Over the past nine years, your Association has been working diligently often behind the scenes and often at the policy table for you and for the industry as a whole. This publication reflects that commitment. Enclosed, you will find our 2026 Regulatory Agenda and 2026 Legislative Agenda, both developed to modernize our industry, reduce unnecessary burdens, and ensure that driver education and safety programs in Georgia remain effective, fair, and sustainable.

Atthecoreofthisagendaisourcommitmentto buildingastronger,moreeffectiveworking relationshipwithDDS.Regulationisnecessary,butit mustalsobeworkable.Whenpoliciesareclear, processesareefficient,andcommunicationis consistent,theresultisbettercompliance,stronger schools,andimprovedservicetoGeorgia’scitizens.

Drivertrainingschoolsoperateundercomplex regulatoryrequirementsthatdirectlyaffectstaffing, scheduling,customerservice,andcompliancecosts. Whenprocessesareinefficientoroutdated,theydo notmerelycreateinconvenience theydelay servicestothepublic,increasecosts,andstrain recruitingandretentioneffortsacrosstheindustry. GDSA’sroleistoidentifythesefrictionpointsand workcollaborativelywithDDStoimprovethem.

Thispastyeardemonstratedwhatconstructive engagementcanachieve.Asreflectedbythegreen checkmarksthroughoutthisagenda,GDSAworked closelywithDDStoaccomplishmeaningful,practical improvements.Onenotablesuccesswasreducing therequirednotificationperiodforGeorgiaroad testsinvolvingtrainingandtestingvehicles from sevendaysto24hours.Thischangesignificantly improvedschools’abilitytoservecustomers efficiently,respondtoschedulingneeds,andreduce unnecessarydelayswithoutcompromisingsafetyor oversight.

Inaddition,GDSAcollaboratedwithDDSto streamlineinstructorapplicationsandother administrativeprocessesbyexpandingand improvingonlinesystems.Thesechangesreduced paperwork,shortenedprocessingtimes,andcreated efficienciesthatbenefitboththeDepartmentand licensedschools.

Whilemeaningfulprogresshasbeenmade,ourlistof proposedimprovementsremainslong.GDSA continuestomethodicallypresentrecommendations toDDSregulatorsandengageinconstructive dialogueonhowcertainrules,regulations,policies, andproceduresmaybereshapedtobenefitnotonly licensedschools,butalsotheDepartmentofDriver Servicesteamandoveralloperationalefficiency.

Severalproposalshavebeenpresentedand

discussed.Forexample,intheareaofinstructor licensingandtraining,oneconceptpresented involveseliminatingredundanttestingrequirements forschoolswithestablishedcompliancehistories. Anotheroptionpresentedwouldallowinstructor applicants,oncetheircompletedapplicationis receivedbyDDS,toproceeddirectlytothewritten examinationatalicensingcenter.Uponpassing,the instructorlicensecouldbeissuedimmediately similartotheprocessusedfordriverlicensing.A furtheralternativepresentedwouldpermit approvedschoolstoproctorthewrittenexamination onbehalfofDDS,consistentwithexistingthird-party testingprotocolsalreadyusedforinstructor certificationintheroad-testprogram.

Atthistime,nofinalresolutionshavebeenreached ontheseitemsorothersthathavebeenpresented anddiscussed.GDSAdeliveredacomprehensivelist ofproposedprocessimprovementstothe Commissionerinmid-summeroflastyear,andboth organizationsareworkingthroughtheseitemsas efficientlyaspossible.Todate,theonlycompleted initiativesarethosehighlightedearlier:the reductionoftheroad-testnotificationperiodto24 hoursandtheimplementationoftheonline instructorapplicationsystem.

Werecognizethatpolicydevelopmenttakestime. DDSmustbalancepublicaccountability,safety oversight,andcustomerservicewiththeoperational realitiesfacedbylicensedschools.Weappreciatethe Department’scontinuedeffortstoputGeorgia’s citizensfirstbyimprovingservicedelivery, expeditingprocesseswherepossible,andaddressing proceduralbottlenecksthataffectinstructor recruitment,onboarding,andretention.

