Fuel subsidy trial: More suspects to be arraigned today By Abdulwahab Abdulah

L

AGOS—FIVE days after they were granted bail by an Ikeja High court, sons of the incumbent and former chairmen of the Peoples Democratic Party, PDP, Mahmud Tukur and Ahmadu Ali and three other oil marketers who were docked last Thursday, are still in the custody of the Economic and Financial Crimes Commission, EFCC. This came as more of the alleged oil subsidy scam suspects will be arraigned today. The three others arraigned alongside Mahmud and Ahmadu were Abdulahi Alao, son of Alhaji Arisekola Alao, an Ibadan based businessman; a Sierra-Leonean, Christian Taylor and Ochonogor Alex. They were accused of defrauding the Federal Government of N304 billion in the oil subsidy scam. After their arraignment last Thursday, Justice Adeniyi Onigbanjo of Ikeja High Court granted them bail in the sum of N20 million with two sureties in like sum. One of the sureties must be a level 16 officer in the Lagos State or Federal Civil Service. The other one must own a property worth N200 million. It was gathered, however, that all their efforts to meet the bail conditions last Friday, the last working day, were futile.

As at Saturday evening, Vanguard was reliably informed that the accused were yet to fulfill the bail conditions, especially getting sureties on level 16. Another major hurdle before them was the verification of the particulars of the sureties as ordered by the court as well as getting the state officials to verify the property they intend to use as one of the conditions stipulated by the court. In Lagos State, it was gathered that the state officials will have to visit and value the property and ensure that the property is properly evaluated and that necessary land charges have been paid before approval for the bail. Some of the counsel to the oil marketers were sighted at the premises of the High Court Ikeja at about 5.30 pm on Friday, moving from one office to the other, trying to perfect the bail condit i o n s . One of the court officials, who spoke on condition of anonymity said, “the way things are going, I doubt if they will finish the process before Wednesday. As I am talking, they are yet to get a level 16 officer to stand in for three of them. “You know the process is long and cumbersome. They are yet to get or clear the issue of tax clearance which is the most difficult aspect now in Lagos State. Apart from getting the tax clearance, the state offi-

man, Alhaji Arisekola Alao has said his son Abdullahi who is facing trial in Lagos over oil subsidy scam is an adult and a businessman doing business like every other Nigerian. In a statement, yesterday, he said Abdulahi Alao “is answerable for his actions and transactions under the law of the land. As an adult and a true Muslim, there is no doubt that he knows what is wrong and what is right”.

STATE OF INSECURITY Nigeria must not break up — OBJ, IBB Continues from Page 1 try was an unbearable burden that could inevitably shatter the fabrics of the nation’s existence. The appeal contained in a joint statement issued by the two former leaders, yesterday, noted with regret what they described as the increasing cynicism clouding the thinking of many Nigerians who are hounded by fear, frustration and the failure of government across all levels to protect them. The statement from the two former leaders followed a meeting between the two in Abuja last week. The two former leaders who were locked in an unprecedented public spat nearly a year ago, in the statement, said they were prepared to join hands with other patriots towards resolving the crisis. While noting ongoing moves by governments across all levels to shore up security, the former leaders appealed for a strategic engagement by the authorities in the 774 local governments in the country with community stakeholders as a way towards identifying and resolving the issues at the centre of the present crises in the country. The former leaders also appealed to religious leaders to use the opportunity offered by the Ramadan month of fasting to engage those with grievances and bring them to the dialogue table. The statement by the

duo reads thus: “Unfolding events in our dear motherland, Nigeria, over the last few years are threatening to unravel the nearly a century-old labour of our founding fathers and subsequent generations in building a strong, united, peaceful nation that can accommodate and cater for the needs and aspirations of our diverse communities. Internecine crises are raging across the land unabated with damaging consequences on the social, political and economic life of the nation. And in the process untold hardships are being visited on all citizens in one form or another on a daily basis. The loss of innocent lives being experienced by the day across the nation is simply unbearable. Currently, the nation is gripped by a regime of fear and uncertainty that virtually all citizens have difficulties going about their normal day to day lives without great anxiety and trepidation. This cannot be allowed to continue! “A deeply worrying trend that is emerging from this terrible situation is that a pervasive cynicism is beginning to set in, so much so that millions of true Nigerian patriots are starting to question the platform upon which the unity of this country rests. This is simply untenable. The people of this country must not allow whatever sense of frustration, fear and despair we are experiencing now to su-

persede our hopes for a collective destiny which lies in our continued existence as a nation. For us, and we believe for millions of other Nigerians, the continued unity of this nation is not only priceless but non-negotiable. “While we are very much aware of the efforts various governments in the country are making to confront the escalating security challenges across the country, we believe that it is time that these efforts are scaled up to be more involving and inclusive. In this regard, whatever robust security measures are put in place to contain the situation, as is normal in such circumstances, they must be complemented with an equally intensive process of community involvement. We, therefore, urge all governments in the country, starting with all the 774 local councils to comprehensively engage their communities at the various levels including elders, youth organisations, trade unions and associations, women bodies, the clergy and other community stakeholders. We also call on the Federal and states governments not only to encourage these grassroots engagements for peace and beneficial coexistence but should work out the framework to sustain the engagement. In all these efforts it is important to emphasise that our diversity is a cause for celebration not a cause for lamentations. “As the Holy Month of

THE VICTIMS:

Ramadan commences, Nigerians wherever they are and whatever religion they profess are accorded a great opportunity to turn the tide against insecurity, violence and hatred. Religious leaders, in particular, have an even greater challenge to use the immense virtues of this holy period to inculcate among the millions of citizens the spirit of mutual respect, humility and forgiveness. Ample opportunities are therefore at hand to bring all armed belligerents to table for meaningful dialogue with the authorities for our future and that of our children and grandchildren. “Finally, we need to reiterate that no meaningful development can ever occur in an atmosphere of violence and hatred. History has shown that any society that is built on the structures of violence and intolerance cannot prosper. We need to appreciate that, God in His infinite mercy, has blessed our country with abundant resources and talents, but we need peace and harmony to harness them not just for our own well being but also that of our children and grandchildren. We owe this future generations of Nigerians this much. “On our part, we are ready to do whatever is possible to promote the quest for peace and harmony, a ready to join hands with all patriots to sustain and further enhance the unity and progress of this country. Thank you.”

Oil firms underpay FG $2.33bn zAs NNPC pockets $3.789bn dividend from LNG BY OMOH GABRIEL, BUSINESS EDITOR

L

AGOS — NIGERIA Extractive Industry Transparency Initiative, NEITI, has disclosed that from its audit report between 2006 and 2008, the Nigerian National Petroleum Corporation, NNPC, received $3.789 billion as dividends from Nigeria Liquefied Natural Gas, NLNG, which it did not confirm that the payments were made to the Federation account. The report also said NEITI audit recalculations of royalty for the years 20062008 estimated an underpayment of $2.33 billion arising from subjective interpretation of volume, pricing and API (American Petroleum Institute grading variable). It further stated that under-assessment of $690 million in Petroleum Profit Tax, PPT, was due to pricing mechanism used (realisable price instead of official selling price) while the discrepancies between annual PPT returns and Annual Financial Statements was responsible for the underassessment of $424.6 million in the determination of Petroleum Profit Tax, PPT, value. It said Operating Expenses, OPEX, indicated a possible under assessment of $364.9 million. Following the disclosures, NEITI is currently working with the Federal Inland Revenue Service, FIRS, and the Department of Petroleum Resources, DPR, to review the assessments as well as recover these underpayments from companies and remit same to the federation account. The report further

disclosed that the NNPC owed the federation for domestic crude N842.7 billion as at December 31, 2008. The NNPC, it said, deducted the subsidy claims of N816.55 billion directly from the domestic crude proceeds before remitting the balance to the Federation Account without authorisation. According to the NEITI report, the total financial

inflows to the federation from the oil industry was $148.832 billion. This was made up of $44.687billion for 2006, $43.781 billion for 2007 and $60.364 billion for 2008, respectively. According to the NEITI report just released, a copy of which Vanguard sighted, “from the 2006-2008 Audit Report, the unreconciled 'differences' between what was paid in by companies

and what was declared as received by government are: Royalty: in 2006 companies paid in $4,457.9 million while government received $4,418.5 million leaving an unreconciled difference of $ 39.4 million. This difference in what companies paid in 2007 and 2008, and what government received was found to be below the set materiality level.

