Welcome New Township Supervisors Heather Greenberg Heather's family moved to Tredyffrin in 1969 and she has been here ever since. After college, she lived in various cities around the country but returned to Tredyffrin eight years ago to be near her family again. She earned a BS from The University of Virginia's McIntire School of Commerce and earned her CPA from the Commonwealth of Virginia. Heather began a career in public accounting with Arthur Andersen LLP and then Ernst & Young LLP, and she later joined several technology startup companies as the Director of Finance & Administration, helping them build and grow. Since returning to Tredyffrin, Heather has served the community in several leadership roles. She was the treasurer for several years of TEYSA travel teams, treasurer for Tredyffrin Easttown Middle School, and Catering Chair for T&E Care's FallFest. Heather and her husband Bobby met while attending the University of Virginia and still enjoy returning to Charlottesville to cheer on various sports teams. Their daughter Ashley is a freshman at Conestoga High School and enjoys playing soccer, and their son Connor is in eighth grade at T/E Middle School and is an avid sports fan when not playing himself. Heather's favorite hobby is playing tennis, not only for the love of the game but for the wonderful friendships it has brought into her life. Two years ago, Heather lost her beloved father. Born in Syracuse, he moved to Tredyffrin in 1969 and was proud to call it

home for the rest of his life. Her service as Supervisor is dedicated to him and his love for this community.

Trip Lukens Trip and his wife Lisa have lived in Tredyffrin Township for 13 years. Lisa is a teacher in the T/E School District and they have three children who attend the T/E schools. Trip holds a BA in History from Wheaton College and an MBA with a Finance concentration from Villanova University. He is one of the founding partners of Valbridge Property Advisors and serves on the Board of Directors. For the last eight years, Trip has served on the Tredyffrin Township Planning Commission including two years as Vice Chairman and two years as Chairman.

Sean Moir Sean has lived in Tredyffrin Township for 18 years. He grew up in Springfield, Delaware County, and graduated from Garnet Valley High School. He earned a BS

in Computer Science from Penn State, with minors in Math and Psychology, and he worked for 10 years as a software developer at an employee benefits company in Conshohocken, and 10 years for a startup company in Northern Virginia. After a few years in the IT department for Chester County, Sean started his own business: Western Heritage Mapping. He has been a member of the Tredyffrin Township Park and Recreation Board since 2005; served as the Patriots Path Task Force Chairman in 2015; and has been a member of the Chester County Long Term Recovery Committee since 2014. He was the founding chairman of the Tredyffrin Sidewalk, Trails and Path Committee in 2005, as well as a member of the Environmental Advisory Council, and he served on the Tredyffrin Township Information Technology Committee. Sean has been a Church Council member and a Sunday School Teacher at St. Luke Lutheran Church in Devon. He has also served as Chairman of Social Ministries at St. Luke's. Sean has been married for 21 years to his wife Sherri and they have two daughters, both at Conestoga High School. In his spare time, Sean likes to read regularly, travel occasionally, bike, hike, and backpack whenever possible. He has climbed 42 of the 50 state high points, including Mount Whitney in California. State high points that remain on his list to climb are: AK, HI, WA, OR, MT, WY, UT, AZ, a list which he is comfortable not to complete.

Message from Michael Heaberg Outgoing Chairman of the Board of Supervisors infrastructure, and the amenities our residents value. Planning and business development within Tredyffrin is a top staff priority, understanding that a vibrant local economy provides our residents with jobs, demand for our homes, attractive dining and shopping, and revenue to the Township.

The start of a new year is a time of reflection and also a time to turn our attention to the future. As we reach the end of 2015, our Township is in excellent shape. Led by a skilled and hardworking senior staff, our 102 employees execute on a daily basis, committed to providing for public safety, a sound

The finances of the Township are exemplary. Our residents often hear mention of our Aaa bond rating. It is similar to a person's credit score. As a practical matter, Tredyffrin's top rating allows us to borrow money at very low interest rates, saving our taxpayers significant interest costs every year. Furthermore, our bond rating is a "report card" on the strength of our local economy and the Township's prudent financial management, including its tax structure, cash reserves, and modest debt. Among 2500+ municipalities in Pennsylvania, Tredyffrin is the only one with a Aaa-rated Township, School District, and County!

volunteerism. We have literally thousands of residents that give generously of their time, talent, and treasure in service to others. It is the "glue" that binds us together - our fire companies, youth sports organizations, places of worship, PTOs, Scout troops, booster clubs, Libraries, Township volunteers, T&E Care, FLITE, ARCH, Surrey Services…. These groups and many others fill a role in making Tredyffrin a community built on working together with our neighbors for the common good. On a personal note, as I end my service on the Board of Supervisors, I would like to thank the Township's residents for giving me the chance to serve you. It has been an honor. Looking at our successful past and bright future, I am confident that Tredyffrin will continue to be one of the great places in America to live and work. Wishing you all a happy and healthy 2016!

