Finance Director Receives CFO Of The Year Award Finance Director Joseph DiRocco One Of Philadelphia Business Journal's CFOs Of The Year

Joseph DiRocco, the Finance Director and CFO at Tredyffrin Township, has been selected as one of the Philadelphia Business Journal's 2018 CFOs of the Year, which celebrates those financial executives in the Greater Philadelphia area for their outstanding performance in their roles as corporate financial stewards. This year, the Philadelphia Business Journal honored 21 people with this coveted recognition.
He is a dedicated leader who holds several duties at Tredyffrin Township, including, the operating budget, Five-Year Capital Plan, procurement and management of insurances, oversight of tax and sewer collections, as well as HR and payroll. He's also directly involved with the negotiations and administration of three union contracts.
“Joe is a great leader in the Township's financial planning and budget management functions,” said Township Manager Bill Martin. “Joe demonstrates strong leadership skills with a mission of staying within the budget as adopted by our Board of Supervisors and finds new avenues of revenue growth when developing the operating budget. TREDYFFRIN TOWNSHIP CHESTER COUNTY, PENNSYLVANIA ADULT PARTICIPANT OR PARENT OF MINOR PARTICIPANT WAIVER AND RELEASE OF LIABILITY AND INDEMNITY AGREEMENT
This waiver and release is made, executed and delivered by an adult participant or the parents or legal guardian of, a minor participant ("Releasor") to Tredyffrin Township., Chester County ("Township"). Releasor desires to participate, or, in the case of a minor, allow said minor to participate in a tennis and/or squash clinic provided by L3 Tennis (the "Event"). Releasor understands Township's participation in the Event is limited to registration of participants at a reduced registration fee on behalf of L3 Tennis and that Township has no control and/or connection with the operations of the Event. A condition for the registration fee offered through Township's registration process is that all participants must sign a release form holding Township harmless from any and all liability.
In consideration of being permitted to participate or a minor's permitted participation in any way or purpose in the Event, the undersigned, Releasor, jointly and severally, for himself or herself, his or her personal representatives, heirs, executors, successors, and assigns does HEREBY RELEASE, WAIVE, DISCHARGE and COVENANT NOT TO SUE Township and each of its successors, assigns, officers, officials, directors, employees, contractors, and sureties (the "Releasees") from any and all liability, claims, counterclaims, costs (including but not limited to attorney's fees and court costs), demands, rights, actions, bills, bonds, undertakings, liens, notes, suits, causes of action (in tort, contract, law, equity or otherwise), known or unknown, accrued or not yet accrued, on account of injury to the person or property or resulting in death of the undersigned or minor participant, whether caused by negligence or otherwise while Releasor or minor participant is in any way participating in the Event. Releasor HEREBY AGREES TO INDEMNIFY, SAVE, and HOLD HARMLESS the Releasees from any loss, liability, damage, or cost they or the participating minor may incur due in any way or purpose participating in the Event and whether caused by the negligence of the Releasees or otherwise. Releasor HEREBY ASSUMES FULL RESPONSIBILITY FOR and RISK OF BODILY INJURY, DEATH OR PROPERTY damage due to the negligence of Releasees or otherwise while in any way or purpose of their or minor's participation in the Event. The undersigned expressly acknowledge and agree that the activities of the Event involve the risk of serious injury and/or death and/or property damage. Matt started as a Laborer in the Public Works Department on May 21st. Matt lives in Lionville and graduated from Twin Valley High School. For 9 years, he welded at Specialty Metals, Inc. He enjoys hunting, fishing, and camping.
Amanda joined the staff as the Community Development Technician in May. Amanda lives in Media and earned a B.S. degree in Conservation and Wildlife Management from Delaware Valley College and an M.S. degree in City & Regional Planning from Temple University. Prior to coming to Tredyffrin, Amanda worked as an Environmental Planner for the Delaware County Planning Department. In her spare time, Amanda likes to bird watch, cross stitch, and hang out with her two cats.
Casey joined the Township as the Human Resources Manager in May. Casey currently lives in Lansdale but is in the process of moving to Collegeville. She earned a BS degree in Crime, Law, and Justice from Penn State University. Before Tredyffrin, Casey was the Senior HR Advisor at ICON Clinical Research. In her spare time, she coaches gymnastics at the Hatboro YMCA.

