Der went was bustling with activity on March 16, as Hardcastle’s Store opened their doors for business at 106 -1a Avenue. The store offers a variety of services including postal services, grocery and convenience store items, as well as giftware. Looking forward to serving the community, owner Gladys Hardcastle said, “The need to re-establish our

Canada Post services here initiated my decision to open this store. Now people from this area won’t have to keep travelling to Myrnam for their mail. Based on what we heard from the community, they are very happy to have the service available. I have tried to accommodate some of the needs of the community, and plan to do my best to bring in what people need. However I can help; it’s all about the community.” Customers shared their memories of

the many uses of the building over years past. Hardcastle went on to say that she feels Derwent is a growing community and now that they have the services there, they hope to bring more people in. Community member, Donna McLeod said, “We are so thrilled. The convenience of not having to drive for little things and to have a place to have coffee or tea and meet the community is awesome! You meet new friends, and you can even play crib here if you want. Everyone that came

in was appreciative because some of those people who were expected to drive on winter roads are 80 years old” “I believe there are amazing people in this community. This wouldn’t have been possible without the various community members who volunteered; the store wouldn’t be where it’s at without their help,” added Hardcastle. Town Of Vermilion By-election Update

The Town of Vermilion By-election has been postponed indefinitely. Previously scheduled for April 27, the By-election will NOT take place on that date, and the campaign process will be paused until further notice. Six candidates put their name forward prior to the March 16, nomination deadline. Candidates for the pending 2020 Town of Vermilion By-election include Andrea

Kastendieck, Kevin Martin, Robert Snow, Erwin Warkentin, Kirby Whitlock, and Joseph Zizek. According to the Town of Vermilion, Town Council petitioned the Minister of Municipal Affairs to postpone the By-Election in order to fill the current vacancy on Council due to the situation with COVID-19 (the Coronavirus). According to Town of Vermilion CAO and Returning Officer, George Rogers, he has been in consultation with the Assistant

Deputy Minister of Municipal Affairs, who has assured him that the department will be drafting a recommendation to the Minister to postpone the By-Election in Vermilion. Rogers went on to say that the Assistant Deputy Minister assured him that it would be unlikely for the By-election to be held anywhere within the next 60 - 90 days, due to the fluid situation they are dealing with. He went on to say that the Assistant Deputy Minister could not be more specific, as the final decision will be in the hands of

Chuck’s Cornucopia Market opened at 26 Centre Street in Marwayne in November, and is looking forward to hosting a Grand Opening during the Village-wide garage sale in May. Owner, Charles (Chuck) Hlady, was born in Winnipeg, and has spent the past number of years in Saskatoon. He purchased the store on July 31, 2019 and following renovations opened for a training run on November 1, 2019. “With a small grocery and convenience store, I aim to provide and maintain dual delivery of healthy and popular food. My wife will be joining me after she takes her early retirement in Saskatoon, and we plan to continue adding more products as time goes on,” said Hlady. When The Flu Came To The Vermilion Area

Today, the world is dealing with a pandemic that has many people worried but this is not the first t im e Canad a ha s gone through such an epidemic. Over 100 years ago, we had the Spanish Flu and there are tales of it reaching the area and its impact here. One of the biggest impacts of the flu was the closure of schools. Carleton School had been established in 1916 and a school was planned in the fall of 1917, costing $1,200. The school would open in March of 1918 with the first teacher being Ila Grace Trimble. She quit at the end of June and was replaced by Janet Ryan, before Trimble came back again in the fall. She was re-engaged in the position on Oct. 14, 1918 but one week later

the Spanish Flu swept through the area and the school was closed on Oct. 22. It would remain closed until the next spring, with no school provided for the students. The Vermilion Valley Municipality District had to help residents in the area and the best way to do that was through funds. When the flu hit, the Municipality had to implement epidemic expenses to help people in the area who could not work and were laid up with the flu. The total amount provided was $667.65, which would be about $10,000 today. Norah Deford helped many people in the Bowtell area during the flu epidemic. According to her son, she would travel miles by sleigh to help anyone she could and help nurse the sick. She would often use eucalyptus and asafoetida on a cloth and put it around the neck of the person to hopefully kill germs. Her son was hit with the flu and remembered very well the terrible smell and

