RESTORATION & REUSE PLANNED FOR HISTORIC CASSELBERRY HOUSE The Board of Supervisors is pleased to announce that the Township has signed a lease with the Skippackbased Jaybird Foundation to restore and adaptively reuse the historic Casselberry House site. The vacant property will be reimagined as a space for community connection, education, and cultural engagement. The Supervisors recognize that historic preservation not only saves structures but also preserves stories and strengthens community connections. This public-private partnership carries special significance during the America 250 PA celebration. “This project is incredibly meaningful to me because it represents what's possible when community, history, and partnership come together,” said Cortney Marengo, Jaybird Foundation President. “Over the past year, we've worked alongside Lower Providence Township to reimagine what the Casselberry Property can be, not just a preserved historic site, but a living, active space that serves people. Being able to honor its history while creating opportunities for connection, education, and small business growth is exactly the kind of impact we hope to make through the Jaybird Foundation.”
historic site built circa 1734. The main house and its outbuildings served as General George Washington's headquarters in 1777 following the Battle of Brandywine. It later operated as a 19th-century tannery. Engineering and architectural assessments have found the main house to be structurally sound, although repairs are needed. The smokehouse on the property requires stabilization and roof replacement. The Foundation will utilize the auxiliary building as its headquarters. The main house will be rehabilitated for use by nonprofits, small businesses, or community
organizations. The grounds and remaining historic structures will be preserved for educational programming, heritage events, and public engagement. Through thoughtful restoration and adaptive reuse, the Casselberry Property will be transformed from a maintenance liability into a vibrant, income-generating, and culturally significant community anchor, bridging the past with a sustainable future. This new committee reinforces the Board's commitment to supporting the Township's business community — both existing and prospective businesses. Key tasks of the new committee will be fostering open communication, helping to facilitate operational startup for new businesses, and promoting the Township as a welcoming destination for business investment.
The committee will be comprised of seven appointed volunteer members, in addition to two members of the Board of Supervisors. THE POWER OF PARTNERSHIP - PEDESTRIAN IMPROVEMENT Lower Providence Township has been awarded a Montco 2040 Implementation Grant to enhance pedestrian safety near the intersection of Pawlings and Audubon Roads. The $150,640 award will fund construction of a 450 foot pedestrian connection along Pawlings Road, linking Lantern Lane to Audubon Road. Township Board of Supervisors Chair Sarah Charles highlighted the project as a clear demonstration of what residents, township officials, and county leaders can achieve when they unite around a shared goal. She emphasized that the Board proudly advanced the project and values the strong partnerships that brought it to fruition.
Resident Mike Ryan first brought the safety concern to the Board of Supervisors in 2024. A longtime Apple Valley neighborhood resident, Ryan pointed out that although many recreational amenities sit nearby, unsafe walking conditions prevent residents from walking to them. The Board agreed with Ryan's concerns, and township staff submitted an application to the Montco 2040 Implementation Grant Program for the “Lantern Lane to Audubon Loop Sidewalk Connection” project. Once completed, the project will provide safe pedestrian access for approximately 300 homes, connecting residents to Lower Providence Township Resident Mike Ryan and Commissioner Winder
ballfields, multiple parks and trails, and the John James Audubon Center. Township and county officials marked the achievement with a check presentation ceremony on April 27 near the future sidewalk location. Montgomery County Commissioners Chair Jamila Winder described the project as the result of strong collaboration, committed partnerships, and a resident who spoke up to improve his community. Montgomery County's Montco 2040 Implementation Grant Program supports municipalities as they deliver targeted infrastructure improvements that advance the goals of the County's Comprehensive Plan.

The relocation of water lines has resumed and work will proceed to installation of sanitary sewer lines. Look to the website and social media for notices regarding travel
restrictions. The project consists of widening and re-profiling Park Avenue, realigning Crawford Road, completing improvements to the Eagleville Road approach, installing a traffic signal and associated infrastructure improvements. The Township secured grant funding from PennDOT for the project, marking a great example of an intergovernmental

PennDOT Ridge & Germantown Pike Re-Alignment Project
Relocation of overhead utility poles and underground gas mains will continue through 2027. Sanitary sewer and waterline relocations will continue through summer. Ridge Pike has been reduced to a single lane in each direction 24/7, between Germantown Pike and Crosskeys Road. All area businesses remain open and accessible. The PennDOT project involves the realigning the poorly skewed signalized intersection at Ridge and Germantown Pikes. The intersection will be relocated approximately 1,300 feet east on Ridge Pike. A new connector road and construction of a roundabout will accommodate the shifter intersection from Germantown Pike across Ridge Pike to Pechins Mill Road. New Municipal Complex Project 800 Adams Avenue
Renovation and fitout work is well underway. We're excited to return this underutilized building to good use. The Township purchased the 800 Adams Avenue office building in March 2025 to serve as the Township Administration office and Police Department headquarters. Officer of the Year - Niles Luong The Lower Providence Optimist Club, with member of the Board of Supervisors, honored Officer Niles Luong as the recipient of the 2025 Officer of the Year Award. Selected by his peers for his professionalism, courage, and dedication, Officer Luong has distinguished himself in both critical incidents and daily police work.
Known for his intelligence, diligence, and skill in leveraging inter-agency resources, he consistently ranks at or above department averages for arrests and has helped remove illegal firearms from the community. Officer Luong's reliability, leadership, and positive attitude make him a model for his peers and a respected member of the community. We are proud to honor his outstanding service.
Over the past year, he received a Life Saving Commendation for his response to a cardiac emergency and played a key role in apprehending a homicide suspect.