Inspections And Permit Services by Michael Pilotti, Code Enforcement Officer Summer is almost over and fall is quickly approaching. We are all probably doing some end-of-summer-get-ready-for-winter cleanup in and around our homes. I know I am. So, let's talk trash!
Guidelines There's nothing quite as aggravating as being woken by trash haulers making their weekly pickup at 0500 - too early. But, isn't it nice to go out and see that all those bags, containers, or bulk trash items have magically vanished from the end of the drive?
hazards include, but are not limited to, the following for any outside premises. (8) All premises shall be kept free from an accumulation of rubbish and refuse. The owner of every occupied premises shall supply leak-proof containers with tight-fitting covers for rubbish and garbage, and the owner of the premises shall be responsible for the removal of rubbish and garbage. Every occupant of a structure shall dispose of all rubbish and garbage in a sanitary manner by placing such rubbish in containers. Composting material placed in piles, ventilated bins or pits shall not be considered garbage, rubbish or refuse, provided the material is periodically turned or mixed. Refrigerators and similar equipment not in operation shall not be discarded, abandoned or stored on an outside premises without first removing the doors.
Thank heaven for those guys for what they do. The Problem is, our ordinance says, in so many words, “That's a no can do!” It's way too early for us good looking folks that rely on a full night's sleep to stay that way. It is up to you, as the homeowner, to keep your property free of any accumulations of trash, garbage, ashes and/or rubbish. You may not store such items on or around your property. Yard Waste If you are clearing brush, branches, sticks, etc., from your yards, you need to contact your trash hauler to learn how they want you to dispose of the debris. You should also watch the Township website for when the Mill Road Leaf Site will be open in the fall and learn what the guidelines are for what can be brought to the site.
Nevertheless, trash or solid waste handling isn't an open concept. There are definite dos and don'ts on how pick-up should be performed to not draw attention and/or interrupt day-to-day life. (Something for the haulers to consider.) Please consider the following ordinances that just may contribute to a few unwanted wrinkles after reading enforcement notifications from yours truly: § 149-5 Minimum requirements for building exterior and outside premises. A. Outside premises. All outside premises, whether occupied or vacant, shall be kept free of unsanitary conditions, of all nuisances and any hazards to the safety of occupants, pedestrians and other persons utilizing or exposed to the premises. Unsanitary conditions, nuisances and

From and after the effective date hereof, in Tredyffrin Township, no person, partnership, firm or corporation shall place containers for trash, rubbish, garbage or recyclables at the curb or in the front yard area of any lot, except during the period beginning at 6:00 p.m., prevailing time, on the day prior to a scheduled collection and ending at 12:00 midnight on the day of a scheduled collection. "Front yard area" shall mean the area between the street line and the first building on the lot. So, please enjoy what little is left of summer, wear plenty of sun block, and always be turning 40! Swearing-in of New Police Officer
On May 1, 2018, the Tredyffrin Township Police Department welcomed Brittany Rosenfeld as the most recent police officer, filling a vacancy in the ranks created by the retirement of Officer James Officer Rosenfeld with her parents Mutter. Officer Rosenfeld was and Judge Tartaglio sworn in by Magisterial District Justice Thomas Tartaglio as a Probationary Police Officer at that time and was assigned to a patrol squad and began the Tredyffrin Township Police Department's Field Training program under the direction of Sergeant Tyler Moyer. Officer Rosenfeld was raised in Lansdale. She obtained a Bachelor's Degree in Criminal Justice from West Chester University in August 2012, and obtained her Police Act 120 Certification from the Municipal Police Officers Education and Training Commission, graduating in July 2014, from the Montgomery County Community College Municipal Police Academy. She comes to Tredyffrin Township following three and a half years of service as a Deputy Sheriff with the Montgomery County Sheriff's Office, serving there from November 2014 through May of this year. At the May 21st Board of Supervisors meeting, Officer Rosenfeld was officially introduced to the Board of Supervisors and ceremonially sworn in as a Tredyffrin Township Police Officer by Justice Tartaglio. Her mother, Linda McGlinn and father, John McGlinn, along with her sisters, Michelle Rosenfeld, and Dana Hess and her husband, Cory Hess, as well as Deb McGlinn (aunt) and Mike McGlinn (uncle) accompanied her as she took the ceremonial oath as a Police Officer with the Tredyffrin Township Police Department. Officer Mike Cermignano looks at the world not only as a police officer but also as a father; recently as he became a first-time dad. Officer Cermignano created a sticker for parents, guardians, or other people who transport children to place in their vehicles as a reminder to remove children from the backseat when exiting. He created the design and then discussed it with Police Superintendent Mike Beaty who approved it. He then visited NuPrint Solutions in Paoli to get pricing for the printing. Working with Chris Lackro at NuPrint, they perfected the design which includes two handprints representing a parent and child and the words, “Stop! Before you leave, check your back seat!” Officer Cermignano was prepared to pay for the order when Mr. Lackro donated 1,000 stickers to the police to distribute to people and remind them of the safety message. According to the National Safety Council, on average, 37 children die in the US each year from being left in a hot, unattended vehicle. The Tredyffrin Police Department is working to help that from happening in a small way. If you want a sticker, you can stop by the front desk at the Tredyffrin Township Police Department or visit the local fire companies, Berwyn and Paoli, for a free sticker for your vehicle. Tredyffrin police are also carrying stickers with them while on patrol to offer them to drivers with little passenger in the back seat.

