Dear Residents: What a great year! I am excited to say, "Communication Is Key" is finally percolating throughout the township! When I became Chief Information Officer, my first goal was to build communications within Upper
Merion Township's Public Information Office (PIO). This past year, I tasked myself with branding the PIO, with "Communication Is Key" because it encapsulates what t h e T ow n s h i p s h o u l d accomplish every day. My second task was to creatively promote and distribute information so the public and staff stayed informed and engaged. My third task was to reinforce each publication w i t h t h e b r a n d "Communication Is Key," establishing a shared vision for the staff and the communityat-large. My fourth task was to ensure all eight portals of

communication received the same information in a timely manner by the Board of Supervisors, the Township Manager, and the public. Folks it's working, slowly but surely. I also oversee UMGA-TV, a division within the PIO. This division writes, edits, produces, and creates PSA's and commercials for this informational, educational local television platform. Upper Merion Township's Government Access channel (Comcast 22 and Verizon 33) is designed to inform residents about their community. Since I host and write whenever possible, I continually challenge my television team to discover innovative ways to capture the attention of our audience, finding the details of the story to which people can relate, and promoting them to the community. The PIO and UMGA-TV is a cooperative team effort that aims to provide the most upto-date information. We have e x p a n d e d t h o s e responsibilities to include social media; so we are working to give you even more relevant information. Communication Challenge We live in a communication age and it's time we start taking it seriously. The Public Information Office challenges Upper Merion Township residents to ring in the New Year by pondering this question: Am I a good communicator? Here is some helpful advice. First, make your communication two-way. Ask more questions and seek feedback. In every communication there is a sender and a receiver (often multiple receivers), but too often people function only in sending mode. Receiving communication is just as important. Most of us are able to listen to others when we need to, but asking questions puts us in an active role as a receiver. Secondly, make questions a part of your repertoire. Ask people how they feel about a given topic, or what they think should be done about a change. Ultimately, your goal should be to strike a comfortable balance

Township Talk Citizen Academy Attendees
Rooster Swap
Thank you for registering and participating in the six-week series of the bi-annual Upper Merion Township Citizens Academy. Classes began on November 10, at the Township Building. Attendees received a graduation certificate on December 15.
The 7-foot rooster at Nor-view Farms on 670 N. Henderson Road was replaced on November 16, after more than 50 years of "perching". Fiberglass was cracked, its feet were badly damaged, and it was falling off its perch. A brand new identical rooster, made of cast aluminum, is now perched. Residents will now be able to take advantage of an extra 2.2 miles of trail, a project that has been in the works since a 2007 feasibility study. Board of Community Assistance Grant Program Get Ready! Get Set!
Application Process
The Board of Community Assistance Grant Program is accepting applications until March 15, 2016. Don't delay - fillable forms are at www.umtownship.org. Go to Government, scroll down to "Authorities, Board & Commissions, BCA."
All applications are reviewed, and chosen, based on their proposed need. Recipients of the BCA Grant and the Senior Student Scholarships are notified by mail and later recognized at a private reception at the VFCR in the summer. Last year, more than $145,000 was granted to 68 recipients, 38 community organizations, and 30 scholarships.
History When the Valley Forge Casino and Resort opened its doors on March 31, 2012 it was understood that a portion of the income made by the site would be dedicated to community funding. To enhance the partnership between VFCR and Upper Merion Township, a charitable assistance program called the Board of Community Assistance was born. Collaboratively established, the Board of Supervisors and Valley Forge Casino Resort provide grants to organizations that serve Upper Merion residents and awards scholarships to high school seniors from Upper Merion Township who will continue their education.
In addition, the BCA awards the General Von Steuben $10,000 scholarship to a high school senior, as well as the Ronald G. Wagenmann $5,000 student scholarship. In order to be eligible for any BCA Student Scholarship, the student must be a graduating senior who lives in Upper Merion Township.
Members Membership of the BCA consists of five members, two chosen by the Valley Forge Casino Resort and three Township citizens appointed by the Board of Supervisors.

