Elite Centre for Manufacturing Skills: Developing skills for the casting and metalforming industries


What is the Elite Centre for Manufacturing Skills? The Elite Centre for Manufacturing Skills is a flagship national training facility based in the Midlands. In response to gaps in national skills and training provision, the Elite Centre will deliver specialist apprenticeships and short courses.


A specialist skills solution Following extensive consultation with businesses, certain skills shortages have been identified as current barriers to growth by the Black Country Skills Factory. To provide an innovative solution to the high value manufacturing training needs of the sector both regionally and nationally, the Elite Centre for Manufacturing Skills will provide specialist training in:

Driving growth in the economy Regional partners are working together on the development of the Elite Centre for Manufacturing Skills, investing over £12 million in total to drive forward the economic prosperity of the region and country. The Elite Centre’s hub will be based at the University of Wolverhampton’s new Springfield Campus, a £multi-million development regenerating a brownfield site into a national centre of excellence for construction and the built environment. The ‘hub and spoke’ model will see equipment and facilities being installed across four sites, ensuring comprehensive cover to efficiently upskill workforces.

Training will meet employers’ needs by covering qualifications from Level 2 through to Level 6, and building on the strong foundations of the successful Skills Factory training established in the Black Country since 2013.


What are apprenticeships? Apprenticeships are government funded work-based training programmes for people aged 16 and over. They combine on-the-job training with nationally recognised qualifications and are a great way to build a skilled and motivated workforce. An apprenticeship is first and foremost a job and comes with substantial training and the development of transferable skills, which is beneficial to the employer and the employee. Most of the training is on-the-job working with a mentor, to learn job specific skills in the workplace. Dedicated off-the-job training will be provided by the ECMS in the apprentice’s occupational area. Government funding is available to support you and may cover 100% of the costs of the training. If you are employing an apprentice under the age of 25 you may also be eligible for other advantages, such as a reduction in your employer National Insurance contributions and £1,000 government incentive payments.* These also apply to existing employees. As an employer you will be responsible for paying the wages of your apprentice and you must pay them at least the minimum wage rate for an apprentice. You’ll also have control over how the training is delivered and what they will learn, which means you can shape your apprentice to become a key member of your team. ECMS apprenticeships start at different levels from intermediate and advanced to degree level and will last a minimum of 12 months, but may take longer depending on the qualification level. *’Paying employer National Insurance contributions for apprentices under 25’. Partners The Elite Centre’s mission to provide specialist training in high value manufacturing skills is a collaborative effort. The Black Country Local Enterprise Partnership has been instrumental in ensuring the Centre will deliver provision currently unavailable, helping to drive economic prosperity. The Black Country Local Enterprise Partnership (BCLEP) aims to aid greater economic prosperity across the Black Country area by helping to create the conditions for enterprise to flourish in the region.

For over 180 years, the University of Wolverhampton has been providing students with a first class education.

For more than 150 years, Dudley College of Technology has played a pivotal role in the provision of vocational and technical education in Dudley and the wider Black Country.

The Elite Centre for Manufacturing Skills is a flagship project, highlighting the BCLEP’s role in co-ordinating private, public and voluntary sector organisations to deliver results. The Centre’s focus is on stimulating the drivers of economic regeneration, education and skills development, and infrastructure and environmental enhancements. By increasing employment levels, the number of businesses operating in the area, and upskilling across the workforce, the BCLEP aims to close the Black Country’s £multi-billion productivity gap.

The University is currently investing more than £250 million by 2020 to enhance the student experience and regenerate the region’s economy. The Hub for the Elite Centre for Manufacturing Skills will be based at Springfield Campus, a new construction and built environment super campus which will join campuses in Wolverhampton, Walsall and Telford. The University has been commended for its enhancement of student learning opportunities*, alongside 96% graduate employability**.

In 2012, the college successfully completed and opened the first two phases of the Dudley Learning Quarter and in April 2015 opened a specialist centre for Advanced Manufacturing and Engineering Technology. Ofsted has recognised Dudley College as one of the highest performing general further education colleges in the country. Looking to the future, the college aims to continue enhancing services for employers, supporting more young people and adults in to work, upskilling those in work and providing essential skills training.

Institute of Cast Metals Engineers

The Cast Metals Federation (CMF) represents the best of British casting to organisations and individuals across the globe.

The Confederation of British Metalforming (CBM) is the leading trade association for all UK manufacturers of fasteners, pressings and fabrications.

The Institute of Cast Metals Engineers (ICME) is the Institute for all individuals involved in the castings industry and associated industries.

Based in the heart of the West Midlands, where it operates from the National Metalforming Centre, the Federation acts as a single voice for the UK foundry industry, ensuring that the needs of UK foundries, foundry suppliers and castings buyers are met.

Working with its members and the UK government, CBM creates a world-class metalforming supply base for UK manufacturing with members providing high quality components to key industry sectors.

Building on the casting industry’s long and proud tradition, the ICME brings together people from all sectors and levels, to offer help and advice, technical support and professional development opportunities.

For manufacturers seeking the ‘Best of British Casting’, CMF members supply precision finished parts and assemblies to the UK and global markets, an output valued at over 2 billion pounds.

The Confederation offers both business support and representation at the highest level for the metalforming industry.

ICME members include foundrymen, design engineers, metallurgists, moulders, patternmakers, CAD technicians, methods engineers, researchers, students and suppliers to the industry, all of whom the ICME helps to make the most of their careers in the castings industry.


Locations To upskill the region’s workforce with the key skills identified by employers, the Elite Centre for Manufacturing Skills is based on a ‘hub and spoke’ model which will deliver specialist training across four sites in the Midlands. The Centre’s hub will be at the University of Wolverhampton’s Springfield Campus, with equipment and facilities installed across a further three sites in Dudley, Tipton and West Bromwich. All of the ECMS sites use industry standard equipment, the latest IT software systems and teaching resources. Hub The Centre’s Hub at the University of Wolverhampton Springfield Campus focuses on manufacturing, leadership and project management with metallurgy labs and 3D printing. Tipton Foundry Foundry and patternmaking is located in a new £multi-million facility adjacent to an existing foundry which incorporates a training foundry, metallurgy labs and 3D printing machines and a patternmaking and engineering machine shop. National Metalforming Centre, West Bromwich Facilities include: toolmaking, twin power press cell and engineering workshops. Dudley Advance Operating in Dudley College with advanced manufacturing facilities including engineering machine shops, CNC and production welding equipment.