KANO — UNKNOWN gunmen on motorbike, yesterday, killed two Air Force personnel and two traders in separate incidents in Kano metropolis. The Air Force personnel travelling on an official vehicle were ambushed and killed close to the entrance gate of Sa’adatu Rimi College of Education along the Kano-Zaria highway by 10.30 a.m Vanguard gathered that the Airmen were heading to the ancient city from Kaduna when suddenly they came under fire. Budget implementation: House PDP set to dissolve threatens to wield the big stick state EXCOs —Tukur BY OKEY NDIRIBE & EMMAN OVUAKPORIE

A

BUJA — THE House of Representatives, yesterday, restated its readiness to wield the big stick against the executive arm of government in order to ensure the full implementation of the 2012 budget. This declaration was made by Hon. Zakari Mohammed, Chairman, House Committee on Media while responding to reporters’ questions during a press briefing, yesterday. Zakari also described claims by the Minister of Finance, Dr. Ngozi OkonjoIweala, that the Federal Government had already implemented 56 per cent of the budget as erroneous. Said he: “First of all, it is not true that the executive arm has implemented as at today 56 per cent of the 2012 budget as widely reported. In truth, about 34 per cent of the budget has been implemented. What the minister admitted to, as can be confirmed from her own words, is that, at best government has implemented 56 per cent

of the N404 billion released to MDAs. “The Minister was clear in saying that, of this amount (N404 billion) only N324 billion has so far been cash backed. In other words, it is only N324 billion that is available to the MDAs for implementation of capital projects and programmes of government of about N1.5 trillion appropriated for all capital expenditure.”

He further stated that it was not within the powers of the Finance Minister to pick and choose projects and programmes to fund as has been the case with the Appropriation Act 2012. According to the House spokesman, “her piecemeal and discretionary release of funds for projects, contrary to the schedule approved in the Appropriation Act, is unlawful. She is, in fact, apparently breaking the law."

Selective implementation of budget

Constituency projects

Zakari also condemned what he described as the executive arm of government’s poor and selective implementation of the budget, including the attitude of the relevant public officers in executing government projects. According to him,”the House of Representatives will like to restate its concern on the poor and selective implementation of the 2012 budget by the executive arm of government and the attitude of officials of government saddled with the responsibility of implementing the Appropriation Act.

He also said the House did not agree with the minister that the slow pace of implementation of the 2012 budget was as a result of the constituency projects introduced into the budget by the National Assembly. According to him, “the constituency projects represent less than 10 per cent of the 2012 capital budget. How can this be the reason for the slow implementation of the budget? This excuse for non-implementation falls flat on its face when a review of the performance of the executive on even its own preferred projects is made."

OLA— THE executive committees of some chapters of the Peoples Democratic Party, PDP, are to be dissolved soon, National Chairman of the party, Alhaji Bamanga Tukur, has disclosed. Tukur who spoke to newsmen in his country home in Yola, Adamawa State, however, did not disclose the chapters to be affected. Attention is, however, focussed on many of the chapters of the party in the South-West that have been locked in inter-party crises since the conduct of the last state congresses. Zonal chairman of the party in the South-West, Segun Oni, welcomed the proposed dissolution yesterday, saying the move by the national chairman would help ongoing moves to make the party in the region to be all inclusive. Tukur said the PDP was set to come out with the criteria to be used in

effecting the dissolution of the state executives, though he emphasised that irregularity in the constitution of the state executives would come into play. He affirmed that the issue had been concluded and ratified by the party. The plans to sack some state executives was immediately welcomed by Oni, the national vicechairman of the party in the South-West where many of the states are presently enmeshed in intra-party conflicts. “The thinking of the zonal chairman is also in line with that of the national chairman and I can confirm to you that here we have complaints that are being looked into,” Oni said yesterday through his Special Assistant on Media, Mr. Lere Olayinka. “The thinking of the zonal chairman is to have an exco that will represent all the members of the party, where everybody would be adequately represented not the situation where one person will now say that he has the party in a state and others are left out,” he said.

AGOS—THE Nige rian Guild of Editors, NGE, yesterday, urged all stakeholders at different levels in the country to step up security measures, so as to improve government’s responsibility for the safety of its citizens. This was contained in a statement issued at the end of a meeting of the Standing Committee of the Guild, in Lagos on July 27, and made available to the News Agency of Nigeria, NAN, yesterday. The statement, signed by its President, Mr. Gbenga Adefaye and Secretary, Mr. Isaac Ighure, said the Guild was particularly shocked at the unfortunate incident involving one of its members, Mr. Steve Nwosu, Editor of Daily Sun. The editor, according to the statement, was shot and robbed in broad daylight, on his way from a bank in Lagos. NGE also said it was worried that in spite of many promises to the nation, the spate of incessant violent attacks on innocent Nigerians by armed groups had yet to abate. It, however, noted with satisfaction the Federal Government’s will to prosecute those so far indicted in the abuse of the fuel subsidy regime and urged a diligent prosecution of the matter. “Nigerians need to be assured that this time, the case will not go the way of previous anti-corruption cases. Justice must not only be done, but be seen to have been done,” the editors said. The Guild also commended the peaceful conduct of the recent gubernatorial election in Edo State, but urged the Independent National Electoral Commission,INEC, to note the lapses in the polls. It argued that only such would ensure that the lapses were not repeated in subsequent elections, particularly during the Ondo State governorship election slated for October 20. The Guild also urged the Federal Government to improve on its policies, so as to to impact on the standard of living of the average Nigerian.

Upon arrival, he was ushered into the residence of the former President by security operatives who barred journalists from covering the meeting. After emerging from the meeting, Dickson, who

was dressed in traditional attire, told journalists that he was around to greet Obasanjo for what he described as “his purposeful leadership.” Other details of the meeting were not made public. The former president had recently decided to disengage himself from overt political activities and had in furtherance to that resigned his chairmanship of the Board of Trustees of PDP. A close associate of Gov. Dickson denied any political import to the meeting as he claimed that it was essentially a courtesy call.

Human trafficking, forced labour yield $32.6bn yearly, by ILO BY VICTOR AHIUMAYOUNG

L

AGOS—INTERNA TIONAL Labour Organisation, ILO, weekend, in Lagos, said $32.6 billion profit was made each year by human traffickers and forced labour perpetrators in Nigeria and other parts of the world, noting no fewer than “20.9 million people are in forced labour situations in the world.” At a training for media practitioners on human

trafficking and forced labour, organised by ILO, United Nations Office on Drugs and Crime, UNODDC and funded by European Union, EU, ILO’s Director for Nigeria, The Gambia, Ghana, Liberia and Sierra Leone, said 11.4 million of the number were women and girls. Represented by Mrs. Chinyere EmekaAnuna, ILO National Programme Coordinator, Human Trafficking Project, said: ”While 9.5

million are men and boys, 4.6 million are sexuallyexploited and 14.2 million are victims of forced labour. Asia and Pacific region accounts for the highest number with 11.7 million victims while Africa ranks second with 3.7 million forced laborers. It is a lucrative business that strives on misinformation, deceit, abuse and exploitation of its victims. It is said to fetch it’s perpetrators a staggering 32.6 billion dollars in profits every year.”