2015 Blue Tree Lighting Ceremony On Saturday, November 14, 2015, at 7 PM, a number of residents from our community hosted a Blue Tree Lighting ceremony in observance of the start of the Tredyffrin Township Police Department Appreciation Week. The Blue Light Tree, located at the corner of Lancaster Avenue and Darby Road in Paoli, was situated on the property of Malvern Federal Savings Bank. The event was hosted by our wonderful community in conjunction with area merchants, as

well as our State Representative Warren Kampf. The original organizers and head of the "Support the Police" movement in Tredyffrin, Rich Sherwin and his wife Donna Sherwin, worked very hard to make this ceremony an enjoyable community event. One

resident from the committee worked most of the day preparing and setting up the tree and audio system. The T r ed y f f r i n To w n s h i p P o l i c e Department continues to be extremely thankful to our community for its tremendous support and caring.

Message from the Township Engineer 2015 was a very busy year for the Township and for the Engineering Department. In addition to the Department's e v e r y d a y responsibilities to enhance the health, safety and welfare for the Township by providing economical, responsive and effective professional engineering services, there were also many comprehensive projects under the purview of the Department this year. Tredyffrin Township was the proud recipient of the 33rd Annual Road and Bridge Safety Improvement Award (Roadway category), presented at the 93rd Annual Educational Conference of the Pennsylvania State Association of Township Supervisors for the road and intersection improvement project as a short-term measure to address congestion and safety issues on Route 252 between Central Avenue and Route 30. The project, a partnership effort between PennDOT and Tredyffrin Township, was 100% federally funded and included the following improvements: · shifting the northbound lanes on Route 252 south of Route 30 to align them with the lanes north of Route 30 to improve sight distance; · modifying the signal phasing to add left turn arrows on Route 252; · adding a turn lane on Route 252

southbound at its intersection with Maple Avenue, along with pavement markings, restriping, and curb revisions on Maple Avenue to improve vehicle turning movements; adding pavement markings and signage on Route 252 north of the bridge to designate a formal lane merger, plus new sidewalks, pavement, drainage, striping, and delineators under the bridge; adding pedestrian enhancements, such as new sidewalks and crosswalks, ADAcompliant ramps, and brick sidewalk inlays; installing an adaptive signal system to respond to traffic volume and flow; and installing emergency pre-emption traffic signal technology and vehicle detectors at the intersection of Routes 252 & 30.

In June, 2015, the Township Engineering Department completed sanitary sewer relocation work on the Trout Run sewer line on Walker Road and adjacent to the bridge, ahead of the County's current bridge replacement project. In July 2015, Chester County began a project to replace the bridge over Trout Creek on Walker Road. In preparation for that project, Tredyffrin Township needed to relocate a sanitary sewer line adjacent to the bridge, a project which began on July 14, 2015 and took approximately two weeks to complete. Shortly after the Township's sewer relocation project, the County started the bridge replacement project. Chester County contracted with Haines and Kibblehouse, Inc., to reconstruct the Walker Road Bridge over Trout Creek. During construction, Walker Road will be closed between Anthony Wayne Drive and West Valley Road; with expected completion in August 2016. Questions

regarding the bridge project may be directed to the Chester County Bridge Consultant, Sandy Martin with McCormick Taylor, at 610640-3500. In addition, the Township Engineering Department completed several local bridge inspections, and began a rehabilitation/maintenance project on the Chesterbrook Boulevard Bridge in December 2015 which is expected to be completed by April 2016. Throughout 2015, the Township worked with a consultant, CH2MHill, and PADEP, etc., on final design, permitting, bidding, and awarded for the planned Wilson Road Force Main (WRFM) Relining Project. This project will inspect and reline the WRFM between the Wilson Road Pump Station (WRPS) and Valley Forge Sewer Authority (VFSA) Waste Water Treatment Plant (WWTP), a length of approximately 3.5 miles, in 2016. Work is expected to begin in January and continue through the summer of 2016. Finally, the Township Engineering Department advertised and subsequently, on December 29, 2015, received Request for Qualifications (RFQ) packages from engineering bridge design consultants for the Howellville Road Bridge Replacement project. Staff will be evaluating submittals and expects to recommend consultant to the Board of Supervisors in February/March 2016. The project will begin with design in May 2016 and involves preliminary and final design, permitting, and construction. The bridge replacement is expected to be completed before 2019. New Library Director

