Insurance Notice

IMPORTANT INFORMATION REGARDING SEWER BACKUPS

An Important Announcement from Marple Township

Sewer backups and flooding can cause devastating property damage and are not covered by standard homeowners’ insurance policies. The majority of these claims are the responsibility of the property owner. Sewage from sanitary sewer lines occasionally back up into houses through drain pipes. These backups not only cause extensive water damage that is difficult and expensive to repair, but also create health hazards.

Marple Township is not responsible for damages caused by sewers, drains and sump pumps except under limited/special circumstances provided by the Pennsylvania Political Subdivision Tort Claim Act. Property owners must be aware that they are responsible for the maintenance and repair of their private sewer lateral from their dwelling to and including its connection to the Township sewer main. Owners should also review their Flood and Sewer Backup insurancecoverage with their agent/insurance companies in order to properly protect their personal property.

Please pay particular attention to the following coverages: Coverage for Sewers, Drains and Sump Pumps: This valuable coverage is not included under your standard homeowner's policy, But can be purchased by endorsement by a rider for an additional premium.

Flood Coverage: Flood coverage is not included under your homeowner’s policy. However, flood insurance is available under the National Flood Insurance Program (NFIP) and can be obtained through your insurance agent or broker.

TIP 411 Alert System In April of this year the Marple Township Police Department joined many other departments nationwide in providing the TIP 411 Alert System from Citizen Observer to the residents of Marple Township. TIP 411 is a new interactive way to keep the community informed through text message, email, and online public safety alerts. TIP 411 also allows the public to report crimes and other suspicious activities directly to the police by sending anonymous text messages from their cell phone or via a free smartphone app. “We believe an informed community is a safer community,” said Marple Police Chief Tom Murray. “The new Tip 411 system allows our department to engage with the public and share information that will help make Marple Township a safer place.” Members of the community are encouraged to register to receive alerts from Marple Police via email and test message to their cell phone by opting to receive neighborhood specific or township wide alerts about public safety issues in their area. Residents can sign up online by visiting www.marplepolice.com. The public can also share information on crimes and other suspicious activity by sending an anonymous web or text tip to the police department. While not a replacement for dialing 911, those wishing to share information anonymously with police can simply text “MARPLE” and their message to 847411.

The new Marple Tips App for iPhone and Android from Tip411 enables the public to share an anonymous tip with police and let's Officers respond back, creating an anonymous two-way conversation. The new Marple Tips App and Tip 411 send anonymous texts via technology that removes all identifying information before the police see the tips. The tip sender cannot be identified. Since being introduced in early April, the Police Department has received numerous tips and or information, ranging from illegal parking to possible drug transactions. In one instance a tipster reported possible illegal activity and the police were able to establish a dialogue with the reporting party utilizing the app, while keeping the identity of the reporting party anonymous. This anonymous interaction enables officers to gather more specific information in order to address the issue. In this case and based on the tip an investigation was started and in less than two weeks police were able to identify and arrest a suspect.

The Broomall Fire Company was established on January 8th, 1923 by a group of twenty-six men whose sole purpose was to establish fire protection for the growing Marple Township community. Today, BFC serves well over 24,000 citizens and protects an area of approximately 11 square miles, including a large stretch of Interstate 476. Our new firehouse is scheduled to open in spring of 2019 and will be located across the street from our existing home at North Malin Road and West Chester Pike. There are over 85 members in the BFC with 54 men and women designated as active firefighters. Stormwater Management Keep Car Washing from Harming Our Streams Did you know: Soapy runoff from vehicle washing enters storm drains and flows untreated into local streams. Detergent levels as low as 0.1 ppm can harm wildlife and negatively impact drinking water and supplies. Even biodegradable detergents contain surfactants which can harm fish. Tap water from running hoses contains enough chlorine to kill fish in local streams. Use a commercial car wash whenever possible. They typically use half the water, and treat and reuse the water before discharging it to sanitary sewers.

If use of a commercial car wash is not possible, please follow these precautions: 1) Park the car so that water runs off onto a grassy area, not to the street. Use protective measures to redirect water onto grass and to block nearby stormdrains. 2) Use a bucket of wash water with minimal detergent or plain water with sponges and towels, not a running hose, to wash and rinse the car. 3) Use a high-pressure, low-volume hose with a trigger nozzle to refill the bucket. Do not allow hose to run freely on the pavement. MS42012

Put Rainwater to Work for You Harvesting rainwater is a simple way to make your household green and help your gardens prosper. Using rainwater instead of the tap to water your gardens will cut your water bill. It also keeps water from running off of your property and carrying pollutants into our streams. The two most common ways to put rainwater to work for you are rain barrels and rain gardens:

Rain gardens should be located at least 10 feet away from your foundation. Their size varies based on how much roof area is draining to the garden. Resources on building your rain garden can be found many places online, including:

A rain barrel collects water from your roof and stores it for future use. You can connect a hose to the barrel or use it to fill watering cans. Rain barrels are available commercially at home improvement stores or you can build a do-it-yourself rain barrel at little cost; see www.diynetwork.com/how-to/how-to-createa-rain-barrel for simple instructions. Most barrels hold 55 gallons of water and will fill quickly during a storm. Make sure to include an overflow pipe to transport excess water away from your house. Also, a screen or filter on top is essential to prevent mosquitoes. A rain garden is a collection of water-loving plants in a slight depression in the ground. Running a downspout towards a sunken garden will capture rainwater and allow it to slowly sink into the ground over the next day.