Tredyffrin Township Police Summer Camp 2018
From June 18-22, 2018, Tredyffrin Township Police Department conducted their 5th annual Police Summer Camp for children ages 914. This year's enrollment was greater than previous years, with 79 children taking part. Campers, as well as the officers and staff who participated, had a thoroughly enjoyable week. Many exciting presentations took place in order to share information with the children about what the Police and other First Responders do each day. Along with lots of team building exercises, the campers enjoyed demonstrations to include PA State Police and Penn Star helicopters,
Berwyn Fire Company, Vehicle Fire, Police Motorcycles and ATV, SWAT, AED/CPR and Tourniquet, Taser and K-9 Demonstrations. The final day of the camp was a BBQ for the campers and their families, which included lots of fun, food and treats, as well as Swoop, the Eagles mascot, and the ever popular dunk tank! We are extremely grateful to all of the officers and sponsors who made this event possible. Back To School Traffic Safety Tips From The Traffic Squad With a new school year approaching, motorists are reminded to be vigilant of school children and school buses. Here are some important safety tips when sharing the road with school buses:
3 Be alert. Children walking to or from their bus are usually very comfortable with their surroundings. This makes them more likely to take risks, ignore hazards or fail to look both ways when crossing the street. 3 Never pass a school bus on the right. It is illegal and could have tragic consequences. The Pennsylvania Vehicle Code provides strict penalties for drivers who fail to obey speed limits in school zones and stopped school buses. The Vehicle Code reads in part:

3345. Meeting or overtaking school bus. (a) DUTY OF APPROACHING DRIVER WHEN RED SIGNALS ARE FLASHING. Except as provided in subsection (g), the driver of a vehicle meeting or overtaking any school bus stopped on a highway or trafficway shall stop at least ten feet before reaching the school bus when the red signal lights on the school bus are flashing and the side stop signal arms are activated under section 4552(b.1) (relating to general requirements for school buses). The driver shall not proceed until the flashing red signal lights are no longer actuated. In no event shall a driver of a vehicle resume motion of the vehicle until the school children who may have

Red Cross Blood Drive Twice a year, the Township partners with the Red Cross to hold a blood drive in Keene Hall at the Township Building. Over the years, the donation count has been steadily increasing, with the most donors having given in January 2018. The summer drive was held on June 12th, where several of the staff and families of volunteers to Township committees took some time out of their day to give.

Lisa Nishikawa, the spouse of one of the volunteers to Township committees, donates whenever she can. In the past, her father was in a car accident and needed three liters
of blood, so he is the primary reason she continues to be a donor. The need for donations is constant, so if you missed the Township drive in June, watch for the winter drive or go to www.redcrossblood.org and find a blood drive near you. The process is easy and only takes a little of your time. The Red Cross personnel are professional and take good care of you during your donation. And when you're done, there are snacks!