AGOS—LAGOS State Attorney-General and Commissioner for Justice, Mr. Ade Ipaye, has challenged the police not to detain suspects beyond permissible time, except in cases of subsisting order of a court of law. Cautioning security operatives, the AttorneyGeneral described such un-authorised detention “as an infringement on their (detainees) fundamental human rights.” At a training programme for officials of the Lagos State Ministry of Justice organised by the ministry in collaboration with a consulting firm, Ipaye said the training became imperative since the issue of fundamental rights was one that legal practitioners should be deeply grounded so that they can always be at hand to help indigent citizens. He said: “To this end, one needs to have a thorough look into these laws to avoid these mistakes.” The two-day training

workshop was meant to equip lawyers and the judiciary on the concept of Fundamental Human Rights and the rules available in the country. He emphasised that the Judiciary must therefore be equipped to meet up with these challenges faced in the course of discharging their duties. Also speaking, Mr. Femi Falana in his paper, entitled, “A Rank Study of the Fundamental Human Rights Enforcements Procedure Rules 2009” stated that the 2009 rules 'were revolutionary since it had overruled the 1979 rules which made the application of Leave of court as a condition precedent for the enforcement of somebody fundamental human rights. Falana, on the right of corporate bodies to enforce fundamental human rights, said the right of companies and other corporate bodies to secure the enforcement of fundamental human rights had been successfully challenged in a number of decided cases in the country.

B E O K U TA — N A TIONAL Chairman, All Nigeria Peoples' Party, ANPP, Dr. Ogbonaya Onu, has said the party would merge with other opposition political parties ahead of the 2015 Presidential election against the ruling Peoples Democratic Party, PDP. Onu, who was in Ikenne, Ogun State, weekend, with members of the executive of the party on a courtesy visit to the widow of the late Chief Obafemi Awolowo, Chief H.I.D. Awolowo, said the party had begun collaborative moves with other parties to form a formidable opposition to PDP. According to Onu, for democracy to be entrenched in the country, the opposition political parties must be seen and allowed to play their traditional constitutional role. He said: “The seeming non-existence of strong opposition could be

blamed for the poor performance of the ruling political parties at state and national levels. ''We are also working very hard to enter into relationship with other opposition political parties. “We want a situation whereby there can be competition in the political arena. We, ANPP, are not even interested in being in opposition, we were not founded to be in opposition. “We were founded to form government at all levels but until that is done, Nigeria must have effective opposition so that any person, man or

SOGBO—THE lingering crisis between Owa Obokun of Ijesaland, Oba Adekunle Aromolaran and his high chiefs, weekend, took a new turn when Obanla of Ijesaland, Chief Oyekanmi Ogedengbe, the second-in-command to Owa was ordered to be remanded in prison custody by the Chief Magistrate's Court sitting in Ilesa over a disputed land involving Oba Aromolaran and Owa Atayero family in Ilesa. The indictment of Ogedengbe was aftermath of the disagreement between Oba Aromolaran and some of his high chiefs whom he asked to undertake an alleged blood oath to him. It was learnt that a subpoena order was given to Chief Ogedengbe to give evidence being the head of the settlement panel set up by Oba Aromolaran in 2005 after a suit filed by Owa-Atayero family in Ilesa. When the subpoena order was given, Oba Aromolaran allegedly told Ogedengbe to cover him up by telling the court he had no knowledge of the matter. This request,

the country and this allowed many fake drugs from India to flourish in the country. He said this, weekend, at the 10th anniversary service in memory of the daughter of Bishop of Christ Life Church, Bishop Francis Wale Oke. The lady, Dorcas Oke was said to have died 10 years ago of complications she developed as a result of fake drug application.

to mosques and churches across the state. The state Commissioner of Police, Mr. Okoye Ikemefuna, at a stakeholders forum, said that the gesture was embraced to secure religious places against attacks, especially on worship days. Okoye said the command had intensified efforts to save lives and property in worship places, adding that the command had instructed Area Commanders and Divisional Police Officers,DPO, to provide cover for religious places during services on Sundays and Fridays. The police boss, who hinted that the command was also working tirelessly to check and combat influx of arms and ammunition from nations

sharing borders with the state, assured the people of the state of adequate security of life and property. He said: ''We are doing all within our power to make sure that we reduce crime to its barest minimum and to also make everyone sleep with their eyes closed. ''The command will deploy more men to some strategic places to ensure adequate security of life and property.'' Okoye advised those who attended the meeting not to relent in giving useful information that would enhance the performance of the police in the state. He assured that identity of anyone who volunteered information to the police would be jealously guided.

Ogedengbe was said to refused, vowing that if he was put on oath in the court, he would tell the court all he knew about the matter. He insisted that he cannot lie on oath in an open court.” The genesis of the rift was said to have stemmed from the refusal of the high chiefs to allegedly undertake a terrible occult oath before Oba Aromolaran. The blood oath has since generated controversy and divided the traditional institution in the ancient town.

According to reports, while some of the high chiefs observed the oath some declined. Among those who refused to take the oath were Chief Abiola Ojo, Lejofi of Ilesa, the fifth-in-command and Chief Babajide Oduwale, Oba Odo, the third-inhierarchy. Obanla and some others had already sworn to the blood oath. For their refusal, Oba Aromolaran had allegedly suspended chiefs Ojo and Oduwale, from entering the palace for any traditional function.

Condemning the attack which he described as unprovoked, the commissioner said the attackers must be apprehended and prosecuted as ''their action may be the commencement of making good the initial threat of ACN to make Ondo State ungovernable for Governor Mimiko ahead of the October 20 gubernatorial election'' Insisting that LP members would remain unprovoked no matter the level of assault against its members, Akinmade said shooting indiscriminately to create panic and tension where there was none was uncalled for.

ARRI—THE war of words between Delta State Governor, Dr. Emmanuel Uduaghan and former Minister of State for Education, Olorogun Kenneth Gbagi, was re-ignited, weekend, following the shutdown of Robinson Gbagi Shopping Mall, Warri, by the state government. Uduaghan, who spoke to Vanguard on the matter, said his Commissioner for Environment, Chief Frank Omare, ordered a temporal shutdown of the mall because it was filthy, as he (commissioner) discovered a dumpsite on the premises, while the traders failed to participate in statedeclared environmental sanitation on Saturday. But Gbagi, fired at Uduaghan, saying he was on a vendetta mission because of his (Gbagi’s) address at the just-concluded Nigerian Bar Association,

state was under siege by kidnappers and the governor had allegedly failed to provide security for the citizens. On the allegation, Uduaghan said, “I will not descend to his (Gbagi) level and I am not on a vendetta mission against him.” He declined comment further. Gbagi said: “The Robinson Gbagi Plaza provides employment to no fewer than 3,000 Deltans. It was a swamp and inhospitable surroundings when I acquired and built a shopping mall on it and in the past 10 years, it has remained the cleanest marketplace in the state. The traders carry out sanitation and have an arrangement with a contractor, who picks up waste from the mall daily." “Have you visited the Effurun, Igbudu and other markets in the state? Do you not see the heaps of rubbish even on the roads?, Why did the government

On the genesis of the crisis, the NULGE boss said: “There was report that the Personal Assist-

We were invited to Asaba, but he refused to turn up and based on the petitions that the man was being sponsored by the political class and the chairman to make sure that he was returned, whether the workers like it or not, we disqualified him from contesting the election. So, it was based on his disqualification that he now started making trouble."

A R R I — M OVE MENT for the Actualisation of the Dreams of Niger Deltans, MADND, has pleaded with President Jonathan to reduce poverty level in the Niger Delta region. The group’s chairman, Mr. Josiah Oyimi Oyakonghan, made the appeal in Warri, Delta State, weekend.