The drop in oil pricing and Covid-19 means that many Albertans are dealing with unemployment, businesses are fragile, and the world is suffering greatly under this crisis. It is important to conquer fear and find peace among the turmoil. Many people find their peace in their faith, praying Psalm 91, Psalm 23 as well as the Lords prayer which used to be prayed everyday by every child in school. There are people all around the world are in prayer, fasting and repentance. Putting faith in God, takes away the fear. It is a process for our minds to fully grasp the gravity of the situation, but it is important to stay calm and reduce stress. This too shall pass. While we need to be informed from the government and the health authorities to stay current of the situation and we also need to have time away from the crisis to protect our mental health. As we wait it

out in our homes, we need to find enjoyable things to do at home or busy ourselves with cleaning. We can listen to music, read and do some home cooking. Lots of people are doing some baking. Some people have not been able to get yeast but we can still make biscuits, bannock and flatbread with baking powder. Here is a great flat bread recipe. Flat bread can be eaten warm with butter and jam, used as a wrap for sandwiches, or torn into pieces to eat with soups and stews. You could make larger ones, cook them, and then use it as a pizza base, spread with pizza sauce, topping, cheese and bake. Yummy. For added flavor you can add your favorite spices such as Italian, Greek, oregano or dill. This could also be good with a little added cinnamon and sugar in the dough, and then buttered and sprinkled with more cinnamon and sugar. You could also make

them a little smaller and use them as the base for an open-faced breakfast sandwich, with egg and either cheese or mayo. This is a very versatile recipe, and it is so easy to make and gentle on the budget. Prairie Flatbread 2 cups flour plus 2 - 4 tablespoons 1 1/2 cup water 1 tablespoon baking powder 1 teaspoon salt 1 tablespoon of oil, butter or bacon grease for cooking. Combine all the ingredients together. Knead for a few minutes, and then let it rest for 30- 60 minutes. Heat grill to 350 degrees, or fry pan. Divide into 6 – 8 pieces and roll on a floured surface. While you are doing this, when the grill or fry pan is heated add the oil to it. Begin to start cooking the flatbread, until golden brown and then flip to cook the other side.

We know the Albertans we serve will continue to get sick, hurt, pregnant, experience pain, and need

Community radiology clinics have also been playing an important role in clamping down on the pandemic itself – by simply having our booking departments and clinic reception areas open and talking to patients, with AHS screening protocols implemented, we are helping to screen and educate thousands of patients per day for COVID-19 risks that may warrant further testing. Hubkins-Business as – Unusual!

In a phone interview with Hubkins Restaurant manager Leon Kennedy, Kennedy was asked how the COVID-19 pandemic has affected the business? Kennedy stated that business has slowed as customers react and implement social distancing but it is “Business as unusual.” “Our seating is within the 50 person limit so we can still of fer in-house services but we have spaced the tables

