A Note From The Township Manager Walt Disney once said, "Times and conditions change so rapidly that we must keep our aim constantly focused on the future." Walt clearly adopted this way of thinking in running Disney. The Township Board of Commissioners has embraced Walt's philosophy in their governance of the Township. The Board continues to take action now to prepare the Township for the future by addressing operating costs, development, recreation needs, quality of life issues and making sure we are ready to tackle rapid change. Five years ago no one would have considered that the 213 acre Don Guanella Village property on Sproul Road would be sold and potentially developed. Long before the property was actually sold, the Board recognized the sweeping impact it will have on the Township in the years to come and began to work to strengthen our codes and address traffic issues along the Sproul Road corridor. The Board also recognized that our parks must meet the continual changing needs of our residents and has begun work to update each park to reflect those needs. The new stream crossing at Kent Park has rejuvenated the walking trail. The new Bocce court at Veterans Park and the upcoming Master Plan Update will ensure that the park will be enjoyed for years to come. In 2013 the Board took the first of several steps to address the ever escalating cost to

collect and dispose of trash by implementing once-a-week recycling collection to help reduce what we put into the trash stream. This action by the Board has not only increased our recycling collection volume realizing an increase in revenue from the sale of material, but it also has reduced the tonnage of trash collected and its disposal cost. The Board of Commissioners is now setting their sights on how we can collect trash, recycling and yard waste weekly to not only increase collection efficiency and stablize operating and disposal costs, but to be prepared for future collection and cost changes.

I know you're thinking: "I have too much trash for once a week pickup.", What about holidays?", "Will it work?" and probably a million other questions. Once-a-week trash has become the industry norm in private trash collection and municipalities are slowly catching on to its advantages. Providing opportunities to take more recycling material, yard waste, grass clippings and bulk items out of the trash stream may just show us how we all can reduce our carbon footprint significantly while saving the Township significant disposal costs.

Recently, the Board has discussed the potential next steps to control trash collection costs. They include revamping of the weekly trash collection procedure to also provide for weekly curbside yard waste and bulk item pickup. These materials currently account for a significant amount of trash tonnage, about 25% of all the material we collect. Since they represent a significant part of our disposal costs, so finding a way to remove them from the trash stream is paramount. And the best part is that they can also be recycled! One option under consideration is a transition to once a week curbside collection of all materials. While this option reduces the current twice weekly trash collection to once a week, it allows the Township to efficiently schedule and

This issue is not one the Board of Commissioners is taking lightly. Over the next several months, the Board intends to discuss the options at each of their monthly meetings and have scheduled community meetings to talk "trash" and get input from you. Just watch the evening news and you'll see Walt was right. Sometimes changes occur overnight, but rest assured, the Board of Commissioners and Township Staff are focused on the future of the Township. Anthony T. Hamaday

The Broomall Fire Company (BFC or Company 53) was established on January 8th, 1923 by a group of twenty-six men whose sole purpose was to establish fire protection for the growing Marple Township community. Today, BFC serves well over 24,000 citizens and protects an area of approximately 11 square miles, including a large stretch of Interstate 476. The current fire house is located on the corner of North Malin Road and West Chester Pike. There are over 90 members in the BFC with approximately 52 men and women designated as active firefighters. Volunteer Membership If you're looking for an exciting way to give back to your community and be part of a progressive EMS organization, Marple Township Ambulance Corps is always welcoming new applicants for volunteer membership. To apply, one must be at least sixteen years of age, willing to attend EMT school or already be certified as an EMT or Paramedic. Training costs covered by Marple Township EMS include, but not limited to, Emergency Medical Technician, Emergency Vehicle Operator Course and other continuing education classes for EMTs, Paramedics and PreHospital Registered Nurses. Marple Township Police Department News Pharmaceutical Safe Disposal The Police Department and the Township Environmental Advisory Board have joined to place signs in every pharmacy in town reminding individuals of the pharmaceutical safe disposal drop-box in the police station lobby, 225 S. Sproul Road. The receptacle, like others in stations throughout the county, allows residents to properly rid their homes of potentially dangerous expired and unwanted prescriptions. Since the boxes are emptied by investigators from the Delaware County District Attorney's office and the contents are destroyed in an incinerator, they prevent individuals from experimenting with the drugs while ensuring unused pills and liquids do not enter landfills and sewers, nor contaminate the region's water supply. "It was the Environmental Board's idea to put the signs in the pharmacies and we thought it was a good one," said Police Chief Tom Murray. "When people pick up a prescription, they are reminded there is a place to get rid of it if they don't need to take all of it. Public Works (Trash & Recycling) RECYCLING

