2021 Budget Process Driven by Long-Range Solutions The Lower Providence Township Board of Supervisors adopted the 2021 budget at its December 3, 2020 public meeting. A copy of the 2021 budget is available on the Township website. The overriding factor in the budget process was determining long-term solutions to address challenging shortfalls created by reduced revenues and ever-increasing costs. To that end, the budget includes a real estate tax increase of .22 mills in the General Fund budget which covers the general operating expenses of the Township. The increase will generate $350,000 and equates to about a $37 increase annually for the average residential homeowner. It is important to note that the Per Capita Tax was eliminated in 2020, saving residents $15 per person annually. Additionally, the General Fund millage rate had not been increased since 2004 and prior to that it had been the same for eight years. The shortfalls in the General Fund continue to be driven by personnel costs that are outpacing revenue growth. Although it appears that recent large developments in the township have positively affected the Township's assessed value, revenues have not appreciatively increased. Typically, property values will naturally increase through development and improvements, thus generating additional revenue without increasing the tax millage rate. Unfortunately, since 2007, the Township has only experienced an average of .44% per year increase in assessed value. A subcommittee began meeting in the first half of 2020 reviewing options for a sustainable path for the Township's operating and capital budget needs for the next 5 to 10 years. Much of the work has focused on addressing the structural

deficiencies of the General Fund seeking changes that will improve revenues on a recurring basis rather than one-time revenue enhancements. With the tax increase, the 2021 General Operating budget includes total revenues of $10,699,086 and total expenditures of $11,096,463, representing operation at a deficit of $397,377. A portion of the General Fund Reserves of $4.3 million will be used to balance the 2021 budget. The Township also utilized a transfer of $40,000 from the Debt Service Fund to help balance the General Fund. This transfer was possible because of excess revenues in the Debt Service Fund resulting from recent debt being retired. The majority of expenditures in the 2021 budget remain consistent from last year with the exception of the normal annual personnel cost increases including salaries, pension and benefits. While these represent a large portion of the General Fund, the Township is at a point where it is difficult to make cuts in this area without compromising services. As mentioned, long-term solutions were discussed which included an analysis of revenue trends and any impact from the pandemic for future years. The Township will continue to analyze the Debt Service Fund in future years and consider transferring additional funds to the General Fund due to the debt retirement schedule. In 2022 and 2023, the Township will consider additional Real estate Tax increases in addition to utilizing General Fund Reserves to continue to address the structural deficiencies of the General Fund. It was discussed that the Township will also utilize General Fund Reserves to fund the Capital
purchases in 2022 and 2023. After 2023, the Township will have to review at that time options to fund the capital purchases moving forward. Finally, there was an understanding that some of the General Fund Reserves should also be held for future MS4 stormwater obligations. These are stormwater management requirements and costs being imposed by DEP and the EPA to municipalities.

Supervisors Continue Annual Update With Video Presentation For the past three years, the supervisors have hosted a year-end open house to personally provide residents with information on current projects and future goals. But 2020 was a very different year and unfortunately the supervisors were not able to hold a live event due to the pandemic.

2020 Community Awards Recognize Outstanding Service The Lower Providence Township Board of Supervisors recognized outstanding contributions of individuals and businesses within the community, presenting the 2020 community th awards at its December 17 meeting. This past summer, Christopher Carbonara, owner of Via Roma Restaurant in Eagleville, played a critical part in the success of an initiative called “Meals for 150,” an initiative that provided meals for children whose parents were struggling because of the pandemic. Despite facing the challenge the pandemic presented him as a business owner, Mr. Carbonara opened his restaurant to the program. He

Collegeville Italian Bakery has for many years been a successful business and also a very generous one. This family-run business supports local sports teams, charitable causes, and most notably, emergency responders, police and firefighters.Collegeville Italian Bakery supports and unites the community in other ways, as well. They are cheerleaders for the local

refrigeration and food storage, and made space available for volunteers to pack meals.
When restaurants were permitted to reopen and Mr. Carbonara was working to get his own business back up and running, he continued to take food deliveries for the program and provide space for the volunteers. Over just a few short months, the generosity of Mr. Carbonara facilitated the distribution of thousands of meals to local residents by the program.

Open Space Plan Update Work Continuing on Parks, Recreation and Open Space Plan Lower Providence has initiated work on the Township Parks, Recreation and Open Space Plan. The plan will examine the current park and recreation system and how it can be improved to better serve the recreational needs of current and future residents. A study committee of residents and Township officials was formed and the Township retained a team headed by Simone Collins Landscape Architecture of Norristown to guide the study. The professional team started their work in July by visiting the Township's parks and is now analyzing park facilities, trails, open space, and recreational programming, all geared toward recommending new and improved facilities and programs.
One of the most important aspects of the planning process is obtaining robust public input. There are several ways residents can share their thoughts and ideas about park improvements. Virtual meetings are scheduled throughout the process and so far, there have been three committee meetings and one public meeting. You can view the presentation of public meetings on the Township website lowerprovidence.org. Future meetings will focus on analysis, findings, and recommendations. There is also an online public opinion survey for the plan as well as a Wikimap where users can map their own recommendations. A draft plan will be released in April 2021 for public review and a final plan will be completed in late June.