in such a manner to exceed the 6 foot spacing recommendation. Hubkins have put precautions in place to protect our guests and staff. Hubkins staff members are exceeding sanitizing regulations which includes: staff washing and sanitizing their hands after contact with any surface or individual, the regular practice of replacing all table coverings, sanitizing all condiment containers and chairs after each sitting and menus and debit machines are sanitized after each use. This was proven during world wars when Canadian farmers were encouraged to ramp up wheat production and excess wheat stocks were held in storage. Agricultural has a lineage of resiliency that will be tested. • Measures to ensure a successful growing season will be critically important to Canada’s economic recovery in the last half of 2020. • The agricultural/grain industry is being pushed to its limits with an overlap of challenges: significant discounts on price due to quality issues during an unprecedented harvest in 2019, lost opportunity for sales into higher valued markets due to transportation challenges throughout the year (i.e. rail strike, blockades) and now lower than expected revenues from selling into markets that are currently depressed given market uncertainty related to the ongoing pandemic. • With only a month or two until seeding there are concerns with how emergency measures will affect rail and truck service, imports or operations at ag-retail outlets and grain companies. • Delivery of medical and food supplies is currently prioritized, next to this should be the delivery of agricultural inputs (fertilizer, seed and crop protection products) to ensure that farmers can provide the necessary raw materials to the food system. • While the Government of Canada and provincial governments have shown a commitment to ensuring that disruptions to supply chains and trade are minimal as part of their evolving response to the COVID-19 crisis, there are some uncertainties regarding border measures and their impact on temporary foreign farm workers and bulk transport vessels with international crews. • An expected early spring thaw may result in early road bans being imposed in some regions of the prairies, which will further delay the delivery of grain. • Generally, in an industry plagued with uncertainty and risk, there is some optimism with how agriculture might ‘weather the storm’ so long as future policy is mindful of the potential (and unintentional) conse-

GRAIN PRICES • Wheat prices have seen an approximate six per cent drop in prices between the highs of January and the lows of March. This is on premium varieties as futures markets fall with all market declines. • Grain prices seem to be stable currently, and could be for the coming few months. • This is based on the fact that grain sales tend to occur approximately eight months prior to being loaded on the ship. A lot of what is being sold and moved currently in

the market could be based on these past prices. • Price impacts may be delayed until the four-month mark when new delivery contracts come on line i.e. out to September. • As markets fall, grain companies (who were hedged) have more money to incentivize the ongoing grain sales to keep it moving off farm. • As these contracts run through the system, we will more likely start to see an impact on the farm gate price as new contracts (sales being made today) are built on the current depressed market prices. IMPACT OF FALLING CDN. DOLLAR • The devaluing of the Canadian dollar is making Canadian wheat exports more attractive internationally; however, wheat prices trending lower as global trade uncertainty impacts all global markets. BULL BREEDERS Continued from page 11 • While the devaluing of the Canadian dollar is helping to mitigate the mounting losses of 2020, Canadian farm revenues are suffering from quality losses due to the harvest from hell, an unprecedented transport backlog through February, and a historic stock market crash in March. GRAIN MOVEMENT WEEK 31: MARCH 16 -20 (RECOVERY) • Country elevator space remains constrained at 91 per cent of working capacity; although measures indicated that deliveries are increasing, not to the levels that are normally seen at this time of year which would exceed 1 million metric tonnes per week.

• This indicates that delivery contracts are likely still being deferred, which will have an impact on cash flow and farmers’ ability to pay debts from last season and access financing for this season. • Order fulfillment improved on CN to 69 per cent from 65 per cent the week prior; CP fell slightly to 75 per cent from 78 per cent. • An early spring thaw may result in early road bans being imposed in some regions of the prairies which will further delay the delivery of grain (and constrain cash flow) • Rail unloads at Vancouver have returned to near normal levels; however, Prince Rupert continues to see lower than normal unloads and insufficient volumes

to reduce the number of vessels at port. (52 vessels at port with eight inbound vessels) • The 52 vessels waiting this week require an estimated 2.50 MMT or 27, 130 carloads. (or roughly 250 unit trains) • The vessel line-up of 52 is greater than the average of about 40 at this time of year. • Under normal circumstances, improving weather over the next 10 weeks would increase grain transport by rail, increase port unload tonnage, and reduce the vessel backlog. • Until the backlog of vessels is resolved, additional costs are being incurred from shipping delays that will be passed on to farmers through lower grain prices.