TRASH REMOVAL

BULK PICK-UP

The recycling program is single stream so all recycling can be placed in the same container. You may still place paper (bundled & tied) next to your recycling can. Additional blue cans may be purchased at the Township Building for $20. Overflow of paper may be dropped off at the paper dumpster located at the former Marple Grade School property on West Chester Pike & Malin Road. Paper and small electronics may be dropped off at the Public Works Garage located at 446 Marpit Road (diagonally across from Produce Junction).

Garbage must be drained of all liquids before being placed in containers for collection. Broken Glass, syringes and other sharp objects must be disposed of in a container that will properly hold the contents. Animal Feces must be disposed of in water tight plastic bags that will properly hold the contents. All refuse receptacles must be maintained in good condition and should not have ragged or sharp edges. Refuse must be placed in containers of metal or of substantial plastic construction; NO loose trash will be collected. Containers filled with contents shall not exceed 50 pounds in weight and shall be placed adjoining the curb line in such manner as not to obstruct passage on the sidewalk. Only grass clippings and garden/flower bed waste placed in trash bags will be accepted with your regular trash.

Any item that is not typical household trash is considered a bulk pick-up (e.g. white goods, wood, furniture). Bulk pick-up is the third Wednesday of every month and must be paid for by the Friday prior. The fee for the pickup is $10.00 an item. Curbside Recycling Facts: Recycling is picked up EVERY Wednesday Collection begins at 7am rain or shine Have recycling at the curb the night before If a collection day falls on a holiday, recycling will be picked up the following Wednesday.

LEAVES LEAF BURNING IS PROHIBITED! Leaves can be raked to the curb for Township collection or composted in your back yard. NO bagged leaves will be accepted. Information on how to compost is available in the Township Building. The schedule for leaf pickup is available at the Township Building, on the community channel & the Township website.

YARD WASTE Yard waste is collected at curbside for two weeks in the fall and two weeks in the spring. No grass clippings or, garden/flower bed waste will be accepted. SEWER BLOCKAGES For all sewer blockages please contact the Township Building at 610-356-4040 during normal working hours (8AM 4:30PM). If your problem should occur after working hours or on the weekend please dial 911. Homeowners with public sewers should review their homeowner's insurance policies regarding sewer back-up claims. The rules of law under Pennsylvania Political Subdivision Tort Claim Act make it difficult for the Township to be held liable for sewer back-ups.

Hazardous waste is any household product labeled poisonous, toxic, flammable, caustic, corrosive, reactive, explosive or a combustion of these characteristics. Winter Road Maintenance Snow Emergency

With winter just around the corner, here is some important information regarding the Township's Winter Road Maintenance and Snow Plowing Policies: The Public Works Department, in advance of a forecasted snow event, will pre-treat all Township roads with an anti-icing/ deicing salt brine solution. Plowing typically begins when at least two inches of snow can be measured on the road. The Township plow crew's goal is to keep a single lane of traffic open on every road in the Township, if possible, by making multiple passes on each road during the snow storm. Some primary or connector roads such as, Highland Avenue, New Ardmore Ave, Reed Rd, Crum Creek Road, Lovell Ave, Malin Road and all Snow Emergency Routes are given priority to allow for the passage of emergency vehicles and general traffic. Once the snow has stopped their goal is to have all Township roads and cul-de-sacs cleared curb to curb within 18-24 hours. PennDot is responsible for plowing all State Roads including West Chester Pike, Lawrence Road and Sproul Road. If you have to travel during a snowstorm, please drive carefully and keep alert for other vehicles, pedestrians and snow plows!

In order to facilitate the movement of traffic and allow Township snow plows to effectively travel and clear streets, the Township Manager will declare a Snow Emergency whenever snowfall is predicted to exceed three (3) inches. Residents will be notified through the Township's Code Red Notification System when a Snow Emergency is declared. During a snow emergency, parking is prohibited on all roads designated as snow emergency routes. Parking is also prohibited on all cul-de-sacs or hanging over onto roads from driveways during a storm until the snow is cleared.

