Throughout the week, you will actively shape a federal legislative framework focused on delivering long-term solutions for infrastructure, healthcare systems, the tourism economy, and workforce development. OVERVIEW: The United States Chamber of Commerce was founded in April 1912 at the urging of U.S. President William Howard Taft. Since then, the U.S. Chamber has worked to promote policies that help businesses grow and strengthen the economy. The organization represents nearly 3 million businesses, state and local chambers and business associations. Vegas Chamber President & CEO Mary Beth Sewald serves on the U.S. Chamber of Commerce Board of Directors and the Chamber of Commerce Committee of 100.

Executive Vice President, Chief Policy Officer, and Head of Strategic Advocacy, U.S. Chamber of Commerce As executive vice president, chief policy officer, and head of strategic advocacy at the U.S. Chamber of Commerce, Neil Bradley is responsible for the organization’s overall advocacy efforts. In addition to managing policy development for the Chamber, Bradley oversees its government affairs activities, political program, and relations with other business organizations. At the Chamber, Bradley has led the national discussion on hundreds of high-profile policy issues, influencing legislation at the federal, state, and local levels. He frequently appears on broadcast and cable news networks to present the business community’s priorities. Prior to joining the Chamber, Bradley spent nearly 20 years working in the House of Representatives, including 11 years working for the House Republican leadership. He served as deputy chief of staff for then-Majority Leader Kevin McCarthy (CA) where he developed the legislative agenda for House Republicans, oversaw policy formulation in the leader’s office, and coordinated committee activity in the House. Bradley held the same position for Eric Cantor (VA) during his tenure as majority leader. Before that, he was policy director for House Republican Whip Roy Blunt (MO). After leaving Capitol Hill, Bradley founded Chartwell Policy Solutions, LLC, a research, analysis, and advisory firm focused on public policy issues. Bradley serves on numerous boards, including the advisory board for the McCourt School of Public Policy at Georgetown University; the board of the Convergence Center for Policy Resolution; and the board for the Center for International Private Enterprise, where he is president and permanent secretary.

Suzanne Clark

President & CEO, U.S. Chamber of Commerce Suzanne P. Clark is president and CEO of the U.S. Chamber of Commerce, the world’s largest business organization and network representing businesses of every size and sector. Since taking the helm in 2021, Clark has led a transformative period of modernization and growth to strengthen the Chamber’s influence as the unified voice of American business. structure, and workforce. As America’s leading private-sector commercial diplomat, Clark advocates for business worldwide, engaging directly with global leaders in key markets and at forums like the Munich Security Conference, the B7, and the B20. She regularly hosts heads of state and other high-ranking government officials at Chamber headquarters in Washington, D.C., having welcomed more than half of the G20 countries during her tenure as CEO. Clark’s international engagement advances U.S. economic interests, drives increased U.S. investment, and fosters global collaboration. Earlier in her career, Clark held numerous high-level positions within the organization. She rejoined the Chamber in 2014 after successfully leading her own small business that provided in-depth policy research and analysis to businesses, helping them make more informed investment decisions. Clark serves on the boards of AGCO Corporation and TransUnion, as well as The Economic Club of Washington, D.C. She holds a B.A. and an M.B.A. from Georgetown University.

Jordan Crenshaw

Senior Vice President, C_TEC, U.S. Chamber of Commerce Jordan Crenshaw is the senior vice president at the U.S. Chamber of Commerce’s Technology Engagement Center (C_TEC), where he leads the day-to-day operations of the policy team. Crenshaw also manages the Chamber’s privacy working group, which is comprised of nearly 300 companies and trade associations and is responsible for developing model privacy legislation and principles. Prior to his role at C_TEC, Crenshaw led the Chamber’s Telecommunications and E-Commerce Policy Committee, which analyzed federal privacy, cloud computing, broadband, internet, e-commerce, and broadcast policies that impact U.S. businesses. Before joining the Chamber, Crenshaw was an attorney focused on environmental issues and consumer privacy laws. Crenshaw worked at McGuireWoods, LLP assisting discovery issues for environmental nuisance, TCPA, and other civil litigation. Crenshaw also held roles in the Virginia Senate leadership, the Office of the Attorney General of Virginia, the U.S. Department of Labor Office of Administrative Law Judges, and the National Right to Work Defense Foundation. Crenshaw earned both his undergraduate degree and Juris Doctor from the College of William and Mary. He is licensed to practice law in Virginia and is a Certified Information Privacy Professional (CIPP/US).