COVID-19: FUTURE CONCERNS • The Canadian grains sector has been severely impacted by the recent disruptions to the rail network and it will be essential for rail service and performance levels to recover quickly. • The Port of Vancouver has confirmed that they intend to keep operations going as long as grain exporters and rail is moving shipments. • There is normal activity with bulk loading and shipments at this time, aside from potential issues with crews arriving with foreign nationals. The concern is whether they will be allowed to dock – the Ports will be looking of clarification on how these non-Canadian crews will be treated. Continued on page 13

Decreased sailings of container ships are creating issues for containerized grain transloaders, as reduced sailings decrease export opportunities and decrease access to empty containers. • For longshoremen, reduced sailings are creating work shortages for all parties and unions are focused on trying to keep members working. There are no anticipated labour disruptions (even with a reduction in staff due to illness). • Otherwise the ports, railways and grain companies at this point are expecting ‘business as usual’ from an operational standpoint and the Western Grain Elevator Association (WGEA) hasn’t noticed any further reductions in service. ACCESS TO PARTS FOR EQUIPMENT • Service concerns because of the faceto-face interactions required for equipment repairs. • Many parts are manufactured in the US and shipped to Canada. While the government has insured the integrity of the integrated supply chain, this remains a concern. • There seems to be a large enough network in Alberta to fill parts orders or cannibalize existing equipment to keep machinery running. CASH FLOW • The Canadian grains sector has been severely impacted by the recent disruptions to the rail network and it will be essential for rail service and performance levels to recover quickly. • The Port of Vancouver has confirmed that they intend to keep operations going

as long as grain exporters and rail is moving shipments. • There is normal activity with bulk loading and shipments at this time, aside from potential issues with crews arriving with foreign nationals. The concern is whether they will be allowed to dock – the Ports will be looking of clarification on how these non-Canadian crews will be treated. • Sailings of container ships are being cancelled due to decreased shipments of goods from China to North America. IMPACT ON CROP INSURANCE CLAIMS • In February, the Alberta Wheat and Barley Commissions requested an updated on unharvested acres from AFSC. They responded with an update on claims and instructions for process unharvested acres. • As of March 3, 2020, approximately 1 million insured acres of 2019 crop have been reported unharvested to AFSC. • As of March 3 their Inspection teams had completed approximately 93 per cent of the 2,031 unharvested acreage claims;

97 per cent of the 1, 882 pre-harvest inspections; and approximately 84 per cent of the 2020 post-harvest claims. • AFSC anticipates that most of the inspections for the remaining claims will be completed by March 31, 2020. • AFSC deploys two inspectors when assessing stored harvested production in bins. If the producer is willing to stay with the inspector, the additional inspector is not needed. • Wildlife and pre-harvest inspections do not require the additional AFSC inspector. • We are still awaiting a Team Alberta call with Assistant Deputy Ministers of the province’s Agriculture and Forestry ministry to further discuss the ongoing

concerns with outstanding assessments and process of claims for seeding which can help with cash flow issues. • Regarding COVID-19, AFSC has implemented measures to protect their staff and clients: • Self-serve options via AFSC Connect • On-farm visits will be based on client and staff comfort, if you’re sick, reschedule. • You might expect cancellations or delays if assessors/investigators fall ill. • Contact your local office for more information Thanks to Alberta Wheat and Barley Commissions for this valuable information. Avoid Farm Work-Related Fatigue This Spring

The nature of much of today’s precision farm work requires a high degree of alertness and the ability to react quickly in certain circumstances. With spring work and the go-time it brings, often farmers push themselves to get the maximum out of a day’s work. Farm workers pushing their capabilities to the limits to increase production run the risk of serious injury due to fatigue. Turns out, fatigue is a major factor in causing farmrelated injuries. “Too many farmers push themselves, especially during the really busy times and long daylight hours,” says Kenda Lubeck, farm safety coordinator with Alberta Agriculture and Forestry. “Personal health and

safety is a worker’s most valuable asset nothing should come before.” Fatigue is a mental or physical exhaustion that prevents a person from functioning normally. It can often times impair safe work performance. In addition to feeling sleepy and tired, some common symptoms of fatigue include: • headaches, dizziness or blurry vision • slow reflexes and reactions • poor concentration and judgement • feeling irritable, moody and short tempered • aching, weak muscles or impaired coordination “We typically see safety as being all about equipment and guards,” she adds. “But, the most important safety tool a person can have is their attitude and subsequent decisions. That could mean taking a 15 minute break

BULL BREEDERS Will Canada’s Grain Farmers Be Collateral Damage In The Rush To Pass Bill C-4?