Christopher (Chris) Kibler joined Tredyffrin Township to fill the open Library Director position on Tuesday, January 5, 2016. Chris was officially appointed Library Director at the Tredyffrin Township Board of Supervisors meeting held November 16, 2015. As the Head of Access Services at La Salle University's Connelly Library, Chris administered all circulation operations; oversaw many public service policies and procedures; led, trained, supervised, and evaluated nine full-time staff and approximately twenty student workers; and was the primary developer for and administrator of the library's website. In addition to his library roles at Connelly, Chris also taught a writing course at La Salle. Chris has been (and in some cases still is)

involved in a number of projects involving digital library resources and systems. When he first started at La Salle, he administered the borrowing in the Pennsylvania Academic Library Consortium (PALCI) and, although the service was consolidated into the interlibrary loan operations in 2002, his department still worked closely with the interlibrary loan librarian in managing borrowing. In 2004, he developed an electronic reserve system that used bibliographic and item records in the integrated library system to link to files in an authenticated directory on the University's server. In 2009, he worked with the Media and Digital Services Librarian to establish LaSalle's current campus repository. Chris coordinated the setup for the library's collections and uploaded the initial content into this system. In 2010, he facilitated a metadata import to establish the current CONTENTdm collections. Two years ago, he completed the redesign of the main library website using WordPress and the Special Collections website using Omeka, which is the current home for a digital collection that he coordinated with Vietnam War scholar Hugo Keesing that features (mostly) 45 rpm records about or related to the Vietnam War. In 2014, he served on the library's strategic planning committee, which worked with an outside consultant to develop the library's first strategic plan to address the changing service and resource needs of an academic community; how to maintain print and

electronic collections despite rising costs; and how to meet the evolving learning goals of a University. Chris chaired the Digital and Electronic Resources Committee which was tasked with determining how to implement the goals outlined in their strategic plan. Over the years, Chris handled the budget and financial responsibility for the University Library. Chris earned his Master of Business Administration from LaSalle University; his Master of Library and Information Science from SUNY Buffalo; and his Bachelor of Fine Art from Rochester Institute of Technology. Chris is a current member of American Library Association, Association of College and Research Libraries (Delaware Valley Chapter), and ACRL Delaware Valley Chapter (Newsletter Editor & Board Member). He has been a member of the Connelly Library Strategic Planning Committee, Connelly Library Digital and Electronic Resources Committee, LaSalle University Portal Steering Committee, Interlibrary Loan Librarian Search Committee (Chair), Connelly Library Building Repurposing Ad Hoc Committee, AudioVisual/Digital Services Librarian Search Committee, Cataloging/Systems Librarian Search Committee, and the LaSalle University Intellectual Property Committee. Chris currently lives in Philadelphia with his wife and 2 陆 year old daughter.

Our curricula are free to Tredyffrin residents and their crews. Crewmembers do not need to be Tredyffrin residents. The Basics of Production curriculum is mandatory for every Tredyffrin Township Television (TTTV) producer and crewmember and is a required prerequisite for other curricula. Every recording, according to the physical demands of the production, requires a certain number of certified crewmembers to safely produce a show. At least three Basics of Production-certified crewmembers, one of whom must be the (Tredyffrin resident) Lead Certified Producer, are recommended to produce a favorable three-camera studio shoot. The number of crewmembers required for any field production will be determined by the studio manager at the time of the equipment loan. The basic determining factor will always be how many pairs of hands are necessary to keep talent, crew and equipment safe. Only Basics of Production-certified crewmembers may use our facilities and equipment. Classes are held at the Greenwood Studio in the Tredyffrin Township Building at 1100 DuPortail Road in Berwyn.

Giving Back Toward Ending Hunger On Saturday, October 17, 2015, members of the Chester County Chiefs of Police Association and the Chester County Fraternal Order of Police were honored to participate in a program to end regional hunger. The program, called "Be a Part of Feeding Thousands", was organized and hosted by Saint Luke Evangelical Lutheran Church in Devon. Participants from numerous area organizations assisted in packaging meals, loading boxes, and other duties in a production line format. Groups worked in one hour segments, keeping pace to ensure all needed meals were packed. During the day, church representatives announced the number of packed meals in the tens of thousands. Meals, as reported by organizers, will be utilized regionally to assist children and adults in need. Chester County Law Enforcement applauds the work of the staff at Saint Luke Evangelical Lutheran Church and the selfless donations of time from all of the participants who assisted. We were glad to be a part of this great event!

