The Ron Moses Community Christmas Dinner served 125 in the hall and delivered 66 meals to Innisfree, Minburn, Mannville, Islay and Vermilion making a total of 191. Vermilion is a very “giving” community. Our family wants to thank everyone who was a part of it this year. Some of our volunteers come year after year while others were new at it. Groups help move things to the hall, set up, cook and serve the food, entertain, do deliveries as well as clean up. We appreciate your help. A lot of visiting goes on, like three people who went to school together 80 years ago got to visit and a brother and sister enjoyed Christmas together with their families. People attended from Armstrong, British Columbia’ and Cambridge Bay, Nunavut. People appreciate what we do and we received two cards with messages we want to share with you. Help the University of Guelph improve hearing healthcare across Canada. Connect Hearing and Professor Mark Fenske at the University of Guelph are seeking participants who are over 50 years of age, have never worn hearing aids and have not had a hearing test in the last 24 months, for a hearing study that investigates factors that can influence better hearing. Study Parameters The researchers will examine listening in a range of situations, from one-on-one, to group conversations, watching TV and wider social contexts like supermarkets and other noisy environments, and how it effects connection and socialization.

Why Participate? It is estimated that 46% of people aged 45 to 87 have some degree of hearing loss, but most do not seek a solution right away. In this study you’ll be playing an important part in determining the key factors around identifying hearing loss and what influences the decision to seek treatment.

Participants will be significantly adding to growing knowledge surrounding hearing loss. Happy 2020. After the rich foods of the holidays our bodies always seem to crave wholesome whole foods. We all know that we should be getting more fruits and vegetables into our diet and exercising regularly, but sometimes our best intentions for ourselves are a little lacking. On my quest to add more fruits into my diet I developed this recipe many years ago. It is a salad that goes great with poultry, salmon, sole or pork. It is also a quick and easy potluck or brunch dish. My family goes back for seconds of this refreshing and creamy salad. The creamy fruit salad would also be nice served at a tea with healthy muffins

Way back in 1910, only five years after Alberta had become a province, the Bellcamp School District was established. The name itself honours the Campbell family, with the two syllables of the name simply reversed. The reason for the school district was the growing number of children who were

coming with their families to the area. With those children came the need to teach them, and as such, the school district was created on July 9, 1910. A site was chosen, with two acres of land being bought from a Mr. Speechley, so that a school could be built. A total of $1,500 was borrowed to build Bellcamp School and furnish it. On Aug. 22, permission was arranged to build the school, and in January of 1911 the tax rate of the school district was set at eight cents per acre. In the summer of 1911, the Bellcamp

School was opened with Mr. Smith serving as the first teacher. He only lasted briefly before he resigned and a Miss Moody answered an advertisement and came to the school she would remain until 1914 and then come back later in the decade to teach again from 1917 to 1918. In 1913, the Municipality of Steamstown was created to help collect both municipal and school taxes and the school itself, being at the centre of the municipality, would be used for meetings by the district as well. The school would continue to operate as part of its own district for the next two decades, even when collecting of school taxes as an issue and money was short, there were always students to be taught. In September of 1938, the Bellcamp School District was included in the Vermilion School Division. The school operated as part of this district until Jan. 2, 1946, when a tragic fire destroyed the school. The teacherage was used as a temporary school and in February, a proposal was put forward to

build a new school. This was passed unanimously by all the ratepayers in attendance. The Divisional Board then proposed moving the old South Ferriby School to Bellcamp, but the Bellcamp Board was not happy with this and stated in “it was the opinion of the board that the school was hardly worth moving and that they would rather see some kind of new school built”. Nonetheless, the South Ferriby School was moved in and would serve as the school until 1953 when the school was closed and children were bussed into Marwayne. The last teacher at the school was Martha Swanson, who had served from 1952 to 1953. Information for this article comes from Earnest-Minded Men. Including, as needed: assessment, observation, solution focussed problem-solving discussions/collaborations, strategy recommendations, and intervention (treatment) plans, etc.. ● Ability to be an active, professional, and engaged team member serving on student/family wrap- around support teams. ● Have the ability to consult, instruct, and/or assist education staff/student learning teams in the development, implementation, and assessment of social emotional intervention plans and/or other plans that may include social emotional learning goals. ● Have the ability to review and analyze disaggregated school level student performance data in academic and nonacademic areas and assist families, staff and site/jurisdiction-based administration in its application to inform decisions in the best interests of students. ● Have the ability and willingness to provide consultation and training to students, parents, staff, and community partners on issues of social emotional wellness. ● Have the ability and willingness to work with and directly support teacher colleagues in the purposeful integration of social emotional wellness to support student learning is essential. ● Have the ability, willingness and experience to serve as a liaison between the school, home, and community to develop mutually beneficial relationships and partnerships that assist both the school, home, and community in meeting the needs of students, parents and staff surrounding issues of social emotional health. ● Have resilience and a commitment to professional development. ● Have the ability to develop and maintain supportive relationships with students and adults. ● Have the ability to develop and maintain comprehensive documentation as per policy, administrative procedures, and records management processes. ● Have solid comprehension and practice of personal and professional boundaries. ● Have proficiency with technology and its application and knowledgeable of social media. ● Have the ability to work independently and with various BTPS Learning Services teams. ● Have the awareness and understanding to apply FOIPP Act and Childrens’ First Act (and other applicable regulations/Acts) to specific contexts. Dewberry youth, Harlie & Sadie Bazinet, participated in their second annual Pyjama Drive in December to support the Lloydminster Interval Home. “We decided to do it when we saw that not every child gets warm pyjamas for Christmas like we’re fortunate enough to. The Interval Home is important because they take in women and children from Lloydminster and surrounding area and help protect them and get them back on their feet. We were very excited collecting these

