An Update From Premier Jason Kenney

The Vermilion Voice was asked to join a conference call with Premier Jason Kenney on April 9, for an update on the pandemic and multiple crises that the province is facing. According to Premier Kenney, at that time there were nearly 1,450 confirmed cases in Alberta. Of those, 44 had been hospitalized (16 in the ICU), and 29 had passed away. “We are early in the curve and expect it to get significantly worse. We expect the viral peak in Alberta to be mid-May, and the peak of hospitalizations to be in late May. I believe we are in as good of place as we reasonably can be in addressing the public health threat, and I think we are well prepared. What really keeps me awake most at night is the combined economic impact of the global Coronavirus recession with the shutdown of much of our own economy, and on top of that the total collapse in oil prices and on top of that, five years of economic fragility.

Unemployment has shot up by 30,000 people. This massively understates the reality. Many will show up in April and beyond. I am not trying to be a pessimist; I am trying to prepare people. We are headed for some very challenging times,” said Premier Kenney. He went on to say that the Alberta Government has committed $12 billion in a variety of economic responses to the pandemic. This includes $500 million to AHS, and billions in deferrals (for example non-residential property tax, business taxes, student loan payments, utility bills for three months, emergency isolation payments, and assistance to charities including homeless shelters and food banks). “We need to continue to feed people. The importance of our farmers and food producers is now more obvious than it has been to many urban Albertans than it has been in a long time. We see agriculture as a key part of our economic recovery strategy and we are very hopeful,” said Kenney. He said that part of the plan is to diversify, and noted that one agricultural group,

is working on developing poppy crops to produce opioids in order for the health union to not have to rely on China. With energy as the nation’s highest export, he has been urging the Federal Government to fund oil well reclamation and completion. He went on to say that he feels that Saudi Arabia and Russia are effectively trying to permanently damage the price for U.S. shale and Canadian oil sands. Premier Kenney has been speaking with United States senators, congressmen and the U.S. Secretary of Energy about the need for coordinated North American efforts to defend our energy sector. Due to the oil price collapse, he expects that Alberta’s downturn following the pandemic will be deeper and longer than other parts of the world. As for his pandemic response, there will be a $1 billion increase to Alberta’s capital and maintenance budget to fill potholes and maintain provincial roads, upgrade infrastructure including schools. Kenny does not want to lose a day in construction season and said, “This is a quick way of surging money into the economy, and with-

out having to wait for an extensive procurement process it will create thousands of jobs. This is one lifeline for people currently facing unemployment.” He went on to say that the Alberta Government plans to implement stricter border screening at ports of entry, more aggressive quarantine of people coming in, more aggressive tracing and tracking efforts. The Alberta Government plans to take additional fiscal measures this summer following the peak of the pandemic. “I truly appreciate the resolve and stoicism of Albertans during this very challenging time. I know people will grow increasingly impatient about public health orders and physical distancing measures, but we ask people to understand that this is the only responsible course of action. If we let up on our efforts to contain the virus, it would spread through Alberta enforcing and even more stringent lockdown that would do even more damage to our economy. We want to be able to reopen the economy as quickly as possible without risking a second outbreak,” said Kenney.

ing. While access to our campuses is restricted to help prevent the spread of COVID-19, they do remain open to those students remaining in residence. Our Commons and Residence teams continue to work on-site while practicing physical distancing and other safety measures to provide essential support to these students. Our Facilities, Farm and Research teams are continuing to care for our buildings, animals, and soon crops as we continue our important summer work. At this time, all on-campus Lakeland events until the end of August have been cancelled including convocation. This was a difficult decision to make, but the socially responsible one given the times we are in. We are exploring alternatives to celebrate this important milestone in the Class of 2020’s academic career. There’s no question these graduates will always hold a special place in our college’s history. Based on the information available at this time, we will proceed with a blended offering of firefighting training in late July and begin the next academic year of studies in the fall as we normally would. Our Lakeland community asked for help with supplies and equipment, and we answered the call. We loaned the Lloydminster hospital four wheelchairs and 14 hospital beds. We also donated supplies to seniors’ homes in Vegreville and Two Hills, and five Vegreville group homes. Thank you to everyone that helped make this happen and to the many volunteers in our Lakeland community. I am proud of how everyone is supporting one another with empathy and understanding – our Lakeland community never ceases to amaze me. Thank you and take care of each other.