He said: “It is time for the people of the region to enjoy the dividends of his administration. The people have suffered so much in the hands of past government. It will be unfair to still allow the people go through the same agony and anguish now that their son, who understands the plight of people of the region is now in the helm of affairs.”

He advised the President to bring succour to the people of the region, and that his government should not do anything that will make the people regret in future. “Your ascendancy to that exalted position is a collective one, fought for by the people. The expectation of the people is high. You should not turn your back on them.”

APGA denies plans to expel Obi, others BY PETER OKUTU BAKALIKI—THE All Progressive Grand Alliance, APGA, weekend, debunked speculations that the party had initiated a process to expel Governor Peter Obi of Anambra State and some other key members from the party. The party said it had “never at any time or level discussed, conceived nor muted the idea to suspend, not to talk of expelling Mr. Peter Obi from the party” even as it described the insinuations in some national dailies (not Vanguard), as “the figment of the writer’s imaginat i o n ” . In a statement by the National Publicity Secretary, Mr. Bernard Akoma, APGA noted that Mr. Obi remained a strong factor and a pillar from which APGA had over the years drawn its strength and inspirations to forge ahead as the party to beat in the South East geopolitical zone of the c o u n t r y . Akoma who explained that the current challenges facing the party would not lead to its breakup, however noted that modalities were being put in place to ensure that peace and stability returned to APGA in no distant time.

The shortage of products equally hit majority of the filling stations along Aba Road, Okigwe Road, Port Harcourt Road and Orlu Road, even as the marketers claim “the end is not in sight for now”. Commercial vehicle drivers and other motorists expressed worries over the scarcity, lamenting that it will adversely affect their business. A marketer, who pleaded anonymity said: “This is Nigeria for you. People opt to flex muscles for every flimsy excuse. Tanker drivers have not delivered any petroleum product to my station in the past several days and I cannot say when this would end”. Similarly, car owners and commuters appealed to the Federal Government to find immediate solution to the biting fuel scarcity.

AGOS—THE Nigerian Guild of Editors has expressed worry over spate of incessant violent attacks on innocent Nigerians by armed groups in spite of many promises by the government. The Guild, at the end its 2012 second quarter Standing Committee Meeting in Lagos examined the state of the nation especially in the areas of security and other burning national issues and expressed concern about the security situation and other issues of national importance. In a communique issued at the end of the meeting signed by its President, Gbenga Adefaye and General Secretary, Isaac Ighure, the editors called on all stakeholders at different levels, in the country, to step up security measures to improve the government’s responsibility to its citizens’ safety. The NGE committee is particularly shocked at the unfortunate incident last week that saw one of its members, Steve Nwosu, the Editor of the Daily Sun, being shot and robbed in broad daylight on his way from the bank in Lagos and expressed hope that the security challenges in the country will be brought un-

der control in no distant future. According to the communique, “the Guild notes with satisfaction the Federal Government’s will to prosecute those so far indicted in the Fuel Subsidy regime abuse and urges diligent prosecution. Nigerians need to be assured that this time, the case will not go the way of previous anti-corruption cases. Justice must not only be done but be seen to have been done. “The committee commends the peaceful conduct of the recent gubernatorial election in Edo state but urges the Independent National Electoral Commission, INEC, to note the lapses in the polls and ensure they are not repeated in subsequent elections particularly during the Ondo governorship election slated for October 20, 2012. “In all, the committee urges the federal government to improve on its policies to impact on the standard of living of the average Nigerian who still has to grapple with several basic existential problems like shelter and unemployment.”

Apologise to Nigerians over fuel subsidy scam, CNPP tells PDP BY CHRIS OCHAYI

A

BUJA—CONFERENCE of Nigerian Political Parties, CNPP, has asked Peoples Democratic Party, PDP, to apologise to Nigerians over the fuel subsidy scam. It also urged the judiciary to be stead-fast and stand up to be counted in serving the course of justice in the trial of those involved in the scam. CNPP noted that the money stolen by members, supporters and affiliates of Peoples Democratic Party, PDP, in the subsidy scam, contributed to gross unemployment, dilapidated infrastructure and decay of social services, and stressed that anyone found wanting must face the wrath of the law. National Publicity Secretary of CNPP, Mr. Osita Okechukwu, in a statement, weekend, in Abuja, added that the stolen fund was more than enough to build two

refineries of 500,000 barrels of oil per day capacity. Okechukwu said rather than insulting the intelligence of Nigerians,

PDP should tender unreserved apology to Nigerians over the embarrassing, despicable and unconscionable handling of the fuel subsidy

financial profile between 2006 and 2011. “We also call on judges handling the fuel subsidy scam cases to let justice be done,” he said.

BUJA—MINISTER of Federal Capital Territory, FCT, Senator Bala Mohammed, has defended the revocation of the controversial plot of land from the former First Lady, Hajiya Turai Yar’Adua to African First Ladies Peace Mission for the building of its secretariat in Abuja. Special Assistant on Media to the FCT Minister, Mr. Nosike Ogbuenyi in a statement in Abuja, yesterday, said: “There is no ‘scandal’ whatsoever with regard to the altruistic corrective measure by

FCT Minister to restore the land to the original allottee, the African First Ladies Peace Mission.” He said African First Ladies Peace Mission was neither owned nor sponsored by the current First Lady of Nigeria, Dame Jonathan. He said the action of FCT Minister was not against any individual but aimed at ensuring policy consistency and the integrity of the process, adding that same was the reason for the re-allocation of the land to its institutional owners, the African First Ladies Peace Mission, through the Office of the First Lady.

He said: “The records are there and clear for all to see, showing that the land was first allocated to African First Ladies Peace Mission (through the Office of the First Lady) for the building of its secretariat in Abuja. “That first allocation was, indeed, made over four years ago on June 9, 2008, bearing the allocation Number Misc 1011173. “The allocation was clearly addressed to the African First Ladies Peace Mission as the original allottee with the purpose spelt out as the building of its continental secretariat. “The record, however, curiously showed that along the line in Febru-

ary 2010, the allocation was inexplicably changed from the original and rightful allottee, which was African First Ladies Peace Mission, to a private non-governmental organisation, Women and Youth Empowerment Foundation, WAYEP, belonging to the then First Lady, Hajia Yar’Adua.”

Tambuwal, has stressed the resolve of the House to instill the culture of accountability and good governance to bring about meaningful changes in the country. Speaking through his Special Adviser, Imam Imam in Sokoto, yesterday, Tambuwal said the House is motivated by the interest of the country. He said: “The Speaker intends to use the instrument of the legislature to make Nigeria a better place than it is. “So far, the resolutions that have been made at the House, if properly applied, will change the country for the better.”

6 zonal IGs better than state police— Ex-lawmaker BY EMMAN OVUAKPORIE

A

BUJA—A former member of House of Representatives, Mr. Nnamdi Njoku, yesterday, advocated that each of the six geo-political zones should have one InspectorGeneral of Police instead of creating state police that may not augur well for the country. Njoku told newsmen in Abuja, yesterday, that six Inspectors-General of Police in the six geo-political zones would check acrimony and animosity in the body polity of the country.