Marc Freedman

Vice President, Employment Policy, U.S. Chamber of Commerce Marc Freedman is vice president of workplace policy at the U.S. Chamber of Commerce. He develops and advocates the Chamber’s response to OSHA matters; FLSA issues such as overtime, minimum wage, and independent contractors; paid leave issues; EEOC, and other labor and workplace issues. Before joining the Chamber in October 2004, Freedman was the regulatory counsel for the Senate Small Business Committee under the chairmanships of former Sens. Kit Bond (R-MO) and Olympia Snowe (R-ME). He focused on ensuring that agencies properly take into account the impact of their regulations on small businesses. He was also deeply involved in the battle over the Clinton OSHA ergonomics regulation. Earlier in his career, Freedman held various positions with several construction trade associations, including the Painting and Decorating Contractors of America, the Associated Builders and Contractors, and the National Association of Home Builders. MEETING TOPIC: This panel will discuss the intricate relationship between federal policies and how it impacts Nevada’s economic landscape throughout the state. Discussions will also focus on how these policies significantly affect economic development efforts, infrastructure investments, and key sectors of the state’s economy like tourism, gaming, construction, and real estate. Furthermore, this panel will discuss how working together from a statewide level to address these issues can foster a thriving and robust economy for Nevadans.

MODERATOR: Tom Burns

Director, Governor’s Office of Economic Development, Nevada Governor Joe Lombardo appointed Tom Burns as Nevada Governor’s of Economic Development (GOED) Executive Director on January 30th, 2023. Burns started his career by attaining his Certified Public Accountant designation with Deloitte and was subsequently the Assistant Corporate Controller at United Gaming, the predecessor of Light & Wonder. For more than 30 years he was an insurance executive in Southern Nevada, specializing in commercial insurance surety. Burns has served numerous professional boards, including charitable organizations and government-appointed committees. He served on the Government Affairs Committees and Board of Trustees for numerous civic and trade group organizations including: the Las Vegas Chamber of Commerce where he also served as chair for two years beginning in 2020. He was named to the Las Vegas Global Economic Alliance Board in 2023. Burns is a graduate of the University of Nevada, Reno.

PANELISTS: Taylor Adams

President & CEO, Northern Nevada Now Taylor Adams joined the Northern Nevada Now in July 2023, where he currently serves as President & CEO. Prior to coming to EDAWN, Adams held professionally responsible positions in Finance and Economic Development and served the City of Virginia Beach as the Deputy City Manager for Economic Development, Convention and Visitor Bureau, Resort Management, and Cultural Affairs. Prior to his role at the City of Virginia Beach, Adams held positions in both the private and public sectors, including chief administrative officer/director of finance for the City of Starkville, MS, purchasing manager for Mississippi State University, Chief Marketing Officer/Managing Partner for Benefits Concepts PA in Columbus, MS and business development officer/commercial credit analyst for the National Bank of Commerce of MS. Adams earned his B.B.A., Marketing Management/General, from Mississippi State University, and his M.B.A., Business Administration/Management, from Hult International Business School. Adams is the Chair of the Governing Board of the National Institute of Governmental Procurement.

Danielle Casey

President & CEO, Las Vegas Global Economic Alliance Danielle Casey brings extensive and diverse experience in leadership, public administration, marketing, business development and retention, and strategic planning as the leader of the Las Vegas Global Economic Alliance, a nonprofit organization working to create a prosperous and diverse economy for Southern Nevada. Previously, she served as President & CEO of the Albuquerque Regional Economic Alliance (AREA) since October 2020, during which she transitioned the organization with the delivery of a new Strategic Plan, achieved the status of Accredited Economic Development Organization, engaged formally with regional community partners, renamed and restructured its bylaws and nonprofit status to a 501c3 public charity, and received numerous recognition awards. Prior to her leadership at AREA, Ms. Casey served as the Executive Vice President for the Greater Sacramento Economic Council and oversaw the organization’s business development, marketing and communications, investor engagement, research, and strategic initiatives critical to advancing economic growth in Greater Sacramento. From 2013 – 2018, Casey served the well-known City of Scottsdale, Arizona as its Economic Development Director. Casey served in various executive roles at the City of Maricopa, Ariz. Starting in 2005, lastly as the Assistant City Manager. Departments under her oversight included economic development, community and development services, capital improvement, public works and City-wide marketing and communications activities.