14th Annual Historic House Tour “THE PAST IS OUR PRESENT” Old houses tell wonderful stories and the 14th Annual Historic House Tour on Saturday, September 29th will not disappoint!
The annual historic house tour is a signature event for Tredyffrin Historic Preservation Trust, a nonprofit organization dedicated to preserving, protecting and educating the community about local historic and cultural resources. The house tour provides a rare opportunity for

visitors to go inside the private houses and gardens of some of our area's most beautiful historic homes. As the tour enters its fourteenth year, it continues as an important community event and the Trust's largest annual fundraiser. Through ticket sales and sponsorships, the 2017 house tour raised over $25,000 for historic preservation and the completion of the Living History Center at Duportail in Chesterbrook. The tour celebrates the history, architecture, and design of local historic homes; each with its own unique personality and engaging story about its past. The 2018 tour will feature an interesting selection of privately owned historic homes in the area. Tour visitors will discover the beauty of historic preservation and marvel at how homeowners have skillfully adapted the buildings to 21st century family homes. “We are excited about the 2018 Historic House Tour,” commented Pattye Benson, president of Tredyffrin Historic Preservation Trust and chair of the house tour since its inception. “Our annual house tour involves the community first-hand for a historic and architectural experience. Wharton Esherick Museum Accessibility Efforts Reach New Heights Thanks to support from the National Endowment for the Arts and other generous funders, the Wharton Esherick Museum is now able to share the joy of Esherick's Studio with blind and visually impaired individuals through Touch Tours. Countless guests to the museum have cherished the unique connection made to Esherick's brilliance through touch - the feel of his carved Drop-Leaf Desk or the flow of the Music Stand as it curves to the floor. Recognizing our unique position as a site that loves to offer a hands-on approach, we partnered with the Philadelphia-based Philly Touch Tours to do just that! Philly Touch Tours LLC, founded in 2015, works to provide equal opportunities in cultural settings for people with vision loss and were able to help us craft a tour that shares Esherick's legacy in a rich, meaningful way. After research and development last fall, a group of staff and volunteers from WEM participated in an initial training with Philly Touch Tours held at the Penn Museum. Led by the refreshingly good-humored and authentic Philly Touch Tours staff (Trish Maunder, Austin Seraphin and Katherine Allen) and their wonderful volunteers, the training included a discussion on sensitivity (everything from verbal, body language and other etiquette, to misconceptions and stereotypes), as well as Sighted Guide and description techniques. We launched our pilot tours here at WEM in the spring, planning routes and developing interpretive materials, including Braille and large print resources. A 3D printed tactile model is also in the works, which will be generously donated by HGA Architects and Engineers.

Preserving History In Tredyffrin Township Rebuilding Of The Jones Log Barn Nears Completion Tredyffrin Township is always mentioned when discussing Philadelphia's Main Line historic suburbs. In fact, the Township has the distinction of the highest number of historic properties of all municipalities in Chester County. What makes Tredyffrin Township truly unique is its rich architectural heritage - the old homes and buildings that tell the story of the community's past, that continue to bring pleasure in the present, and will, if properly cared for, inform and inspire the future. The Jones Log Barn (circa 1730) was one of the oldest, intact log barns in the Mid-Atlantic region. Its rare architecture and unique history made it eligible for the National Register of Historic Places and it was certified as a Chester County Historic Resource in 2004. The Jones Log Barn is unique, not only for its age and its contributions to Pennsylvania history, but also for its architecture. The barn had stood next to British Major General William Howe's headquarters in Berwyn for over 250 years. Sadly due to benign neglect, the deteriorating barn posed a liability to its

owner at its original location. The Tredyffrin Historic Preservation Trust, a registered 501c nonprofit organization, carefully deconstructed the barn and stored the logs for future use. Through the generosity of many individuals, local companies, and other nonprofit organizations, the final phase of the rebuilding of the Jones Log Barn is fully underway. Local real estate company Eadeh Enterprises generously gifted historic materials from the red barn at Fritz Lumber Yard, to aid in the rebuilding process.

