Senior Citizen Advisory Commission Mission Statement: To enhance and support the lives of senior residents of Marple by advising township officials about their concerns and interests, by creating a forum where they can meet and socialize and by offering programs and activities for their enjoyment. Established in 2011 to serve as an advisory board to the Board of Commissioners on senior related issues in the Township.. Seniors have a chance to have a VOICE with their local Government Officials. The Senior Advisory Commission meets the 3rd Wednesday of each month, 1:00 PM at the Marple Township Building, 227 S. Sproul Road, Broomall, PA. All are welcome. Township Manager’s Message Dear Township Resident, Spring has arrived and Mother Nature is showing off her beautiful flowers, tree's and green grass. It is not just the weather that's changing in Marple Township. Our township commissioners have worked aggressively with administration and staff to enhance the many services we provide to our community. Although the past 12 months have challenged our community in many ways, we are honored that we have not stopped serving our residents during this pandemic and I am proud of all our first responders and municipal staff who have worked through these difficult times and will continue to do so with the utmost professionalism.

We are excited to announce we are very close to implementing the plans to construct a new allinclusive playground at the Veterans Memorial Park starting this Fall. This new addition to our Parks Program will provide our community with a safe place where children of all abilities can play together and are developmentally appropriate for children with and without disabilities. The township received $425,000 in grants from Delco Greenways Grant Program, Department of Conservations & Natural Resources, Greenways trails & Recreation Program, along with donations from Broomall Rotary Club and Marple Township Parks and Recreation Fund. We know our residents will enjoy using this space and we look forward to seeing children of all abilities and all ages playing here together.

At the January 2021 meeting, our Board of Commissioners vetoed unanimously to authorize the creation of a Master Trail Plan for the Township. Township staff will continue to work alongside the Park Board to achieve the goals of this plan. The overall intent and purpose of the study is to identify opportunities and a methodology for developing a Township-wide network of public trails and greenway corridors. In pursuit of this goal, the Plan will address the balance between recent and future growth with the desire to maintain open space for both passive and active recreation, while planning for future greenway opportunities. The Plan will also create opportunities for residents to connect to local and regional parks, regional greenways, adjacent municipalities and other existing trails, as well as community facilities and natural and cultural resources. The expectation is that a Township-wide trail system will improve the overall quality of life in the community, increase property values, and enhance the attractiveness of Marple Township to new businesses and residents. 4

Township Manager’s Message (continued...) TOWNSHIP'S EFFORTS TO CONTINUE ESSENTIAL SERVICES

The Township of Marple's Administration and Department of Emergency Management continue to mitigate the impact of the COVID-19 outbreak in our Township. The measures that we have taken to date remain in place and improvements to our action plan are made on a regular basis. CDC and PA DOH standards are reviewed and implemented or adjusted daily. All employees are temperature screened daily. All occupied Township facilities are sanitized with CDC and FDA approved cleaning agents with high touch areas cleaned based on volume. Multiple hand sanitizing stations have been placed throughout the Township Buildings and Township Vehicles. All Township employees have been issued masks or a face cover and are required to wear them in accordance to the PA DOH guidelines. The Township has secured a variety of mask types to allow for the most comfortable and effective fit and has acquired enough masks for the foreseeable future. Some things have changed with our interactions, but one thing has not - we are here to help. Please let us know what we can do to provide any assistance.

ADMINISTRATIVE BUILDING

Township staff continues to serve the needs of our residents and businesses while not having direct contact with the public. Interactions with staff are done via telephone, email, or by utilizing the outside drop boxes located at the entrance to the Township Municipal Building. The drop boxes locked and accessible 24 hours, 7 days a week. Payments to the Township or to the Tax Collector can be made by US Mail or the outside drop boxes. If using the drop box, please pay by check or money order only (no cash) and place in an envelope. All envelopes must be clearly marked with your name, property address, phone number, and e-mail address (if applicable). If an e-mail address is provided, we will email you a receipt. Park playgrounds and open spaces are open for passive activities and we strongly encourage social distancing when using them.