Casey received her bachelor’s degree from Arizona State University and Master of Administration from Northern Arizona University. She is both a Certified Economic Developer (CEcD) as well as a certified Economic Development Finance Professional (EDFP). She is a member of the International Economic Development Council and serves on its Board of Directors as the 2026 Board Chair. She also serves as an instructor at the Oklahoma University Economic Development Institute and serves on its Board of Directors.

Bryant Holt

Senior Director of Aviation, Clark County Department of Aviation Bryant Holt was promoted to Senior Director of Aviation for the Clark County Department of Aviation (CCDOA) in September 2025, bringing more than three decades of leadership in strategic planning, program management, and process improvement across public and private sectors. In his current role, Holt oversees Planning, General Aviation, and Construction & Engineering for one of the nation’s busiest airport systems. His leadership supports long-term master planning, systemwide development, and cross-department coordination to align projects with daily operations. He is responsible for advancing the Southern Nevada Supplemental Airport (SNSA), ensuring regulatory and environmental compliance, and working with federal, state, and local agencies to prepare the system for future growth. Holt first joined CCDOA in 2023 as Managing Director of Planning and prior to that served as the Chief Development Officer at Wayne County Airport Authority. He was responsible for a variety of strategic planning and business initiatives, including the oversight of the most extensive Airport System Master Plan in Michigan. In the private sector, Holt served as a principal consultant specializing in urban master planning, while also leading international teams for multinational corporations in construction, manufacturing, supply-chain management, and process re-engineering. He holds a Bachelor of Business Administration from Olivet Nazarene University and a Master of Science in Land Planning + Design from Columbia University. He is a Certified Member (CM) of the American Association of Airport Executives, a member of the American Society of Landscape Architects, and has completed project management certification programs, including Six Sigma Black Belt and Portfolio Project Management.

Cris Jensen

President & CEO, Reno-Tahoe Airport Authority Cris Jensen serves as the President and CEO of the Reno-Tahoe Airport Authority. He began his career in aviation at RenoTahoe International Airport in 1992 as an airport operations officer. In 1997, he joined the Elko Regional Airport and spent nearly eight years as airport director. He then served as airport director for the Missoula International Airport for almost 16 years before returning to the RTAA in 2021. Jake Tyner

Holland & Hart, Of Counsel & Senior Director of Federal Affairs Jake advises clients across virtually every segment of the energy and natural resources economy—oil and gas, mining, critical minerals, renewables, energy storage, and electric transmission. In government, he worked on many of the issues that determine whether projects get built, including permitting, modernization of the National Environmental Policy Act (NEPA), public lands, and domestic mineral supply. PANELIST: John Entsminger

General Manager, Southern Nevada Water Authority John J. Entsminger oversees the operations of the Southern Nevada Water Authority, which is responsible for acquiring, treating and delivering water to local agencies that collectively serve 2 million residents and more than 40 million annual visitors, and the Las Vegas Valley Water District which serves more than 375,000 customer accounts. He was appointed general manager by both agencies’ Boards of Directors in early 2014, having previously served as director of environmental and water resource law and senior deputy general manager. Entsminger joined the organization in 1999 as an attorney. Entsminger has spent his career addressing the unique water challenges facing Southern Nevada. He has been instrumental in developing inter basin and international agreements protecting Lake Mead water elevations, including the 2007 Colorado River Interim Guidelines and Minutes 319 and 323 to the 1944 U.S. - Mexico Water Treaty. In April 2014, he was appointed by Governor Sandoval to serve as Nevada’s lead negotiator on Colorado River matters. On the national front, Entsminger serves on the Boards of Directors of the Association of Metropolitan Water Agencies and the Water Research Foundation, and the Desert Research Institute Foundation Board of Trustees. Maynard-Carey Chief Executive Officer, Regional Transportation Commission of Southern Nevada As Chief Executive Officer of the Regional Transportation Commission of Southern Nevada (RTC), M.J. Maynard is a master of connectivity – connecting 2.2 million Nevadans to economic, educational, and recreational opportunities and more than 43 million tourists to one-of-a-kind attractions in the entertainment capital of the world. She leads the only agency nationwide that is responsible for a region’s public transit system, traffic management, roadway design and construction funding, and transportation and overall planning efforts – all under one roof. Maynard joined the RTC in February 2007 and served as Assistant General Manager of Administrative Services and later as Deputy Chief Executive Officer prior to leading the agency. In these roles, M.J. and her extensive team managed a budget of more than $367 million annually and oversaw one of the nation’s most efficient bus mode-only transit service operations. Tracy Larkin-Thomason