Comprehensive Plan Update Shaping the Future
In the years that have passed since the existing Township comprehensive plan was adopted, Lower Providence has grown and changed and so, too, have the community's needs. The
Township is currently creating an updated comprehensive plan that will help the township prepare for the future and serve as a long-range community vision, guiding policies for land use, infrastructure investments,
and community facilities. Input from the public is critical to the success of the plan and will be sought throughout the intensive and lengthy process which is expected to take 18 to 24 months.
A Comprehensive Plan Steering Committee, including representatives from both the Board of Supervisors, staff, county Planning Commission, and other key municipal stakeholders within the community, is helping to facilitate update. The committee is in the analysis phase of the process which includes extensive data collection, analysis, and mapping. As needed, coordination with partners such as SEPTA, the Delaware Valley Regional Planning Commission(DVRPC), and adjoining municipalities will be done to gather pertinent information. The community is strongly encouraged to participate in this important process. Community Development News Development Projects: Underway & Under Review PLANS THAT HAVE COMPLETED ON-GOING CONSTRUCTION Evansburg Vineyards FINAL REVIEW: 3855 Germantown Pike
Work is nearly complete with the expected opening of the winery happening this spring.
Within this 139-townhome community along Germantown Pike, the units have completely sold out - ahead of schedule. Construction will continue through 2021.
Crawford Estates, 37 Crawford Road
There are to be eight lots, six of them being new. This project adjoins the intersection of Park Ave./Crawford Rd./Eagleville Rd., site of proposed intersection improvements.Two of the seven lots have been permitted.
Eagleville Hospital 100 Eagleville Road
A $45-million project to modernize the campus has begun. Construction on the residential units is underway and is expected to be completed mid-2021.
Enclaves at Evansburg
DeLuca Homes of Bucks County is underway with this project, which is to include 24 small-lot single homes in a tract connecting Evansburg Road and Ridge Pike. Many of the homes along the northerly loop have received permits and are under construction.
IROY Gym & Track 3444-50 Germantown
Pike -Interior work has begun for the approximately 47,000- square foot indoor gym and courts facility. Expected opening is early spring 2021.
109 River Road
Family and Friends Holdings are renovating the former residence to include office space and exterior improvements. Work is underway.
This is a nine-lot single family home development on Woodland Avenue, near the ball fields and Woodland Elementary School. This project has been sold to a builder who is looking to begin soon. This project has been approved through the land development process. Methacton School District is proposing to reconstruct the existing Arrowhead Elementary School building at 262 Level Road. The project will involve continuous operation of the existing building while the new building is being constructed. The new building will add a second story over part, enhanced traffic circulation, stormwater management, and modernized construction systems. Contracts have been awarded and the new school is on schedule to be opened in 2022.
Eagleville Elementary
Methacton School District is proposing to add an addition at the entryway to the existing school at 125 Summit Avenue. It will be a two-story addition; the area of the addition is 2,190 SF. This project is nearly through the land development process.
Moscariello at Crosskeys
This is a mixed-use project consisting of three buildings along Ridge Pike that will combine retail and office space with townhouse living above. There will also be thirty townhouses constructed interior to the site near Crosskeys Road. The approval process is completed. The developer is working on state permits.
Salters Rebuild
This is a proposal to build approximately 12,000 SF of new retail space on the site of the former Salter's Ski and Fireplace building. This project is completed through the land development process. Three lot line change projects are completing the land development approval process. In the Community Development Department, we occasionally hear of concerns from residents in rental units. While recognizing that housing is increasingly expensive and that affordable options are difficult to find, tenants should be careful about the conditions they agree to and continue to live with. The Township does have an apartment registration requirement but does not have a rental inspection program. Because of this, we are limited in our awareness of poor conditions such as mold and tripping hazards, and we have little legal recourse to investigate. Buildings with common areas, such as hallways and lobbies, are subject to inspection under the Township Business license program. In extremely severe situations, Township personnel can investigate, and if warranted, can condemn a property. In these rare situations, tenants would be legally required to leave the residence until the conditions are remedied. If tenants find themselves in a bad situation, it is necessary for them to work directly with the landlord and/or property manager or seek legal counsel, as they would with other contractual matters.
Construction of the new headquarters for HTC Builders is anticipated for later this year. This project for seven new single-family homes on a cul-de-sac, in between Arrowhead Elementary School and the Woods at Providence - Stella's Way has begun. Working from Home May Affect Your Local Wage Tax If you are an employee of a Philadelphia-based employer and are now required to work remotely from your residence in Lower Providence, you should inquire with your employer about withholding the appropriate earned income tax.If you have been and continue to be required to work from home for 90 or more days, your employer could register your home as a work location and no longer withhold the Philadelphia wage tax. Instead, your employer could be withholding at the rate applicable to your new work location your Lower Providence residence. This means that you would then be taxed at Lower Providence Township's lower earned income tax rate of 1%. Additionally, the tax revenue would comeback to your home community of Lower Providence Township as well as the Methacton School District thus benefiting both of your taxing districts. Again, this must be initiated by the employer so if this applies to you, please inquire with your employer to see if this could apply to your 2021 Earned Income Taxes. 10