Citizens' Police Academy

The Tredyffrin Township Police Department is proud to announce the completion of the 15th Annual Citizens' Police Academy. On November 24, 2015, area residents who attended the ten week course obtained certificates during a graduation ceremony held at the Police Department. The Citizens' Police Academy program was created to give people from the community a close up view into how the Tredyffrin Police Department functions and the vast array of services it provides. Attendees are provided the opportunity to come to the department once a week and learn about topics such as

patrol tactics, criminal investigations, DUI and drug related crimes, domestic violence, and SWAT operations. In addition, they have the privilege to hear presentations from the Chester County District Attorney's Office, Chester County Department of Emergency Services, Radnor Fire Company, and a gun safety course presented by NRA instructor and international shooting champion, Mike Alexander. One of the key functions of the Community Policing and Crime Prevention Unit is to unite the public with the Police Department to reduce crime and reinforce the importance of

community involvement. The Citizens' Police Academy is a great way to accomplish just that. By design, the course connects members of the community with those of the Police Department. This close-up exposure with one another allows information to be passed back and forth in such a way that promotes mutual understanding. This is a very important concept that keeps the Police Department in tune with the people it serves every day. We at the Tredyffrin Police Department congratulate the 15th Annual Citizens' Police Academy graduates and wish them success in all their future endeavors.

Children's Programs at Paoli Library By Kelly Shea, Children's Librarian There's a lot happening at the Paoli Library this winter. School age children can enjoy hands on Science, Engineering, Technology, and Math activities at our biweekly STEM Club, on every second and fourth Monday at 4pm. There's also various one-time programs for children, such as a Franklin Institute presentation in March, afternoon crafts, and more. For the early childhood crowd, we have regular story times. Family story time is twice weekly, at 11am on Wednesdays and Thursdays. Come for songs, stories, crafts and more! Babies have their own special story and play time on Thursdays at 10am, starting regularly in January. A biweekly bilingual Spanish/English story time occurs every first and third Wednesday at 4:30pm, and a story time completely in German is on the first and third Fridays at 10am. Looking for more? We also offer a monthly music learning First Notes class on the second Thursday of the month at 10:30am for babies

The Friends of Tredyffrin Public Library Over 45 Years of Support for Our Library Since 1968, we've been loyal Friends to the library. Hundreds of Friends have worked to help the library in many ways over the years. We've had much success raising funds, which the library uses to develop programs and purchase materials. Plus, we promote the library in our community and when necessary, we make calls, send emails and write letters to lawmakers to advocate for the library. Right now, we're very short handed, and we need your help! About the Friends The Friends of Tredyffrin Public Library is an independent organization whose purpose is to focus public attention on Tredyffrin Public Library and to stimulate use of the Library's resources and services, to support Library policy in developing Library services and facilities, to enhance the library's effectiveness and to contribute funds toward library services under Section 501 (c) (3) of the Internal Revenue Code. Contributions to the Friends are tax-deductible. Friends present the annual Robert M. Goshorn Lecture, with guest lecturers who speak on history, especially topics of local interest. Commemorative Plaque Program Please note that this is a strictly voluntary program, administered by the Historical Commission. The program is not related to any Township ordinances and does not place any restrictions or limitations on your property.

It is well-known that Tredyffrin Township has an abundance of magnificent historical resources - so many (it seems) that we often take them for granted and forget how truly unique a place Tredyffrin is! In an effort to promote and preserve these unique resources, the Tredyffrin Township Historical Commission (TTHC) has developed an official, commemorative plaque program. Applications (which are available on-line and at the Township Building) are to be completed by the property owner, who will bear the cost to manufacture and maintain the plaque. The markers are cast in bronze and measure approximately 10"x7". Two plaque styles, using the same basic design template, are available: Standard plaques include the Tredyffrin Township Logo, Historical Property heading, and Tredyffrin Township Historical Commission moniker. Customized plaques allow the applicant to include (up to) an additional 3 lines of text (23 characters per line) for resourcespecific information, such as the building's date of construction and historical information, i.e., building's name, original owner, builder, architect, and/or claim to fame. Any resource within the Township that meets the following criteria is eligible for inclusion in the program: 1. The property was constructed during or before 1945 (unless special circumstances exist that are determined by the TTHC), well-maintained and may possess one or