Completing the barn rebuilding project in Chesterbrook, which includes building the log structure on the stone foundation and adding a roof, doors and siding, is experienced barn builder Scott Walker of Axe Handle Timber. Walker is using the remaining original barn logs stored in Valley Forge National Historic Park, the repurposed historic materials from the Fritz Barn and new logs where required, to complete the Jones Log Barn. Joining the other two historic structures, General Duportail's Quarters and the Federal Barn, both on the National Register of Historic Places, the Jones Log Barn will be the centerpiece of the Living History Center at Duportail. Preserving our past gives us more understanding and hope for the future. With the help of the community, the Living History Center will welcome visitors and provide a glimpse into the stories and experiences of our past. The History Center will feature evolving exhibits, such as the early history of Tredyffrin Township, the Township's role in the American Revolutionary War, the honoring of the Township's veterans, and Chester County barn construction. The inaugural exhibit will include honoring Eadeh Enterprise, the Fritz family and its lumber yard history. For historic preservation to matter, and for our local history to be meaningful, it needs to be supported. A community that respects its history respects itself. The Trust needs community support to complete its final phase and make the Living History Center of Duportail a reality. How can you help? The primary annual fundraiser for the Jones Log Barn reconstruction project has been the successful annual historic house tour, a rare opportunity to go inside some of the area's most stunning historic residences. Entering its fourteenth year, the 2017 house tour generated over $30,000 for the Living History Center at Duportail, through ticket sales, individual contributions, and sponsorships. The other day a friend of mine was explaining why she was unhappy with her job, and remarked, “I'd like to be able to feel like I was making a difference in people's lives.” Which made me realize how lucky I am - at Paoli Library I feel that every day. Every day we make small but important differences in the lives of library users.
Technology also provides access to free resources far beyond the library's walls, and library staff can point the way to the resources that meet your needs.
I'm not talking here about the life-changing power of books. That's important of course, but it's not exactly an everyday experience. I'm thinking instead about the ways all kinds of library resources can enrich people's lives. Books are only the beginning - you can also check out a museum pass, a Wi-Fi hotspot, or even a GoPro camera. For many library users, technology is our most important resource. But hardware, software, and internet access are only valuable if you know how to use them, and people who didn't grow up with this technology may find there's a gap between their skills and society's expectations. If you need help formatting a resume, filling out an online job application, printing out a mailing label, or downloading a photo, there is someone at Paoli Library who can help. If there's something more complicated you'd like to tackle, such as setting up an email

Free language courses, so you can prepare for a trip abroad or improve your Englishlanguage skills. There are plenty of days when as the branch manager of Paoli Library I don't do anything that even remotely changes someone's life. It's a very small library with a very small staff, so everyone has to be a jack-of-all-trades. The HR department - that's me. The network troubleshooter - that's me. When someone comes out of the restroom and says,”Tell your maintenance staff that…” that's also me. But, then a first-time visitor comments, “This place has a really nice atmosphere,” and thanks the staff for all their help. I feel confident again that everyone who comes through our doors walks out with a new skill, a new resource, or maybe just a new smile on their face. And that makes a difference.
Fall Chidren's Programs at Paoli Library Bring your little ones around for storytime at Paoli Library. The whole family, ages birth to five years, is invited to join Miss Stephanie on Wednesdays and Thursdays at 11 AM for songs, stories, and fun. Thursdays at 10 AM, we celebrate our smallest friends with the Little Learner's Lapsit. Each storytime consists of about 30 minutes of stories and songs followed by 30 minutes of social play. NEW at Paoli Library… STEM Kits. We have 4 different kits that contain multiple media on the subjects of Beginner's Coding, Magnetism, Electrical Currents, and Engineering. These kits can be checked out and returned to Paoli Library only. Stop by and check one out! Every month we have special programs for our school-aged friends! Anything from science experiments to beginner's coding to book bingo! We also have the Just for Fun! Book Club for our friend 8 to 12 years that meets once a month. Our popular “FRAMED: A Journey in Art” classes are growing
Our continuing program of beginner drawing, painting, and art appreciation.
Online registration will begin for the fall 2018 session of all of these classes on Tuesday, September 4 at 10:00 AM and will run until the start of the session or until classes fill up, whichever comes first. The fall session runs September 18 through November 6.

