Texan Named National Quality Dealer By Jeffrey Bellant

For the third time in six years a Texas dealer won the NIADA National Quality Dealer Award. Cesar Stark, owner of S&S Motors in El Paso, took home the top honor during the NIADA Convention & Expo last month in Denver. The buy-here, pay-here dealer has been in business 26 years, serves on the board of directors for the Texas IADA and sold 319 cars last year alone. “Standing here today as the recipient of the National Quality Dealer Award is both humbling and deeply meaningful,” Stark said. “I accept this honor with sincere gratitude and appreciation for the many people whose faith, guidance, and support made it possible.” Stark said he was blessed to be surrounded by great Texas dealers over the years, guys like Juan Sabillon, a Houston IADA Hall of Famer and Baldimero Trevino, the 2008 National Quality Dealer. Sabillon was the person who nominated Stark for the award. “Juan is really a mentor to me and a quality dealer and one of the guys I’ve looked up to and still do,” Stark said. Stark dedicated the award to his late father. “I would also like to thank — and dedicate this award to — my father who passed away last year. He was the one who taught me the value of hard work, integrity, and strong principles. His influence is reflected in everything I do.” Stark credited his wife, Adriana, and their four children for their support throughout his career, along with the team at S&S Motors.
“Adriana was really happy because she knows the long hours and hard work that goes into it and she’s always got my back,” Stark said. “You know, the saying is ‘Behind every successful man is a great woman?’ I don’t say ‘behind them,’ I say, ‘next to them.’

Report Shows Used Vehicle Market Remains Resilient By Jeffrey Bellant
DEARBORN, Mich. – The usedcar market remains resilient despite fuel prices and supply issues, according to the Cox Automotive Mid-Year Review presented in late June at the Automotive Hall of Fame. The event was held in conjunction with the Automotive Press Association. The presentation featured reports on the new, used and EV markets, as well as the economy. Mark Strand, Cox Automotive’s deputy chief economist, handled the used-car market review. He said dealers are on the backside of the traditional spring bounce where they typically see the used car market moderate. “While we may be bidding farewell to the seasonal peak, the used market is relatively unfazed by the energy shock and geopolitical turmoil,” Strand said. The used retail sales are down 2% compared to this time last year, while retail used supply is up 3%. But Strand said considering last year’s sales were boosted by the rush to sales after the tariff announcement, and this year’s problems with inflation and rising fuel prices continue, the current trends look like resilience. “Retail pricing is also showing strength in the used market,” he said. “When we look at the trend of the average retail list price for the top 50 models in the coveted 3-year-old age group, we can see the average prices strengthened and increasing 3% year-over-year, despite the sales volumes running a bit lower than last year’s torrid pace.” He added that he sees the strengthening of prices holding among other age groups as well. “My hypothesis is that with higher fuel prices and accelerating inflation felt by consumers as a decline in real incomes, we’re getting incremental demand channeled toward the used market,” Strand said. It’s not uncommon during uncertain or challenging times for buyers to divert to the used market, he added. Strand said wholesale value trends, which typically lead retail by several weeks, show a similar trend. “The signal there continues to
be: high demand for affordable vehicles,” he said. “No surprise.” He said the trend seems to be stronger than pre-pandemic times and stronger than we’ve seen in the last three years. At the time of the Mid-Year Report, the Manheim Market Index topped at 103.4 % of week 1 (100%). However, in pre-pandemic times, this number typically fell below 100 at this point in the calendar, Strand said. “There is intense competition in the market for limited, used-vehicle inventory,” he said. “Franchised and smaller independent dealers are in a heated battle with Carvana, CarMax and each other to acquire used vehicles to fill their lots.” It’s not just about acquiring cars to sell but keeping their lots full and having a good selection of desirable cars to drive traffic and engagement to their websites, Strand said.
As a result, wholesale values are likely to run ahead of last year’s pace the rest of the year. Strand also addressed the EV market. “Last year, when we were looking forward to 2026, we knew we would start to see used EVs hitting the market in increased numbers,” Strand said. “A big question was, what would demand and pricing look like for them? “Even without the spike in gas prices, we thought used EVs would look like a clear bargain in an affordability-challenged market and that some buyers would be more likely to try an EV given the lower cost of entry,” Strand said. “With additional incentives and tailwind from spiking fuel prices and geopolitical events, we’re seeing buyers responding to that value proposition.” Sales volumes for used EVs are running at a pace of 25% growth year over year and the demand surge is reflected in pricing data.