Director, Nevada Department of Transportation Director Tracy Larkin Thomason leads the department’s approximately 1,900 team members in planning, constructing, operating and maintaining the states 5,400 centerline miles of highway and inspecting more than 2,000 bridges across the state. Larkin-Thomason held numerous NDOT administrative, management, and technical roles, culminating in a position as deputy director before retiring in 2021. Following her NDOT retirement, Larkin-Thomason served as senior vice president of the Intelligent Transportation Society of America (ITSA) where she drove national efforts in intelligent transportation systems. Larkin-Thomason returned to NDOT upon being appointed director in 2023, supporting Governor Lombardo’s plan to target critical transportation needs, build out new and alternative transportation modes, and expand new transportation opportunities through partnership with neighboring states and federal agencies. Larkin-Thomason received her MBA and B.S. in Civil Engineering from the University of Nevada, Reno. She is a Certified Public Manager, a Professional Traffic Operations Engineer, and holds a license as a Registered Professional Engineer in Nevada.

Claire Shanklin

Legislative Assistant, Transportation and Infrastructure, Office of Congresswoman Dina Titus Claire Shanklin serves as a Legislative Assistant for U.S. Congresswoman Dina Titus, (NV-1), managing her legislative portfolio for the House Committee on Transportation and Infrastructure. Her policy portfolio includes transportation, public works, environment, public lands, agriculture, labor, housing, and Native American issues. Prior to joining Representative Titus’s team, Shanklin built deep policy expertise on Capitol Hill and in government relations. SPEAKER: Jhone Ebert Superintendent, Clark County School District Superintendent Jhone Ebert is spearheading the transformation of the Clark County School District (CCSD) into a Destination District, a place that students, employees, and families choose because they know what is possible here. Ebert and the Board of School Trustees operate as a “Team of 12” focused on building community trust and accelerating the district’s momentum to create schools that will make Southern Nevada proud. Superintendent Ebert often says that “CCSD is on the move.” Thanks to the hard work of CCSD’s students and educators, there is positive momentum throughout CCSD. In 2025, 136 schools improved their star ratings on the Nevada Report Card, and graduation rates rose by 5.1%. David Reid

He works hand in glove with clients to lead complex public policy efforts related to infrastructure, hospitality, gaming, health care, technology, telecommunications and arts and entertainment. David leverages his extensive political finance experience to maximize the impact of clients’ political giving. Bart Reising

Policy Director, Brownstein Bart Reising served over a decade with Republican Majority Leader Steve Scalise (R-LA), building his experience with the workings of GOP party politics. During his time in the legislature, Reising helped guide legislative victories on bills including the Tax Cuts and Jobs Act, the American Rescue Plan and the bipartisan Trade Promotion Authority. Reising began his 14-year career on Capitol Hill in the House of Representatives as the director of operations for Reps. Scalise and Austin Scott (R-GA), as well as former Rep. Bill Flores (R-TX), developing skills in congressional dynamics and the communication between the executive branch, the legislature and constituents. He went on to become the director of member services for then-Republican Whip Scalise. In this role, he helped steer legislation in the 2017–2019 Republican trifecta. Most recently, he was selected as Majority Leader Scalise’s deputy chief of staff, making him a critical figure managing the congressman’s office and legislative agenda.

Tracy Tolk

Policy Director, Brownstein Tracy Tolk ensures clients are heard in the rooms where energy, transportation, infrastructure and environmental policy is shaped on Capitol Hill, in the White House and across the executive branch. With more than two decades of experience in government affairs, she advises clients on climate change, clean technology, transportation, alternative energy deployment, cybersecurity, Native American affairs and natural resources development. Tolk’s policy expertise is built on her time serving in the House under former Reps. Jay Inslee (WA-1) and Jim Davis (FL-11). KEYNOTE SPEAKER: Timothy J. Walsh

