TOWNSHIP MANAGER’S MESSAGE Dear Township Resident

On behalf of the Marple Township Board of Commissioners and Staff, we hope you enjoy the Spring 2022 edition of the Marple Township Newsletter. We all know that last two years were like no other. This pandemic changed the world and we strived to adapt the way we do things with compassion, creativity, resilience, and planning. Our goal has been, and will continue to be, serve the needs of our community, support quality services, provide efficiencies were possible, all while keeping our residents and employees safe. In the face of financial shortfalls, we adjusted spending on capital projects, which, along with our conservative financial policies, allowed us to adopt a revenue neutral budget for 2022, and zero tax increase for our community. As we look back on 2021, we are grateful for the residents, businesses, and employees of this Township. We are hopeful to implement traditional events and gatherings and are planning accordingly. We look forward to getting back together with all of you! We are excited to announce the completion of the new all-inclusive playground at Veterans Park that was under construction for the past year. This new and exciting recreation area is ultramodern and brings many new activities for our children. In addition to the playground equipment, there is a rest area/pavilion inside the playground for family to gather and so that parents can relax while the children enjoy the playground. The play area is completely fenced in and there is only one entrance/exit so that parents can safely monitor their children. The playground is now available for everyone to enjoy as we prepare for the second phase of this expansion project. Soon we will begin the construction of 52 additional parking spaces and a new comfort station/rest room that will comply with ADA standards. Congratulations to our Board of Commissioners, Marple Township Parks and Recreation Board, and the Marple Township Rotary for their support towards the reality of this outstanding recreation facility.

Changes and expansion on the for Paxon Hollow Country Club Marple Township is set to begin major improvements to Paxon Hollow Country Club which will include changes to the first three holes of the golf course and the addition of a full-scale driving range. This project will also include major upgrades to the golf operations infrastructure. In December, the Marple Township Board of Commissioners unanimously approved to move forward with a 3-million-dollar expansion project for the Paxton Hollow Golf Club. Two new opening holes will be built, which when completed will replace the current first two holes. The third hole will get a new tee located near the current fifth green making the third hole a straight away par four playing from an elevated tee. The new driving range will be built on the site of current holes one and two after the new holes are open. The new starting hole sequence will be par 5, par 3, par 4. The new driving range will be dual 4

function and can be used as a six-hole par three course for beginners and juniors. The new golf operations facility will be built directly adjacent to the first tee, driving range, and practice putting green. This new building will include the golf shop, locker rooms, snack bar, and below ground cart storage.

Paxon Hollow has provided residents and taxpayers with a wonderful added benefit. Not only is the proximity of the

Construction on both the new golf features and the golf operations building is scheduled to start this summer (2022) and will be completed and open for use the following summer (2023). Signal Construction

Multiple signal projects will be taking place throughout the Township starting this spring through fall. Traffic signals will be repaired and updated to busy intersections to improve safe travel in the Township. Short-term Road delays will occur, and road closures will be posted on the website. Please use extreme caution when traveling through construction zones.

The Township launched a newly designed website, www.marpletwp.com, which is intended to create a more professional and user-friendly experience following a series of improvements and enhancements. Many of the improvements were derived from responses to the Township website redesign team and input from residents. In January we added an additional feature that allows live streaming for residents to view our public meetings (Commissioners, Zoning and Planning) over the website. Once the meetings are completed the videos are also accessible for residents to view in the future as well. For the Apple consolidated app, users can download the app and the icon that will display on their device will be the CivicMobile app icon. Once you opened the app, you have the option to search for “Marple Township, PA” or they can use the 'Find Your Location' feature. After selecting the app, it will not show the splash screen, but will open directly to the menu screen of your app. Our next major improvement is on-line payment. The township will offer the ability for residents to pay for services, such as, Bulk Pick-up, permits, taxes and other services that will allow our residents to access pay for the township services. We are hopeful to have this new service available by July of 2022.

Municipal Separate Storm Sewer System (MS4) Update

Since 2003, Marple Township has been complying with Pennsylvania Department of Environmental Protection (PA DEP) requirements of their MS4 program that regulates stormwater discharges from the municipal storm sewer system. This program is the result of storm water regulations enacted by the U.S. Environmental Protection Agency under the Clean Water Act. PA DEP has developed a municipal permit program with the goal of reducing pollutants associated with stormwater runoff. Marple Township is one of nearly 900 municipalities in the state required to obtain a permit and perform annual testing of all stormwater flows to ensure compliance with pollutant standards. This service is provided by the Delaware County Emergency Notification System (DELCO ALERT), a strategic voice messaging system. Although the Township has provided Delco Alert with a general database of Marple Township home and business phone numbers, all residents are urged to subscribe all of their phone numbers (home and cell) to ensure that they receive proper emergency voice notifications.