Three-year-old EV prices on average are far outpacing the normal trend and “outperforming all other powertrains to date,” Strand said. The MMR for a 3-year-old EV is now 14% over week 1 value. By comparison, the non-EVs peaked around March and are following regular seasonality. “Demand for used EVs is expected to remain robust,” Strand said. Supply of off-lease EVs will depend on how many leases mature versus how many return to open market and show up at auctions. Cox shows that EV supply flowing into the market should be close to the maturing number of leases with wider opportunity for dealers to bid for them. “Most lessees will not buy these EVs at lease end because the contract price will far exceed the market value and, for the same reason, neither will the grounding dealer buy them,” Strand said.

NIADA Installs New President, Officers
Darla Booher, owner of Deal Depot in Greer, South Carolina, was installed as NIADA president during the Annual Membership meeting at the NIADA Convention. Booher, who is celebrating her 25th year owning her dealership, began her automotive career working at a franchise dealership, which sent her to several classes in order to pick up knowledge about the industry. Booher eventually moved into the independent space, working with two other buy-here pay-here dealers before opening her own dealership as a leap of faith. “I just decided to rent a building and get started, and hope everything fell in place, and thank God everything did,” Booher said. Though she faced some challenges when she started her business shortly after September 11, 2001, she points to being able to lean on members of the industry, including her state association, Carolinas IADA, for education and encouragement. “I’ve made so many amazing
friends and friendships that have helped me through every step of the way, and have encouraged me, and I believe I’ve encouraged them,” Booher said. Booher was named the NIADA National Quality Dealer of the Year in 2015. Stepping into leadership, Booher was driven by a desire to make a meaningful difference. In her years of service, Booher has worked to elevate dealer voices and give back to the industry. “I’ve had a lot of mentoring over my years in the industry and wanted to make sure that I could take a leadership role and help mentor other dealers,” Booher explained. As president at NIADA, Booher hopes to continue mentoring and lifting others, especially other women in the industry. “I want to focus on celebrating women in the industry. This is a great opportunity to acknowledge them and the contributions they make,” Booher said. She also wants to build on the association’s education offerings.
“Our focus is on dealer education and member value, making it affordable and understanding of the dealers’ limited amount of time that they can be away from their businesses,” Booher said. “Make it as accessible as possible and as broad as possible for independent retail dealers and independent BHPH dealers of all sizes.” As she moves into the president’s role, her fellow Carolinian Michael Darrow finishes his term as the NIADA Chairman of the Board. Darrow is excited to see Booher’s leadership. “Her experience speaks for itself. NIADA Foundation Auction Raises $26,500
The 2026 NIADA Convention & Expo featured the auction of a 2019 Jeep Wrangler Unlimited Sahara with the NIADA Foundation receiving $26,500 to fuel its mission. The auction, held June 23 in the NIADA Dealer Lounge inside the convention expo hall, marked six consecutive years of Manheim donating a vehicle to the cause. All told, these auctions have raised nearly $165,000 for the NIADA Foundation. The auction vehicle was donated by Manheim, a Cox Automotive brand, and coordinated through Manheim Denver. The 2019 Wrangler Unlimited Sahara—roomy, capable, and perpetually in demand on dealer front lines—drew strong competitive bidding throughout the event. Tesla Takes Top Spots in American-Made Index By Jeffrey Bellant
The 2026 Tesla Model 3 topped the 21st annual Cars.com AmericanMade Index (AMI) released last month. It’s the third time this vehicle has been No. 1 on the list since 2021, according to Cars.com’s Patrick Masterson, lead researcher for the index. He said the AMI looked at information available on nearly 400 models on sale in the U.S. Factors included: location of final assembly; percentage of U.S. and Canadian parts content; country of origins for engines; country of origins for transmissions; and U.S. manufacturing employees relative to the automaker’s footprint. “Since the current methodology was implemented in 2020, Teslas have taken the top spot in all but one year,” Masterson said. One reason is all of Tesla’s qualifying vehicles are solely made in the U.S. – in Texas and California, specifically. Secondly, they all have a higher-than-average domestic parts content percentage. The batteries and motors are all made in the U.S. Finally, there are lot of people working at Tesla plants, which boosts their workforce. The Cars.com team conducted an analysis of more than 176,000 in Cars.com’s inventory and 30+ inperson dealer audits, then included that in a 100-point scale to select its list. “Our American-Made Index is an independent annual ranking of available current year models that helps shoppers who are interested in knowing which vehicles most support the U.S. economy,” said Jenni Newman, Cars.com editor in chief, during the release of the year’s index. But each vehicle relies on parts or workers from other parts of the world. “No vehicle on this list is 100% made in the U.S.,” Masterson said. Manufacturers use outside suppliers and suppliers of suppliers, making it impossible to have a 100% American-made vehicle in the entire lifespan of the AMI, he added. A total of 86 of the 397 vehicles studied made the overall list. Tesla’s Model Y took the No. 2 spot on the list and the Tesla TX-350 placed No. 7. The Tesla X and Model S were discontinued this year so