WEBSITE

The Township recently launched a newly designed website, www.marpletwp.com, that is intended to create a more professional and user friendly experience following a series of improvements and enhancements. Many of the improvements were derived from responses to the Township website redesign team and input from residents. Additional revisions will be made, and new features will be added. Feedback is welcome as we develop the site further. We have also launched our new mobile app. that will make it even easier for our residents to access township information and to request services. For the Apple consolidated app, users can download the app and the icon that will display on their device will be the CivicMobile app icon. Once you opened the app, you have the option to search for "Marple Township, PA" or they can use the 'Find Your Location' feature. After selecting the app, it will not show the splash screen, but will open directly to the menu screen of your app. Our next major improvement is on-line payment. The township will offer the ability for residents to pay for services, such as, Bulk Pick-up, permits, taxes and other services that will allow our residents to access pay for the township services. We are hopeful to have this new service available by December 2021.

MUNICIPAL SEPARATE STORM SEWER SYSTEM (MS4) UPDATE

Since 2003, Marple Township has been complying with Pennsylvania Department of Environmental Protection (PA DEP) requirements of their MS4 program that regulates stormwater discharges from the municipal storm sewer system. This program is the result of storm water regulations enacted by the U.S. Environmental Protection Agency under the Clean Water Act. PA DEP has developed a municipal permit program with the goal of reducing pollutants associated with stormwater runoff. Marple Township is one of nearly 900 municipalities in the state required to obtain a permit and perform annual testing of all stormwater flows to ensure compliance with pollutant standards. Stormwater management information is available on PA DEP's website at http://www.depweb.state.pa.us; search keyword: stormwater and follow #stormwatersmartPA for updates. Stormwater runoff is precipitation (rain or snowmelt) that flows across the land. Stormwater may infiltrate into soil, discharge directly into streams, water bodies, or drain inlets, or evaporate back into the atmosphere. In the natural environment, most precipitation is absorbed by trees and plants or permeates into the ground, which results in stable stream flows and good water quality.

EMERGENCY NOTIFICATION SYSTEM

Especially after the most recent Tropical Storm Isaias, I would like to remind residents about the importance of subscribing to the Townships Emergency Notification System. It is an essential service that provides information from our emergency management personnel so our community can be prepared for unexpected emergencies. In the event of an emergency that affects Marple Township, a subscriber who has provided us with their home and/or cell phone number(s) will be contacted via a pre-recorded voice message about the nature of the event as well as proper response actions that the public should undertake. This service is provided by the Delaware County Emergency Notification System (DELCO ALERT), a strategic voice messaging system. Although the Township has provided Delco Alert with a general database of Marple Township home and business phone numbers, all residents are urged to subscribe all of their phone numbers (home and cell) to ensure that they receive proper emergency voice notifications. Marple Township Finance Department News Good News From The Finance Department. During the 2nd half of 2021, Marple Township is planning to offer the opportunity to make online payments, using a credit card for the following type of payments: 1. Bulk trash pickup requests. 2. Annual refuse bill which is mailed to taxpayers every year by march 1st. 3. Annual sewer bill which is mailed to taxpayers every year by july 1st.

We are diligently working with our 3rd party vendors to incorporate the new process on our website, integrate with our accounting system and our local bank. We expect to have this option available to homeowners sometime in the 2nd half of 2021. Stay tuned!

Marple Police Department News that Brian's family and this police department received from this community during the darkest days was indescribable. As a department we are committed to moving forward with his family forever a part of the Marple Township Police families.

Throughout 202, as the world around us seemed to stagnate under COVID-19 restrictions, the men and women of the Marple Township Police Department continued to serve their community honorably and with conviction. However, we were not immune from the difficulties of navigation through such a challenging time. The consequences of the restriction financially, physically, and most significant, mentally were felt and seen up close by our officers. From Day 1 this police department's approach was to work with our community, not against it. Through the barrage of seemingly endless and confusing rules and restrictions from higher levels of government I believe the empathy and pragmatism displayed daily by our officers removed at least some angst from residents

and business owners. The civil demonstrations and criminal unrest incited by the death of George Floyd, that continued throughout the summer, posed additional challenges to our officers. Weather it was assisting Philadelphia Police or Upper Darby Police during the riots or maintaining the safety and security of our residents and businesses here in Marple Township, there were no challenges too daunting for our men and women. On December 8, 2020 we suffered a tremendous loss when one of our brightest officers died suddenly and unexpectedly while on duty. Brian Niedelman #67 was a friend, mentor, and professional in every sense. Hi loss hit each of us hard and we continue to feel the impact. The support

