Like you, we know that the pandemic will impact our neighbors across the region in the months, and even years, to come. But also like you, we know that Tocqueville Society and Women United — Tocqueville Society members will play an important role in how we all recover and rebuild after COVID-19. Crises like COVID-19 make us all reconsider our personal, professional, and charitable priorities. MARK FURST (1955-2019): IN MEMORIAM After years of being an engaged volunteer and generous donor, Mark Furst blazed trails as an energetic change agent at United Way of Central Maryland from 2004-2016. In his last six years, he served as President and CEO. Under his leadership, United Way of Central Maryland pivoted its focus to direct service work promoting family stability—improving the odds of success for families in high need communities. An enthusiastic Tocqueville member with his wife, Sandy, for 18 years, Mark would have been proud to see the Tocqueville Society lead the philanthropic response to the extraordinary challenges of the COVID-19 pandemic. At the 2019 Annual Tocqueville Event, Mark was awarded United Way’s “Volunteer of a Lifetime Award”—a distinction that will hereafter be named the “Mark Furst Volunteer of a Lifetime Award.” We miss Mark’s vision, his inspiration, his wit, and his compassion. He leaves behind a legacy of leadership, philanthropy, and commitment to those in need that lives on in the members of United Way of Central Maryland’s Tocqueville Society.

THE TOCQUEVILLE SOCIETY IN CENTRAL MARYLAND Since 1987, United Way of Central Maryland Tocqueville Society members have been at the vanguard of improving lives, not only through their extraordinary financial gifts, but also through their volunteerism, advocacy, and ability to use their influence to make meaningful change in communities. Our 536 Tocqueville Society members made an average gift of $13,500 and invested a total of more than $7.25 million over the past year to change the odds for Maryland families.

ALEXIS DE TOCQUEVILLE VISITED BALTIMORE IN 1831. HERE’S WHAT HAPPENED... During his nine-month tour of America, Alexis de Tocqueville visited Baltimore from October 27–November 6, 1831. Upon Tocqueville’s arrival, Baltimore welcomed him with open arms. During his whirlwind visit, he was invited to balls, horse races, and dinners hosted by politicians like Governor George Howard. During these social events, Tocqueville discussed voting rights, class difference, and racial equality in Maryland with local attorneys, newspaper editors, prominent merchants, and influential Marylanders like J.H.B. Latrobe—the statesman, industrialist, and inventor remembered for “discovering” Edgar Allan Poe. Latrobe detailed for Tocqueville problems of racial justice in Maryland—a state whose abolitionist principles conflicted with its slave-holding practices. This contradiction was best embodied by Charles Carroll of Carrollton. After dining with 95-year-old Charles Carroll—the last surviving signer of the Declaration of Independence—Tocqueville struggled to reconcile Carroll’s professed abolitionism with the slave labor on display at Carrollton. The observations Tocqueville made in 1831 about race and belonging in Baltimore point directly to the challenges United Way of Central Maryland continue to address today. Taking our cue from Tocqueville himself, we know that our roles as members of United Way’s Tocqueville Society are critical in shaping United Way’s work to ensure equality and racial justice throughout Central Maryland.

WHAT’S NEEDED, WHERE IT’S NEEDED—RIGHT NOW The economic and health crises caused by COVID-19 will affect families and individuals in the weeks, months, and years ahead. In March 2020, United Way of Central Maryland created the COVID-19 Community Fund to provide immediate aid to people throughout Greater Baltimore whose lives were impacted by the effects of the pandemic. This fund also supports our first responders and healthcare workers, as well as other area nonprofits strained beyond their capacities. Many of the generous donors featured in this book have chosen to add to their annual gift to support the COVID-19 Community Fund and have spearheaded corporate and foundation gifts to support this important effort. We continue to work with our community partners to translate donations from the COVID-19 Community Fund into help for the community. We’re especially grateful to the many Tocqueville donors who have increased their gifts and contributed upwards of $600,000 to support the community during the pandemic.

ENDOWMENT Through generous endowment gifts, Legacy and Tocqueville Legacy Circle members enable United Way to make the greatest impact today while helping to ensure continued community support for future generations. Each year, the United Way of Central Maryland Board of Directors allocates up to 5% of the endowment balance to ensure that vital current projects continue to improve lives and neighborhoods across our region.