Snow & Ice Removal By Mike Pilotti, Senior Code Official As I write this, winter has just started and it's looking to be unseasonably warm this year. However, when winter is in full swing and it's time to take up that dreaded task of snow shoveling and ice scraping, Tredyffrin Township's regulations are quite clear on residents' and business owners' responsibilities for snow and ice removal. Please read on…

Regulations Clearing of sidewalks is required no later than 30 hours after snow or sleet has stopped falling. All tenants or occupants of occupied properties and the owners or agents in charge of unoccupied properties abutting on public streets in Tredyffrin Township must thoroughly clear or cause to be thoroughly cleared a 24 inch pathway in the sidewalk in front of their respective properties in the event of snow, or to cover the sidewalk with salt, cinders, sawdust or similar ice-control materials in the event of ice or sleet. To the

extent that the private property includes a fire hydrant, the same persons shall be responsible for maintaining a cleared pathway to the hydrant.

Snow & Ice Removal Violations and Penalties If you violate or permit a violation of the Township code, upon being found liable therefore in a civil enforcement proceeding, you shall pay a fine of no more than $300, plus all court costs, including reasonable attorney's fees, incurred by the Township in the enforcement of the code. No judgment shall be imposed until the date of the determination of the violation by the District Magistrate and/or Court. Hillside Elementary Donates to Tredyffrin Township's Foundation for Parks and Recreation At the end of last school year, Hillside Elementary donated $625 to Tredyffrin Township's Foundation for Parks and Recreation. The Fourth Grade Class voted on which charity it would like the annual proceeds from the Hillside School Store to be donated to, and the Foundation was selected. As a thank you, the Foundation will install a plaque on a tree in Wilson Farm Park commemorating the Hillside Elementary School Fourth Grade Class of 2015! The Foundation works closely with Township management, the Park & Recreation Board, and the Board of Supervisors to provide financial support and direction for needed improvements within the Township's parks and open space, and to ensure continued funding for community and recreational activities. The Foundation serves to enhance Tredyffrin Township's beautiful and active

Forge Elementary School. The Foundation exists solely on donations, so, if you are able to help, please visit the Foundation website at www.tredyffrinparksfoundation.org.

The goal of the Jenkins Arboretum & Gardens Forever Jenkins Campaign for Endowment is to build the endowment so that it can serve as the Arboretum's major source of financial security in perpetuity. Your gift will help Jenkins achieve that goal.

Jenkins Arboretum & Gardens of Devon is one of eastern Pennsylvania's major horticultural and environmental assets. It preserves and nurtures 48 acres of Chester County's rapidly disappearing natural terrain, sited on a ridge above the historic and once agriculturally rich "great valley" with Valley Forge National Historic Park to the northern horizon.

Dog Training How can I get my dog to walk into doggy daycare calmly? - Marissa, Berwyn Hi Marissa! An eager and excited dog is something we sometimes see here at Perfect Pooch! While we love that your dog can’t wait to play, we understand that it can be frustrating for you to be dragged in by your dog. Your dog’s excitement to be at daycare begins way before you pull into the parking lot. In fact, it probably begins before you leave the house, even at the mere sight of your dog’s leash. The beginning of the excited behavior chain is where you need to start breaking down the series of behaviors. Here are some helpful tips to keep your dog calm while entering daycare:

Start at the beginning. Work on your dog calmly sitting for the leash, calmly getting in and out of the car, and calmly walking beside you all individually. Don’t link these tasks together, or your dog will associate seeing the leash with going to daycare. Don’t allow the behavior to keep happening. If you take your dog to daycare regularly, he/she has learned that the sooner you get inside, the sooner playtime starts. The practice of pulling you in has been repeated and reinforced with the reward of playing. Give yourself enough time to get into the daycare doors slowly and assertively. Bring a tasty treat with you. Using the lure of meat or cheese treats will help your dog focus on you more than getting inside. Ask your dog for any calm behavior that you are reasonably sure will be completed, such as “sit.” Take a few steps toward the doors, repeat the request and then reward with the treat. Take another few steps and keep repeating and rewarding. Continue rewarding even when you’re through the doors. Once you are inside the daycare and your dog is accepting your treats, you can ask for one final sit as a staff member takes your dog by the leash. Release the sit with a happy “OK” and let your dog be led away to fun. Over time, you can add more duration between treats. Thank you for your excellent question!
