Thefirstsuburbanoutpostforthebar/ restaurantisat11W.DavisSt.--thesiteofthe legendaryDuntonHousedinerthatclosedin March2022.Atransformationofthedowntownspace--withabar,tablesandchairs, carryoutwindowandsignage--isnearlycomplete,hiringofstaffisunderway,andafull-serviceliquorlicensefromvillagehallisinhand.

Afteryearsofteachinghighschoolstudentswithlearningdisabilities,CarolBenz realizedtheirproblemswithreadingcould havebeenaddressedatamuchyoungerage.

“Manyofthemcouldn’treadbeyondthe basiclevel,”saidBenz,aParkRidgeresident whoretiredfromMaineTownshipHigh SchoolDistrict207andnowisareadingtutor.“Ihadsomestudents(who)hadreaders, paraprofessionalsthatwerereadingallof theirmaterialtotheminhighschool,and yettheygraduated.Atthehighschoollevel, thefocusisnotsomuchonremediationbut onaccommodations.Wedidhaveareading classforthesestudents,butitwastoolittle, toolate.”

EducatorslikeBenzfromacrossthestate areurgingtheIllinoisStateBoardofEducationtoholdeducatorpreparationprograms accountableforprovidinghigh-qualityliteracytrainingtofutureteacherssotheyare betterpreparedtoteachstudentshowto readintheearlygrades.

Atotalof614educatorssignedapetition organizedbytheIllinoisEarlyLiteracyCoalitionafteranationalreportfoundmost ofthereviewedIllinoiseducatorprepprogramsneglectcriticalelementsofreading instructionandincludeinstructionindiscreditedpractices.

“Thedatadoesn’tlie,”saidBenz,apetitionsignatoryandvicepresidentofThe ReadingLeagueIllinois.“Therearesomany studentsthatarenotbeingprepared.”

Morethanone-thirdoffourth-graders —1.3millionchildrenintheU.S.—cannot readatabasiclevel,accordingtothenonprofitNationalCouncilonTeacherQuality.

InIllinois,only33%offourth-graders readproficientlybasedonthemostrecent NationalAssessmentofEducationProgress administeredinthespring.Thatpercentage dropssteeplyforhistoricallyunderserved students.NAEPdatashowfourth-grade readingproficiencyamongHispanicstudentsat21%,Blackstudentsat13%,English languagelearnersat13%,studentswithdisabilitiesat9%andstudentseligibleforthe NationalSchoolLunchProgramat17%.

TheNationalCouncilonTeacherQualityevaluatednearly700teacherprepprogramsnationwide,including15inIllinois, onhowwelltheyprepareaspiringelementaryteacherstoteachreading.Programswere evaluatedfortheirapproachestothefive corecomponentsofscientificallybasedreadinginstruction—phonemicawareness,phonics,fluency,vocabularyandcomprehension —andwhentheyteachcontentcontraryto research-basedpractices.

OnlyoneofIllinois’15teacherprepprogramsatcollegesanduniversitiesevaluatedearnedanAforpreparationinreading —adequatelyteachingallfivecorecomponents.Illinoisranksamongtheworstinthe

Educatorssaythestateneedstobetterprepareteacherstohelpchildrenlearntoreadintheearlygrades.

“Wewant(reading)taughtusingtheevidence-basedpractices,”saidJenineHanson ofNaperville,parentandleaderoftheDyslexiaActionGroupofNaperville.“Illinois isverybehindinthis.Inthedailylesson plansofearlychildhood,(teachers)have gottostartincludingphonemicawareness, phonics,sothatstudentscanstartdecoding words,andthentheypracticefluency.”

Thestate’snewliteracyplanwillhave robustrequirementsforstudents,butalso shouldincludeenhancedrequirementsfor teachersincollegeprepprograms,Hanson said.

“You’vegottopreparethemtoknowhow toeffectivelyteachreadingwhentheyget outthere,”shesaid.“Weneedtoempower theteachers.”