Assistant Secretary for the Office of Environmental Management, U.S. Department of Energy Timothy J. Walsh serves as Assistant Secretary for the Office of Environmental Management at the U.S. Department of Energy, providing strategic leadership for the safe and effective remediation of environmental legacies stemming from eight decades of nuclear weapons development and government-sponsored nuclear energy research. In partnership with local communities, industry partners, and stakeholders, Walsh will lead EM’s office to be future focused on revitalizing EM sites through re-industrialization to bolster energy production, AI advancement, and manufacturing dominance. A seasoned engineering and construction executive with a distinguished military background, Walsh grew up in a military family, relocating frequently across the United States, Europe and the Middle East, where he immersed himself in local cultures and languages. Walsh served eight years as an officer in the U.S. Army Corps of Engineers, leading a platoon of combat engineers in Germany, overseeing construction projects in Turkey, and commanding a company of paratroopers in the 82nd Airborne Division during Operations Desert Shield and Desert Storm, for which he was awarded the Bronze Star. Transitioning to the private sector, Walsh directed the construction of several large-scale, high-tech, fast-tracked projects in the United States and Brazil for the semiconductor, biotechnology, and telecommunications industries. In the early 2000s, he led a Colorado-based construction company to substantial growth. In 2006, he and his wife, Lisa, co-founded a vertically integrated real estate development, construction, and property management firm, completing over $2.5 billion in projects focused on sustainable, walkable mixed-use communities. He earned a Bachelor of Science in Engineering from the United States Military Academy at West Point. He has a master’s degree in civil engineering and construction management from Stanford University.

Senior Vice President of Government Relations, American Gaming Association Chris Cylke currently serves as senior vice president of government relations for the American Gaming Association (AGA). Prior to joining Brookings in 2016, he directed the Bipartisan Policy Center’s Financial Regulatory Reform Initiative. Between 2009 and 2012, Klein served as the deputy assistant secretary for economic policy at the Department of Treasury. He worked on financial regulatory reform issues including crafting and helping secure passage of the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010. Marc Porter Magee

Chief Executive Officer, 50CAN Marc Porter Magee was born in North Carolina but has lived at one time or another in Connecticut, Florida, Massachusetts, New Jersey, New York and Washington, DC before settling down in Virginia with his wife and three kids (and scruffy dog). He caught the political bug while in college at Georgetown and returned to the nation’s capital after grad school at Duke University, where he earned a PhD in Sociology. Cruz understands firsthand the barriers many face when trying to improve their careers. By improving his command of the English language and capitalizing on the growth opportunities he was presented, Cruz was able to successfully return to the engineering field and later transition to the public sector. Director of Workforce Policy, Jobs for the Future Taylor Maag serves as the director of workforce policy in Policy & Advocacy at Jobs for the Future (JFF), where she leads federal and state workforce policy efforts by conducting research, developing solutions, writing policy recommendations, and convening partners to enact change that supports JFF’s North Star. Her professional expertise spans workforce development and poverty alleviation policy, verbal and written communication, policy research, development, advocacy, and network building. Samantha Carl-Yoder is the co-chair of the firm’s international and critical minerals practices. Patrick Costello Partner, Mercury

Patrick C. Before joining Nevada HAND, Audra was appointed by Illinois Governor Bruce Rauner to lead as Executive Director of the Illinois Housing Development Authority (IHDA), which since its creation has financed over $27B in asset-based loans leading to the creation of over 300,000 units of affordable housing. Prior to her time at IHDA, Audra founded and led A. CEO, Affordable Housing Tax Credit Coalition Emily Cadik is Chief Executive Officer of the Affordable Housing Tax Credit Coalition (AHTCC), where she leads national advocacy efforts to advance affordable rental housing financed through the Low-Income Housing Tax Credit (Housing Credit). With more than 15 years of experience in affordable housing policy, she has played a pivotal role in securing major legislative victories for the Housing Credit, including the program’s historic expansion in 2025. Under her leadership, AHTCC has also experienced significant organizational growth, including doubling its membership. Before joining the AHTCC, Cadik served as Senior Director of Public Policy at Enterprise Community Partners. In that role, she served on the AHTCC Board of Directors and helped lead the ACTION Campaign, a nationwide coalition advocating for the Housing Credit. Earlier in her career, she was a Presidential Management Fellow at the U.S. Department of Housing and Urban Development, where she worked as a program coordinator for the Moving to Work demonstration and served in the Office of Intergovernmental Affairs. Cadik’s leadership and contributions to affordable housing policy have earned national recognition. In 2026, she was named one of Washingtonian Magazine’s 500 Most Influential People in Washington, D.C. She also received The NHP Foundation’s inaugural Advocacy Award in 2017 and was recognized as one of Affordable Housing Finance magazine’s Young Leaders in 2016. Vice President of Government Relations, Onda Housing Group Cedric Crear currently serves as Vice President Government Relations for Onda Housing Group, a national developer of multifamily Affordable Housing. Crear served on the Board of Regents for the Nevada System of Higher Education. He was first elected in 2006 and was reelected in 2012 as the representative for District 1. Lauren Toy