He said: “For instance, the IG for South-South Zone should be picked from a distant zone like NorthEast Zone; the one for South-East Zone could come from North-West. “Other zones should reflect same formula as this will drastically reduce favouritism and corruption, while discharging their duties. “The Deputy InspectorGeneral should be an indigene of a particular zone, while Assistant InspectorsGeneral should be from a neighbouring zone. As for commissioners, they should be from different

zones to reflect between 60 percent to 50 percent of a particular zone. “Divisional Police Officers should be from different zones, while other strata of the police force should consist of 60 percent indigenes of each particular zone to enable them understand the people they are to protect for effective policing.” On how it would be funded, Njoku said each zone should have separate budget and get its funding directly from the federation account. Njoku added: “Every zone will be co-ordinated by the Federal Ministry of

Police Affairs in Abuja, which will be saddled with the responsibility of training, promotion, enhancement, appointment and all forms of liaison with Federal Government and the

zones. “The Federal Capital Territory police will be headed by a commissioner, who will take instructions from the Ministry of Police Affairs in

Abuja. “Each zone will have its own distinct uniform and will be autonomous with its procedures in line with the peculiar nature of that zone.”

Jonathan, Adoke urged to wade into Ogun PDP crisis

F

OLLOWING reports credited to Dr. Sam Jaja, Deputy National Chairman of Peoples Democratic Party, PDP, that the party was planning to conduct fresh congresses in Ogun State, Chairman of

the party in the state, Mr. Adebayo Dayo, has described the plot as “an affront on the judiciary and the rule of law, which cannot stand the test of the law.” He appealed to President Goodluck Jonathan and

Minister of Justice and the Attorney-General of Federation, Mr. Bello Adoke, to arrest the move, which he said might precipitate a slide into lawlessness. Dayo said Adoke, as the Chief Law Officer of the country, has the “onerous responsibility to ensure obedience and compliance with the laws of land,” adding that anything short of this was retrogressive and unhealthy for the development of any society. Dayo, in a statement in Abeokuta, said the plot being orchestrated by “some powerful people, who believe they are above the law despite the validly elected state executive, will not work.”

HE leadership of Ohanaeze Nd’Igbo has commended President Goodluck Jonathan for appointing a chieftain of the Igbo apex body into the Nigerian Maritime Administration and Safety Agency, NIMASA. The body described the appointment of Mr. Nwabueze Obi, President of the Abuja Branch of Ohanaeze Nd’Igbo and Vice President of Ohanaeze Nd’Igbo Presidents in Diaspora into NIMASA as the Executive Director, Maritime Labour and Cabotage Services as laudable. A statement by Ohanaeze Presidents in Diaspora and Lagos Branch, said: “It is a welcome development that Mr. President took the wise decision of getting a credible person of impeccable character to do the job, and that is commendable. “We in the Ohanaeze leadership and on behalf of the entire Igbo hail Mr. President for this noble step. We have known Obi and his tested leadership qualities.” C M Y K

16 — Vanguard, MONDAY, JULY 30, 2012 IN one of the typical assessments of the country’s security needs, Kunle Ajayi, a Professor of Political Science of the Ekiti State University said Nigeria required about 650,000 police men to confront the security challenges facing it. Confronting crime with numbers is ancient. It worked when authorities fought crimes more as contests over territories than a battle for the mind, which is the case today. The circumstances and times have taken the fight against crimes above numbers. A police officer, per Nigerian, that is 167 million police officers, will not be the answer to Nigeria’s rising crimes. There are several evidences to confirm this. Even with the strength of the police at 370,000, poor training, misuse of the manpower, and inadequate equipment hamper the operations. The best officers are providing escort services for VIPs. Corruption in the police is another obstacle. Hardly any policeman is recruited without bribing someone to endorse one form or the other. Police uniforms are on sale, every police man pays for them. Modern crime fighting leans more on tech-

Security - More Than Numbers nology than numbers. The high illiteracy of the police about technology crimes – which translate to everything from bank frauds to bombings – cannot be ameliorated with numbers. Efficiency of the police will rest on the education of the officers. Poor remuneration and low career progression in the force keep the best brains out of the force. On its part, governments are ever willing to use the resources of the better equipped military to do the job of the police. The military do no training for police duties. The result is failure in their interventions. Increase in the number of police personnel

in the past 10 years has seen more people joining for the wrong reasons. The police, especially at the lower cadre, are filled with people without other career prospects. They do the foot work, for them joining the police is a last resort. Solutions to the present security concerns lie on many factors. Governments have to tackle burgeoning unemployment, particularly among the youth. More educated young Nigerians are resorting to crime. They have the advantage of technology. They are smarter than the security agencies. If they are employed, there would be less people involved in technology crimes for which the country is unprepared. Equally important, is a decision on the police. Governments have to decide on the type of police they want. The debates would be long-drawn in all directions, but certainly what we have today cannot serve Nigeria’s security needs. While that decision may include ideal numbers, it must be founded on creating a modern, efficient police force with more considerations than colours and texture of the uniforms.

OPINION BY ADEWALE AKANDE

T

HE first principle of unalienable rights recognises that everyone is naturally endowed by their Creator with certain rights that cannot be infringed or given away. Amongst these rights are life, liberty and pursuit of happiness. In order to secure or safeguard these vital rights, “...government are instituted among men, deriving their just powers from consent of the governed” as declared by Thomas Jefferson, the principal author of the Declaration of Independence (1776), who was elected as the third President of the United States of America (1801-1809). Constitutions are also made for the purpose of securing, protecting, promoting good governance, accountability and welfare of all citizens-the governed. The government instituted among men is the elected representatives who are also known as the politicians. These politicians are required to implement social reforms and policy measures that contribute to the general welfare of the populace. My little Oxford dictionary defines politician as “person engaged or interested in politics” and politics as “science and art of government; political affairs or life or principles etc.” Politics consists of “social relations involving authority and power”. A politician is defined as one who is actively involved in politics or one who holds or seeks a political office. A politician is an individual who is involved in influencing public policy and decision making in government. Politicians play a central role in our lives. They are the concentrated voices of the people that make all efforts to improve their constituencies and peoples’ welfare. Good and dependable politicians are always delighted to serve the people and consider themselves as servants and people their paymasters. They represent the hopes,

C M Y K

Quality of a good politician in a democratic society aspirations and the interests of every citizen in the state. A politician’s qualities are his characters that are natural, while some of the qualities are as a result of external influences. Promising politicians' qualities are often backed by skills, experiences, intelligence, integrity, with instincts all combined together to achieve their goals. First and foremost, the best quality of a politician is honesty, Godfearing and loving. A faithful and effective politician is trustworthy and reliable. He must capture the essence of truth, display sincerity, candour and practices what he preaches. He makes decisions and accepts responsibility for his actions and his words. The same is true in his dealing with his people. He makes promises and keeps those promises. Someone that people may rely on. Loving people with all his heart, might, mind, soul and striving to help them as a true mark of responsible politician. Moreover, a fake politician, will after taking the oath of office with the Holy book and lousy thanksgiving services, use their power as an end in itself, rather than for public good, making them indifferent to the progress of their citizens. A good politician becomes the image of his creator. A good and responsible politician will give high regard for morality and be law-abiding with no tendency to corruption. The greatest strength of good politicians is deriving joy in serving people and not to steal tax payers money. They know that a fulfilling and meaningful life is created through service to others. To be an effective politician, your followers must have trust in you. And the very best way for a politician to build

trust is to display good sense of character and qualities composed of values, beliefs, traits and skills.

