CEO Report

Головного Виконавчого

Директора

OLEG LEBEDKO | CEO |

It is my privilege to present the 2025 CEO Report for Ukrainian Federal Credit Union.

Throughout the year, UFCU continued to navigate a complex economic and operational environment while remaining focused on our mission of serving members, supporting our communities, and maintaining long-term financial strength.

The economic challenges that impacted our members in 2024 continued into 2025. The prolonged downturn in the trucking industry created elevated levels of loan delinquencies and chargeoffs, particularly within commercial transportation-related lending. At the same time, uncertainty surrounding immigration and humanitarian parole programs for Ukrainians affected membership growth trends and the financial outlook for many newly arrived members.

Despite these pressures, UFCU remained financially sound, well-capitalized, and operationally disciplined. Management took proactive steps to mitigate potential loan losses through enhanced collection efforts, stronger underwriting oversight, and strategic sales of loan participations to reduce concentration risk and preserve liquidity.

UFCU also continued investing in service quality, employee development, digital capabilities, and strategic expansion initiatives designed to strengthen the organization for the future.

FINANCIAL HIGHLIGHTS

n Total Assets: $415,342,805

UFCU maintained stable asset growth of 4.89% while continuing to preserve strong liquidity and capital ratios.

n Loan Portfolio Quality

Delinquencies and charge-offs increased during 2025, driven primarily by stress in the trucking industry and broader economic pressures affecting some borrowers. Management responded aggressively with workout strategies, loan modifications where appropriate, and selective participation sales to mitigate potential future losses.

n Capital Position: $32,293,584

UFCU remained well-capitalized throughout the year, maintaining strong net worth levels well above regulatory requirements.

n Operating Expenses

Through disciplined expense management and operational efficiencies, UFCU maintained relatively low operating expenses at 3.22% while continuing to invest in member service and technology improvements.

n Total Membership: 28,425 members

Membership growth remained relatively static compared to prior years, primarily due to the suspension of the Uniting for Ukraine (U4U) program and uncertainty regarding the status of Ukrainian humanitarian parolees in the United States.

MEMBERSHIP AND COMMUNITY COMMITMENT

Even during a period of slower membership growth, UFCU remained deeply committed to supporting our members and the broader Ukrainian-American community.

UFCU continued expanding common bond relationships with churches, nonprofit organizations, and community groups within our field of membership adding nine new organizations in 2025, and three more during the first half of 2026. We remained active in supporting humanitarian initiatives benefiting our local community and Ukraine and assisting newly arrived immigrants with financial education and access to responsible financial services.

UFCU participated in the Small Business Recovery Grant (SBRG) program of the Federal Home Loan Bank of New York (FHLBNY) and distributed $50,000 in grants to eligible nonprofits and small businesses. In addition, we invested over $200,000 through donations, sponsorships, promotions, and marketing support for our common bond organizations.

Зростання членства сповільнилося порівняно з попередніми роками, головним чином через призупинення програми Uniting for Ukraine (U4U) та невизначеність щодо статусу українських гуманітарних паролів у США.

SERVICE CULTURE AND MEMBER EXPERIENCE

Developing a strong service culture remained one of UFCU’s top priorities in 2025. Management continued emphasizing employee training, responsiveness, professionalism, and personalized member service across all branches and delivery channels.

One of the most encouraging developments during the year was the establishment of a Young Professionals (YP) group focused on engaging the next generation of our employees. The initiative created new networking, professional development, and leadership opportunities while strengthening long-term employee engagement.

To better understand member expectations and satisfaction levels, UFCU conducted a comprehensive member survey at the end of 2025. The results were extremely encouraging, with an overwhelming number of highly favorable responses and a Net Promoter Score (NPS) that ranked among the highest compared to our peer institutions. The feedback confirmed the strong trust and loyalty UFCU has built with members while also helping identify areas for continued improvement.

STRATEGIC DEVELOPMENT AND BRANCH EXPANSION

UFCU continued preparing for future growth and modernization initiatives during 2025.