Shoveling Do not clear sidewalks until plowing equipment HAS PASSED, or your hard work may be for nothing! Township crews are not permitted to plow your driveway entrance. Throwing, shoveling or plowing snow from sidewalks or driveways into the street is strictly prohibited. All sidewalks must be cleared within 12 hours after snow stops falling. If more than 12 inches of snow falls, the time limit is extended to 48 hours. Driveways and Parking Lots - Dumping snow or ice onto Township property or streets, or plowing snow across a street is strictly prohibited. This offense is punishable by civil action, with a fine of up to $600.00. Finally, please be patient! Our plow crews work tirelessly through a snow storm to ensure that our roads are clear and safe. We will get to your street. If you observe an unsafe condition on any roadway or sidewalk, please call the Township. As always, if you have an emergency, please dial 911 immediately.

Aerate your lawn to keep the soil loose and absorbent to soak up rainfall. Cover bare soil in planting beds with mulch to prevent soil erosion and compaction by rain and to increase absorption into the soil. Establish berms or swales to retain storm water. Put in a rain garden in low areas of your yard. Water-loving plants there will slow runoff, filter the water and encourage it to soak into the soil. Plant trees! Their canopies diffuse rain to promote absorption into the soil and their roots hold the soil to prevent erosion.

Here are some Best Management Practices (BMPs) that homeowners can employ to prevent storm water runoff:

Runoff control Homeowners are required to keep storm water on their property where it can water plants, control erosion and recharge the aquifers that provide well water. The Township Code is very clear about the importance of establishing and maintaining BMPs to control storm water runoff. No person shall modify, fill, grade, landscape or alter their property or any existing storm water control without the approval of the Township.

Stormwater flooding Almost all municipalities now regulate development to reduce storm water runoff. The Marple Township Code states "A comprehensive program of storm water management... is fundamental to the public health, safety, welfare and the protection of the people of the Township and of all the people of the Commonwealth, their resources and the environment." The Township is empowered to regulate land use activities such as new construction, earth moving and grading, that affect water runoff and surface and groundwater quality and quantity by the authority of the Pennsylvania Municipalities Planning Code, Act 247 as amended. Developers are required to submit detailed plans indicating how drainage, storm water quantity, sediment and water quality control will be managed. Even homeowners planning to build additions, garages and swimming pools are required to submit a storm water management plan.

Roof drains (gutters and downspouts) must not be connected to either type of sewer systemstorm or sanitaryor even to roadside ditches. Storm water must be directed to flow overland so that it can infiltrate the soil on the property. But not so it flows directly toward a neighboring property! The Township recommends using Best Management Practices (BMPs) such as planting vegetation, trees and shrubs and installing rain gardens and retention ponds where plants can gradually take up the water. If you live in a newer house or development with an above ground or below ground storm water detention facility (e.g. seepage bed, basin or pond), these facilities should be routinely inspected to ensure they function as designed. If you have any questions or concerns, please call the Township Code Department at 610-359-4040

News From the Marple Tree Commission How to Recognize an At-Risk Tree: An 8 Point Check-Up The Marple Tree Commission encourages residents to plant and care for trees and to appreciate the numerous ways that trees benefit our community. While most trees are great asset to both public and residential properties, one of the great concerns that homeowners have, of course, is the possibility that their tree or a neighbor's tree might break apart or fall and cause serious property or personal damage. Some trees fall unpredictably, but most incidents can be attributed to serious structural issues that make trees vulnerable to weather events. The signs and symptoms of key risk factors can be easily identified by residents during a 30 minute, three-step inspection of their trees once or twice a year as they mature. Routinely checking trees for common structural defects reveals potential hazards early so they can be remedied before there is an incident. Note: With older or very large trees, it may be safer to contact an arborist to do the inspections.

Step One: Stand away from your tree and take a good look into its branch canopy. This best done with deciduous trees after their leaves fall. ___1 Dead, hanging or broken branches? Remove any of these branches that are larger than 2 inches immediately.

___2 Leaning tree? Look closely if a trunk that seems tilted or twisted also has exposed roots or a mound of soil near its base, this poses a potential serious hazard. Consult a certified arborist.

Step Two: Walk up to the tree and check trunk and branches for defects. ___3. Multiple trunks? Check multiple stem or branch situations for cracks or splits where they all converge. If several trunks of similar size converge at their base and resemble wishbones, examine where they are attached to assure that it is a strong union. Otherwise they are prone to split apart in wind and ice storms.