The Marple Township Ambulance Corps (MTAC) is committed to providing the highest quality emergency medical services to the communities we serve. We will facilitate the education, training, and understanding of injury and illness prevention as well as our role in the response, treatment, and transportation of the sick and injured. The professionals of MTAC strive to meet the ever-changing nature of healthcare, emergency services, and public safety arenas through continuous training, incorporation of new technologies, and interagency cooperation. Through planning, staffing, and resourcing, MTAC provides the leadership, EMS management, and services necessary to fulfill our commitment to the community we serve, while assisting neighbors as requested. MTAC does this in a fiscally responsible manner and with the professionalism expected from those we serve. MTAC is an integral component of Marple Township and The County of Delaware, Pennsylvania. 14

Though the calendar has flipped our duties and responsibilities remain unchanged. Many changes to our profession are on the horizon but because we are an accredited agency we are already ahead of that curve. The Marple Township Police Department has been an official standard bearer for five years, not a standards chaser. It is what you, the citizens, residents, and business owners whom we are honored to serve, deserve. The men and women of the Marple Township Police Department remain committed to the highest degree of public service, training, and education. Marple Tree Commission Re-Leaf Marple Program

News from The Marple Tree Commission As we welcome spring of 2021 residents of Marple may notice the many young trees throughout the township that were planted by the Marple Tree Commission last year. With the help of dozens of enthusiastic volunteers we were able to plant 40 trees in township parks and other public sites. We also planted 13 in Rose Tree Park, a Delaware County park. These trees were provided by the Tree-Vitalize program of the Philadelphia Horticultural Society and partly funded by a state grant. We planted 20 more trees at the Historic Colonial Plantation, at Ridley Creek State Park.

Our very successful Marple Re-Leaf program provided and planted 60 trees on Marple residential properties in 2020. In eight years this program has planted over 300 trees. Many families have bought more than one tree to enhance their property. There will be many trees available again in 2021 for residents. This is an opportunity to also inexpensively replace aged or damaged trees and create more beauty, shade, stormwater control and wildlife habitat to neighborhoods.

Tree Commission members and volunteers were active all year overseeing the many trees we have planted over the years, visiting the parks regularly to provide water during dry periods and buck rub protection from midAugust until March for the young trees. They also inspect the established trees at these sites and report problems to the Township.

Park Neighbors How fortunate Marple residents are to live in a town with 12 parks. Whether you are into youth sports, adult sports, power walking, dog walking, bird watching, plant appreciation or just fresh air, there is a park nearby. Marple Tree Commission volunteers have planted trees in parks and public spaces and we try to protect them from deer damage, vandalism, weather and pest damage. Because we are few and the responsibility is so large, we appreciate help from park neighbors and visitors to help us maintain them. Please keep an eye out when visiting a park and report to us any tree damage, dangerous situations or inappropriate activity that you observe. Call the Township at 610-356-4040. Marple Tree Commission Hosts 2020 Arbor Day Observance

Traditionally annual public Arbor Day events

in Marple Township are held in April, However, due to Covid 19 social restrictions, the Marple Tree Commission (MTC) cancelled its spring public gathering for the planting of a tree and certification of Marple as a Tree City. However, as the months passed and it appeared that the measures for personal protection against the disease would not likely be rescinded before the end of 2020, the MTC decided to hold a simple, informal tree planting so that we could continue our annual tradition and earn the official Tree City designation for the township for 2020. The informal Arbor Day event was held on Friday, November 6 at the new Broomall fire house, courtesy of Jim Capuzzi, President of the Broomall Fire Company and Jim Castaldi, Facilities Manager. They joined several friends and members of the Tree Commission and some tree care volunteers (all wearing masks) to observe the tree planting which was the main event. After the Pledge of Allegiance, Diana Breen, Vice Chairman of the MTC, read the Tree City proclamation from the Township. Then as horticulturist Rick Ray and Marple ReLeaf program coordinator Janis Egan prepared the planting site for the tree, Diana described it. Selected because of its sturdiness, disease resistance and vase shaped canopy, the young tree is an Elm (Ulmus americana 'Princeton'). A relatively new cultivar, this native tree is particularly appropriate for the site behind the fire house near the driveway. The Broomall Fire Company will also host the 2021 Arbor Day observance in April, which hopefully, will include a return to our tradition of a public gathering of state and township officials, tree care volunteers and Marple friends and neighbors.

