Senior Citizen Advisory Commission Mission Statement: To enhance and support the lives of senior residents of Marple by advising township officials about their concerns and interests, by creating a forum where they can meet and socialize and by offering programs and activities for their enjoyment. Established in 2011 to serve as an advisory board to the Board of Commissioners on senior related issues in the Township.. Seniors have a chance to have a VOICE with their local Government Officials. The Senior Advisory Commission meets the 3rd Wednesday of each month, 1:00 PM at the Marple Township Building, 227 S. Sproul Road, Broomall, PA. All are welcome. Township Managerâ€™s Message On behalf of the Marple Township Board of Commissioners and staff, I am pleased to present the Spring 2020 Township Newsletter. We truly hope you find the information in the newsletter helpful. Keep it handy throughout the spring and summer as a reference. It is hard to believe nine months has passed since my appointment as your new Township Manager. Several important capital projects were completed which strengthens the Board's commitment to public safety, public services, parks and

trails. These core services are essential in maintaining a vibrant, safe and thriving community. Some other exciting projects that are underway is the complete reconstruction of the Township's webpage. Our current site is very old and outdated and the new site will provide a professional communication tool and provide better access to Township information, including on-line payment for Township services. The new webpage is scheduled for release by April 30th. Additionally, the Township has a new community access channel which is under construction and will also provide useful information to our residents who do not have computer or internet access. Starting February 4th through February 9th, the Township will be upgrading the cameras and

microphones in the municipal board room which will improve all the airing of the Planning, Zoning and Commissioner meetings. The Board of Commissioners is very aware of the burden on the tax base providing these important services and has worked for many years on maintaining below average Township real estate taxes, when compared to all other surrounding municipalities. A major reason why the Township has been able to maintain below average taxes for so long is due to the administration's effort to improve efficiencies and reduce operational costs of all Township departments. Maintaining low real estate taxes has been a mainstay for the Commissioners for well over a decade and we will continue to search for new revenue and cost cutting opportunities.

Playground Improvement Projects A few months ago, I reported the good news about new playground equipment will soon arrive for both Kent Park and Marple Gardens. At the recommendation from the Parks and Recreation Committee, the Board of Commissioners authorized the purchase of two new playground sets. The new equipment will welcome children and

families of all abilities to learn, play and grow together. The cost of the improvements is $45,000 and was funded by the Township's parks and open space fund. The equipment has arrived, and the public works staff are beginning the installation this spring and will be ready for our families to enjoy for many years.

In addition to this new playground equipment, we have received over $430,000 grant funds to begin a rehabilitation project of Veterans Memorial Park. The first phase of this focuses on relocating the playground which was originally installed in 1997. The new location provides an enlarged playground footprint, allowing for a separation between younger and older users. The new playground will take advantage of native plantings to provide shade, modern ADA-compliant and inclusive playground equipment, and accessible paths to the park. There will also be several other improvements that will enhance the recreational opportunities of this great park.

Emergency Notification System I would continue to remind residents about the importance of subscribing to the Townships emergency Notification System. It is an essential service that provides information from our emergency management personnel so our community can be prepared for unexpected emergencies. In the event of an emergency that affects Marple Township, a subscriber who has provided us with their home and/or cell phone number(s) will be contacted via a live or pre-recorded voice message about the nature of the event as well as proper response actions that the public should undertake. This service is provided by the Delaware County Emergency Notification System (DELCO ALERT), a strategic voice messaging system. Although the Township 4

has provided Delco Alert with a general database of Marple Township home and business phone numbers, all residents are urged to subscribe to ensure that they receive proper emergency voice notifications.

Business Privilege & Mercantile Taxes Marple Township is a great Township to establish or expand a business venture. Persons desiring to do business in Marple Township are required to obtain a business license and pay a business privilege and/or mercantile tax.

Local Services tax - employee withholding tax paid by employees and sole proprietorships. Current tax rate is $52.00 per employee per year. Tri-State Financial Group, LLC is the Township's Business Tax Collector. They are a professional collection company providing services exclusively to state and municipal government. Business Privilege tax - based on gross receipts of any business other than retail. Current tax rate is 0.0015 per $1,000 of gross receipts. Mercantile tax - based on gross receipts of retail establishments. Current tax rate is $0.0015 per $1,000 of gross receipts.