Adaptive Traffic Signals Reduced Traffic Congestion & Travel Times In 2009, Upper Merion Township (UMT) embarked on a plan to transform King of Prussia's most heavily traveled roadways with Adaptive Traffic Signal technology. Over the last six years, UMT has installed the technology at 30 traffic signals (40% of all traffic signals in UMT) along DeKalb Pike, Gulph Road and Mall Boulevard, significantly reducing traffic congestion and travel times during peak travel times. In 2009, UMT installed the first two traffic signals at DeKalb Pike and Gulph Road. In 2010, UMT was awarded a $304,000 Automated Red Light Enforcement Grant (ARLE Grant) through PennDOT, to install the technology at the remaining eight traffic signals on DeKalb Pike. From 2013 to present, six traffic adaptive technology signals were installed on North Gulph Road from Mall Boulevard to Guthrie Road in conjunction with The Village at Valley Forge development. Three intersections on Henderson Road were upgraded with traffic adaptive technology from Prince Frederick to Saulin Boulevard in conjunction with the Target and Wawa developments in 2014. As part of the King of Prussia Mall's expansion project, five intersections on Mall Boulevard are now under adaptive control. "As the first municipality in Pennsylvania to
install the Traffic Adaptive System in 2009, Upper Merion has helped pioneer this technology to reduce traffic congestion and travel times on some of our most heavily traveled roadways," said David G. Kraynik, Upper Merion Township Manager. "While we work to expand our amenities and offerings to our customers, it is important that we continue to provide easy access. With the Adaptive Traffic Signal technology being
installed along Mall Boulevard, guests can anticipate less traffic congestion during the holiday shopping season," said Bob Hart, King of Prussia Mall Manager (Simon Property Group). Adaptive Traffic Signal technology is a video t r a f f i c m a n a g e m e n t s t r a te g y , changing/adapting traffic signals based on real-time traffic patterns and congestion. It costs approximately $35,000 to $50,000 to

install the technology at each intersection. Additionally, this technology helps to reduce emissions of hydrocarbons and carbon monoxide due to improved traffic flow. "Improving traffic flows and reducing congestion is good for business. The improved accessibility makes King of Prussia even more attractive to companies, employees, consumers and residents," said Eric Goldstein, King of Prussia District Executive Director.

Salt Alternatives For Treating Icy Sidewalks And Driveways Spreading rock salt (sodium chloride) on roads and driveways reduces ice formation, allowing for safer travel for pedestrians and motorists. Too much salt, however, can corrode metal on cars, damage gardens and trees, and pollute our local streams. All landowners can be part of the solution by using alternative products or by using salt at recommended times and rates. There are several products that can be used instead of salt. Here are a few options to consider: Sand, clean kitty litter, and used coffee grounds - These products provide great traction. Sand can easily be swept up and disposed of afterwards, but kitty litter often creates mushy clumps. These products will absorb sunlight, contributing to melting and will not harm nearby plants and soil. Ashes - For those with a wood burning fireplace, ashes are a great option. They provide a lot of traction and absorb sunlight and will melt ice quickly on a sunny day. And they're free!
biodegradable. The drawback? Price. They cost several times more than rock salt and can be difficult to find. This is a good solution for small areas in environmentally sensitive locations, such as floodplains. Other chlorides: calcium chloride, magnesium chloride, potassium chloride rock salt (sodium chloride) is not the only chloride product that can melt ice. These other products are generally more expensive than rock salt, but work better at lower temperatures. Calcium chloride is preferred over magnesium chloride because it works at lower temperatures and is applied at a lower rate, leading to less chloride in our streams. Potassium chloride is considered safest for pets and plants, but is often more expensive and does not work well at lower temperatures. All chloride products contribute to pollutant loads in our streams and their use should be minimized.
If rock salt is the only reasonable alternative for your property, remember: Remove as much ice and snow off paved surfaces as you can before applying salt to speed up melting. A little salt can go a long way: Rock salt should be applied at about a handful per square yard. Calcium chloride should be spread even thinner, about a handful for 3 square yards. The air temperature matters. Rock salt is five times more effective at melting ice at 30oF than 20oF, and is ineffective below 20oF. Calcium chloride is better for temperatures down to 0oF. Applying early can prevent ice crystals from forming and minimize the amount of salt used overall.
Beet juice - Increasingly being used by highway departments on its own or mixed with salt. This safe and natural product allows ice to melt even when air temperatures are extremely cold. Potassium acetate, calcium magnesium acetate - Acetates are super-effective even at extremely low temperatures and are