TAX-ADVANTAGED GIVING Income tax laws encourage contributions to public charities like United Way by providing—within the tax code—income tax deductions for donors who itemize on their federal tax returns. Donors can make gifts at reduced costs: for example, if you make a cash contribution of $10,000 to United Way, you may claim a deduction of $10,000 on your income tax return. In this scenario, if you are in the 37% marginal income tax bracket, you will reduce your overall federal tax liability by $3,700.* In effect, you can give United Way $10,000 at a cost to you of $6,300.

CARES ACT & RETIREMENT ACCOUNT TAX-ADVANTAGED GIVING Although the CARES ACT enabled any taxpayer with a Required Minimum Distribution (RMD) due in 2020 to skip the RMD in 2020, a Qualified Charitable Distribution (QCD) can still be made in 2020. If you are married, you and your spouse may each directly transfer up to $100,000 from a retirement plan to a charity tax-free in 2020. Whether from a 401(k), 403(b), or an IRA, not only is the distribution tax-free, it effectively reduces the amount subject to the distribution requirement in 2021. The funds must be paid directly to United Way from the account and cannot be first distributed to you. You should consult with your accountant or tax advisor for further direction on a QCD.

211MD: A RELIABLE SOURCE BEFORE AND AFTER COVID-19 United Way’s 211MD has been among the most sought-after public resources during the COVID-19 recovery Throughout the pandemic, Governor Hogan routinely referred Marylanders to 211MD—whether they were experiencing food insecurity, facing housing emergencies, or had general questions about COVID-19. The phone rang off the hook in March. It continues to ring louder than ever as we all face uncertainties around COVID-19. On February 11, 2020 (a month before the pandemic wracked our state), United Way of Central Maryland raised an astounding $41,000 for 211MD in a single day. We shattered the previous year’s fundraising total with the help of up-front corporate and individual matching funds—enabling donors across the region to double their donations. When our dedicated 211MD community resource specialists connect callers to community resources, they’re able to do so because donors have invested in the vital service it provides individuals and families across our region.

THE HARRY AND JEANETTE WEINBERG FOUNDATION The Harry and Jeanette Weinberg Foundation, one of the 50 largest private charitable foundations in the United States, is dedicated to meeting the basic needs of people experiencing poverty. In 2019, the Foundation will provide approximately $125 million in grants to nonprofits, primarily in the U.S. and Israel, that provide direct services in the areas of Housing, Health, Jobs, Education, and Community Services. Grants focus on supporting organizations that serve specific populations, including older adults, women and children at risk, people with disabilities, and veterans, as well as the Jewish community. The Foundation administers the majority of its funding in its priority communities: Baltimore, Chicago, Hawaii, Israel, New York City, Northeastern Pennsylvania, San Francisco, and Rural Communities (primarily surrounding other priority communities). Mr. Peter Angelos is president of the Law Offices of Peter G. Angelos, and has received national recognition for successfully representing clients as a plaintiff’s attorney. He served the community as a member of the Baltimore City Council and has served on the boards of the following: Loyola College, Johns Hopkins University, University of Baltimore School of Law, University of Maryland Foundation, and The Baltimore Symphony Orchestra. Mr. Angelos is Chairman of the Board and CEO of the Baltimore Orioles. He and his wife, Georgia, reside in Baltimore with their two sons, John and Louis. They joined the Million Dollar Roundtable in 2000 with the first million-dollar gift to United Way of Central Maryland.
The Blue Waters Foundation was established in 2002 by the Buck family. The founders wanted to instill in their children a love of philanthropy and dedication to giving back to their community. The Blue Waters Foundation has been heavily involved in supporting local nonprofits including United Way of Central Maryland, Habitat for Humanity of the Chesapeake, YWCA of Annapolis and Anne Arundel County, Maryland Therapeutic Riding, and other organizations. In addition to monetary support, foundation trustees serve on boards and volunteer their time to these agencies.
Mr. Contino is Managing Director of FAC&B, LLC. He retired as EVP & CFO of McCormick & Company, Inc. and Managing Partner of EY Baltimore and continues to serve and advise several companies. He spends most of his time now as a community volunteer working with Cristo Rey, Calvert Hall, Catholic Charities, Catholic Community Foundation and the University System Maryland Foundation. Mrs. Contino chairs Women’s Education Alliance, a 501(c)(3) nonprofit organization providing scholarships and numerous school support services for underserved children in four Catholic schools in Baltimore City. She is a former trustee of Notre Dame Maryland University and St. James Academy and led numerous capital campaigns to serve our community.