During these difficult times there has been a resurgence in home cooking and comfor t food. Rice, sugar and evaporated milk are staples in a pantry, and they keep a long time. Staples that have a long shelf life can help us stretch our grocer y runs out to 2 weeks apar t. You can save the carton milk for cereal and use evaporated milk for cooking. It can be used in cream soups, oatmeal and scalloped potatoes. For those that remember, evaporated milk was a popular creamer for coffee and tea back in 3” 70’s wideand version the 80’s. I n 18 9 3 , O t t o Repp was born in Cedar Falls, Iowa. As a young man, he would make his way to Calgary to begin working on the farm of his brother-in-law Ed Nelson in the Carseland District. A few years prior to the birth of Otto was the birth of Frances Earle, who was born in 1887 in Montreal. Her father worked the railroad and it was his job to plan routes throughout the growing country of Canada. The family would move around a lot but eventually, she would find her way to Calgary where she would meet Otto and the two would marry on Nov. 15, 1920 in Calgary. Four years later, their son Jim was born, followed by

Robert a year-and-a-half later. The family would work the land near Carseland, and in the winter months they would move to California where Otto worked at shipyards. One spring when the family came back, they found there was no land to rent at that point. They decided to pack up everything and move to Vermilion. All their machinery, cattle and horses were loaded onto the train and transported in the spring of 1930. Halfway up to their new home, the family would suffer a flat tire and Frances would lose control of the car, sending it into the ditch. No one was injured, but the mother and children would stand around waiting for someone to come along and help them out of the ditch and repair the tire. When they were back on the road, they arrived at their

new home only to find that Otto had not arrived yet. It would be another day before Otto arrived, after he was held up due to switching train cars. The family would live on the farm of the Sanborn family until 1937 when they moved to their own place near Bowtell School. The family had many happy memories on the Sanborn farm, with time with neighbours being of special importance. Halloween was also a big event for the area as well, and threshing crews would prank each other during that time. One time, accord-

ing to Jim, a threshing crew found another threshing crew’s outfit, switched the front and back wheels, hid neckyokes, forks and belts and more. The family would continue to live on their farm for many years. Otto would pass away on Sept. 28, 1974, followed soon after by Frances on Jan. 10, 1975. Strategies To Maintain Your Mental Health During The COVID-19 Pandemic

With so much uncertainty surrounding the COVID-19 pandemic, it can take a toll on us not only physically but mentally. With the closure of services, schools and workplaces and the rising number of cases of the virus in our province, it can be hard to not become overwhelmed with anxiety and stress. The following strategies can help you take the necessary steps to maintain your mental health during this time. Stay Focused on What you Can Control While this situation may seem overwhelming there are things you can do to feel empowered. Frequently washing your hands, avoiding large gatherings, having an isolation plan and making sure you are following the guidelines recommended by Alberta Health Services are all ways you can feel in control during this difficult time. Recognize that it is Normal to Feel

Anxiety During times of crisis it is normal to feel increased anxiety and it is important to acknowledge those feelings are valid. For those already prone to mental health issues, a stressful situation like a pandemic can increase anxiety, depression and hopelessness. Identify supportive people and mental health services in your community you can reach out to if these feelings begin to overcome your life. Limit your Consumption of News and Social Media Take time throughout the day to avoid checking your newsfeed, especially before bedtime. Allow yourself time to focus on activities you enjoy and bring positivity to your life. Reading, listening to music or doing some meditation are all great ways to destress when you are unable to attend regular activities in the community. This may even be a great opportunity to learn a new hobby! Remain Connected and Listen to

your Body Exercise regularly, get outside, eat well, get enough rest and take care of your mental health by focusing on supportive relationships. Even if you can’t go out and meet with friends and family in person, a quick phone call or video chat can help you feel less alone. Have Open Conversations with Your Family Have age-appropriate conversations with your children and answer any questions they may have in language they understand. Reassure them they are safe and that it is okay to feel anxious or scared. Keep the lines of communication open with loved ones and watch for signs of mental distress. If you or a family member is feeling

First United Church Gives Donation To CLASS

CLASS would like to thank the First United Church of Vermilion for their kind and generous donation. Lindsay Carton, CEO was honoured to accept the $1425 cheque which will be put towards required programming. CLASS is largely funded by the Alberta Government. Much of the funds go to operational expenses and programming. Childcare and transportation costs are built into program expenses and are subsidized because without offering solutions to these barriers many of the learners would not be able to attend class. What would you like to say to frontline workers throughout Lakeland? “While it sounds simple, I would just say Thank You. I know that there are many hands working together to keep essential services available to residents. They put their own health and well being at risk, in order to help others and their efforts are extraordinary. What recommendations would you give to constituents to prevent COVID19? “Listen to medical professionals, and provincial and federal public health officials. They offer the best and most accurate advice; they emphasize staying home if possible, designating one person for shopping, leaving home only when necessary, and respecting physical distancing parameters when in public,” said Stubbs. 3. Amid the pandemic, how great of hope does the recent Keystone pipeline decision offer? “Keystone XL is a great first step but the necessity for Canada’s oil and gas to get more diverse global markets while pursuing Canadian energy self sufficiency and security has never been more important or obvious. That’s why all last week I asked the Liberals to put forward the sector specific measures they promised in March. On Friday, I called on the Liberals to deliver support for Canadian energy workers and businesses. I suggested some immediate steps to secure both the short-term survival of energy employers and workers, and longer-term measures that will ensure the sector’s recovery and future growth in Canada, including: 1. Deliver on their promise to provide financial tools to increase liquidity and to recapitalize small and medium oil and gas employers, including credit facilities such as loan guarantees and accounts receivable insurance. 2. Reduce costs by cancelling the carbon tax - Canada is the only one of the world’s top ten oil producers with a carbon tax which is an added cost and barrier to investment, and makes life less affordable for all Canadians; and immediately put on hold plans for the globally unprec-