were disqualified from the list. The Jeep Gladiator landed at No. 3, with the Jeep Grand Cherokee, Cherokee L in the No. 4 spot. Masterson said the Jeep Grand Cherokee and Cherokee L were the biggest movers on the list. “They rose 66 places to 4th overall,” he said. The were followed by the Honda Ridgeline at No. 5 and Honda Odyssey at No. 6. Rounding out the top 10 were the Honda Accord (gas only) at No. 8, the Acura MDX at No. 9 and the Honda Passport at No. 10. “One more I want to call out is the Lexus TX, specially the gas-powered 350 variant,” Masterson said. “That rose 27 slots this year because its engines and transmissions are made solely in the U.S. as opposed to being split with Japan.” He also discussed Jeep’s America 250 initiative. “It involves coordinated events, block parties and opportunities to learn about American history,” Masterson said. “It’s got a ton of corporate sponsors backing it up and Stellantis is one of them. “Technically, Stellantis is headquartered in the Netherlands but its heavy investment in America 250 comes by way of its American brands – and that’s Chrysler, Dodge, Jeep and RAM. “This is a great example of the complex nature of modern automotive manufacturing.” Again, the Jeep Grand Cherokee moved up from No. 70 in 2025 to No. 4, the biggest upward move in this year’s index. “The reason for that is pretty simple, actually,” Masterson said. “The U.S. Canadian parts content percentage rose a staggering 14% year over year. That’s pretty unusual for a year-over-year model change.” On the flip side, the Kia Sportage fell 40 spots this year to No. 57, from No. 17 last year. The reason is Kia has a portion of its Sportages not made in the U.S. this year. The problem is, even if it’s only a small portion, it affects all the other factors the index takes into consideration. That penalty also affected the Honda Civic, Chevrolet Silverado, the Sierra 1500 and the Nissan Rogue. Three new vehicles made the list this year, including the Subaru Forester, the Forester Hybrid and the Lexus TX 500h.

State Settles with Auto Finance Company Over Fee By Eric D. Mulligan*
The New York State Department of Financial Services has approved a settlement with a major auto finance company. The June 3 consent order requires the company to pay almost $700,000 to settle claims arising from the company’s practice of charging undisclosed payment extension fees. This consent order arises from events that took place during a 15-month period in 2016 and 2017. During this time, the company’s payment due date extension agreement stated that a consumer would pay a $25 fee to have a payment due date extended. However, the company reportedly charged $25 per month for an extension. The company voluntarily stopped charging the undisclosed
extension fees in May 2017, after it had collected $237,000 in such fees from New York consumers and charged (but not collected) $86,000 more. An examination by the DFS covering the company’s indirect auto financing between 2016 and 2018 revealed the undisclosed fees. The DFS initiated an enforcement investigation and determined that the company’s assessment and collection of undisclosed extension fees was false, misleading, and deceptive, in violation of New York law. It is unclear why the DFS waited so long to resolve the matter. The company cooperated with the DFS in its investigation. The DFS approved the company’s list of affected consumers and agreed with the company’s assessment of how much money the company owed each consumer, including
interest. Under the consent order, the company must pay a penalty of $400,000 to the DFS and about $275,000 in restitution to consumers who paid the undisclosed extension fees. In addition to restitution to consumers who paid the fees, the company must also provide waivers to consumers who the company charged undisclosed extension fees that they did not pay or did not pay in full. There are three lessons here. The first is that what you tell your customers you’re charging should be what you actually charge them. The second is that you can’t always count on state regulators to act promptly. It’s unclear whether the DFS waited until recently to investigate the company’s conduct from a decade ago or investigated that
conduct earlier and then sat on its findings. Either way, nine years between an alleged violation of law and the remedy for that violation is a very long time. The third is that it often helps to play nice with regulators. Agencies like the DFS love to announce seven-, eight-, or even nine-figure payouts by regulated entities, but this company kept the settlement amount to just six figures, no doubt in part because of its cooperation in the DFS investigation. *Eric D. Collin McConkey, general manager, DAA Northwest, Spokane, Wash. “We first opened in November of 1992. “In Spokane we’re running 13 lanes. We’ve been running about 1,300 on average. This week (July 9) was a little below that. But I think everyone is gearing up for our Rock & Roll Sale. “Our conversion rates have been like just over 55%, not touching 60%. A lot of auctions might run a higher conversion rate than that, but some of those will have a lot higher fleet mix. Our fleet mix is about 28% in Spokane. Our dealer mix is 72%. “A lot of fleet stuff is our Canadian (import) volume, which has been a little tougher because of gas prices. About 40% of our sale is Canadian trucks and the truck volume is down a lot
