’s first day at full capacity.

“We have a good plan,” commented VES Principal Calvin Anhorn, “We’re finding everything we do requires new thinking,” he added, as the mode of operation in all schools has changed greatly due to COVID-19. “ Young peo ple ad apt to c hang e much easier than adults. The kids were so excited to be back that the modifications we asked of them seemed minimal,” said St. Jerome’s Principal Allan

to be back with the kids and we’re excited about our new people.” Schools in Vermilion, as always, are offering various supports for students including VIBE staff, and other staff trained in mental health related issues. VES obtained a new VIBE worker this year, along with a new Social Emotional Coach. St. Jerome’s and VOS work with FSL (Family School Liaison) workers and school councillors.

Municipal Tax Assessment Proposals Fiscal Reality Bites In my capacity as the President of the UCP Constituency Association for Vermilion-LLoydminster-Wainwright, I am writing this letter to present a balanced view of the government’s recent proposals regarding changes to municipal tax assessments. So far, what I have read in either local press article or letters sent direct to residents of this riding presents the worst-case of the 4 scenario proposals, Scenario D. In addition, the sole response to Scenario D, offered in these communications is to raise property taxes. There are other financial levers available to municipal authorities, limited yes, but still more than is being suggested. Of concern is that no one appears to have used their particular communication as an opportunity to inform the public of the pressing reasons for the proposals. Is anyone aware of either the financial impact of the Covid19 pandemic (which has so far cost the province $14 billion) or of the chronic collapse of energy price (with no immediate sign of recovery)? If so, no matter, the consequences will be clear before much longer. Indeed, the clearest warning of that inevitability arrived on Thursday 27th August. The Treasury and Finance Minister, Travis Toews, delivered the most sobering economic forecast ever made in Alberta. He advised of the truth contained in this quote: “We can ignore reality, but we cannot ignore the consequences of ignoring reality.” The government has not been ignoring reality. It was well aware of the serious problem developing from these two issues. Back in May the Premier stated:

Letter To The Editor

“The province is facing a “double economic whammy” with the coronavirus pandemic and the price of oil hitting historic lows at the same time.” The recent cabinet shuffle reflects positive action to combat the problems Alberta faces fiscally. The appointment of Doug Schweitzer to a newly created role of Ministry of Jobs, Economy and Innovation is part of the wider, already in place, Alberta Recovery Plan. The Alberta Recovery Plan was posted to this government website in June of this year: https://www.alberta.ca/assets/documents/alberta-recovery-plan.pdf I encourage readers to take a look at it. This document is not an “I have nothing to offer but blood, toil, tears, and sweat” declamation. It is an honest summary of a dire situation and an intelligent and comprehensive plan for recovery. Importantly the Premier in his foreword writes: “The plan is based on common sense, not ideology”. It balances targeted government spending in areas like job-creating infrastructure with strong incentives for private sector growth, like the accelerated Job Creation Tax Cut and the expanded Red Tape Reduction initiative.” This even-handed mix of Keynesian (government, i.e. tax payer, spending) and Hayekian (private/free market) economic levers, implemented by an avowedly free market party, underscores a non-ideological approach. The impending consequences of the fiscal crisis requires the government to consider many courses of action, including one which many see as political self-harm.

Corn Maze

Recently the government announced proposals regarding Municipal tax assessments. It is no secret that the UCP draws much of its support from rural Alberta. To consider action which may alienate this traditional support base is a stark indicator of the seriousness of the financial situation. However, a trifecta of assaults from foreign and domestic environmental activists, a fall in demand due to the Covid19 economic downturn and an inflexible new business bureaucracy and taxation structure means that, unless serious and significant action is taken, we could lose this goose that has laid our golden eggs. For example, of the 5,000 wells drilled in the County of Vermilion River, currently only 1,600 are producing wells. Yet these O&G sites still provide over 50% of the County’s tax revenue. When a well stops producing the property tax revenue to the County fall to zero. If all wells cease producing we will have neither the tax revenue from O&G nor will we have available the employment and related spending power in our communities. Encouraging their continued production should, at least, keep the goose alive. Further, royalty revenue at provincial level will fall. This revenue provides around 25% of all the government spending. For example, O&G revenue tops up the $2.5Bn collected in education taxes to meet the $8.2Bn total spend on education. For those that consider this an empty threat, it becomes very real when combined with recent changes to reclamation regulation: the process of decommissioning wells and returning the land to its natural state. The new agreement requires producers to pay a little more in reclamation costs in exchange for allowing them greater discretion as to where they decommission. Understandably, producers will focus activity in high tax burden municipalities. In industry this process is known as

whitemapping - you wipe the map clear of everything you own. This will accelerate the fall in tax revenue; some municipalities could lose all revenue from O&G in as little as 5 years from now, irrespective of the assessment proposals. This letter is not a total endorsement of the government’s proposals. The UCP CA Board and the CA members are all local people who will be pay any increased taxes. Many will have to do so from fixed incomes. This letter is an honest explanation of the circumstances; circumstances which place the government, and all Albertans, on the horns of a dilemma. Should we continue to place a burden on our O&G sector to maintain our position as the highest spending jurisdiction in Canada, and run the risk of killing the O&G industry? Alternatively, do we accept that each Albertan must step up to the plate and meet the shortfall? A third option is that we allow government to rein in spending to levels commensurate with other provinces. This option allows the potential increases to individual taxes (in lieu of O&G revenues) to be less severe than is currently being proposed. It also accepts that the Alberta advantage will need to be created all over again, from the ground up, both at municipal and provincial levels. One final observation. This week saw not only the appointment of Doug Schweitzer as Minister of Jobs, Economy and Innovation, but also the appointment of Tracy Allard to the post of Minister of Municipal Affairs. It will be interesting to see the approach Minister Allard adopts in respect of this complex and controversial set of proposals. In the area of Ver m ili o n, t h e school inspector had an im p or t ant j o b. I t w a s u p t o them to ensure that the schools were running right, were safe and that the children were getting the best education that they could receive. For Vermilion, the first school inspector was Dr. John T. Ross, who was the Deputy Minister of Education for Alberta since 1917 and would serve until 1934 when he retired after several years of service. Ross was born in Ontario on Feb. 7, 1864 and would complete his elementary school training in 1877 and then