Provide regulatory certainty by committing to overhaul Bill C-69, and immediately adopt all the Senate amendments that were supported by the private sector and all provincial and territorial leaders. 5. Expand access to export markets and get pipelines built by committing to use every federal tool to expedite construction of the Trans Mountain Expansion – its completion is now an economic emergency; work with the proponents and the United States to advance the Keystone XL and Line 3 replacement pipelines; repeal C-48, the oil shipping ban, and work with proponents to set the conditions for a dedicated export pipeline to the growing Asia Pacific markets, and for a west to east cross country pipeline to secure domestic supply and export to Europe,” said Stubbs. 4. What kinds of benefits will this project bring to Alberta? “Construction of KXL will create over 1,400 direct and 5,400 indirect jobs within Alberta. Construction employment will of course also have many spin-off economic to all communities along the construction route. Once operational, KXL will provide North America with expanded crude oil stable and supply, and is part of what must be a multi pronged effort to increase pipeline capacity for Canadian oil,” said Stubbs. 5. 5.Being that your constituents have a large amount of agricultural interest, why would you like to encourage them to participate in the Strychnine survey (found at https://www.shannonstubbs. ca/strychnine)? “Being Shadow Minister of Natural Resources, you may hear me speak often about oil and gas but as the Member of Parliament, I represent and advocate for all constituents, and I work with the Shadow Ministers of all sectors to stand up for residents in Lakeland. Agriculture is the central way of life and a key sector of every community in my riding. This is only one of many agricultural issues on which I am active - and seeking feedback from constituents. I hope all farmers and ranchers, with all different sizes of operations, will contact

me along with experts like local agricultural field men, to give feedback on the ban on strychnine, as well as any other issues they want to raise as a priority. I have already received a cross section of input that, as has been the case for decades, strychnine remains the most effective, available, and affordable effective control product to stop gophers and protect crops and livestock,” said Stubbs. 6. I had a discussion with a fellow constituent around MP raises and am wondering whether you would like to release any comments on the subject? “Thank you for the opportunity to comment. Let me be clear, neither I nor any of the currently serving Members of Parliament voted for it. If I had the opportunity, I would have voted against it, but the decision of its implementation is ultimately up to the Liberal government because only the Board of Internal Economy can decline the pay raise for MPs and Senators. Some background is that Bill C-30 was adopted in 2005 under the Chretien government. It mandates the indexation of salaries and allowances for MPs and Senators based on the average percentage increase in base-rate wages in Canada for each calendar year. I do agree that MPs should not be in the conflicted position of voting on their own compensation, so I support the concept of it being determined by a formula, not dictated by self interest or political whims. But there is the opportunity to stop or freeze it, especially given all the escalat-

ing economic and financial consequences for Canadians. And there is already a precedent for pausing this process during unique circumstances. For example, under Stephen Harper’s Conservative government, during the last global economic crisis, salaries for all MPs and Senators were frozen for three years - an example of Conservative fiscal management and true leadership. Prime Minister Trudeau has not chosen to take that same lead but many Conservative MPs called for it through letters and public statements. Because there is no option to just refuse the raise that works out to just under $200 a month, our Leader Andrew Scheer has announced he will be donating to a local charity that supports Canadians affected by COVID-19, and I will be donating to Haying in the 30s,” said Stubbs. 7. Overall in the coming months what hope and encouragement can you offer your constituents? “I can tell them that my staff and I are here for you. Right now my constituency staff are still at the office with closed doors for safety, and working day in and day out, evenings and weekends, to assist constituents with new government announcements, accessing support, travelling to Canada, and all the regular help with federal programs and services. In the days to come, there may be a change in the physical location of local staff, but there will not be a change in our assistance to residents or in my dedication to represent Lakeland,” said Stubbs.