compared to your standard fleet/repo vehicles. That’s affected our sales mix compared to some other sales. “The tariffs in Q1 2025 was a big shakeup because of the unknown at the time. But that has really stabilized. Now it’s actually more about the gas prices. “Also, these trucks have to wait on bond release at the import yard. The customs office and NHTSA had been pretty (inconsistent) in terms of holding them. I’ve heard there’s been several meetings to try and understand why they have to be held 30 days. Is that an arbitrary number? Is it a good number? Is it too long? Is it too short? Then they started doing what they call a bond release and they were saying 30 days is irrelevant. So they did that for a few months but now it’s back (to normal). “When you had the 30 days,
the market you bought the car was different from the market when you got the car to sell. “For our sale, we get about 150 dealers in-lane. Then our total, if it’s a good day is 625 (combined in-lane and online). “If I’m being honest, I think people don’t realize we’re kind of back to what people have said they wanted. They’ve said, ‘Hey, I want a stable market. I want it to be like it used to be where you could rely on things.’ “Well, we’re kind of there right now in a lot of ways, outside of the Middle East (conflict), which everyone seems to be ignoring anyway. “I guess what I’m hearing is that people are going back to operating their stores more efficiently. Like, the rapid consolidation of rooftops has slowed down. “Also, people are refining
their teams and their service, because they’re making a lot of money on service. So there’s a lot of focus there. “They’re being more patient in buying their used inventory. They’re being a little bit more picky because they’re really chasing higher quality because I think the retail buyer is being more picky. “We also have an RV and specialty sale every other week. We’ll kick off with RV and travel-trailer type product from banks. Then we’ll go into bank boats and specialty products like side-bysides or motorcycles. Then we’ll move into dealer product of the same variety. “We also have our annual DAA Northwest Rock and Roll sale on July 22-23 with Sheryl Crow performing. “We’re on schedule to have 3,500 vehicles for that sale. We’ll run about 800 on
Wednesday (July 22) and the rest will run Thursday. Sheryl Crow will go on at 9 p.m. that Wednesday. It’s going to be a blast. . “We’ve had a few years of good growth, where we pushed to have as much bandwidth as possible in the Northwest. “We now have a sale in southern Oregon, MAG Southern Oregon. It’s in Medford. That’s something where we have some fleet accounts, like Exeter, in there. “We’re trying to put another dot on the map. “This year, we’ve been really strategic about focusing on refinement instead of growth. “I think we’ve accomplished that in the first half of this year. That will give us something in the tank to make some more moves in the future.”

Growing up in West London in the fifties and sixties, decreed that you should choose a football (soccer) club to support. While there were several to choose from, like Chelsea, Arsenal, Tottenham or Fulham, the choice was usually dictated by family tradition. My dad was a Fulham supporter, so was his brother and my grandfather too. So my twin brother, Robin and I duly followed suit. Every other Saturday afternoon was spent at Craven Cottage football field, a smallish facility, by FA standards, right on the banks of the Thames.There was an almost gentlemanly atmosphere, even if one ended up standing next to an opposing team’s supporter, though home field hospitality didn’t extend to sharing your popcorn or freshroasted peanuts. The field was situated in a built-up residential area and
few people had cars, so we took a bus and walked the rest of the way and left the same way, either walking tall or with drooping shoulders, depending on the outcome of the game. One day, Robin got knocked out by a ball kicked by Fulham’s left winger, Chamberlain, and was given a season ticket for his trouble! I write this as the FIFA World Cup unfolds, watching the Portugal, DR Congo match down to the wire for a one all draw. The second half was as exciting as the as the first half wasn’t. I may not know much about the game these days but all the passing and pussyfooting around in your own half, is not the way to score goals. Even worse, it’s boring soccer, in spite of my protestations that the goalmouth is at the other end of the field! What has become obvious this year is that the size
of the country being represented has no reflection on the capabilities or talents of the players. Little can become large in 90 minutes! The different styles of the teams are remarkable – disjointed scrambles can score as many goals as relying on ‘set pieces’. And while a squad may be made up of the most talented individual players, that doesn’t predicate that they play as well together as the team they play with at home on a Saturday. Some English players, for instance, play for European league teams; the lures now replicating what American football has offered for years. It’s now a few days since I started this essay and the start of the World Cup tourney; some teams’ solid aspirations have been kicked to the side as some, hitherto ‘unknown’ teams are coming up with stunning performances. despite the USA team’s loss, even with people sticking their noses in where they don’t belong, it’s obvious that the USA won in so many other ways; the welcomes extended from every host city are now a thing of world-wide praise. Maybe we’ve earned back a reputation that is won by sports rather than politics.

I remember when the English team won the 1966 final against Germany as my mother, a hitherto unemotional spectator, danced like a whirling Dervish around the lounge, dining room and out into the hall.