Stormwater runoff is precipitation (rain or snowmelt) that flows across the land. Stormwater may infiltrate into soil, discharge directly into streams, water bodies, or drain inlets, or evaporate back into the atmosphere. In the natural environment, most precipitation is absorbed by trees and plants or permeates into the ground, which results in stable stream flows and good water quality.

HOW YOU CAN HELP MANAGER STORMWATER Managing stormwater on-site with rain gardens, rain barrels and similar practices.

Reducing impervious areas so that rain soaks into the ground. Grow native plants that are adapted to our climate and pests. Spread mulch thinly at the base of trees to prevent mower damage. Water your lawn deeply, but only every several days. Mow to 2½ to 3”. Rotate your garden crops, just as farmers do. If you find a pest damaging one of your plants, know what it is, what it does, and the best methods for treatment before taking action. PSU Extension (extension.psu.edu/pests) is a great place to start learning. When weeds sprout, hand dig or spot treat them with herbicices. If pesticides are needed, use insecticidal soaps or “Bt.”

Recognize this sign? Similar signs have been proudly posted on main roads of entry into Marple Township by the Marple Tree Commission. They document Marple's continuing commitment to the Arbor Day Foundation's program of effective community forest management and protection. This year we will be celebrating our 15th year of participation in this Tree City program at our annual Arbor Day event and tree planting in April. The Tree City Program was established back in 1976 by the National Arbor Day Foundation to commemorate our nation's 200th Anniversary. The idea was to energize public conservation of our existing trees and promote citizen action to help preserve the nation's tree canopy for the future. It began with participation by 42 communities in 16 states. Now over 3,676 cities, towns, urbanized counties, (plus military bases and college campuses) have been recognized as effective managers of their trees. And Marple is proud to be one of these communities due to the initiative of its Tree Commission and the support of the Marple Board of Commissioners. Tree City designation must be earned. Communities must agree to meet Four Standards to qualify for it and to assure that it develops a viable tree management plan and program.

Arbor Day proclamation and hosts an observance to celebrate and educate township residents. In addition to 15 years of planting an annual ceremonial Arbor Day tree, the Marple Tree Commission members and many enthusiastic volunteers have planted 500 trees in public locations such as the Fire House, the Township Building, the Massey House, school campuses and especially in our Township parks.

#1 - Establish a Tree board, department or commission: It is legally responsible for the care and management of the trees in public areas. In response to a request by some of our residents who were interested in trees, our Board of Commissioners authorized the establishment of the Marple Tree Commission, with an advisory capacity to promote tree planting and oversee existing tree sites. #2 - Create A Community Tree Ordinance: Fifteen years ago the Commissioners authorized Marple's new Tree Commission to develop a tree ordinance that provides legal support and guidance for tree care policies. #3 - Establish an annual budget. #4 - Renew certification every year. Re-Leaf Marple Program for 2022

In addition to the Tree City tree planting program for public sites in town, the Marple Tree Commission also has a program for planting trees on private property. Called Re-Leaf Marple, the program offers homeowners an opportunity to acquire and plant new trees or replace aged or damaged trees inexpensively. Trash & Recycling

The recycling program is single stream so all recycling can be placed in the same container. You may still place paper (bundled & tied) next to your recycling can. Additional Blue Recycling containers may be purchased at the Township Municipal Building for $20. Overflow of paper may be dropped off at the paper dumpster located at the former Marple Grade School property on West Chester Pike & Malin Road behind the Broomall Fire Company. Curbside Recycling Facts: Recycling is collected EVERY Wednesday Collection begins at 7am rain or shine Please have recycling at curbside the night before If collections falls on a holiday, recycling will be picked up the following Wednesday.

Containers filled with contents shall not exceed 50 pounds in weight and shall be placed adjoining the curb line in such a manner as not to obstruct passage on the sidewalk. Hazardous waste is any household product labeled poisonous, toxic, flamable, caustic, corresive, reactive, explosive or a combination of these characteristics. Look for warnings or skull and crossbones on the label. Contact the Delaware County Solid Waste Authority at 610-892-9627 for a list of Hazardous collection dates, times & drop off sites.

Leaf Collection

Trash Removal

Garbage must be drained of all liquids before being placed in containers for collection. Broken glass, and other sharp objects my be disposed of in a container that will properly hold the contents. Syringes and other medical waste is PROHIBITED and can not be placed in the trash stream. Residents should contact a medical waste collection company. Animal feces must be disposed of in water tight plastic bags that would properly hold the contents. All refuse receptables must be maintained in good condition and should not have ragged or sharp edges. The

LEAF BURNING IS PROHIBITED! Leaves can be raked to the curb for Township collection or composed in your back yard. NO bagged leaves will be accepted during the Spring and Fall curbside collection program! Yard waste drop off is also open each Spring and Fall. NO grass clippings or garden/flower bed waste will be accepted. For more information of the schedule,

Times: 9:00 am to 12:00 pm (on above dates). The drop-off site is located at the Old Marple Grade School property on West Chester Pike & Malin Road, directly behind the Broomall Fire Station (separate driveway off West Chester Pike). ONLY Yard Waste will be collected. ABSOLUTELY NO GRASS, NO LEAVES AND NO BAMBOO! Residents MUST provide proof of residency.