___4. Weak branch unions? Check branches larger than 3 inches in diameter where they attach to the trunk. A crack or split there indicates potential problems. Remove the branch before a storm does.

___5. Trunk and/or branches have cracks? Measure the crack depth with a pencil or screwdriver. Call a certified arborist to inspect any cracks that extend beneath the bark into the wood. ___6. Signs of decayed wood? Inspect tree trunks and large branches for rotted wood, large cavities, mushrooms and fungi growing on the bark surface. Check exposed roots, too, for similar signs of decay.

Examine the base of the tree trunk for signs of horizontal cuts or chewed bark tissue caused by string trimmer or rodent Advisory Commission damage. Take measures to prevent further damage. ___8. Roots bulging, overlapping? Remove any soil or mulch that is mounded over the root flare at the base of the trunk to check for a flat side to the trunk. This may indicate girdling roots that constrict nutrient flow to the tree. Consult a certified arborist about this serious situation.

Marple Newtown School District

Marple Newtown High School Ranked Nationally by Newsweek. The Daily Beast, which owns Newsweek, used six indicators culled from school surveys to compare public high schools in the U.S., with graduation and college acceptance rates weighed most heavily. Other criteria included: college-level courses and exams, percentage of students with free or reduced lunch, as well as SAT and ACT scores - another mark of how well a school prepares students for college. Marple Newtown's graduation rate is 98.9%, with 87% going on to college. Average SAT score at MNHS is 1520 and average ACT score is 22.6 and 22% of students enroll in Advanced Placement (AP) classes. Student Ambassador Program at Marple Newtown High School Gregory Puckett, Principal of Marple Newtown High School Eighth grade is a great year for students; it is the end of the middle school years and students have the feeling of being the "top dog" at

school. However, as the 8th grade year progresses, students and parents become more and more anxious about the "big move" to high school. Concerns range from becoming familiar with the new building, courses and bell schedule to figuring out how to make sound personal decisions as students transition from adolescence to young adulthood. These are all legitimate concerns and areas that we as educators factor into our planning as we prepare our students for life after high school. This is why Marple Newtown High School is excited to announce its first ever Student to Student Ambassador Program for incoming ninth grade students and students new to the high school.

The ambassadors met with their students, took them on a tour of the high school, and returned to the auditorium where administration addressed the students concerning expectations for being a MNHS student. Ambassadors then sent the students on their way with a drawstring backpack. After the students left, we began preparing for the August 26th ninth grade orientation. Our work included a two-hour summer workshop where we created our goals for the program, discussed what it means to be an ambassador, and started planning activities for the upcoming school year. At the conclusion of the workshop, each ambassador hand wrote a welcome letter to their incoming students.

Our Student Ambassador Program is designed to ensure that every student entering Marple Newtown High School knows at least one other student. Our mission is to ensure that all of our students feel connected to school and to help them build positive relationships with other students and teachers. The sense of belonging helps students to feel better about school and ultimately, will translate into better grades and better choices when confronted with challenging situations. According to a similar program called Link Crew, "The more connected students are to their new school, the better they will do in all the measures that are important in tracking their success: grades, test scores, attendance, and discipline. All these measures are positively affected when students are connected."

The key to the success of our program is the quality of the students we select to be ambassadors. Our ambassadors are selected by the administration based on teacher and counselor recommendations. The ambassadors are students in grades 10 through 12 for the upcoming school year. The selection process for the ambassadors involved carefully selecting students who are the epitome of a MNHS student. They are great students with good grades and are involved in a wide range of school activities. These students are excited about the program and excited about working with each of their students. Our hope is that with this new program we can encourage more students to get involved at school and participate in our awesome array of school-wide activities. Once each incoming student knows a current MNHS student; and maybe because of this, they will be more inclined to attend a Friday night football game or come to one of our amazing performances. Our ambassadors will personally invite their students to these big events and if the ambassador cannot be there, hopefully the

Marple Newtown School District student will have built new relationships with peers and will still attend the event. It is an exciting time in education and more specifically at MNHS. Our school spirit meter is bubbling to the top. Our student attendance at school events has increased and our Tiger Pride is beaming everywhere. Marple Newtown receives two $25,000 grants (MNHS and Worrall Elementary) in the Governor's Expanding Excellence Pilot Mentoring Grants; Initiative Focused on Increasing StudentAchievement Governor Tom Corbett announced that $700,000 will be shared by17 school districts to serve as mentors under the Governor's Expanding Excellence Pilot Mentoring Grant Program. The goal of this program is to pair high-performing schools with low-performing schools to increase student achievement. "This program goes to the heart of our education system increasing student achievement and preparing students for posthigh school success," Gov. Corbett said. "I congratulate these schools for their strong record of academic progress, and I applaud each of them for their willingness to work with their peers to improve student performance."

