Psychosocial Hazards – Awareness and Reporting
In 2023, the Queensland Government introduced the Managing the risk of psychosocial hazards at work Code of Practice 2022 alongside enhanced Work Health and Safety legislation. These changes place greater emphasis on identifying, assessing, and managing psychosocial risks in the workplace to protect the psychological health and wellbeing of workers.
What
is a psychosocial hazard?
A psychosocial hazard is a hazard that arises from, or relates to, the design or management of work, the work environment, workplace interactions or workplace behaviours that may cause psychological harm, regardless of whether physical harm may also occur. Psychosocial hazards can arise from systems of work, work practices, workplace environments, workplace behaviours, or be associated with specific tasks or roles. Examples of psychosocial hazards include:
• High and/or low job demands
• Low job control
• Low role clarity
• Poor organisational change management
• Low recognition and reward
• Poor organisational justice
• Remote or isolated work
• Poor environmental conditions
• Fatigue
• Inadequate support
• Bullying
• Exposure to traumatic events
• Occupational violence and aggression
• Harassment, including sexual harassment
• Poor workplace relationships and interpersonal conflict
Reporting psychosocial hazards
While we develop and implement our new psychosocial risk management platform, it is important that staff continue to identify and report psychosocial hazards and incidents through RiskMan Reporting psychosocial hazards helps us:
• Identify emerging risks and trends
• Implement appropriate controls and support measures
• Meet our legislative obligations
• Foster a psychologically healthy and safe workplace
If you identify a psychosocial hazard, or experience or witness a psychosocial incident, please submit a report via RiskMan as soon as practicable. To assist staff with reporting, a How to guide for Reporting Psychosocial Incidents in RiskMan has been developed. Please share this with colleagues and display in your work area.

Brighter Lives
Brighter Day 30 July
Join us for our annual giving day! This year, Brighter Lives is fundraising to bring a donor stem cell transplant service to Townsville Hospital, providing life-saving treatment for regional Queenslanders with cancer.
Currently, patients need to move to Brisbane for up to six months for this treatment, taking them away from their families, homes, pets and support
Help us this Brighter Day to bring this service here to Townsville to help local patients have the care they need close to home.

IMPORTANT: Changes to campus car parking (TUH)
As part of the Townsville University Hospital Multi -Storey Car Park project , Car Park 3 will close at 5am on Monday 27 July 2026. To support this change, Car Park 17 has expanded by 328 parking spaces providing additional staff parking on the eastern campus. These new spaces will open from 5am on Friday 24 July 2026, ahead of the closure of Car Park 3.
Where can I park?
Day -shift staff currently using Car Park 3 are encouraged to park in:
• Car Park 17
• Health service's designated bays in the JCU Veterinary Sciences car park (PE4).
Afternoon and night -shift staff who currently use Car Park 3 can park in:
• Car Parks 4, 5 and 7
• Night-shift staff may also use the main public car park.
How do I access the new Car Park 17 extension
• Access is via the internal roadway near the helipad
• An additional parking area is located on health service land adjacent to Tec-NQ.
Please note there is currently no access from Discovery Drive; however, works are underway to create this access. Refer to the map below for parking locations and vehicle access routes.

What do I need to know?
While Car Park 3 is closing to enable construction of the Multi-Storey Car Park, we have increased parking capacity elsewhere on campus to help accommodate staff parking needs.
During the transition, please:
• allow a little extra travel time
• follow all signage and traffic management directions
• watch for further parking updates.

Strengthening Recruitment Integrity – Mandatory Conflict of Interest Declarations
To support fair, transparent, and defensible recruitment practices, Queensland Health and the Public Sector Commission have introduced updated guidance and resources to assist employees in identifying, declaring, and managing conflicts of interest throughout recruitment and selection processes. These resources have been developed in response to sector feedback and provide clearer guidance on identifying actual, perceived and potential conflicts of interest, making consistent declarations, applying practical mitigation strategies, and managing complex recruitment scenarios involving relationships and influence.
What This Means for THHS
ConℎictofInterestDeclarationsareamandatoryrequirementforeveryrecruitmentandselectionprocess conductedwithinTHHS. All panel members, hiring managers and decision-makers involved in a recruitment process must complete a Conflict of Interest in Recruitment Declaration, regardless of whether a conflict is identified. This requirement ensures recruitment decisions remain transparent, and free from actual or perceived bias, while strengthening confidence in our recruitment practices.
Mandatory Before Shortlisting
To align with Queensland Health and Public Sector Commission requirements:
• All relevant participants involved in a recruitment process must complete a Conflict-of-Interest Declaration.
• Any actual, perceived, or potential conflicts of interest must be declared and accompanied by appropriate management or mitigation strategies.
• The delegated decision-maker must review and approve declarations and mitigation arrangements.
• Shortlisting must not commence until all declarations have been completed and approved. Recruitment processes cannot proceed, including shortlisting activities, until conflict of interest risks have been appropriately assessed and managed.
• Completed declarations must be retained on the recruitment file and submitted with the Selection Report as part of the final recruitment documentation.
Understanding Conflicts of Interest
A conflict of interest may be:
• Actual – where a personal interest directly conflicts with recruitment responsibilities.
• Perceived – where it could reasonably appear that a personal interest may influence decision-making.
• Potential – where a conflict may arise in the future.
Conflicts can arise from family relationships, friendships, previous reporting lines, financial interests, professional associations, prior complaints, performance management matters, or other circumstances that may affect, or appear to affect, impartiality.
Importantly, having prior professional knowledge of an applicant or serving as a referee does not automatically create a conflict of interest. However, these circumstances must be declared so they can be appropriately assessed and managed.
Why This Is Important
Recruitment and selection processes within the Queensland public sector must be conducted in a way that promotes integrity, fairness, and public confidence. The updated guidance supports panel members and decision-makers to exercise sound judgement, make transparent decisions and consistently manage recruitment risks across all stages of the recruitment process.
The new resources have been designed to help employees navigate real-world recruitment situations with greater confidence, consistency, and accountability.
Action Required
The mandatory Conflict-of-Interest Declaration requirement will apply to all new recruitment and selection processes commencing from 1 September 2026. Recruitment processes that have already commenced prior to this date may continue under existing arrangements to avoid disruption to current recruitment activity. All recruitment actions initiated on or after 1 September 2026 must comply with the new declaration, assessment, approval, and record-keeping requirements outlined above.

The updated resources reinforce that PAD conversations should occur regularly throughout the year and focus on meaningful discussion, reflection, development, and support rather than simply completing a form.

New Surefuser™+ subcutaneous medication infusion forms are now available to support clinicians to deliver safe and effective palliative care. Developed by PallConsult specifically for the Surefuser™+ device, the statewide forms provide guidance on prescribing, device preparation, priming, monitoring and troubleshooting. The forms complement the existing Surefuser ™+ learning package , helping clinicians build the skills and confidence to safely set up, commence and monitor subcutaneous infusions.