Police Department News Project Return Safely Provides Vital Service for Caregivers
The Lower Providence Township Police Department is proud to expand upon an already successful initiative. “Project Return Safely” is a program for families of individuals who may not be able to communicate with a law enforcement officer because of various physical and/or cognitive conditions. The program assists police officers in reuniting caregivers with lost or wandering loved ones suffering from Alzheimer's disease, Autism, or other incapacitating conditions. It is a valuable tool in identifying distressed individuals quickly and effectively. The police department recognizes time is of the essence and having background information will help our officers to make informed decisions on how to peacefully intervene to avoid those actions that will likely trigger fear, anxiety or even a violent response. We use the program to gather and maintain individual enrollment records. This information is placed in a secure database that can be accessed in a police cruiser or back at the station. If officers find someone who cannot communicate where he/she lives, they can search the database by description and safely return the person to their family or care givers. The system also works in reverse - if a loved one goes missing, their picture and description are immediately available.

Project Return Safely is voluntary and all information is kept confidential. There is no charge for participation nor an enrollment fee. However, there is a responsibility and commitment of participants to keep the system up to date and current. Please take a moment to register your loved one today, so you can help us help them. Once registered, officers can search for information specific to the person to include a physical description, photographs, medical conditions, home address as well as a list of individuals to contact in the event of an emergency. To enroll in the program, simply complete the Project Return Safely registration form as well as attach a recent photograph of the participant. Police Department News Innovative Restraint Tool Demonstrated for Police Members of the Lower Providence Police Department met with a representative from BolaWrap to test out the latest in restraint systems. BolaWrap is a restraint tool developed to provide safe distance between the subject and the Officer. BolaWrap does not rely on pain compliance and is specifically designed to be deployed early in an engagement. The device discharges a Kevlar rope that wraps around the subject's legs or arms preventing the individual from harming themselves, police, or others. LPPD is committed to using as little force as necessary to take people into custody and we will continue researching ways to do our jobs more safely and effectively.
Reminders for Snowy Driving Conditions To increase your ability to see when driving in snowy conditions, the LPPD offers these reminders: Clear all the windows, hood, trunk and roof of your vehicle before starting to drive in the snow. If you don't, snow will blow off of your vehicle and onto your windshield, blocking yourview, or could blow off and onto the windshield of a driver who is following you. If snow or ice from your vehicle strikes another vehicle or pedestrian harm, you could be fined. Clear your headlights, taillights and directional signals of snow, ice and dirt. This helps other drivers see you and helps you see what is ahead. A dirty headlight reduces light output by more than 50 percent. Let the engine warm up before you start driving. It gives the defroster a chance to warm the windshield and melt any ice you could not scrape off. Use your wipers to keep your windshield as clear as possible and make sure your windshield washer reservoir is full and you're using fluid that will not freeze. Keep the defroster on to clear steamed windows. If you have a newer vehicle, your defroster may be part of your air conditioning system. Read your owner's manual to learn how your vehicle's defroster settings should be used. Turn on your low beams, even during the daytime. This increases your visibility to other drivers.
Accident Reports Available Through Carfax Copies of accident reports prepared a s a result of an accident investigation c onducted by the Lower Providence Township Police Department may be obtained through Carfax. LPPD will no longer process these requests. To request an accident report, visit crashdocs.org. All requests will be considered in compliance with the applicable Pennsylvania statutes with respect to public records. A $15.00 fee is charged for a police accident report. Additional fees are charged for reconstructed accidents, photographs and video.