A

nother important quality of a good politician is integrity and technical skills to handle those challenging assignments, fiscal matters, policies, plans, projects, ideas and initiative solutions to problems. Integrity is consistency of actions, methods, measures, values, principles, expectations and outcomes. It is doing what is right, both legally and morally at all time even when no one is looking. Since politicians play very significant roles in the administrative processes, especially having hands in thousands of important laws and policies to their communities and country, they should be well-educated, modest, with experience in social welfare, volunteering or should have done some good work for the society. A politician should have a thorough knowledge and up-to-date information about the constituency where he is going to contest an election. Sir Winston Churchill, a famous British politician who served as Prime Minister twice (1940-45) and (1951-55) once said that “ a politician must have “the ability to foretell what is going to happen tomorrow, next week, next month, and next year. And to have the ability afterwards to explain why it didn’t happen”. Hence, a political career is meant for the people of high integrity and additional skills to achieve results and finding better ways of making life better for the people they represent. Politics is not meant for droppedouts, area fathers, thugs, assassins, criminals, illiterates godfathers, inept, dubious and corrupt persons. have searched in vain for the ideologi cal underpinnings of the constitution amendment which the National Assembly has embarked upon. All we heard from our Senate when they held their recent retreat in Asaba, Delta State, was that they wanted to amend the Constitution to, among other things, “devolve powers”, create the long-agreed extra state for the South East Zone, “strengthen” democracy at the local government level and so on. Exactly how far they are prepared to go and what grand national objectives we are pursuing are matters that have not been defined. This is very important to guide the nation and give the citizens the basis on which to debate the issues. One would have expected, for instance, for the ruling Peoples Democratic Party, PDP, to have a vision of a restructured Nigeria based on which the President Goodluck Jonathan regime will articulate the ongoing Constitution amendments. If the party had such a vision, it would not be necessary for President Jonathan to empanel the Justice Alfa Belgore Committee to harmonise past constitutional efforts since the National Political Reforms Conference, NPRC, of 2006, a much larger and representative body empanelled by his predecessor, Olusegun Obasanjo, had done a more comprehensive job.

•Senate President David Mark Third World countries. We have also seen the total backward ness, wastefulness, corruption, indolence, consumption mentality, increasing poverty levels, free fall in living standards, an overflowing harvest of conflicts, violence, rising criminality, collapse of national values and heightening ineffectiveness of government at all levels since we centralised power and control. The difference is clear. When a woman marries two husbands, as the elders say, she will know who treated her better than the other. Going back to the system that worked better will not be an experiment in uncertainty. It only requires courage and willpower to do it. So, how do we decentralise power? Certainly, it cannot be by merely adjusting the revenue sharing formula and giving more money to states and local governments. It will not solve the problem of poor governance and corruption, and it will not address violent agitations in the Niger Delta. We

won’t achieve it by merely creating an additional state in the South East or giving all the six geopolitical zones seven states each. It will give a sense of belonging to cheated Nigerians, but the runaway cost of governance will be intensified. What we need, in my view, is to abrogate the states and local councils as currently constituted. We should transform the six geopolitical zones into the second tier of government. Each region should control its own resources and pay taxes to the Federal Government. Revenue from oil resources beyond the continental shelf will go directly into the Federation Account as national commonwealth for redistribution to the regions on equitable basis.

Carving out administrative units Each region should have its own constitution which will, however, be subordinate to the Constitution of the Federal Republic of Nigeria. Each region will have the power to decide how to carve out administrative units, such as provinces and community or local governments (as the case may be) and administer them without the Federal Government meddling except where the unity and sovereignty of the Federal Republic of Nigeria are threatened. The Federal Government must hands off education, health, roads and so on, or at least limit their roles to policy regulation and maintenance of national standards. In any case, the Federal Government has proved unable to handle these matters. Let the regions be the theatres of effective governance, while the Federal Government maintains common services such as foreign affairs, defence, the Federal Capital Territory, the Customs and international trade, national unity and protection of the rights of all Nigerians. The Federal Government will become a more effective father figure, while the regions and lower levels of government will operate the engine room of growth and development. If we do this, we will be putting power back in the hands of the people, and the people will retake full control of their destinies. That is what they are doing in America where we copied our constitution from, and that is why America is great. It worked before in Nigeria, and it will work again.

HESE persons, apart from being greedy do not know the importance of education and can never invest properly in it. Good governance, transparency and accountability will elude states and nations where these aforementioned set of people find themselves in the corridor of power. An incompetent and irresponsible politician will make people hang around his house like bees to honey to feed them with “amala”, “tuwo” or “eba”just for days. He prefers to give out expensive gifts, donations and bribes from tax-payers money to win elections. An achiever will not need to do such things to win elections or people to their side in any instance. This is why you will hear people say “Politics is a bad game of deceit and hatred”, “Politics is a do or die affair ”, “Politics is a dirty business”, “Politicians are very sick people” and so on. It is those politicians of limited merits and capabilities that are bad and not politics. They cannot do more than their moral and intellectual capacity offer. A true democratic government is the best

C M Y K

Quality of a good politician in a democratic society concept for the growth of any nation. A good politician enriches lives and feeds souls of many people and not making them to become beggars, touts, kidnappers, armed-robbers and fraudsters. A good politician should be of a well disciplined personality with selfless service to make live better for his people. This should be reflected in the community where he lives in all ramifications. Discipline is necessary for an orderly society and political life, without it, the social life would become miserable. A selfless service is putting the welfare of the people you’re representing before your own. Winston Churchill described it as “the first of all human qualities because it is the quality which guarantees all others”. A good politician firmly believes in taking care and maintaining the community of his people. He believes that community service is about giving back. According to Theodore

Roosevelt, “the most successful politician is he who says what the people are thinking most often in the loudest voice”. A person or politician who is with criminal background, or any links with criminals or whose allegations on corruption have not been cleared by the law court should be disqualified to participate in elections. Responsibility and party loyalty is another quality of responsible politician in a democratic state. A transparent politician is nearer to his people and meeting them to understand their problems. Only fake politicians are seen by voters when an election is near or change parties as footballers change clubs. As every parent has its responsibility to teach their children the principles of moral, culture, truth, sincerity to be self- responsible, so politicians need to integrate its citizens with importance of political responsibility and democratic values. A politician leads by

example and knows his minimum responsibilities as an elected representative. A politician comes to politics to work for his constituents and not to work against them. He is the beck and call of the people and ready to listen to everybody. All these build a strong foundation for a dynamic society which will create solutions for any challenges, and finally develop strategies and political systems that will help implement those solutions automatically. He is quick to give hand to his fellow man. A reliable politician should be very loyal and committed to his party which shares his vision and goals. The value of loyalty simply depends on trust. A citizen should belong to a party with most brilliant, skilful, patriotic and dynamic people with common goals and aspirations. Team work best when they have common goals, mutual respect and understanding of each party member’s strength. Politics is to unite and reach consensus and not to divide or create enmity among people. Power is only a product of collective action.

Edo people have set example for Nigerians — Oyegun CHIEF John Odigie Oyegun, immediate past vice-presidential candidate of the All Nigeria Peoples Party, ANPP, one time governor of Edo State and a former Federal Permanent Secretary was a passionate supporter of Governor Adams Oshiomhhole in the recently held gubernatorial election in Edo State. In this interview, Odigie-Oyegun reviews the election, analyzes the outcome and projects the trajectory of the Comrade Governor in the years ahead. Excerpts: BY GABRIEL ENOGHOLASE

O

N Oshiomhole’s victory at the July 14, 2012 governorship election. Let me register my own personal appreciation of the good work that the people of Edo state generally from the extreme North to the most Southern tip have done in returning Comrade Governor Adams Oshiomhole with such a massive majority, such that he won every single local government. It was totally unprecedented; it has set an example for the rest of the nation that good governance must be rewarded and by the same token, the reverse that bad governance deserves to be punished. Nigerians have been behaving totally out of sync with normal happenings all over the world. It is only in this country that we seem to perpetually reward bad governance.