Attention: Pool Owners pools provided the guidelines outlined below are followed. Please check if your municipality allows discharges to sanitary sewers.

Please test the pH and chlorine residual of the water to be discharged. Drain the pool only when a test kit indicates no detectable chlorine levels, and a pH level between 6.5 and 7.8. If your pool contains algae or a black film of organic matter, collect it and compost it. This water may also contain low dissolved oxygen or have elevated temperatures, so please discharge over a grassy area to avoid it from reaching storm drains.

Residents and property managers who drain water from swimming pools need to be aware of ways to minimize environmental impact from pool water which contains chemicals that may be harmful to the environment.

Pool Owners Responsibilities to Protect Local Streams

Standing water or accumulated rain and/or pool water from the previous season should be pumped from the top so as not to disturb settled solids. Solids on the pool bottom should not be discharged. Following pump down of water, solids should be cleaned out manually.

Every year, there are fish kills in our local streams due to the discharge of water that has not been fully de-chlorinated to storm drains. Pennsylvania's Clean Stream Law prohibits the discharge of any swimming pool water without a permit. However, it has been the DEP's policy not to require permits for discharges from single resident

Leave the water in the pool at least one week without chlorinating prior to draining.

Never drain pool water directly into a stream, pond, or other body of water. Pump pool water out over an open area, such as a lawn, at a rate slow enough so that is absorbed and does not reach the stream or storm drains. Avoid drainage paths that may spill water onto neighbors' properties. Properly store pool chemicals to prevent leaks and spills, and follow the instructions on labels for disposal. By following these simple steps, you can help ensure that your pool will not only provide months of summer fun, but will also leave minimal pollution to our precious natural water supplies.

Fertilize Your Lawn the Easy Way

Disposing of grass clippings is the most labor-intensive part of mowing the lawn for many homeowners. You can skip all that work and let your grass clippings fertilize your lawn for free. Grass clippings contain nitrogen and phosphorus and can fertilize your lawn naturally. This can cut or eliminate the need for additional fertilizers, which can damage our streams. Clippings can also be composted and used to create high-quality fertilizers for your garden. Start mowing by making two or three passes blowing grass clippings into the center of your lawn, not the street or driveway. Make sure to mow when grass is

dry so that clippings do not clump together. Set the mower to a height of 2½ to 3 inches to better hide clippings and keep a healthier lawn. Mow weekly in the spring and as needed through the summer. Clippings left on your lawn will biodegrade quickly because they are 90% water. It should not cause thatch buildup. If the grass is very high (say, after returning from a vacation), consider making two cuts: a “trim” with the mower set high, followed a few days later by a cut to your regular length. This will give the clippings a chance to degrade into the lawn and avoid having long clippings covering the lawn.

To be sure you are giving your yard the nutrients it needs and not providing too much fertilizer, test your soil. Contact your local Penn State Extension office to order a soil test kit for only $9-12 (Delaware County: 610-690-2655, Chester County: 610-696-3500). For your lawn and your streams, keep your grass clippings on your lawn. Your wallet will also appreciate the change, as you will need fewer fertilizers and less water.

NO Plastic Bags - Plastic bags are the WORST contaminant in the recycling bin. When placed in a curbside bin, they get wet and dirty and cannot be recycled. Plastic bags with a #2 or #4 can be recycled at the CHaRM (Center for Hard-to-Recycle Materials ) if they are clean, dry and empty. They may also be recycled at participating grocery stores; find a list of participating stores.

NO Materials in Plastic Bags Workers have to slow the conveyor belts to rip open bags that contain recyclables and then add the bag to the heap of bags bound for the landfill. These inefficiencies waste time and money.

NO Shredded Paper - Shredded paper is too small to sort. The pieces fall through the cracks of the sorting machines, stick to the belts and end up all over the floor. Please avoid shredding when possible because it destroys the potential for recycling. Compost shredded materials in your curbside compost bin (if you have one) or recycle at your local Recycling Drop-off Center.

NO Scrap Metal Scrap metal items of any size should not go into your curbside bin. These items cause excessive damage to the recycling equipment.

NO Hazardous Waste Hazardous waste such as paint, automotive fluids, car batteries and pesticides must be taken to your local Hazardous Waste Facility, not to the Recycling Center.

NO Diapers or Bio-Hazardous Waste Syringes and needles, diapers and other sanitary products are not recyclable.