Bulk Pick Procedure

Any item that is not typical household trash is considered a bulk item (e.g. white goods, wood, furniture, TV's). Bulk items are collected weekly on your 2nd trash collection day (Thurs or Fri). The fee for a pickup is $15 an item and must be scheduled and paid 2 days prior to the scheduled pickup. The fee for a TV is $35. If you have a question regaqrding bulk collections, please feel free to contact the Code Enforcement Department at 610-3564040, Ext. 512. On line payment for this service is coming soon.

Sewer Blockages: For all sewer blockages please contact the Township Building at 610-356-4040 during business hours (7:30am 4:00pm). If your problem should occur after working hours or on the weekend please dial 911. Please contact your plumber prior to calling the township building or 911. Homeowners with public sewers should review their homeowner's insurance policies regarding sewer backuup claims. Marple Township is not responsible for damages caused by sewer backups except under limited circumstances provided by the PA Political Subdivision Tort Claim Act.

Sewer backups and flooding can cause devastating property damage and are not covered by standard homeowners’ insurance policies. The majority of these claims are the responsibility of the property owner. Sewage from sanitary sewer lines occasionally back up into houses through drain pipes. These backups not only cause extensive water damage that is difficult and expensive to repair, but also create health hazards.

Marple Township is not responsible for damages caused by sewers, drains and sump pumps except under limited/special circumstances provided by the Pennsylvania Political Subdivision Tort Claim Act. Property owners must be aware that they are responsible for the maintenance and repair of their private sewer lateral from their dwelling to and including its connection to the Township sewer main. Owners should also review their Flood and Sewer Backup insurancecoverage with their agent/insurance companies in order to properly protect their personal property.

Please pay particular attention to the following coverages:

Coverage for Sewers, Drains and Sump Pumps:

This valuable coverage is not included under your standard homeowner's policy, But can be purchased by endorsement by a rider for an additional premium.

Flood Coverage:

Flood coverage is not included under your homeowner’s policy. However, flood insurance is available under the National Flood Insurance Program (NFIP) and can be obtained through your insurance agent or broker.

Unfortunately, in our business, statistics of crimes prevented due to the visibility of a police car or officer, or reputation of the police department cannot be quantified. Whether favorable or not, statistics come in second in effective policing. Continually forming and strengthening bonds with the community, as our people do daily, is always the primary focus.

Back in 2020 Marple Township saw its lowest reported crime rate ever, besting 2019's twenty year low by 31%. Undeniably, much of that was a direct result of government sponsored pandemic lockdowns. As society began its journey toward normalization in 2021, the crime rate expectedly ticked up, but only by 4%; still 28 % lower than the pre-pandemic numbers of 2019. Perhaps one could argue that the pandemic influence remained a

THE RECYCLING BIN’S DIRTY DOZEN

NO Plastic Bags - Plastic bags are the WORST contaminant in the recycling bin. When placed in a curbside bin, they get wet and dirty and cannot be recycled. Plastic bags with a #2 or #4 can be recycled at the CHaRM (Center for Hard-to-Recycle Materials ) if they are clean, dry and empty. They may also be recycled at participating grocery stores; find a list of participating stores.

NO Materials in Plastic Bags Workers have to slow the conveyor belts to rip open bags that contain recyclables and then add the bag to the heap of bags bound for the landfill. These inefficiencies waste time and money.

NO Shredded Paper - Shredded paper is too small to sort. The pieces fall through the cracks of the sorting machines, stick to the belts and end up all over the floor. Please avoid shredding when possible because it destroys the potential for recycling. Compost shredded materials in your curbside compost bin (if you have one) or recycle at your local Recycling Drop-off Center.

NO Scrap Metal Scrap metal items of any size should not go into your curbside bin. These items cause excessive damage to the recycling equipment.

NO Hazardous Waste Hazardous waste such as paint, automotive fluids, car batteries and pesticides must be taken to your local Hazardous Waste Facility, not to the Recycling Center.

NO Diapers or Bio-Hazardous Waste Syringes and needles, diapers and other sanitary products are not recyclable.

NO Nonrecyclable Plastics While we have added new plastic items, many plastics are still not recyclable. Plastic lids, foam (Styrofoam®) and any other plastics not listed in our recycling guidelines are not recyclable because stable markets do not exist for these materials.