He is a trustee and the board president-elect of The Walters Art Museum; a trustee and executive committee member of the BCF; a trustee of the Living Classrooms Foundation; a director of Maryland Legal Aid; a governor of The Center Club; and a member of the Baltimore City Board of Ethics. In 2019, he was inducted into the Maryland Chamber of Commerce Business Hall of Fame.
Reflecting the interests of its founders, Mr. Jacob France and Mr. Robert G. Merrick, Sr., the France-Merrick Foundation focuses on improving the quality of life in six areas: civic and culture, community and economic development, environment conservation, education, health and human services, and historic preservation. During its 60 plus years of philanthropy and the continued involvement of succeeding generations, the Foundation has pursued its mission through the support of numerous and diverse nonprofit organizations located in the State of Maryland, with specific emphasis on the Baltimore metropolitan region.
Mr. Fred Mirmiran was the Chairman of the Board of Directors of Johnson, Mirmiran and Thompson (JMT), a multidisciplined consulting engineering firm that offers services to clients throughout the Eastern United States. JMT has over 1,400 employees and is ranked #54 on the Engineering News Record’s list of the Top 500 Engineering Design firms in the U.S. He held a bachelor’s degree in civil engineering from the University of Tennessee and a master’s degree in civil engineering from Brooklyn Polytechnical Institute of New York. Mr. Mirmiran is highly regarded for his involvement in the civic community. In addition to serving on the Johns Hopkins Bayview Safety Advisory Board, he served on several boards that included: R Adams Cowley Shock Trauma and United Way of Central Maryland. Fred and his wife Farideh are passionate philanthropists. Their philanthropic passions extend well beyond Johns Hopkins Bayview’s activities to include United Way, American Red Cross, The Ronald McDonald House, Maryland Food Bank, and the American Cancer Society, to name just a few.
Art Modell, former owner of the 2000 Super Bowl Champion Baltimore Ravens, and his wife, Patricia Modell, made it a priority to participate in charitable endeavors, serving on boards of many local organizations. The Modells participated in community outreach and cooperative fundraising to make a significant difference in Baltimore.

He also chairs the Board of Visitors of University of Maryland, Baltimore County and serves as a Trustee for the University of Tennessee. Mr. Wilson received the University of Tennessee’s Distinguished Alumni Award in 2015 and was Loyola University’s Business Leader of the Year in 2013. Mr. and Mrs. Wilson were named United Way’s Philanthropists of the year in 2013. FROM A TURN OF THE CENTURY STUDY ON POVERTY TO TODAY’S FIGHT FOR ALICE At the beginning of the 20th century, the Alliance of Charitable and Social Agencies of Baltimore—now known as United Way of Central Maryland—published “Poverty in Baltimore,” a study of 8,633 cases of extreme poverty. The Alliance concluded that “the low standard of wages in particular industries may itself have been the cause of living conditions which did bring about physical, if not other infirmities.” Over the decades, our region has weathered population shifts, changes in public policy, economic downturns, and pandemics—challenges that have taken a toll on hardworking families who struggle daily to make ends meet. Throughout our 95 years in service to the people of Greater Baltimore, we’ve worked to help meet the foundational needs of healthy, financially stable families. Our ALICE Reports (Asset Limited, Income Constrained, Employed), first issued in 2017, document the health, housing, and financial obstacles facing working families and individuals in low-paying jobs who can’t afford the high cost of living in our state. Even as times change, we continue to be focused on the conditions that help all citizens live their best lives. We have deep roots in this region and understand the needs of those who struggle to lead financially stable lives. From “Poverty in Baltimore” nearly 100 years ago to ALICE in 2020, United Way is built to tackle whatever challenges and crisies befall our residents, providing help and hope where it’s needed, when it’s needed.