Ethnic origin But I think Edo State has finally set an example and the people of the state deserve congratulation for their discernment. Secondly, they also lay to rest this stupid, very banal utilization of ethnicity to win votes. Edo people have made it clear, very clear today that performance and a leader who remains with them, a leader who gives them hope is much, much important than the ethnic origin of such a leader. Once again, I hope the rest of the country is listening, they are hearing, they are observing, they are watching and hopefully will respond in like manner. The majority was massive; every single part of the state supported him and their expectations are

Considerable tension

*Oyegun extremely high. That was clear during the campaign and I saw it because I was with the Comrade Governor in a lot of places that he visited. There was no doubt at all about t h e electrifying effect of his presence at any campaign ground. To cap it, immediately after the election results were announced, the entire state e r u p t e d visibly in one

I hope the rest of the country is listening, they are hearing, they are observing, they are watching and hopefully will respond in like manner, the majority was massive

several possible successors and it is a kind of decision you make in the last minute out of these four, five or ten people who will then carry on from where he will leave off. If you think of grooming a successor, you are setting up that person to be a target, everybody’s target and they will be aiming punch shots at him. But I know he has the wisdom, to use his phrase, to “eyemark” a good number of people who are credible possibilities and at the last minute and after consulting with his close advisers, let us know who the cap will fit. Conduct of local government election I can tell you one thing quite well; maybe I should not be the one saying it. I know this is already top of his agenda. He is already consulting on that issue. A decision hasn’t been made, but I am aware that he is consulting. Advice to INEC and political opponents My advice to his political opponents is that they should learn to be good sportsmen. There is no question at all that this has really been a very free and fair election except as usual, INEC had logistic problems which I sincerely hope they will attend to because if materials were late in city centres, in my voting point which is virtually within the city centre, we started one or one half hours late.

great, big celebration from the northern tip of the state to the very southernmost part, and in Benin-City, it was a carnival of sort in spite of the fact that the good Lord let loose a deluge of rain to indicate, yes, what had just happened has His blessing and was his doing. Youths of Edo State turned out massively in the streets celebrating. God forbid, no one knows what would have happened if the professional riggers had succeeded in their old tricks again. Expectations and Challenges in Oshiomhole’s second term It is true that he has not reached every community but when we went on campaign, you could hear the refrain of awareness of what is going on. Look at those beautiful schools that can compete with others anywhere in the world, look at

the seats, one per pupil and the white boards and so on. Now we have to contend with that expectation. The expectation of water has been raised all over the state; the modernization issue is all over the state. So, all one can say is that Edo people have shown how realistic they are and as our people would say, when a woman wants to sweep a room, she starts sweeping from one corner, she cannot start simultaneously from all corners at the same time. On Oshiomhole’s successor in 2016 Well, it is a long way to think of this thing, but you are right. One of the things that he will always have, I am sure at the back of his mind is who is available for the state. So, it is not about grooming a successor, it is a matter of grooming

These are things that need to be corrected especially in an atmosphere that existed in Edo State with considerable tension and fear of what the tricksters could be up to. I hope that they will attend to the logistic problems. And it could be worse because they were dealing with one state, one single election; not 36 states. If they could not make or be ahead of time in one single state, then, they probably are not ready for a general election. Also, my advice to the opponents and all those who have lost, is there is always another day. As we put it in our local parlance, “he who fights and runs away, lives to fight another day”. I hope they will take this and in fact, they will welcome the fact that the process of true democracy and free election has truly started in Edo state. That, all they need to do is to develop a programme, develop a case, and develop a way to present it to the public, sell themselves and they may do better next time around.

AYC: Flying Eagles sink Tanzania

Quotes from the Olympics

N

IGERIA’s Under20 team yesterday ran away with a 2-1 win over their Tanzania counterparts in the first leg of the second round African Youth Championship qualifiers decided in Dar es Salaam, Tanzania. Alhaji Gero was Nigeria’s hero as he scored two first half goals to put the Flying Eagles in a good stead for qualification for the African Championship that will be hosted by Algeria next year. Atupele Green scored the host’s only goal in the game in which both sides wasted scoring chances. The Tanzanian Young Heroes will now be hoping for an upset in the second leg to be decided in Abuja.

Gold’ll be best for Murray — Egbuchunam P RESIDENT of Nige ria’s premier tennis club, the Lagos Lawn Tennis Club, Barrister Sam Egbuchunam is praying fervently for Andy Murray to win the Olympic gold medal in the men’s singles event. Egbuchunam, who assumed the presidency of the club last month said although there was a strong challenge for the Scott who is representing Team Great Britain at the London Olympics, it would be a thing of joy if he won the title. “I know with the likes of Federer and Djukovic at the Games, it will be an uphill task for Andy Murray to win it. It is my belief that with the home support and a bit of luck, he can win it,” Egbuchunam said. “They are all accomplished professionals but an Olympic gold is something special. The players go there for two reasons; to represent their country and for personal glory. It could be anybody’s game.” The club boss observed that at the 2012 Wimbledon, “Murray played the best tennis but was unfortunate to have met the master in Federer. This is the opportunity for him to make up. The best to happen to Murray and the British people is for him to win.”

Quotes from Basketball

Bra-ce up: Bra-zil Babes are Bra-ve and Beautiful

Ike Diogu: We are glad that we won. We came here to prove that we are the best in Africa and I’m happy we did that. But credit must go to Tunisia. They are a very good team. In the first half we got on to a 16 point lead and that was good. But we got sluggish and they closed in on us. They were excellent in defence and we were doing a little bit one on one. We are happy that we have made a lot of people happy at home. This is history. It is our first time in the Olympics and we won our first match. It feels good. This is history and I’m happy to be part of it.

It is not always all the time that ladies pay compliments to others in terms of beauty. Tell a lady that a girl is beautiful and you get such nasty response as ‘and so?’ But out here at the magnificent Olympic Games, there are tons of stunning beautiful ladies whose movements turn heads and make temperatures soar. Yeah! They are exceptionally beautiful that a lady shouted; ‘’look at those beautiful Brazilian girls! They are beautiful. Oh, my God!”. The tall, curvy beauties from Bra-zil don’t bra-g and those of them who wear bra-ids look like goddesses. They are bra-iny and love encouraging themselves by saying bra-vo! The Bra-zilians are undeniably beautiful and love wearing bras on beaches where they hate to bra-wl. Hardly can the Brazilians walk past you without men and women turning around to appreciate the good work of nature. Like they say in Nigeria, God must have created them on Monday after a well deserved rest at the weekend.

Dagunduro Ade It was great that we won. We now have to stay focused. At a time we thought we were coasting to victory. That affected our mentality and Tunisia closed up. It happens in basketball and that’s why I said we really need to be focused in our subsequent matches.

Coach Adel Tlati of Tunisia It was the first match and we were under pressure. At half time I told the boys that we would lose going by the way we played. Pressure was a big problem. Nigeria is a strong team and I have no regrets. When we were preparing we knew that Nigeria would be strong. We have seen it and I have no regrets.

Autographs! What for?

Dele Ojo is one of the crack photo-journalists that Nigeria can boast of. Beside clicking at objects, he also has an uncanny sense of humour. Dele is among the World photographers covering the London 2012 Olympics. I ran into Dele at the MPC, the other day. The crowd had gathered from the west end of Westlife to get autographs from both the famous and yet to be famous sports stars. The traffic was terrible and reminds one of the traffic in Lagos when it rains. Dele and I maneuvered the crowd, most times embracing them. Suddenly, French Basketball players appeared and the crowd swarmed on them for autographs and pictures. It was a scene with some crying. Dele used his camera to pick pictures and asked me, ‘’Chair, what is this? What are they going to do with the autographs? Na money?”. I laughed knowing that those things don’t mean anything to Nigerians. While I was recovering from the bout of that laughter, Dele threw another one staggering me into hysterics. ‘’I don’t understand these security people o. They almost stripped me naked. I removed everything and they insisted that I must remove my belt. When I pulled it out, my trouser raced down. I battled to pull-up my trouser”, he said in amazement. ***********************************************

Two phones, two ears, one mouth

I do pity Emmanuel Nweri. Nweri is the Admin Manager of the Nigeria Olympic Committee. At one stage in the life of NOC, Nweri was referred to as the brain box of the Nigerian Olympics. He has facts and details at his finger tips. He is an astute administrator. Getting official information from Nweri is like trying to squeeze water out from stone. But he is a workaholic. I ran into Nweri the other answering a call from one of his bosses. Suddenly, another of his phone rang from yet another boss and confusion set in. Apparently not to attract the wrath of his Ogas, Emma assigned the two phones to two of his ears. He has one mouth. Some athletes laughed away as Nweri struggled to keep the pace.