Based on the 2012-13 School Performance Profile, public schools with a score of 90 percent or higher were eligible to apply for mentor grants of up to $25,000 for each profile component that contributed to their outstanding achievement. A total of 55 mentor grant applications were received by the Department of Education. Applicants were required to analyze strategies, processes and techniques, and design researchbased models or training tools that can be used by schools across the state to improve student performance. The 17 grant recipients will share their work with their peers at the Pennsylvania Association of School Administrators and the Pennsylvania School Boards Association's School Leadership Conference in October, and will showcase their models at the department's Standards Aligned System Institute in December. Over the next several weeks, mentors will select a mentee from a list of interested public schools with a 2012-13 School Performance Profile score of 79 percent or lower. Both schools will work together to implement strategies in the mentee's school to improve student achievement. The district in which a low-performing school is located and selected as a mentee will receive a $10,000 grant to assist in replicating the

research-based strategies or training tools designed by the mentor school. A Look Back A snapshot of Marple's past The year was 1895, the month was August. Steam-driven engines, formally operated in Frankford, pulling passenger trailers, were put into operation between 63rd and Market Streets & Marple. They served for less than a year before the trailers were converted into single truck trolley cars operating by electricity. The line was extended to West Chester in 1899. Marple Township Historical Society One autumn Saturday afternoon in 1934 a young couple was riding their bicycles along rural Lawrence Road in Broomall when they passed an old house overgrown with vines and partially boarded up. The couple was currently living in an apartment in Haverford Township, and looked at this old farm house as a possible opportunity to move to a more spacious dwelling. They approached the owner and reached an agreement to rent the house. Thus began the story of an invention and the start of a revolutionary company. Armand and Vera Spitz were the young couple looking for a place to make their home and start a family, and so they did. They were married that year under a maple tree on the lawn of their new home. Unbeknown to them this run down overgrown and unimproved house would later become known as the 1696 Thomas Massey House. The house appeared to them much as it did when it was built, as there had been no modernizations made to the house according to their daughter Verne Rice. The fireplaces were the only source of heat in the winter, there was no running water nor was there electricity. The Spitz's named their new home "Head Acres." Regardless of the run down condition great things were going to happen in this house. Armand Spitz, aside from his involvement with journalism, was very interested in astronomy. This led him to a job at the Franklin Institute as a writer and later involvement with the Fels Planetarium where he became director. Due to his involvement with the planetarium Armand saw the need to provide a smaller and less expensive device for public schools and small colleges. Focusing his creative talents

he began the process of developing his prototype. His daughter Verne, during a presentation she made to her father's company Spitz Inc., recalled watching him create his first planetarium in the old kitchen of the house when she was a child. Armand Spitz went on to found Spitz Laboratories in 1945.

Nov. 15Th - Colonial Dinner: A Harvest Festival Throughout the 50's and 60's, Spitz Labs, under dinner. 5PM the guidance of Armand, continued to develop Nov. 27nd - Frost Bite Run. Southeastern Pa. projection systems for schools, museums and Antique Car Club Rally. 8AM to 11AM attractions and began to develop larger displays for prestigious planetariums in the US Presentations will be held at the Marple and around the world. By the 1960's Spitz Labs Christian Church next door to the Thomas had installed over 500 systems, many of which Massey House. All other activities will be held at the 1696 Thomas Massey House are still in operation today. By the early 1970's, Spitz, Inc. had become the world's leading supplier of complete dometheater installations, including the first large dome configuration with a tilted dome, computer controlled projection instrument and computerized theater automation system. During this time Spitz, Inc. was responsible for the development of the first domes for largeformat film systems, and today supplies domes for Imax theaters worldwide. Today the company is a leader not only in planetarium development but also in the design, manufacture and installation of geodesic domes throughout the world. Armand Spitz passed away on April 14, 1971. His final message to the planetarium community was given at an annual gathering in early 1971. The message was:
