Health Care Access Challenges
Riverside County faces significant health care access barriers that disproportionately impact low-income residents. More than 45,000 low-income individuals currently lack access to services from any Federally Qualified Health Center (FQHC)1, despite the presence of multiple health facilities throughout the county. This access gap is compounded by critical workforce shortages, including an acute lack of primary care physicians and mental health providers at rates below state averages.
These deficiencies have placed Riverside County among California’s poorest performers in clinical care, ranking 47th out of 57 counties statewide and second-worst nationally among U.S. counties2 .

A History of Bringing Care Within Reach
In 1971 a small group of dedicated health professionals identified a need to provide comprehensive and affordable quality health care to our diverse and underserved communities. They launched North County Health Services (now known as TrueCare) to provide individuals and families with much-needed health care. From our first health care clinic opening in 1974 we have steadily grown into a network of thriving health centers. Half a century later, we’re still growing!

To improve the health status of our diverse communities by providing quality health care that is comprehensive, affordable, and culturally sensitive. Approximately 87% of the total population across the service area is not currently being served by Health Center Program providers.8 87% 7


Within Reach Building Care

TrueCare Moreno Valley
Driven by the need for reliable care, TrueCare is opening a second Inland Empire location in summer 2026. The new 8,881 sq. ft. health center in Moreno Valley will provide nearly 20,000 visits annually, serving more than 3,400 patients. Alongside medical, dental, and behavioral health and treatment (MAT/SUD) rooms, patients will access enabling programs such as Medi-Cal, CalFresh, and WIC enrollment, transportation, food distribution, and domestic violence support—all in one location to reduce barriers of time, travel, and stigma.
Our integrated care teams will coordinate screenings, treatment, and prevention programs while connecting patients to community-based partnerships for wraparound support.
TrueCare’s expansion into Moreno Valley will improve the health of thousands each year while fueling the local economy. By preventing costly emergencies and managing chronic conditions, we’ll help build a stronger, more productive workforce. Our new facility will create over 40 jobs, open a satellite administrative center, and contribute more than $3 million annually through wages, supplies, and services—making TrueCare a vital community asset that delivers both better health and lasting economic impact.