RECYCLING The recycling program is single stream so all recycling can be placed in the same container. You may still place paper (bundled & tied) next to your recycling can. Additional Blue cans may be purchased at the Township Building for $20. Overflow of paper may be dropped off at the paper dumpster located at the former Marple Grade School property on West Chester Pike & Malin Road, across from the Fire House. Curbside Recycling Facts: Recycling is picked up EVERY Wednesday Collection begins at 7am rain or shine Have recycling at the curb the night before If a collection day falls on a holiday, recycling will be picked up the following Wednesday. TRASH REMOVAL Garbage must be drained of all liquids before being placed in containers for collection. Broken Glass, syringes and other sharp objects must be disposed of in a container that will properly hold the contents. Animal Feces must be disposed of in water tight plastic bags that will properly hold the contents. All refuse receptacles must be maintained in good condition and should not have ragged or sharp edges. Refuse must be placed in

YARD WASTE Yard waste is collected at curbside for two weeks in the spring and fall. Yard waste drop off site is also open each spring and fall. No grass clippings or garden/flower bed waste will be accepted. Marple Township is not responsible for damages caused by sewer backups except under limited circumstances provided by the PA Political Subdivision Tort Claim Act. DO NOT PLACE HAZARDOUS WASTE IN YOUR TRASH! Hazardous waste is any household product labeled poisonous, toxic, flammable, caustic, corrosive, reactive, explosive or a combustion of these characteristics. Look for warnings or skull and crossbones on the label. Contact the Delaware County Solid Waste Authority at 610892-9627 for a list of Hazardous Waste collection dates, times & drop off sites.

Marple Newtown Recreation ADULT OPEN PICKLEBALL

Welcome to D&D Club. Due to the great support and interest we’ve received from the community, we started a tween D&D group for ages 10-13. To sign up, email mateen@delcolibraries.org. This new group meets every Wednesday from 4pm - 6pm. Our original 14-18 year old group meets every Monday from 6 - 8pm. We are a group dedicated to role-playing games (especially Dungeons and Dragons) and story telling. Role-playing is a phenomenal way of teaching teens (and adults) to coordinate and work as a team, problem-solving, social and coping skills, ethics, and to practice basic mathematics. Currently our older teens are playing a D&D 4th edition game. Characters are level 11 and have recently saved a city from being overrun by lycanthropes. This game is best suited for highschool/college aged teens. If you would like to join please email Amber here and she will be more than happy to help you build a character!

The Gauntlett Community Center Gym is now open Monday, Wednesday and Friday afternoons from 1:00pm to 3:00pm for Open Pickleball play. Three courts are available for use. Marple Township Police Department Chief of Police Message

While the winds of change usher in a new season, those winds have been working hard for some time here at the Marple Township Police Department. Over the past two years retirement has claimed six officers and over 150 combined years of experience and dedication. Then, to put a bow on it, our chief of 15 years (and police officer for a total of 40), Thomas Murray, retired January 10th. But with change comes opportunity and that has come in the form of current officers promoted and new officers hired to fill the voids. I must count myself as the most fortunate since the Board of Commissioners appointed me to become the sixth Chief of Police in the history of this storied police department. ATM GRAB - While you're taking money

out of an ATM, someone suddenly appears and says, "Excuse me, you dropped $20," pointing to a bill on the ground. While you bend down to pick up the $20 the thief grabs your cash from the machine and runs away. Always be aware of your surroundings.