Canada is confronting an unprecedented crisis as we deal with the global COVID 19 pandemic. On March 12 Prime Minister Trudeau and at least two other MPs had to self-isolate after being exposed to the virus. The following day, Parliament decided not to carry on business as usual, and moved to recess until April 20. At the same time, both the House of Commons and the Senate deemed Bill C-4, -- the legislation tot implement the CanadaUS- Mexico trade agreement (CUSMA) -passed at Third Reading before debate in the Senate had even begun. Included in Bill C-4 was a series of omnibus style amendments to the Canada Grain Act (CGA) that affect the Canadian Grain Commission (CGC) which were not negotiated in CUSMA and have nothing to do with implementing the trade deal. Because all attention was focused on the CUSMA deal itself, these amendments tucked into Bill C-4 evaded proper scrutiny by the House of Commons. Canada’s CUSMA negotiators agreed to treat wheat grown in the USA the same as Canadian wheat and not identify its country of origin on inspection documents. However Bill C-4 makes it so Canada must treat all American-grown grain - not just wheat – as if it were Canadian-grown. It also enables regulations that would allow inspectors to assign Canadian grades to grain grown outside of Canada or USA,

and it both weakens the CGC’s authority in areas that affect grain transportation and quality control, and increases elevator company power over farmers. The National Farmers Union informed a number of Senators of our concerns, and on March 11 during the Senate International Trade Committee’s pre-study of Bill C-4, Senator Massicotte asked the Chief Agriculture Negotiator and Director General from Agriculture and Agri-Food Canada, whether the NFU’s understanding of the bill was correct. The reply was that we were correct in our analysis of the changes being unnecessary, including the change from US wheat, agreed to in CUSMA, to US grain. By allowing US-grown grain of all types (barley, corn, soy, oats, etc.) into our grain handling and export system, we can also expect impacts on our grain transportation system. One can imagine that American shippers would take advantage of Canada’s rail system instead of using more expensive US transport, making capacity issues and bottlenecks worse. Railways would no doubt suggest “solving” the problem by ending the revenue cap (MRE) and allowing them to raise freight rates to whatever the market could bear. When Bill C-4 received Royal Assent on March 12, it ended the possibility of amending Bill C-4 to remove the unnecessary clauses affecting the CGA. All of this was done after the government had given notice of consultations on the CGA, to begin in March (now delayed). It is hard to

see Bill C-4’s unnecessary amendments as anything other than an end-run designed to avoid public debate. Now, farmers need to work together. It is imperative to get these harmful parts of the bill removed before the CUSMA goes into effect on June 11. Allowing Bill C-4’s amendments to the Canada Grain Act to stand would be an affront to the decades of work done by farmers and our public institutions and agencies to establish premium markets and customer loyalty based on the quality of Canadian grain. - Cam Goff operates a grain farm with his brothers near Hanley, Saskatchewan and is a member of the National Farmers Union. On April 17 our club is going to visit the Lakeland Animal Health Center and Vermilion Packers for a behind-thescenes look at their operations for our club field trip. Our next meeting will be held at the Innisfree Millennium Building on April 15, 2020.

Rainbow Hills Ranch

The Innisfree-Minburn 4-H Beef Club held its March meeting on March 4 at the Minburn Curling Rink. After the meeting we were shown how to make a rope halter and one of the better methods of tying a calf to a post. We each got to make our own rope halter. The Minburn district held the District Public Speaking on Febuary 29 at the Innisfree Rec Center. Three of our members spoke at the competition; Tyson Rudolf, Camille Kassian and Brad McLaughlin. Camille and Tyson both moved on to the