spent 11 years working on his father’s farm. Deciding it was time for a change, he spent three years finishing his high school education and then attended the St. Catherine’s Collegiate Institute. In 1891, he entered the University of Toronto, where he took the first year in Honor Mathematics. In 1892, he began teaching at Glenlea School near Winnipeg until 1894 and then went out to Wetaskawin for two years. He would teach for a time in various places and in 1900 he would be in Cardston, followed by Cranbrook. He would continue to move around and in 1901 he would travel to Dawson City, Yukon to be the Superintendent of Schools and the Inspector of Indian Schools, what we would call today Residential Schools, which were schools

that took children from their parents to strip them of their Indigenous culture. In 1906, he came back to Alberta to work for the Alberta Government as the Inspector of Schools in Strathcona. After a series of promotions, he was made the Deputy Minister of Education on Sept. 5, 1917. Ironically, September 5 is the day that I am writing this column about Dr. Ross. As a pioneer in western education, he could remember a multitude of facts that he used as part of his educational administration in the Vermilion area. He would often travel through the area to attend schools, make sure teachers were doing their job and that the students were getting a good education. He was remembered in the area for his devotion and affable personality.

FRANCHISE FEE INCREASE NOTICE The Town of Vermilion is proposing to increase the local access fee, which is charged to ATCO Gas and Pipelines Ltd. for the exclusive right to deliver natural gas to the residents of the Town of Vermilion and for use of municipal lands for its natural gas lines. The franchise fee applies to all customers that receive gas services in the Town of Vermilion, and is required to be billed as a separate charge on gas billings. The current franchise fee is set at 17% for ATCO Gas and Pipelines Ltd. Delivery revenues will increase to 22% effective January 1, 2021. On September 1, Jalene Mauws was welcomed into her new position at CLASS as CEO. In January 2019, Mauws was attracted to an adver tised open job position at CL ASS as a program coordinator, and saw the job as an opportunity to become more involved in the community. “I just felt the need to apply and it worked out,” Mauws said with a chuckle. CLASS is known most for what it offers within Vermilion, not in surrounding areas. As CEO, Mauws is looking forward to extending their reach and raising awareness about CLASS programs, so those who might benefit understand and take the opportunities CLASS offers. Additionally, Mauws looks forward to building the relationship between CLASS and its clients, as well as the community as a whole. “We hope to offer some in-person classes this fall,” Mauws commented. Due to COVID-19, CLASS had to shut its doors in the spring, and while some courses were able to be moved online, some were cancelled. However, Mauws plans to evaluate how much space there is for in-person classrooms and has high hopes that CLASS clients will be able to return soon. Grand Reopening Of Vermilion Businesses

On Thursday September 3, Vermilion’s Chamber organized a Grand Reopening of Vermilion Businesses, which included a BBQ supper and goodie bags containing swag from participating businesses. The barbecue offerings were burgers barbecued by the County of Vermilion River Natural Gas Utility Department, who were able to hook up the barbeque to their natural gas truck. After a three and a half month wait, the Mannville graduating class of 2020 got to hold their well deserved formal graduation ceremony. It was nice to be able to gather the class one last time in their gymnasium as the students had not been in the school since March. After Oâ€™Canada and the Principals message, Baylee Strowger read acknowledgments that were sent in from local dignitaries. Former Jr. high teacher, Mrs. Kalee Foster was their Guest Speaker. Her speech gave the students a mix of fond memories and sound advice for the future.

This Good News Goes A Long Way

APEGA Submitted

This year is a perfect example of how quickly organizations need to shift and pivot to a changing world. APEGA has met this challenge head-on and we now have the funding to ensure that our most important programs are ready for the “next normal.” APEGA is excited to announce we have received a grant from the Natural Sciences and Engineering Research Council of Canada (NSERC) to promote youth programs in Alberta. Deferred to 2021 due to the pandemic, the NSERC PromoScience Program will bring almost $250,000 over three years to support APEGA’s science and engineering youth programs.

More specifically, the grant will support APEGA’s Science Olympics, STEMester, and Teacher Professional Development (PD) Program until 2023. APEGA Science Olympics The Science Olympics will continue to be held in larger venues such as the Universiade Pavilion (Butterdome) in Edmonton and the Olympic Oval in Calgary. The grant will also enable APEGA’s 10 branches to increase their ability to hold larger Science Olympic events for rural communities. Registration for the 2021 APEGA Science Olympics (Edmonton and Calgary) is still scheduled to open in September 2020. Teacher Professional Development (PD) Program The NSERC grant means APEGA can

continue growing the Teacher PD Program throughout Alberta, connecting K-12 curricula to careers in engineering and geoscience. The program delivers workshops and conferences designed to teach K-12 educators how to leverage engineering and geoscience to create and introduce relevant, curriculum-based activities into their classrooms. STEMester Following the success of the pilot program, APEGA plans to expand the STEMester program from one classroom to four across the province in 2021. The NSERC funding is critical as APEGA endeavours to show students the variety of career opportunities in engineering and geoscience. Through STEMes-