NO Flattened Containers The single-stream sorting equipment separates “flats” (paper) from “rounds” (containers). When containers are flattened, the equipment mistakenly sends them to the paper side of the facility, significantly contaminating the paper we’re sending to market.

NO Caps/Lids on Glass Bottles or Jars Metal lids can be removed and recycled loose in the bin. Plastic lids and caps from glass bottles and jars should be thrown away.

NO Liquids When we compact bottles for shipping, liquids drip, splatter and explode all over the floor, creating a sticky, smelly mess on the sorting floor. Please completely empty and quickly rinse out all containers before recycling.

NO Ceramics or Nonrecyclable Glass Ceramic, china, dishes, mirrors, light bulbs, Pyrex®, porcelain and window glass should not go into the bin! Their different melting points and chemical compositions will ruin new glass bottles.

NO Frozen Food Containers Paperboard boxes that were designed for freezer foods, such as frozen pizza and entrées, have a plastic polymer sprayed on them to protect against freezer burn. That same coating prevents the box from breaking up in the recycling process. These materials are not recyclable OR compostable.

UNDERSTANDING PLASTICS

Confused about which plastics you can and cannot recycle? With so many different types of plastics, the task of knowing which ones to recycle may seem challenging. Here is a simple explanation of the different types of plastics that you may be able to recycle. The well-recognized “chasing arrows” (triangle) symbol we see on plastic containers and products does not necessarily mean the product is recyclable. The little number (1-7) inside the triangle tells the real story. The purpose of the number is to identify which type of plastic was used to create the product. Not all plastics are recyclable or even reusable there are numerous plastic-based products that cannot break down naturally and cannot be easily recycled. Below are the seven standard classifications for plastics, along with the recycling and reuse information for each type: #1 Plastic (PET or Polyethylene Terephthalate) is used for many of the items found in our refrigerators and pantries. Examples include soft drink/water bottles, peanut butter jars, liquor bottles, and certain types of packaging. Type 1 plastics are intended for single use applications. Repeated use increases the risk of chemical leaching and bacterial growth. During the recycling process, the plastic is crushed and shredded into small flakes. These flakes are then reprocessed to make new PET products. The material can also be spun into polyester fiber, which is used to make textiles such as fleece garments, carpets, stuffing for pillows, and life jackets, among other things. #2 Plastic (HDPE or HighDensity Polyethylene) is used to make milk jugs, juice bottles, bleach/detergent/household cleaner bottles, and motor oil/antifreeze containers. Some haulers may only allow narrownecked bottles, while others may only collect clear or colored #2 Plastics. HDPE plastic is a hearty material and does not break down under exposure to sunlight or extreme temperatures. As a result, recycled HDPE is used to make plastic lumber products, picnic tables/benches, waste bins, bed liners for trucks, and other products that require durability and weather-resistance.

#3 Plastic (PVC or Polyvinyl Chloride) is used to make the bottles for cooking oil, salad dressing, and floor polish; toys for children and pets; and even bubble wrap. It can also be commonly found in products like siding and piping. Like HDPE, PVC is often used in outdoor/garden applications due to its resistance to sunlight and temperatures. Products made using PVC plastic are not recyclable and the applications for reuse are limited. #4 Plastic (LDPE or Low-Density Polyethylene) is used to make various types of film/wrap products, flexible lids/bottles that you can squeeze, and various types of household bags (including grocery, garbage, and bread bags). Many LDPE products are reusable, but not recyclable. #5 Plastic (PP or Polypropylene) is strong and lightweight. It is popular for use in things like yogurt containers, shampoo bottles, and margarine tubs. Polypropylene is also used in cereal box liners, combs, and battery packaging. Recycled PP is used to make landscaping border stripping, battery cases, brooms, bins and trays. Recycling rates of PP are relatively low, but on the rise. #6 Plastic (PS or Polystyrene) is a cheap, malleable material used to make many disposable (“Styrofoam”) plates and cups. It can also be used to make cartons for eggs, meat trays, take out boxes for food, packing peanuts, and insulation. Recycling of Polystyrene is not widely available, and many curbside haulers will not accept these products. Additionally, PS is structurally weak and can break down relatively easily, causing chemicals to leach. This combined with its light weight and sheer volume make PS, in particular, a notable threat to wildlife and natural ecosystems. Polystyrene should be avoided where possible. #7 Plastic (Other BPA, Polycarbonate, LEXAN, etc.) is a catch-all category for which reuse and recycling protocols are not standardized. Oftentimes, #7 plastics are a combination types 1-6. Examples include large water bottles (3-5 gallons) and items like sunglasses, DVDs, and phone cases.