Holiday Safety Tips Holiday Trees - Live Christmas trees that are not properly watered daily can become a fire hazard. Make sure the tree receives plenty of fresh water every day to keep the tree fresh. Use of Candles - Keep candles a safe distance from other combustible materials. Never leave a lit candle unattended and keep your children and animals away from them too.
Holiday Plants - Holly and mistletoe can be fatal to small children and animals. Call 911 if your child ingest any of these holiday plants or call the veterinarian if your pet does the same. Visible Address - Make sure your address is visible from the street so that emergency crews can easily locate your house during emergency responses. Overloading Electrical Outlets Do not link more than three light strands, unless the manufacturer's instructions indicate this is safe. Make sure to periodically check the wires which should NOT be warm to the touch.
Check Smoke and Carbon Monoxide Detectors - Detectors work by pressing and holding in the test button. Do you hear the beep? If not, change the battery and try again. If the detector still doesn't beep, replace the detector with a new one.
Wrapping Paper - Never burn wrappings in the fireplace because they may cause a flash fire. Holiday Gifts - Give a smoke or carbon monoxide detector as a gift. They relatively inexpensive and can ultimately save a life. Maintain Holiday Lights - Inspect holiday lights each year for frayed wires, bare spots, gaps in the insulation, broken or cracked sockets, and excessive kinking or wear before putting them up. Generator Safety About 3,500 Americans die each year and around 18,300 are injured in fires that could have been prevented. Many of these fires occur during the colder weather, when people are indoors more and power outages are more frequent. Portable generators are useful when temporary or remote electric power is needed, but they can be hazardous. The primary hazards to avoid when using them are carbon monoxide (CO) poisoning, electric shock or electrocution, and fire. Here are some simple steps to prevent loss of life and property resulting from improper use of portable generators. Avoid Carbon Monoxide Hazards Always use generators outdoors, away from doors, windows, and vents. NEVER use generators in homes, garages, basements, crawl spaces, or other enclosed or partially enclosed areas, even with ventilation. Follow manufacturer's instructions for the use of a generator. Install and maintain battery-operated or plugin (with battery backup) carbon monoxide alarms in your home, following manufacturer's instructions.
Avoid Electrical Hazards Keep the generator and your hands dry. Operate on a dry surface under an open, canopy- like structure.
If you must connect a generator to house wiring, have an electrician add the appropriate equipment. Your utility company may be able to put in an appropriate transfer switch as well.
Plug appliances directly into the generator or use a heavy-duty outdoor-rated extension cord. Make sure the extension cord is free of cuts or tears and the plug has all 3 prongs, especially a grounding pin. NEVER plug the generator into a wall outlet. This practice, known as backfeeding, can cause a fatal electrocution risk to utility workers and others served by the same utility transformer.
Be Prepared For A Fire: One of the best ways to protect yourself and your family is to have working smoke alarms. Smoke alarms should be located on each level of your home. Prepare an escape plan and practice it often. Make sure everyone in your family knows at least two (2) escape routes from each room.
If necessary, to connect a generator from house wiring to power appliances, have a qualified electrician install appropriate equipment. Or, your utility company may be able to install an appropriate transfer switch. Avoid Fire Hazards Before refueling the generator, turn it off and let it cool. Fuel spilled on hot engine parts could ignite. Always store fuel outside of living areas in properly labeled, non-glass containers. Store fuel away from any fuel-burning appliance.

Winter Recreation 2016 ADVENTURE TEEN PROGRAM
The Adventure Teen Program is a six week program geared towards teens ages 13-16. Teens will have the opportunity to participate in daily age orientated activities and games, have fun in a safe environment and make new friends.
