Vaughan Public Libraries (VPL) lives at the heart of our community, providing you with rich collections, welcoming spaces, and opportunities to learn, connect, and discover.

In this Strategic Plan 2026- 2030 we have prioritized developing a future-ready library system that reflects who we are now, and how we will evolve to serve who we will be tomorrow. As we look to this future, our Strategic Plan will guide us through the next five years, ensuring that we continue to grow and adapt to meet the changing needs of our customers. This plan reflects the diverse voices of Vaughan and is shaped by feedback from residents of all ages, staff from every level in our organization, and the knowledge of the dedicated trustees of the Vaughan Public Library Board.

By following this roadmap, VPL will remain innovative, agile, and committed to service excellence. Collaboration, partnerships, and the pursuit of new approaches will be central to our progress. We will also embrace technology as a catalyst for change, leading to the creation of easier access to services, greater enjoyment of spaces, and higher engagement with our staff.

• Eliminate barriers to access and promote inclusive and welcoming environments that address our community’s diverse needs

• Cultivate welcoming and flexible facilities, dynamic creation spaces and outdoor places that ignite creativity and exploration

Drive Operational Efficiency & Resilience

• Modernize practices through continuous improvement and adoption of LEAN principles to increase efficiency and promote resilience

• Maintain operational and fiscal accountability by applying data-driven decision-making

Strengthen Corporate Stewardship
