An Asian Development Bank (ADB) survey states that 65.9% of businesses temporarily closed when the Enhanced Community Quarantine was put into effect last year. Among those enterprises, 29.1% were still open but with limited operations, while 4% remained fully open. Only 1.1% of those survey closed permanently. The need for digital resilience continues to rise as organizations are at risk of cyberattacks – malicious acts intended to steal data, damage assets, and ultimately threaten to stop daily operations. The most prominent type of cyberattack growing in recent years is ransomware, with reports on global ransom demands reaching as high as 11 million dollars. “Ransomware has become so prevalent that it’s being sold as a service,” said Joey Rufo, Chief Information Security Officer of Union Bank of the Philippines. “Various cybercrime syndicates can buy ransomware variants. Syndicates don’t need to create one, as they can buy one at an underground marketplace.”

RISE OF RANSOMWARE ATTACKS Ransomware, a type of malicious software, is designed to restrict the users’ access to the computer system or files until a sum of money or ransom is paid. Organized cybercriminals or cybercrime syndicates usually target organizations to get the best chance of obtaining vast amounts of money. Over time, it has become a profitable venture for cybercrime syndicates. According to a report by UK-based cybersecurity firm Sophos, 42% of organizations surveyed in the Philippines were hit by ransomware attacks in 2020, increasing 12% from the previous 30% in the 2019 report.
Despite the increasing reliance on digital technology, most organizations are still unaware of the cybersecurity risks that come with it. “As the country moves forward in an increasingly digital landscape, these organizations should never neglect the preventive and mitigation measures against security attacks so they can grow and thrive in this ever-changing environment,” said Mr. Rufo.
RANSOMWARE TOOLS, TACTICS, AND PROCEDURES
PROTECTION FROM CYBERATTACKS According to the report from Sophos, the Philippines is less able to stop ransomware attacks compared to the global scale. However, Philippine organizations can deal better with these attacks when they hit and is better at restoring backup data (88%) than the global average (57%). The report states that the Philippines is the most prepared to recover, with 83% of responders having a complete and detailed business continuity plan and disaster recovery plan.
Ransomware is usually delivered in two ways. The first one is through a phishing email with malicious attachments or files. Once the employee downloads the infected attachment, the ransomware takes over the computer and later spreads throughout the organization’s network. The second way is by exploiting the vulnerabilities in the Internet-facing IT assets of the organization (e.g. public websites). Upon gaining entry, the cybercriminals trigger the propagation of the ransomware, rendering the organization’s services and information inaccessible to the customers. After the files are encrypted (or stolen in some cases), the cybercrime syndicates demand payment, typically in the form of cryptocurrency such as Bitcoin. “The end motivation for the syndicates is always financial in nature,” said Mr. Rufo.
“There’s no silver bullet to protecting everything, but you must always ensure that you’re able to protect, prevent, respond, and recover to any cyber threats,” said Mr. Rufo. “UnionBank is always focused on protecting its systems from emerging threats – employ the correct controls to maintain security and protect our assets at every level.”
To continue fighting against cybercrimes and strengthen cybersecurity, organizations must ensure that preventive and recovery measures are built at every level. One major component in cyberthreat prevention mentioned by Mr. Rufo is identifying critical assets of the organization and building disaster recovery sites. A comprehensive and multi-layered cybersecurity program can be developed to protect IT systems and digital assets from evolving security attacks. Effective implementation of anti-malware tools and controls is essential to ensure proper prevention, detection, response, and recovery. “In terms of digital resiliency, UnionBank employs a disaster recovery site if one of the sites gets affected with ransomware,” according to Mr. Rufo. A cybersecurity incident response team is also available 24/7 to immediately act if there is any detection of ransomware attempts. He added that the Bank deploys next-generation endpoint security protection in all employees’ work-issued laptops or computers. The protection ensures that endpoints or enduser devices like desktops, laptops, or mobile devices are appropriately monitored anytime and anywhere. Other critical factors in preventing cyberattacks are regularly keeping an up-to-date backup of data and employing a disaster recovery site, a secure location that an organization can temporarily relocate to after a security breach or natural disaster. Lastly, organizations should have a robust security education campaign and regular simulation exercises to promote and maintain the vigilance of employees against cyber-attacks.

Cash was already being edged out in different countries as urban consumers frequently paid via apps and cards for even the most minor purchases. The Philippines was one of the region’s early movers in digital payments. Living in the current new normal has further accelerated the shift towards cashless, raising recently developed calculations for businesses and enriching the digital payments industry. 3

The pandemic forced her to make transitions and adjust because of how she manages different transactions manually.
