Spring came a bit early this year and blessed us with rain for the 75th Anniversary of the Tulsa Home & Garden show, but we still had close to 20,000 attendees for this year’s show! We introduced Show Bucks this year and gave away $40,000 in Show Bucks that were then spent with the show's vendors. This was the first year we had something like Show Bucks, and it was a success. A great way to invest in the show and vendors. Thank you to Carl Novara and Brandon Rainbolt for chairing this year’s event and to the past directors for their guidance. We had almost 500 hundred vendors at the 2024 show, and still have room to grow. The chair for next year is Brandon Rainbolt, and Kirk Snell is serving as co-chair.

Our designer members have been working hard on the Designer Showcase, which opens on April 25, 2024, and will be open until May 19. Hours are 11 a.m. to 4 p.m. except for Monday and Thursday nights, which are Designer Nights, and the home is open until 7 p.m. There is plenty of time to sign up for volunteering at the Designer Showcase. Spirit Award Winner: Travis Butler of Butler Homes

In 1989, the Home Builders Association of Greater Tulsa inaugurated the Spirit Award, an esteemed accolade honoring builders who embody the principles of collaboration and excellence within the industry. This award, considered among the highest honors, symbolizes the crucial bond between contractors and subcontractors, underlining the necessity of engaging qualified craftsmen and premium supplies in home construction projects. Each year, numerous companies vie for this distinguished recognition, with every project meticulously assessed by an accounting firm to ascertain the extent of involvement by HBA Associate members.

For the recipient, being honored with the Spirit Award is a profound privilege and a reflection of deeply held values. Having served as the Parade of Homes Chairman for both 2022 and 2023, and holding a position on the HBA Board of Directors, they have gained invaluable insights into the significance of industry collaboration and ethical business practices.

Beyond professional pursuits, community engagement has always been a cornerstone of their approach. Whether in Pryor or Broken Arrow, they are steadfastly committed to giving back and enriching the lives of those in their surroundings. From sponsoring local events to participating in community development initiatives, they strive to positively impact wherever they go.

Moreover, the recent growth of Butler Homes exemplifies their dedication to progress and innovation, which are key values of the Spirit Award. Established 24 years ago in Pryor, Oklahoma, their administrative office remains a testament to their roots. However, with the inauguration of their second Sales Office in Broken Arrow's new Creekside neighborhood at Forest Ridge, they are poised to expand their reach and serve an even broader clientele in the region, which aligns with the award's emphasis on industry growth and excellence.

The Spirit Award underscores the importance of integrity, collaboration, and mutual support in all business dealings. By prioritizing these values, industry professionals foster camaraderie, leading to greater innovation, shared knowledge, and collective growth. Ultimately, by recognizing the significance of relationships, they create a ripple effect that extends beyond individual businesses and into the fabric of their communities. Oklahoma Building Hall of Fame

Lora Phillips

At the age of eighteen, Lora Philips, a homeowner, was faced with a sudden increase of $3 in her mortgage. This led her to the bank, seeking answers. Little did she know, this challenge would open doors to an unexpected opportunity—a job offer. Her time at the bank was dedicated to learning and honing her skills, and she soon became known for her ambition and unique ability to detect nuances that others often overlook. This skill has proven invaluable in her current role as the owner of Construction Inspection Services.

Lora's extraordinary story epitomizes resilience and visionary leadership. Humble beginnings as a loan officer in residential construction led to her membership in the Home Builders Association (HBA), ownership of Construction Inspection Services (CIS), and now, her induction in the Oklahoma Building Hall of Fame. Now, her career spans four decades, each marked by her pioneering spirit and unwavering dedication to excellence in both banking and construction.

In 1976, Lora started as a loan officer for residential construction and permanent lending at Local Federal Savings & Loan in Norman, Oklahoma. She navigated Oklahoma’s volatile banking industry of the ‘80s and '90s with fortitude and determination, rising above the turbulence by maintaining a steadfast commitment to success. Then, during her tenure at First Oklahoma Savings Bank from 1982 to 1986, Lora's strategic acumen and leadership earned her the position of Vice President and Manager of Lending.

After stepping away from her career to care for her son, Joey, she found herself drawn back into the workforce when an opportunity arose in 2004 to work for Ted Dubie at Construction Inspection Services as a part-time contract employee. Under her stewardship, CIS flourished, providing indispensable services to the residential construction industry

and garnering acclaim as a trusted partner for area banks. In a twist of fate, Ted eventually offered to sell the company to Lora, and she seized the chance with determination and gusto. Family holds a special place in Lora's heart, and she now dreams of her son carrying on her legacy one day at the very company that brought her out of retirement.