items. It’s nice to see the community working together,” said Harlie and Sadie Bazinet. They went on to thank the Dewberry Community Church for donating a whole tote of pyjamas, socks and slippers, and the Grades 3 & 4’s who did a pyjama donation instead of doing a gift exchange this year. Having collected pyjamas, socks, slippers, toques and mittens, they were thankful for the support from all of the students, parents and community members. They ended up donating 70 pairs of pyjamas, 70 pairs of socks, and

also toques, mittens and slippers, estimated at more than $500 of merchandise. “We wanted to donate pyjamas because they help keep you warm at night, and hopefully when the women and children wear their new pyjamas they will feel love and warmth knowing that people care about them! It takes a village, (we have all heard) to raise a child and it can also be said that it takes a strong community’s support to successfully run a not-for-profit charity. The coat and winter-wear drive that we held in late fall was overwhelmingly successful! We collected in excess of 200 coats, jackets, sweaters and hoodies as well as boots, toques, mitts, socks, long and regular underwear and scarves. A number of lightweight jackets and other miscellaneous clothing that was donated have been given to our local Community Closet and to the Men’s Shelter in Lloy-

dminster, which had expressed need for anything when contacted. The winter-wear donated was picked up from the following businesses: Riverside Hair, The Eagles Nest Grill, McDonald’s Foods, Christina’s Home Furnishings, The Men’s Den, The Vermilion Voice, The Bargain Store, Shoppers Drug Mart and Striker Lanes. All donations were washed or cleaned, and minor repairs made, and then were offered free to anyone in the space provided at The Vermilion Voice. Due to the mild weather, we have decided to keep the “store” open again from 2 - 5 p.m. Wednesdays and Thursdays from January 8 - January 30. After

January 30, everything remaining will be boxed up and stored for next winter, but can still be accessed by anyone requiring them by phoning the Hearts and Hands number at (780) 581-0521. Thank you to our community! Firstly, to all who donated and to the volunteers who manned the store, all the businesses that received the many items, as well as the Jr. B Tigers for the winter-wear drop at their home game, and Mainstreet Hardware for the sock drive and the donation of two large tables for our continuing use. Town Of Vermilion 2020 Budget

Submitted At the December 17, 2019 meeting Council approved the preliminary 2020 Operating and Capital Budgets. The budget identifies operating expenditures of $14,217,341 that will be used to provide core municipal services to the community. The capital budget has been estimated at almost $1.6M. Key projects beginning in 2020 include road work on 57 Street North of College Drive, 47 Avenue from Hwy 41 to 50 Street and 50 Avenue from Hwy 41 to 51 Street, water main improvements for the area east and west of 52 Street and north of 45 Avenue, a planned contribution for the Lakeland College Aquatic Centre improvement project and the ongoing trial and initiation of a broadband network for underserved areas of the Town. 2020 will also see the completion of the wastewater treatment plant and the delivery of a new aerial platform unit for the Fire Department.

Both projects commenced in 2019. Balancing this year’s preliminary budget was made more difficult due to the financial constraints resulting from the release of the Provincial budget earlier this fall. The Provincial budget identified several changes that will impact the bottom line of municipalities across the Province. Some of the more significant changes that affect the Town of Vermilion include an approximate 15% decrease in MSI capital grant funding, a 50% reduction in grants for Provincial infrastructure, the loss of grant funding for summer students as well as the introduction of a new Provincial levy for rural policing. Although additional police resources should better protect our community, the net impact of these changes will cost the Town in excess of $250,000 in 2020 and possibly even more in future years. The Town is also facing additional headwinds due to the depressed state of Provincial economy

especially with regards to oil and gas sector activity. As a result, the Town is anticipating very little growth by way of new assessment and there is also an expectation that overall value of assessable property will decrease by as much as 1% when assessment data is released in February 2020. In recognition of the financial realities, the Town undertook a detailed examinations of its operations and was successful in identifying and reducing budgets in several departments without negatively impacting service levels. This work is expected to continue into 2020 so that additional changes that are on the Provincial horizon can be more readily absorbed. Despite the efforts, the Town will have no choice but to offset some of the expected shortfall through increases to property taxes and user fees. Based on the current budget, it is anticipated that a property tax increase of 1.9% will be recommended when the

I was drug to the kitchen sink to have my mouth washed out with soap if I uttered a profane four-letter word. I was drug out to pull weeds in mom’s garden and flowerbeds and cockleburs out of dad’s fields. I was drug to the homes of family, friends, neighbours to help out some poor soul who had no one to mow the yard, repair the clothesline, or chop some firewood; and, if mother had ever known that I took a single dime as a tip for this kindness, she would have drug me back to the woodshed. Those drugs are still in my veins, and they affect my behaviour in everything I do, say, and think. 2020 property tax rate bylaw is presented to Council for ratification this coming April. Utility fees will increase 3% starting January 2020. Users will first see the rate change on the bill they receive at the beginning of February for January consumption. These rates were increased to offset increases from the ACE Water Corporation, to cover off anticipated increases in operational expenses of the wastewater plant and for continued efforts to promote more environmentally friendly options for waste management. In light of these financial challenges, the Council for the Town of Vermilions hopes that residents and businesses will not only recognize the efforts made to maintain the standard of municipal services that everyone expects and but accepts that there will be a continued focus on prudent financial decision making going forward to ensure a prosperous community for years to come.