Greg Lingo swore he was done with Upper Darby. Then he realized he wasn't and wrote a movie. by Maria Panaritis

Now a Main Line developer, Lingo has written and filmed "Last Call." Inquirer columnist Maria Panaritis, a fellow Upper Darby expat, totally gets why. The Darwinian laws of high school cliques would say this never should have happened: Former Upper Darby High quarterback Greg Lingo meeting Former-And-Still-Supergeek-Me at a West Chester Pike bar the other morning. But there we were, inside Cawley's Irish Pub. A landmark of Delaware County's Irish drinking culture that for years I had passed on a yellow school bus and wondered, Who goes into that place? It smelled of smoke and weak beer. Greg had been coming here since fourth grade when he and his best friend, Sean Cawley, would help Sean's father count change. We headed to a room of empty tables and began to talk: Greg in his Main-Linedeveloper blazer and tieless shirt; me in journalist denim. I looked at Greg's face. I could faintly recall this: a skinny, 6-foot3 creature two years behind me in school whose head would bop high above the masses in the halls in between classes at Upper Darby High. I wanted to know: Why has Greg written and bankrolled a movie about our shared stomping grounds, called Last Call? There's no reason, really, that this son of a onetime repo man should bother himself with the old 'hood 22

like that. Greg had gotten through Cornell and Villanova, has a big house in Wayne, and is now a big developer-builder out of Media with projects across the region.

with a movie script? He's a busy guy - he runs Rockwell Custom and is backing a huge proposed development, among others, along French Creek in downtown Phoenixville.

There's something about Upper Darby. It gets under your skin. It assaults you by refusing to coddle you then it stays with you for life.

He swore, years ago, that he'd never look back once leaving Upper Darby for Cornell. But that did not stick.

“I call the town 'Darby Heights' instead of Upper Darby,” he said. That's the fictional name he uses in the film, a comedic look back at life in the blue-collar, West Philadelphia border suburb in the '70s and '80s. Like me, Greg grew up near trolley tracks that roared day and night as they extended west toward Media. Like me, he remembered an upbringing that was more bruising than blueblooded.

Early lessons in business taught him how even flawed childhood bonds can be the most valuable asset you cherish as you age. One guy he befriended as an adult stole from him; another swindled him out of a piece of land he had hoped to buy himself.

“I always thought it was funny," Greg said, "that it was 'Upper' anything.” You've got to have a sense of humor to make sense of the glorious chaos of growing up in this place. Greg and I attended the same schools: Bywood, Highland Park, Beverly Hills, and the high school that today at some 4,000 kids is way higher than 2,400 in our day. Greg is one of three brothers. He knew my younger sister, Diane. They were in the same class. As we talked, for the first time ever, I realized Greg and I, while inhabiting different social universes, were bound by a common thread.

But you sucked it up. “The way we grew up in this town,” I said, “if you look at the way kids are being raised today, it was so - quote - wrong.” He agreed. “It's the opposite,” said Greg. (His two oldest daughters are in college after attending Episcopal Academy in Newtown Square. He would know.) So why, then, did Greg bother

“I was going into it from the mind-set of these friends that I grew up with, where we would never do that to each other,” he said. “I realized that what made me who I am was this neighborhood and Upper Darby.” In the film, actor Jeremy Piven portrays a composite of Greg. We meet him as a bratty rich guy. By the end, he's discovered that his buddies, the old neighborhood, are life's true gold. “He has this kind of realization that as much as he wanted to leave, that's where he belongs," Greg explained. That's Upper Darby. Jock, nerd, or anyone in between, it makes you. Then it makes you run. Then, as you get older, it makes you think.

We had been, like many other kids in town, free agents who were either going to find our way in life or not. And mostly, on our own. Greg walked a mile to elementary school. I got bullied at the bus stop. His best friends were kids in Catholic Youth football at St. Laurence grade school, some of whose dads owned the Irish bars on West Chester Pike where men and, eventually, younger men learned to escape life, build community, devour the Philadelphia Eagles, and sometimes nurse unhealthy attachments to alcohol.