Through forty-two years of active involvement with the HBA, Lora's impact continues reverberating through our community. She has shattered barriers and defied expectations as the first woman to serve on the HBA Executive Committee. Her trailblazing efforts culminated in her tenure as Vice-President/ Secretary from 2020 to 2022, cementing her legacy as a beacon of inspiration within the industry.

Lora is undeniably a go-getter—a powerful force who commands attention wherever she goes. Her presence is motivating, and her high expectations of herself and others set an air of excellence wherever she goes. While Lora's passion for the housing industry is palpable, her heartfelt discussions about homelessness genuinely resonate. Her compassion for the less fortunate is evident, and her desire to positively impact their lives is truly heartwarming.

Today, Lora continues to drive progress in both sectors, catalyzing innovation and growth. Her journey is a testament to the transformative power of perseverance, innovation, and unwavering dedication. As she continues to shape the landscape of modern business, Lora Phillips stands as a testament to the enduring legacy of leadership and excellence.

NAHB Plays Major Role in Saving Job Corps Program; NFIP

Extended Through Sept. 30

After Congress threatened to entirely eliminate the Job Corps program, lawmakers — thanks largely to the efforts of NAHB — have approved Job Corps funding for $1.76 billion, which maintains its fiscal 2023 funding level.

Also of note, the appropriations bill averts a lapse in the National Flood Insurance Program (NFIP) and ensures that authorization for the NFIP is extended through Sept. 30, 2024. The legislation also prevents the Consumer Product Safety Commission from banning gas stoves.

NAHB has worked long and hard to secure proper Jobs Corps funding and this legislation represents a major win for our industry. Last summer, House appropriators proposed to abolish the Department of Labor’s Job Corps program as part of a 30% reduction to the agency’s fiscal year 2024 budget.

From that point on, NAHB’s advocacy team and grassroots mobilized to not only save this critical program that is a vital source of skilled labor for the residential construction sector, but to also keep it fully funded.

In a letter to House Republican and Democratic appropriations leaders, NAHB stressed that “for nearly 50 years, Job Corps has been the nation’s most successful career preparation program for our most disadvantaged youth. Job Corps offers reallife, hands-on training to help young people acquire three vital pieces of the employment puzzle: trades training, basic academics and employability skills.”

In partnership with NAHB, the Home Building Institute (HBI) is a national leader for career training and job placement in the building industry. For more than 45 years, HBI has been a trusted and valued national training program contracted by the Department of Labor when outsourcing their Job Corps construction training contracts.

But due to tight budgetary constraints, many House lawmakers remained opposed to funding the Job Corps program. From last July through this week, NAHB lobbyists and members from across the nation have been meeting with lawmakers, inviting them to HBI training sites and working with others in the industry to hammer home the importance of Job Corps to the housing community.

A severe shortage of labor in the construction industry is worsening the housing affordability crisis through higher home building costs and construction delays. In any given month, there is a shortage of between 325,000 and 400,000 construction workers, and home builders will need to add 2.2 million new workers over the next three years just to keep up with demand.

Through the determined efforts of NAHB, House lawmakers ultimately agreed with Senate appropriators to maintain Jobs Corps funding at its $1.76 billion level through the end of fiscal year 2024, which runs through Sept. 30, 2024.

At the same time as it approved the Labor HHS spending bill, Congress also enacted five other remaining spending bills -- Defense, Financial Services and General Government, Homeland Security, Labor-HHS, Legislative Branch, and State and Foreign Operations.

After moving earlier this month to approve fiscal year 2024 spending bills for several other government agencies, including Agriculture-FDA, CommerceJustice and Science, Energy and Water Development, HUD, Interior, and Military Construction-VA, this means that Congress has passed all its spending bills for fiscal year 2024.

Looking forward, NAHB will be urging Congress to maintain its support for Job Corps and encourage funding that reflects the program’s needs for fiscal year 2025.

In January 2024, housing starts surged by 39.9% compared to the same month in 2023. This robust increase indicates a significant uptick in housing construction activity, signaling potential confidence among builders and buyers alike. However, juxtaposed against January 2023's staggering 73.3% decrease from the preceding year, it paints a vivid picture of the market's volatility. To become a Spike, you must earn six Spike credits within two consecutive years, by bringing in new members and retaining current members. At each new Spike level, members receive awards.