BAIL BOND SCAM - The victim receives a phone call from a person claiming to be a friend of a relative of the victim. The victim is told that the relative has been arrested and the "friend" asks for bail money. If the victim agrees, the caller will arrange for himself or another person to pick up the money. Ask for the court's information and advise you will call the court directly, ask verifying questions about the family member, try to call the family member direct or ask for the police department name that arrested the person and call them first, don't just send or give them the money. CHARITABLE SOLICITATIONS - These con criminals will make you think you are giving to a good cause, but the result is that the money goes to them. Scam artists also advertise fake charities using similar names to those of well-known legitimate charities. Research the charity before you give. DIVERSION BURGLARY - A man, woman and one or two children appear at the victim's door and plead to use the victim's phone claiming to have an emergency and must call for help. Or they may simply ask for a drink of water. Once inside, one offender distracts the victim while another searches 18

enforcement today. But it is also my duty to honor those who have come before me and helped make this department what it is today. What you, the citizens and residents we are honored to serve, will notice most are the different faces who proudly wear the Marple Township Police uniform. What you will not notice is a change in the services to which you have become accustomed or the manner in which those services are provided. The men and women of the Marple Township Police Department remain committed to the highest degree of public service, training, and education. DOOR-TO-DOOR SOLICITOR - As a door-to-door solicitor, the con artist asks for a donation to benefit a nonexistent organization or sells a product for a reduced price if the person signs the contract immediately and pays cash. Ask for the solicitor's identification and permit. If in doubt, call your police department immediately. GRANDCHILD IN DISTRESS - A grandparent receives a frantic call from someone they believe to be their grandchild. The supposed grandchild sounds distressed and may be calling from a noisy location. They claim to be involved in some type of trouble while traveling out of the U.S. and asks the grandparent to immediately wire money. The scammer typically asks for several thousand dollars and may even call back asking for more money. He or she may claim embarrassment about the alleged trouble and ask the grandparent to keep it a secret. A second scammer may pose as some type of law enforcement officer.

provide bank account routing numbers. Wiring money is like sending cash; there is no way you can reverse the transaction, trace the money, or recover payment from the telephone con artists. Again, ask verifying questions about the family member, try to call the family member or someone close to them, don't just send or give them the money.

SEALCOATING SCAM - In a typical seal coating scam, the suspect approaches the homeowner with a claim of having "leftover" coating material (usually in the bed of a pick-up truck), and contracts to seal the homeowner's driveway. Once the homeowner pays for the job, the suspect sprays a cheap oily material on the driveway or just drives off. They may also quote one price and when they complete the job say they needed to use more material and demand a higher price. Always know who you are dealing with and get the quote in writing, verify the business before agreeing to the work.

Alternatively, the scammer may pretend to be a family friend or neighbor. A common theme of the scam across the nation is the caller's request for the grandparent to wire money through Western Union or MoneyGram or to

News From The Marple Tree Commission Re-Leaf Marple Program for 2020

Spring is just around the corner, so that means it is time to consider adding a new tree to your home landscape. Here is an opportunity to also inexpensively replace aged or damaged trees and create more beauty, shade, stormwater control and wildlife habitat to the yard. Started in 2012, Marple Tree Commission's hugely successful Re-Leaf program is available to Marple residents only. Over the years many families have bought more than one tree to enhance their property. In 2019 we planted 54 trees for residents - the most of any year so far! This year there are 120 healthy, young trees available for spring planting. Details about the program and the trees, their size and price are outlined on a flyer available from Janis Egan. All About the Crum Creek

The Crum Creek is approximately 24 miles long. It was originally called Ockanickon by the Lenni Lenape who lived in the woods along the creek. Early 18th Century Swede settlers named it Crumkill, or Crooked Creek. The word “Crum” is Dutch for “Crooked.” The Crum Creek watershed is 38 square miles of land encompassing the creek and its sources. The water from small streams and wetlands in this area drain into the creek through a network of tributaries starting from its headwaters at Malvern. The creek carries all of this water down to Eddystone where it flows into the Delaware River. The 38 square mile drainage area of Crum Creek encompasses 15 municipalities and has a population of approximately 68,000 residents. Part of the upper Crum Creek is designated by the Department of Environmental Protection DEP as Special Protection stream, with a larger Cold Water Fishery and native trout population than nearby Ridley and Chester Creeks. In Marple Township, Hotland Run, a Crum Creek tributary, is still classified as “Exceptional Value.” The DEP also has listed about 19 miles of the lower Crum Creek and its tributaries as “impaired” due to pollution. They are protected as Warm Water Fishery streams to support bass and perch fish populations. The Crum is the largest drinking water source for Delaware County residents. Crum Creek was dammed in 1931 near Pennsylvania Route 252 to create Springton 20