Significant progress was made toward opening our new Florida branch, which is expected to strengthen UFCU’s presence in one of the fastest-growing Ukrainian-American communities in the country. The project reflects our long-term commitment to expanding access to UFCU services while balancing efficient operational models and digital-first delivery strategies. The branch opened in March 2026, and several local organizations and churches joined our common bond in that area. As of June 2026, UFCU operates a network of 15 branches in 9 states.

In Central New York, UFCU also moved forward with relocating the Syracuse branch to a more visible and accessible location in Camillus. The relocation is intended to improve member convenience, enhance branch functionality, and better position the credit union for future growth in the region.

LOOKING AHEAD

As we move into 2026, UFCU will continue focusing on disciplined risk management, operational efficiency, and strategic growth. Economic uncertainty, regulatory changes, and evolving member needs will require continued adaptability and prudent decisionmaking.

OUR PRIORITIES WILL INCLUDE:

n Continuing to manage and reduce credit risk exposure,

n Strengthening member relationships and service quality,

n Expanding digital capabilities,

n Supporting employee development and organizational culture,

n Continuing to develop existing branches to their full potential,

n Maintaining strong capital and liquidity positions.

While the operating environment remains challenging, UFCU is well-positioned for the future due to the dedication of our staff, volunteers, board members, and loyal membership.

GRATITUDE AND COMMITMENT

I would like to sincerely thank our members, employees, volunteers, supervisory committee, and board of directors for their continued trust, hard work, and support throughout 2025.

Together, we continue building a stronger institution rooted in cooperation, financial empowerment, and service to our community. UFCU remains committed to serving with integrity, adapting with purpose, and preserving the values that have guided our organization for generations.

Beyond the numbers, 2025 was a year in which UFCU deepened its role as a true community champion. Some of our proudest initiatives included:

Report from the Community Relations Committee

The Ukrainian Federal Credit Union is committed to the credit u nion philosophy of “People Helping People” and has made giving back and support ing its common bond community part of its mission.

We believe in making a difference by actively supporting, through monetary donations, volunteerism and financial education programs, various charitable organizations, community, educational, civic and cultural initiatives of the communities in which we are located and serve.

In 2025, the UAC Foundation at Ukrainian FCU donated over $120,000 in support of UFCU branch communities benefiting over 80 organizations from coast to coast across 9 U.S. states. For over 20 years, UFCU has also assisted Ukrainian Consuls with their onsite consulate services at various UFCU branch locations, and in 2025 helped to serve over 1,000 participants. In collaboration with the UFCU Marketing Department we actively promoted various community events near our branches as a way to show solidarity and support for our area organizations and churches.

COMMITTEE MEMBERS

Advisory Committees in select areas also served an important role in both listening to and sharing any member concerns and providing guidance to our UFCU management team. We thank them for their contributions and volunteer service. Ukrainian FCU looks forward to celebrating its 75th Anniversary in 2028 by growing and sustaining its vision “to be the financial provider of choice for our members and one of the leading Credit Unions in the USA”.

1 YEAR OF RADA OUR HYBRID LIVE & VIRTUAL CHAT SERVICE

Why did we implement RADA in 2025?

We saw a need to enhance and expand our engagement channels and to meet members where they’re at. We found that some members, as well as non-members, preferred contacting us through text as opposed to calling or visiting a branch, in order to get simple answers to their questions, or help resolving a problem. While an 80% approval rating is good, we know there is room for improvement, and look forward to making further updates that benefit both our members and our member service team.

Highlights:

n Over 1,000 interactions

n 80% approval rating

n Most popular topics focused on debit/credit cards, general account questions, general loan questions, new account inquiries, new loan inquiries, and online & mobile banking.

REINVESTING IN OUR COMMUNITIES

In 2025 Ukrainian Federal Credit Union (UFCU) applied for and received $50,000 in grant funding from the Federal Home Loan Bank of New York* (FHLBNY) as part of the Small Business Recovery Grant program. UFCU then allocated all funds to our common bond churches across New York state.

In 2026 UFCU applied for and received another $50,000 to be redistributed to community organizations across New York state that did not already receive funding from the FHLBNY during this calendar year. Congratulations to all past and present recipients!