Lookingahead,GDSAremainsfocusedonaddressing theprocessesthatcontinuetodelayoperations, increasecosts,andcomplicatehumanresource efforts particularlyinrecruiting,onboarding,and retainingqualifiedinstructors.Thesechallenges directlyaffecttheavailabilityandqualityofdriver educationservicesacrossGeorgia.

TheRegulatoryAgendathatfollowsoutlinesour prioritiesclearlyandresponsibly.Eachitemreflects ourbeliefthatregulationworksbestwhenitis informed,fair,andcollaborative.GDSAwillcontinue toadvocateforpoliciesandproceduresthatprotect publicsafetywhileallowingschoolstooperate efficiently,ethically,andsustainably.

ThefollowinginitiativesfocusonimprovingDepartmentofDriverServices(DDS) policiesandprocesses.Thesedonotrequirestatutorychangebutrelyon collaborationwithDDStomodernizeoperationsandimproveservicedeliveryfor Georgia’scitizens.

1. Third-Party Testing (TPT)

Accomplished in 2025

-Reducedthethird-partytestingnotificationrequirementforClassCandD licensesfrom7daysto24hours,significantlyimprovingcustomerservice withoutcompromisingsafety.

Proposed for 2026

-Changethe5-daywaitingperiodforClassAandBwrittenexaminationsto48 hours,aligningwithfederalstandardsandallowingmoreflexiblescheduling.

-ExtendtestinghoursforClassCandDlicensesfrom7AMto8PMto accommodateworkingadultsandstudents.

-Reduceroadtestschedulingtimefrom45minutesto30minutestoallowmore testsperday.

-Increasemaximumroadtestsperexaminerperdayfrom10toupto16based on30-minuteappointments.

2. Modernize Instructor Licensing Processes

Accomplished for CDL Schools and Driving Schools in 2025

-Onlinesubmissionofinstructorapplications,allowingelectronicsubmissionto streamlineoperationsandreducedelays.

-Expeditelicensingprocessestosupportworkforcedevelopment.

-EliminatetheDDS-mandatedinstructorknowledgetestorofferonlinetesting withimmediateresults.

-DDStrainingtobeavailableinself-pacedmodules.

-Streamlineapplicationsteps:electronicsubmissionofallrequireddocuments, immediatenotificationforfingerprinting,andatypical48-hourturnaroundon backgroundchecks.

Thisapproachenablesinstructorlicensingissuancewithinseventotendays, supportinggrowthwithoutcompromisingsafetyoversight.

3. Permit Testing Process Improvements for CDL Schools

-ReducewaitingperiodforCDLpermitretestingtooneday(currentlytwodays) toalignGeorgiawithnationalbestpractices.

-Allownext-dayreteststoavoiddelaysandmaintaintimelyCDLacquisition.

4. Support DDS Technology and Service Modernization Initiatives

-AssistintherolloutandenrollmentoftheDDSmobilelicenseapplication.

-Collaborateontechnology-drivenservicedeliveryimprovements,ensuringthat schoolinfrastructuresupportsDDSoutreachefforts.

INTRODUCTION TO OUR LEGISLATIVE AGENDA

TheGeorgiaDrivingSchoolAssociation(GDSA) presentsthisLegislativeAgendawithoneclear purpose:tomodernizeGeorgia’sDriver ImprovementandDUIRiskReductionsystemsin awaythatstrengthenspublicsafety,improves educationaleffectiveness,andkeepsrequired programsfinanciallyattainableforthecitizenswe serve.

Acentralprioritythisyearistheeliminationof thepre-classassessmentintheDUIRisk ReductionProgram.Independentresearch conductedforGDSAbyDr.OrionMowbrayofthe UniversityofGeorgiaconfirmsthatGeorgia’sfront -endassessmentisduplicative,addsunnecessary cost,anddoesnotimproveinstructionalor interventionoutcomes.Thestudyfurtherfinds thatmoststatesintegratescreeningintoclinical evaluationratherthanrequiringaseparatefrontendassessment.Thefullresearchreportis availableatGeorgiaDrivingSchoolAssociation.org.