Chief of Staff, Office of Congresswoman Susie Lee, NV-3 Lauren Toy serves as Chief of Staff to Congresswoman Susie Lee (D-NV), a Frontline member of the House Appropriations and Natural Resources Committees. Toy began her career as an investment banker at Goldman Sachs. During the 2018 election cycle, Lauren answered a call to get involved in politics and moved to Las Vegas to organize the Nevada Democratic Party. There, she met and helped elect then-candidate Susie Lee, then followed Congresswoman Lee to D.C. to join her congressional office at the start of her freshman term. Toy holds a B.A. in International Relations from Brown University, where she also captained the Division I lacrosse team. GAMING DEDUCTION LOSSES STANDARDS & FEDERAL EXCISE TAXES ON GAMING ISSUE POSITION: • Several changes made to federal tax code by the One Big Beautiful Bill Act are very unfavorable for gamers and the gaming industry. • Under the changes, gamblers may pay a higher effective tax rate on their winnings without any ability to benefit from carrying their excess lost forward, may pay more in federal income tax than their entire net winnings, or may pay taxes even when gambling losses equal or narrowly exceed gambling winnings. • The changes have raised concerns about the reduction in player attendance at high-profile tournaments, reduced tourism to places with gambling options, including Las Vegas, and the possibility of high-dollar gamblers being pushed into unregulated and black-market gambling options.

VEGAS CHAMBER’S CALL TO ACTION: •

The Vegas Chamber supports efforts by Nevada’s Congressional delegation to restore the deduction standards for gaming losses back to 100%.

The Vegas Chamber supports the position taken by Nevada’s Congressional Delegation, Governor Joseph Lombardo, American Gaming Association, and the Nevada Resort Association to restore the full deduction as soon as possible.

BACKGROUND INFORMATION: • Federal tax rules have always required that gambling winnings be included in a taxpayer’s income. Historically, gambling losses were deductible to the extent of reported gambling winnings. • The One Big Beautiful Bill Act, a sweeping federal tax and budget reconciliation law passed in July 2025, included a provision to limit deductions for wagering losses to 90% of such losses starting for tax years beginning after December 31, 2025. • The 90% cap also applies to nongambling loss expenses including travel expenses, entry fees, and other business expenses allowed through changes in the 2017 TCJA. • Under this change, a player who realizes $100,000 in gambling winnings and has $110,000 in gambling losses would be subject to a tax of $1,000 even though the player had a net loss. • The limitation was included in the bill largely as a revenue offset to other tax cuts enacted in the bill and is estimated to raise approximately $1.1 billion in tax revenues over the next eight years. • Members of Nevada’s Congressional delegation have been fighting to reverse the change since it was passed. Rep. Dina Titus introduced the FAIR BET bill less than a month after the OBBBA’s passage, but the House Rules Committee declined to advance an amendment containing the change. • Earlier this year, Rep. Steven Horsford and Rep. Max Miller (R-OH) introduced the FULL HOUSE Act, bipartisan legislation to restore the rule. The Senate version of the bill was introduced by Sens. GRADUATE MEDICAL EDUCATION FUNDING ISSUE POSITION: • Nevada’s residents and its economy are threatened by a physician workforce too small to serve the state’s rapidly growing population. • Expanding and increasing funding for Graduate Medical Education (GME) slots is one of the best strategies Nevada can deploy to increase the number of physicians in the state, strengthen long-term health outcomes, drive sustainable economic development.

VEGAS CHAMBER’S CALL TO ACTION: • The Vegas Chamber has advocated for permanent and increased GME funding by the federal government for decades. The Chamber has also long supported efforts to attract more physicians to the state. The Chamber has also helped support both the creation and expansions of public and private medical schools in Nevada.