NO Nonrecyclable Plastics While we have added new plastic items, many plastics are still not recyclable. Plastic lids, foam (Styrofoam®) and any other plastics not listed in our recycling guidelines are not recyclable because stable markets do not exist for these materials. NO Flattened Containers The single-stream sorting equipment separates “flats” (paper) from “rounds” (containers). When containers are flattened, the equipment mistakenly sends them to the paper side of the facility, significantly contaminating the paper we’re sending to market. NO Caps/Lids on Glass Bottles or Jars Metal lids can be removed and recycled loose in the bin. Plastic lids and caps from glass bottles and jars should be thrown away.

NO Liquids When we compact bottles for shipping, liquids drip, splatter and explode all over the floor, creating a sticky, smelly mess on the sorting floor. Please completely empty and quickly rinse out all containers before recycling. NO Ceramics or Nonrecyclable Glass Ceramic, china, dishes, mirrors, light bulbs, Pyrex®, porcelain and window glass should not go into the bin! Their different melting points and chemical compositions will ruin new glass bottles.

NO Frozen Food Containers Paperboard boxes that were designed for freezer foods, such as frozen pizza and entrées, have a plastic polymer sprayed on them to protect against freezer burn. That same coating prevents the box from breaking up in the recycling process. These materials are not recyclable OR compostable.

RECYCLING The recycling program is single stream so all recycling can be placed in the same container. You may still place paper (bundled & tied) next to your recycling can. Additional Blue cans may be purchased at the Township Building for $20. Overflow of paper may be dropped off at the paper dumpster located at the former Marple Grade School property on West Chester Pike & Malin Road, across from the Fire House. Curbside Recycling Facts:

You're not too young for hip replacement surgery

“In the past, our primary concern was the longevity of the polyethylene liner that surrounded the ball and socket in an artificial hip joint,” explains David Vegari, MD, orthopedic surgeon at Lankenau Medical Center, part of Main Line Health. “Over time, the liner would break down, and about 15 years after surgery, the patient would require extensive surgical revisions. So, for a 45-yearold patient, we would wait as long as we could before performing a hip replacement. Now, the most advanced artificial joints no longer seem to show the same polyethylene wear rates at 15-year follow-up. When we use the newest technology, combined with proper surgical technique, a new hip joint can last a lifetime.” Hip replacement surgery, first performed in 1960, is considered one of the most successful operations in medicine. According to the Agency for Healthcare Research and Quality, more than 300,000 total hip replacements are performed each year in the United States.

Historically, hip replacement surgery was considered for patients in their 60s and 70s, or healthy patients in their 80s. Patients in their 40s and 50s experiencing hip pain and stiffness were advised by their physicians to hold off as long as possible before opting for replacement. Today, with significant advances made in artificial joint technology, there is no need for younger patients to live with pain. Hip replacement is for everyone!

“Despite the presence of substantial technological advancements, we are still a society that relies on word of mouth and the direct experience of a friend or neighbor,” says Dr. Vegari. “Hip replacement for younger patients is slowly becoming better understood and more acceptable. Previously, the average age for a hip replacement was the mid-to late-60s. Now it's in the 50s. And more patients in their 40s are having it done.”

In addition to better components, the options for surgical approaches have also evolved. Dr. Vegari prefers the anterior approach, a minimally invasive procedure with entry through the front of the hip joint, rather than through the side (lateral) or back (posterior). With the anterior approach, the hip is replaced through a natural interval between muscles, leaving the gluteal musclesthe most important muscles for hip function - undisturbed. With hip replacement surgery, most of the recovery process happens with the first three months following surgery, with the last 10 to 15 percent occurring by the end of year one. “Of course, surgery is not always the right answer,” reports Dr. Vegari. “Sometimes a problem can be resolved with physical therapy. Whatever the problem or solution may be, just coming in for an evaluation can change things for the better. Two new rules, enacted in February of 2018 by the Financial Industry Regulatory Authority (FINRA), are designed to help protect the investment accounts of older adults from fraud. These rules are crafted to make it more difficult for thieves to quickly drain the assets in a brokerage account.

In the first rule, the broker or investment advisor is required to ask the investor for the name of a trusted contact person. This is someone the broker can contact if there are any questions about the account. The trusted contact is intended to be a resource for the broker if he/she notices strange activity on the account. It is also intended to provide the customer's current contact information and health status or learn about any legal guardian, executor, trustee or holder of a power of attorney (POA). The second rule allows a broker to place a temporary hold on disbursements from an account if these disbursements seem suspicious. The rule applies to accounts belonging to investors age 65 and older or anyone with a condition that the broker

reasonably believes makes it difficult for the person to protect his or her account. Before disbursing the funds, the brokerage firm will be able to reach out to the investor, the trusted contact or law enforcement. In the past, privacy rules prevented a broker from contacting family members when suspicious activity was detected. Other rules prevented brokerage firms from halting transactions for any reason. However, in response to a rise in financial scams, FINRA, which regulates U.S. firms and professionals selling securities, established the Securities Helpline for Seniors in 2015. The helpline has received more than 12,000 calls and recovered more than $5.3 million for seniors who have been victims of fraud. This tremendous response was part of the impetus for the new rules. The new rules apply when opening a brokerage account or updating information for an existing account.