Grilled corn on the cob

We went out to eat the other day after running into gridlock with eating a cocktail of dishes that are not Nigerian. There are many Nigerians in London but the schedule of events makes it pretty difficult to comb around town. It was after hunger weighed us down that we decided to eat. On offer at the menu was Grilled corn on the cob. Forget the grilled whatever. Corn. Same old corn in Nigeria. Indeed nutritious. But what well people say when they hear that one came to London to eat corn? It made me remember one Nigerian Chief who came to London and was offered hot dog to eat. He repeatedly asked them what the name was and the said it’s Hot Dog. He sighed angrily, stepped back and drew his son by the ear saying; ‘’I am a High Chief from Nigeria. I cannot because I am in London eat dog whether hot or cold”. All attempts to explain and persuade him fell on a big rock. ‘’It’s an abomination. Me, Chief to eat Dog? There is a story of another red-cap chief who refused to remove his cap to enter a restaurant in London. ‘’Does it mean that these people don’t respect tradition and title? I cannot remove my cap. But when the weather turned against him outside and he perceived the aroma, he quickly changed gear. C M Y K

Ayo Bakare, Nigeria’s coach First, I must thank God for the grace of being here and winning our first match. We expected a strong Tunisia side and that happened. It’s not easy to be 16 points down and still come up the way they did. It was a good game, a good outing for two African teams. We have showcased Africa’s basketball and proved that we both deserve to be here

Crowd revolt forces reverse of judges decision

A

cacophony of boos from the crowd helped force a reviewing jury to take the unprecedented step of overturning the decision of a referee and his two judges in the Olympic judo on Sunday. After a close encounter in the quarter-final of the men’s 66kg category between Japan’s Ebinuma Masashi and South Korea’s Cho Jun-Ho, the referee and judges on the mat raised their blue flags to indicate Cho had won. The arena at London’s ExCel Centre erupted in derision with the disgusted Japanese coach looking utterly flabbergasted. The result was referred to a reviewing commission and they ruled that Masashi should be the winner.

D'Tigers Continues from BP them Africa’s champions. The crowd cheered them as they reduced the gap and this appeared to have boosted their confidence. With points from their captain Rzig Amin who scored 18 points(the highest in the match) Ben Romdhane Makram who scored 12 and Kechrid Maroun, another 12 point player, Tunisia was to narrow the game to 49-47. And at this point many thought they would catch up with Nigeria and go on to lead. Ike Diogu was outstanding and helped to push Nigeria to a 57-52 lead for a five point lead many knew could be

wiped out in few seconds the way the Tunisians were scoring and becoming more confident. And at 45 seconds to go Rzig heaved one three pointer that brought score to 56-54. The game was full of drama. Tunisia were now in a hurry to get Nigeria down and they paid the price of not controlling their emotions. They committed fouls and the free throws from Derrick Obashon restored hope for Nigeria who were to eventually leave the arena 60—56 winners. Aminu Alade scored 15 points and Ike followed with 13. Aminu Al Faroug made 10 points.

We were under pressure against Nigeria — Tunisian coach The coach of the Tunisia team Abdel Tlatli has said that lack of real international exposure put a lot of pressure on his team in the match a against Nigeria. The Tunisians were beaten 60-56 by Nigeria in the men’s opening match at the London Olympics. He maintained that Nigerian players have always been at advantage over his country in view of their exposure and physical strength. “We knew they were great going into the encounter. We didn’t have that kind of physical strength exhibited by Nigerians. We expected nothing less from them have watched them over time,” Tlatli said. The coach said that even though they had arrived in London as the African champions, the pressure was more on them because it was their first appearance in a competition like. He said, “We are champions but the Olympics is collection of great teams of the world and we have never been here in the past. The players were under heavy pressure to say the least. All I tried to do was to manage the huge challenge in terms of exposure by making them believe in themselves. I told them we could either win or lose but the final result depended on how we approached the game. “We eventually lost but there’s surely nothing to regret about. It is a good learning point for the future for Tunisia basketball.” The coach said that they would put in their best in their remaining four matches of the competition. “In games some things eventually turn out differently from what was originally envisaged and so we cannot begin to say we may no longer do this or this what we intend to do. We will take the next games one after the other. We all we need is to play well,” he said.

Aminu Continues from BP “It feels great to play and win. Today, it was a big statement match for us,” Aminu, who scored 10 points and nine rebounds in the match, said. “We played the African champions and beat them. “It was not easy, but we

did it and I think we have sent a big statement out there that the world has to watch out for us,” he said. Speaking on Tunisia’s comeback which threatened Nigeria’s lead late in the game, Aminu said his team had a determined opposition in the North African country.

Obama seals Israeli security deal ahead of Romney’s visit P RESIDENT Barack Obama signed a measure on Friday to strengthen U.S.-Israeli military ties, a move that could score points with American Jewish voters on the eve of Republican rival Mitt Romney ’s highly publicized visit to Israel. Obama also used the White House billsigning ceremony to announce he was releasing $70 million in approved funding for

Israel’s short-range rocket shield known as “Iron Dome,” a project backed strongly by the powerful U.S. pro-Israel lobby. His reaffirmation

of an “unshakeable commitment” to Israel’s security appeared timed to upstage Romney, who has accused the president of u n d e r m i n i n g

Wa s h i n g t o n ’ s relationship with its No. 1 partner in the Middle East. The White House denied it was an

election-year maneuver, even though senior administration officials have lavished attention on Israel in recent weeks. Congress passed

the legislation last week with broad support from Republicans and Obama’s Democrats, but the president waited until Friday.

Assad forces pound Aleppo, claims victory in Damascus

T

HE government of Bashar al-Assad declared victory yesterday in a hard-fought battle for Syria’s capital Damascus, and pounded

rebels who control of parts of its largest city Aleppo. Assad’s forces have struggled as never before to maintain their

grip on the country over the past two weeks after a major rebel advance into the two largest cities and an explosion that killed four top secu-

rity officials. This came as Saudi Arabia said Syrians should be enabled to protect themselves against government at-

tacks but declined direct comment on a report that it had helped set up a secret liaison center in Turkey to aid a rebellion against President Bashar al-Assad.

Kabila accuses Rwanda of arming rebels

D

EMOCRATIC Re public of Congo’s President Joseph Kabila has accused neighboring Rwanda of backing rebels hostile to his government, saying it was an “open secret” that Kigali was meddling in Congo’s volatile eastern borderlands. Rwanda is under increasing pressure after a United Nations experts’ report found it was providing support to the M23 rebels who have fought government soldiers in North Kivu province since April, displacing some 470,000 civilians.

D’Tigers have made a big statement — Aminu

B

ASKETBALL, a sport neglected so much by the Nigerian authorities, brought the country so much to cheer yesterday at the magnificent Basketball Arena here at the Olympic Games. But it was not without tension. And the few Nigerians on the stands really suffered it. However, at the end of the day they smiled home when D’Tigers, in the first Basketball match of the 2012 Olympic Games defeated African champions, Tunisia 60-56 to begin their Olympic Games story. Imagine shooting to a 10-3 lead in the first five minutes, ending the first quarter 18-7, the second quarter 31-15 and how relaxed your fans will be for an expected runaway victory. But it didn’t happen that way and the game changed in the 3rd and final quarters when Tunisia came up strongly to show the stuff that made