Thesecondmajorpriorityisreformingtheprice oftheDUIRiskReductionworkbook.Foryears, Georgiastudentshavepaidmillionsofdollarstoa singlevendor,PreventionResearchInstitute (PRI),foraworkbookpricedfaraboveitscostof production.Thispricingstructureisinconsistent withacceptedregulatorycost-accounting guidelinesandisthepredictableresultofa monopolymarket.Ourproposaltoreducethe workbookpriceto$15alignspricingwithactual productioncostswhilepreservingcurriculum integrity.

Atthesametime,GDSArecognizesthat modernizationmustbalanceaffordabilitywith programsustainability.Aseparateproposal introducedlastyearsoughttoincreasetotalDUI tuitionto$500whilemaintainingthe$25 workbookfee.Whilewell-intended,sucha dramaticincreaseisnotpractical.Itwouldprice manyparticipantsoutofcompliance,increase unlicenseddriving,andencouragenew competitionintoanalreadydilutedandshrinking

market destabilizingexistingschoolswithout improvingsafetyoutcomes.

TheGDSAapproachisdifferent.Weproposea modesttuitionadjustmentfrom$360to$395, pairedwithareductioninunnecessaryexpenses. Byworkingonbothsidesoftheequation slightlyincreasinginstructionalinvestmentwhile eliminatingexcessivefees wedeliverastronger educationalproduct,improvedintervention outcomes,andaprogramthatremainsfinancially attainableforGeorgiafamilies.

ThisLegislativeAgendaalsoaddresses modernizationofprogramdeliverythrough codifyinginstructor-ledonlinetrainingforDUI RiskReductionandDriverImprovementcourses. Mostlicensedschoolshavealreadyinvestedin thismodernizationandreportincreasedstudent participation.Forexample,someschoolsare reportingthatupto17%oftheirRiskReduction studentsarecomingfromout-of-state participants.Asmorestatesadoptonline instructor-lededucation,out-of-stateproviders willincreasinglycompeteforGeorgiastudents. CodifyingonlineinstructionnowensuresGeorgia schoolsremaincompetitiveinarapidlyevolving nationalmarket.

Finally,closingthelong-standingplea-bargain loopholethatcurrentlyallowsDUI-arrested driverstoregaindrivingprivilegeswithout completingtheRiskReductionProgramwill increaseparticipationbyanestimated16,000 additionalstudentsperyear approximatelya 40%expansionofthecurrentmarket.This restorestheoriginalintentofGeorgia’sDUI statutesbyensuringeducationandintervention beforeimpaireddriversreturntotheroad.

Thisagendareflectsreal-worldexperiencefrom theschoolsthatdelivertheseserviceseveryday. Ourproposalsreducewaste,modernizedelivery, closestatutorygaps,andstrengthenprogram effectiveness whilesupportingtheoperational sustainabilityoflicensedschoolsandadvancing publicsafetyforallGeorgians.

ThefollowinginitiativesrequirestatutorychangestoGeorgialaworadjustmentstotheDepartmentofDriverServices’feesettingauthority.Eachproposalisdesignedtoreduceunnecessarystudentcosts,modernizeprogramdelivery,improve transparency,andmaintainpublicsafetyandprogramintegrity.

1. Eliminate the Pre-Class Assessment

Thecurrentpre-classassessmentaddscostwithoutimprovingeducationaloutcomes.

Thisproposal:

•Removesthemandatorypre-classassessment

•Eliminatesthe$8.00assessmentfeepaidbyeachstudent

•Eliminatesthe$30.00rebatefeeperstudentcurrentlypaidtotheStateofGeorgia

•SimplifiesadministrationforschoolsandDDS

•Reducesstudentcostswithoutdiminishingprogrameffectiveness

Researchdemonstratesthatthepre-classassessmentisanunnecessaryexpenseanddoesnotimprovetheeffectivenessof theRiskReductionProgram.

3. Modernize DUI Risk Reduction Tuition

•Ensuresuniformstatewideapplication