Arbor Day 2020

Our annual celebration of Marple's community forest and re-certification by the National Arbor Day Foundation as a Tree City, USA will take place on April 24 at 4:00 pm this year. Hosted by the Marple Tree Commission, this event is a special opportunity for residents, school students, township officials and environmental advocates to gather in tribute to trees planted in our yards, parks, commercial sites, and school campuses that, collectively, moderate our weather, improve our air quality, reduce traffic noise, reduce crime, support wildlife, and raise our spirits. The event highlight is the demonstration of how to correctly plant a tree by Tree Commission members. The location of this year's Arbor Day event will be announced soon. Come join us and bring the kids to this celebration.

Lake (also known as Geist Reservoir) to ensure an adequate drinking water supply to the Lower Crum Reservoir near Media. The approximately 391-acre Springton Water Reservoir is maintained by Aqua America and it helps regulate consistent supply water to the Lower Crum Reservoir serving over 200,000 households. The Aqua Pennsylvania drinking water treatment plant on the Lower Crum Reservoir withdraws 19 million gallons per day to provide drinking water for households and businesses. The Crum Creek supports diverse aquatic life: water plants, 12 species of amphibians such as salamanders and frogs, plus turtles in pools and floodplains, and fish. Certain areas of the Crum watershed have habitat areas of large, mature woodlands and forested stream corridors that support impressive numbers of native plants and wildlife. Unfortunately these areas are being invaded by rampant invasive plant species that threaten to eliminate the healthy habitat. On its way to the Delaware River the Crum Creek passes through the campus of Swarthmore College. This 200 acre site, one of the last remaining forested areas in Delaware County, is called Crum Woods. Due to the devoted stewardship of staff and members of the Scott Arboretum located on the campus, there are 3.5 miles of wellmaintained trails. Visitors are welcome to enjoy the remarkable biodiversity and beauty of this special area. During the Great Depression, The Scott Horticultural Foundation, precursor of the Scott Arboretum, replanted the Crum Woods with 60,000 native trees and shrubs.

Park Neighbors

How fortunate Marple residents are to live in a town with 12 parks. Whether you are into youth sports, adult sports, power walking, dog walking, bird watching, plant appreciation or just fresh air, there is a park for you, and it is probably near you. Marple Tree Commission volunteers have planted trees in parks and public spaces and we try to protect them from deer damage, vandalism, weather and pest damage. Because we are few and the responsibility is so large, we appreciate help from park neighbors, and visitors to help us maintain them. Please keep an eye out when visiting a park and report to us any tree damage, dangerous situations or inappropriate activity than you observe. Call the Township at 610-356-4040. Among its many, many functions, the Crum Creek is a source of water during drought periods, a discharge area for effluent from wastewater treatment plants, a natural floodway for stormwater runoff from major weather events, and a recreational scenic and educational resource enjoyed by residents throughout its watershed. Three distinct sections of the Crum Creek have been identified based on the land uses and stream quality conditions that exist in the regions that it flows through:

UPPER WATERSHED - Rural/Suburban:

The highest quality of water is found at the headwaters of the creek north of West Chester Pike. The water is cooler water because of it is shaded by wooded areas. These High Quality waters are protected to restrict pollution and support diverse aquatic life.

MIDDLE WATERSHED - Suburban:

Reduced water quality in the Crum is found in the stretch between West Chester Pike and Baltimore Pike around Newtown Square, Marple and Swarthmore where the creek flows into the Springton Reservoir in Media. Environmental degradation from development of extensive shopping centers and numerous subdivisions continue to compromise the waters as they flow through this section.

LOWER WATERSHED - Urban:

Water quality is worst in this stretch of the creek South of the Baltimore Pike through industrial and densely developed areas to the Delaware River. Covering nearly 19 miles, the creek and its tributaries flowing through this region are listed by the PA Department of Environmental Protection (DEP) as “impaired” due to runoff from roads and parking lots, sewage treatment plants, brownfields and dams.