Public Works
The Public Works Department counts on your cooperation to help us with the tough task of maintaining roads during inclement weather. You'll find complete snow removal information on the department's webpage: https://www.lowerprovidence.org/publicworks/pages/snow-removal-information. Beloware some important things to consider during winter storms: When frozen precipitation is falling, Township roadways will not be free of snow and ice. Please limit driving during winter storms whenever possible. Remember: If you are stuck in traffic, so are we. The most economic and timely way for us to clear snow from a roadway is to push it off typically with the plow angled right. All drivers are instructed to safely plow the snow in the most suitable area to expedite the process. When plowing operations begin, usually around the 2” benchmark, the plows start off opening up the roadways. Priority roads will be first. Opening up refers to plowing two passes along each street and it may be completed multiple times before the precipitation ends. This process helps first responders get to any emergencies. In addition, it reduces the amount of snow we will need to clear once the storm has ended. At that point, curb-to-curb plowing operations will begin. Shovel snow to the right side of the driveway as you are facing the roadway. Piling snow away from the oncoming direction of the plow lessens the snow pushed back onto your driveway. Please wait to clear the end of your driveway one last time until all plowing has been complete along your entire roadway. Help reduce the risk of your mailbox being damaged. Do a visual inspection prior to the winter season. Most damage occurs from either an old, rotted post, or is the entire mailbox was installed incorrectly. Please visit the usps.com website for more details.If damage is caused by snow or ice hitting the mailbox, or due to deteriorated materials, repair or replacement is the responsibility of the resident. If it is believed that the damage is the result of direct contact with a plow truck, please call the Public Works Department, 610635-3525, after the storm has subsided and within 48 hours, and we will evaluate the damage to determine responsibility.

You may have been wondering about the large pile of wood chips on S. Park Avenue at Hollywood Avenue. The wood chips are from various Township trimming and tree removal projects. Residents are welcome to help themselves to the wood chips while the supply lasts; there are no designated hours. Please note that this is for pickup only. The Township does not accept branches, etc. to be chipped. Branches can be bundled and put out as yard waste for collection by J.P. Mascaro on Wednesdays.

Sewer Authority News Sewer Line Replacement Work

In our program to remove I/I* from the sanitary sewer, the Sewer Authority is planning to replace the main sanitary sewer lines and laterals serving the properties on Amy Drive, Alexandra Drive and Jennifer Lane. A section of sewer main will be replaced between West Mount Kirk Avenue and Second Street and Walker Lane between East Mount Kirk Avenue and Church Road.
LPTSA has purchased a 2020 Ford F-350 with plow and utility body through the states COSTAR (cooperative purchasing) program. The truck replaced an 18-year-old truck that was in need of continual repair.
This work is currently in the planning stages and is expected to begin sometime in late spring, early summer 2021. All property owners affected by this work will be contacted by mail prior to the project going to bid and well in advance of the start of construction.
The rate is $332.00 per year per unit or $83.00 per quarter per unit which is divided between LPTSA - $38.00 - for collection and LPVRSA - $45.00 - for treatment.

*Inflow and infiltration
(I/I) is clear water that enters the sewer system from a variety of sources. Infiltration occurs when groundwater seeps into sewer pipes through cracks, leaky pipe joints and/or deteriorated manholes which may cause sewage volumes to exceed design capacity.
Emergency Sanitary Sewer Line Repair & Replacement
An emergency repair was done to the Mine Run sewer main in the Sunnyside Avenue area. The repair consisted of the replacement of five manholes and approximately 600' of sewer main line. The project area started at the manhole in front of 668 Sunnyside Avenue, went off road into the wooded area behind 668, 672 and 680 Sunnyside; 186, 182, 178 South Midland and 113,119 Regency Drive. This repair was needed as a partially collapsed pipe was found between two manholes during a video inspection.
A friendly reminder about our rates: Residential Customers
This includes all commercial, industrial, schools, clubhouses, fire houses, office, banks, hospitals, churches, chapels, institutions, and any other non-residential users. The rate is $45.00 per assigned UFU (user fee unit) per quarter, plus $1.41 per 1,000 gallons of water (as measured by the water bill promulgated to each nonresidential user) which is consumed during the billing quarter, provided, however that the minimum sewer rental charge for each non-residential improved property shall be $38.00 per quarterly billing period in addition to the charge related to UFUs.
Delinquent sewer bills will result in water shut off and/or property liens. Water turn off/on and property liens will result in additional fees charged to your account.
Paperless Billing
Please do not flush masks, gloves or wipes into the Sanitary Sewer System. This can cause the pumps to clog and damage to equipment at our pumping stations. Also, please don't flush disinfecting wipes down the toilet.
Late Fee
If payment is not received by LPTSA by the due date printed on the sewer bill, a 10% penalty is added on the current amount due only. The aggregate amount thereof shall bear interest from the penalty date at the rate of .5 % per month (1.5% quarterly). Failure to receive your bill does not relieve you of your obligation to pay, nor waive customer of paying penalty.
The Sewer Authority wants our customers to know that our employees are always available during regular business hours by calling 610-539-6161 to address emergency situations. After hours emergencies, please call 1-800-379-5713. If you should have a backup in your outside line, contact us so that we can verify that it is not being caused by a blockage in our main line before you call your plumber to avoid undue cost.