Bobby Goes to the Library
Once Upon a Sign
Sounds like a teen film from the early 60's, but it really happened! Bobby Rydell visited Tredyffrin Public Library on Tuesday, June 5, and held the bursting audience in the palm of his hand as he recounted the ups and downs of his career. Bobby answered questions from the audience and signed copies of his new book Teen Idol on the Rocks: A Tale of Second Chances. The very laid back and approachable star was happy to autograph the photos and memorabilia his fans brought in. No one in the audience was more thrilled than Kathy Gallagher, a staff member at Tredyffrin Public Library. Kathy has been a HUGE fan of Bobby since 1960 when she bought her first-ever 45 of Rydell's big hit "Wild One." Kathy has been a member of Rydell's Fan Club and has seen him perform numerous times. Kathy admits that she once received a speeding ticket from the Radnor police when she was doing a bit of car karaoke to Rydell's greatest hits! Good times indeed!
Miss Angie Andre, Children's Librarian at Tredyffrin Public Library, has been studying American Sign Language at the Deaf and Hearing Communication Center in Swarthmore. She will be sharing what she learns with you in this new storytime, Once Upon a Sign. This special story time will teach you and your child how to communicate using American Sign Language (ASL). Explore a new way to communicate with your child. We will enjoy stories, songs and rhymes. We will learn the abc's and numbers in ASL as well as new words each meeting.

TEEN KPOP DANCE CREW

Love Kpop music? If the answer is yes, then you must check out our newly forming dance group. Haven't danced before? No problem. Got some dance experience under your belt? Awesome! We will work together to learn Kpop choreography and jam to the hottest Kpop songs, in a supportive, non-competitive environment. We will meet on Fridays from 4:30-5:30 in the large group room, starting Sept. 21. Wear comfortable clothing and shoes. Space is limited, so register early!

The large room at Tredyffrin Public Library is a flexible space that can be set up for movie nights, a meeting space, or a coffeehouse. Our equipment includes a brand new high definition video projectoion system, microphones, stage lighting, speakers, a mixer, computer, DVD Player, pipe and drape, folding tables, chairs, and even a kitchen. Tredyffrin Library Receives Generous Donation from Hatha Yoga Program Participants The Hatha Yoga group that meets in Tredyffrin Public Library's large meeting room on Tuesdays and Thursdays each week recently donated $425 to the library. During the months of June and July, certified yoga instructor Ms. Eileen Edman asked her students if they would be willing to contribute to a class gift as a show of appreciation of their “favorite library”. The library is grateful to Ms. Edman and members of the class for their gift and we are pleased to have such a wonderful group making use of the Library's large meeting room for this community program for adults that promotes a healthy lifestyle.

Senior Lifestyles: New Safeguards Help Guard Against Scams Two new rules, enacted in February of 2018 by the Financial Industry Regulatory Authority (FINRA), are designed to help protect the investment accounts of older adults from fraud. These rules are crafted to make it more difficult for thieves to quickly drain the assets in a brokerage account. In the first rule, the broker or investment advisor is required to ask the investor for the
name of a trusted contact person. This is someone the broker can contact if there are any questions about the account. The trusted contact is intended to be a resource for the broker if he/she notices strange activity on the account. It is also intended to provide the customer's current contact information and health status or learn about any legal guardian, executor, trustee or holder of a power of attorney (POA). The second rule allows a broker to place a temporary hold on disbursements from an account if these disbursements seem suspicious. The rule applies to accounts belonging to investors age 65 and older or anyone with a condition that the broker reasonably believes makes it difficult for the person to protect his or her account. Before disbursing the funds, the brokerage firm will be able to reach out to the investor, the trusted contact or law enforcement. In the past, privacy rules prevented a broker from contacting family members

when suspicious activity was detected. Other rules prevented brokerage firms from halting transactions for any reason. However, in response to a rise in financial scams, FINRA, which regulates U.S. firms and professionals selling securities, established the Securities Helpline for Seniors in 2015. The helpline has received more than 12,000 calls and recovered more than $5.3 million for seniors who have been victims of fraud. This tremendous response was part of the impetus for the new rules.