April 8, - Due to the on-going Coronavirus COVID-19 Pandemic, Council has recognized the potential severe hardship on many homeowners and businesses in our communit y, and as such at the April 07, 2020 council meeting passed the following motions to try to ease the burden. • T h a t C o u n c i l f o r t h e To w n o f Vermilion waive all penalties on late payment of utility accounts from April 01, 2020 to June 30, 2020. • T h a t C o u n c i l f o r t h e To w n o f Vermilion defer 50 per cent of the municipal portion of the tax billing and waive all penalties until December 31, 2020. The full balance will be due and

payable as well as any subsequent balance will be subject to penalties as of January 01, 2021 at a rate of 8 per cent (The Municipal portion of the Tax billing excludes the amount levied by the Province for School funding purposes). Council is unable to waive or forgive payments, but believes that these measures may be helpful to some r ate p aye r s a n d u t i l i t y c u s to m e r s . Anyone who is able to pay their utilities or taxes on-time is still encouraged to do so, as the town needs to maintain positive cash flow to fund on-going operations. These decisions are intended for those individuals or businesses who need a lit tle more time to adjust.

Kitscoty RCMP Arrest Male After Armed Robbery

April 6, - Kitscoty, Alberta. - On March 26, at approximately 6 p.m., Kitscoty RCMP responded to an assault that had occurred at a rural business property just west of the City of Lloydminster, Alberta.

A male victim had interrupted an unknown male suspect breaking into a C-can. The suspect assaulted the victim during the confrontation with a metal pole before fleeing the scene in a truck. The victim suffered non-life-threatening injuries as a result of the assault and received medical treatment.

The suspect’s vehicle was later recovered and police were able to identify the suspect as Troy Wayne MacDonald (39) of Onion Lake, SK. A warrant was issued with charges of aggravated assault, robbery with a weapon and driving while disqualified for the accused.

On March 31, MacDonald was located and arrested by Onion Lake RCMP and transported back to Lloydminster for a judicial hearing. He was released after the hearing with conditions and is set to appear in Lloydminster Provincial Court on July 14, 2020.

April 7, - Kitscoty, Alberta - On March 31, at approximately 6:55 a.m., Kitscoty and Lloydminster RCMP responded to a call regarding two individuals leaving the scene of a break and enter at a self-storage compound located north of the City of Lloydminster. Police located and arrested the male

suspects in the area and were assisted by RCMP Police Dog Services during the investigation. Reagan Racette (36) of Marsden, SK and Micheal Whitman (40) of Lloydminster, Alta., were jointly charged with break and enter, theft of a motor vehicle (x3), mischief under $5000 (x6). Racette and Whitman were released from custody and are set to appear in

Lloydminster Provincial Court on June 16, 2020. “A quick call from the public to police was made regarding the two accused,” says Sergeant Corey Buckingham, Kitscoty Detachment Commander. “As a result we were able to respond to the area, make an arrest and stop the potential of any further offences from being committed.”

Alberta Lamb Market Update

Jason Wood, provincial livestock market analyst with Alberta Agriculture and Forestry, updates the numbers as of April 1, 2020. Wood says that the Alberta lamb markets have been strong for the start of 2020. “The Alberta live slaughter lamb price, estimated off the rail, was $2.26 per pound last week and on a year-to-date basis is averaging $2.10 per pound. Year-over-year, the year-to-date estimated live slaughter lamb price is up 15.6% and is 15.8% higher than the 5-year average.” “Light and heavy Alberta lambs at auction were averaging in the low $200

per cwt to near $300 per cwt provincially last week - March 27, 2020. Year-to-date, auction market lambs are averaging about 15% higher for light lambs while heavier lambs are averaging about 18% higher compared to a year ago. Seasonally, these markets typically peak in May before declining in the second half of the year.” He notes that upcoming holiday buying and a decline in lamb imports has been supporting the current strong lamb market. “However, the impacts of the coronavirus pandemic is beginning to affect consumer demand. Like other meats, physical distancing measures has temporarily changed foodservice operations, conferences and travel - shifting more products

Reports from the U.S. state that wool markets have temporarily closed in response to the coronavirus pandemic and restaurant demand has declined.” Canadian lamb imports to the week ending March 21, 2020 are 3.44 million kg a decrease of 37.2% from 2019. Mutton imports are down 1.1% year-over-year at 1.1 million kg. Lamb imports have declined 25% from Australia, 46% from New Zealand, 52% from Ireland and 60% from Uruguay this year. “Globally, demand for high quality lamb has increased faster than supply,” he adds. “Global lamb and mutton supplies are expected to tighten further in 2020. Australia’s national flock is at a 115-year low and

drought conditions are intensifying in New Zealand.” “Global concerns about the economic effect of coronavirus is affecting lamb supply chains.