BACKGROUND INFORMATION: • Graduate Medical Education, also known as residencies, is the accredited residency and fellowship programs where newly graduated physicians receive supervised clinical training. • GME is subsidized by the federal government via Medicare, which caps the number of residency positions it will fund per hospital. This has created a bottleneck where the of medical school graduates has outpaced available residency slots. • Doctors are far more likely to stay and practice in the state where they completed their residency program, which makes it an important part of attracting and encouraging physicians to practice in Nevada. • Nevada ranks 6th national in the percentage of GME graduates who choose to remain local to practice. • Without an expansion of GME, only one in six of graduates from Nevada’s four medical schools are likely to practice in Nevada. • U.S. Rep. Susie Lee introduced a bill last year that would increase the number of GME residency slots available to the state. • During the 2025 legislative session, legislators passed Senate Bill 262, which allocates $9 million to expand opportunities for GME in Nevada.

INTERSTATE 15 INVESTEMENT PRIORITIES ISSUE POSITION: • Interstate 15 (I-15) is one of the most critical transportation corridors in the Southwest region, serving as a gateway between Los Angeles and other major cities, including Salt Lake City and Las Vegas. • Congestion relief on I-15 along critical points will not only increase the easy flow of tourist traffic to and from Las Vegas but will continue to provide a critical artery to logistics facilities throughout Clark County. • The Brightline West high-speed rail project, which will run in the median of Interstate 15, is scheduled to open in late 2029 and aims to alleviate vehicle traffic on the freeway. • As Southern Nevada continues to expand, I-15 will continue to see more traffic. Traffic is expected to exceed capacity limits on the freeway soon.

VEGAS CHAMBER’S CALL TO ACTION: • The Vegas Chamber is requesting funding for the widening of the I-15 corridor between Barstow and Las Vegas to better accommodate the millions of people that travel between Southern California and Nevada. • The Chamber also calls for the studying the possible feasibility of identifying additional travel routes independent of I-15 corridor for commercial traffic and movement of goods and products between California and Nevada.

BACKGROUND INFORMATION: • The I-15 corridor between Barstow and Las Vegas is one of the deadliest stretches of highway in California. Every three days, someone is hurt or killed traveling through the stretch, and fatalities have increased 77% since 2018. • Severe and ongoing congestion on the I-15 increases the likeliness of collisions and hampers emergency response personnel from responding to crashes in a timely and safe manner. • In 2024, I-15 near Baker closed for two days after a truck carrying lithium-ion batteries lost control and the batteries caught fire. • The corridor also links Nellis Airforce Base and Creech Airforce Base with the Marine Corp Logistics Base in Southern California. It also operates as a major trade route between the U.S., Canada, and Mexico. • A coalition of California and Nevada organizations, including the Vegas Chamber, are working on an 18-month feasibility study to assess capacity needs on the I-15. • In July 2025, the Nevada Department of Transportation completed the $83 million North Phase 3 project, which widened a 10.7-mile stretch of I-15 from Speedway Boulevard to the Garnet Interchange (US 93) in Nevada. • The number of people traveling between Los Angeles and Las Vegas has increased in recent years. MEDICARE AND MEDICAID REIMBURSEMENT RATE ISSUE POSITION: • Nevada has very low Medicaid reimbursement rates, which create significant challenges for the state’s healthcare system and make it difficult for providers to cover costs. • Medicare rates in Nevada typically cover about 80% of the cost to provide care, however, providers generally rely on commercial insurance to offset the deficit created by taking Medicaid patients. This, in turn, can increase the cost for commercial insurance patients.

BACKGROUND INFORMATION: • Medicaid covers 1 in 4 Nevada residents, or nearly 800,000 people. Medicaid covers about 42% of births in Nevada, 39% of Nevadan children, and roughly 60% of nursing home residents. • Over 612,000 residents use Medicare in Nevada, which is approximately 18% of the state’s population. • Over 100,000 Nevadans on Medicaid will be affected by changes made to the federal program by the One Big Beautiful Bill Act, which was passed last year. This will hurt the pipeline of trained and qualified workers from entering the state’s job market. • Without federal WIOA funds, workforce programs across the country will be forced to reduce access to training and supportive services and will weaken employee job placement, which will hurt the state and country’s economy. • Nevada has gone to great lengths to attract new industries to the state but has faced skills gaps between available workers and skills requirements. Local workforce programs funded in part by WOIA help to fill that gap. • Without resources to train workers, employers will struggle to find and employ a qualified workforce, which hurts the state’s overall economy.