A 2004 graduate of West Chester University with a degree in Criminal Justice, Sergeant Bonner began his law enforcement career with the North Wales Borough Police Department and the Montgomery County Department of Public Safety before joining Lower Providence in 2012.During his tenure, he has served as a K-9 Handler, Officer in Charge, Corporal, and Special County Detective with the Montgomery County Drug Task Force. His dedication, experience, and leadership make him a valued member of the department. We congratulate Sgt. Bonner on this well-deserved accomplishment.

The Department is proud to announce the promotion of Officer Honick to the rank of Corporal. Corporal Honick began his law enforcement career with the Reading Police Department before joining the Lower Providence Department in 2016. He has served in the patrol division as an Officer in Charge, Field Training Officer, and Bike Patrol Officer. He is also a member of the Montgomery County Drug Task Force and Montgomery County SWAT Team. He has been recognized for exemplary performance through a Life Saving Commendation, a Unit Commendation, numerous Letters of Commendation, and the 2024 Officer of the Year Award. We congratulate Cpl. Honick on his outstanding achievement.

ENVIRONMENTAL ADVISORY COUNCIL Spring Cleaning: Time to Reduce, Reuse, Recycle After the rough winter we had, nothing welcomes warmer weather like cleaning out the garage, attic, shed, closet and toy bins. But is it trash, does it go in the recycling bin, is it considered a hazardous household item, can it be donated? So many options! If you are not certain if something is trash or recycling, check out the JP Mascaro website's Recycling Services. For items that our trash hauler can't take, visit Montgomery County's website for the Household Hazardous Waste Collection

We all have digital clutter, photos, emails, files we have downloaded and don't need any longer. Take the time while you are waiting at the doctor's office, school car line, or sipping your morning coffee and to go through your digital records, reducing your digital footprint not only frees up space on your devices and helps them run better, but it also reduces your presence on the cloud.
IMPORTANT REMINDER: Lower Providence residents can recycle flexible packaging even if the label states that it is not recyclable. Flexible packaging is any packaging that is able to flex or wrap such as grocery bags, pet food bags, plastic pouches, bags chip bags, candy wrappers, etc.
Rain Gardens: A Beautiful Way to Manage Stormwater Do you notice puddles forming in your yard after a heavy rain? Or runoff spilling off your driveway and rushing toward the street? A rain garden might be the perfect solution, blending beauty with sustainability. A rain garden is a shallow, landscaped basin planted with deep-rooted native plants. It's designed to capture and absorb stormwater runoff from rooftops, driveways, patios, and lawns. Instead of rushing into storm drains, carrying pollutants with it, rainwater soaks slowly into the ground, where it's naturally filtered. In addition, rain gardens filter pollutants like oil, fertilizer, and pet waste before they reach streams,recharge groundwater supplies, and create habitats for pollinators and birds. Aim for a garden that is about 20% the size of the roof, patio or pavement area draining into it.
Building A Rain Garden
1. Choose and area in your yard that gets water from your downspout or driveway runoff. Make sure your garden is at least 10 feet away from your home and be sure it is on a gentle slope. Call PA One Call before you dig!
4. Loosen bottom soil up to 12” and mix in amendments - compost and sand mixed with topsoil.
2. Do a percolation test to see how quickly water will be absorbed. Dig a 6” - 12” hole at the center of your garden and fill it with water. If there is still water in the hole after 24 hours you will need to add soil amendments to help with infiltration.
5. Select native plants based on light and moisture. Choose water loving plants for the deepest part of the garden. Be sure
to select plant species that are native to your area! 6. Use natural (dye-free) mulch to avoid weed growth. 7. Water plants as needed in the first growing season. Once established, your garden will not need watering, but make sure to monitor it and remove any weeds.

2025 Road Improvement Project
The Township is continuing its infrastructure improvement efforts with the 2026 road improvement project. Following a competitive bidding process, the contract was awarded to Heidelberg Materials Northeast LLC, the lowest responsible bidder. The total value of the contract $746,192.50. Work is expected to get underway in early summer. Roads to be included in the project are: Archer Court Ashton Road Brandywine Drive Chaucer Court Creekview Way Level Road Lloyd Lane

Please avoid blowing grass into the street when mowing your lawn. This promotes the growth of weeds and can shorten the life of the street and curbing.
Used Motor Oil Collection Used motor oil is accepted for use in the Township's waste oil heater at the Public Works garage. Used motor oil, used gear oil, and used transmission fluid can be accepted. Items that cannot be accepted include gasoline, antifreeze, brake fluid, paint thinner, solvents, turpentine, and degreasers. The used oil can be dropped off at the Public Works facility, 500 Church Road, Monday through Friday from 8AM to 2PM.

SEWER AUTHORITY NEWS The Authority would like to extend our sincere thanks to State Representative Joseph Webster and Senator Katie Muth along with their staff for writing support letters for these projects to the Department of Community and Economic Development.
UPDATE ON GRANT APPLICATIONS LPTSA submitted two grant applications with the PA Small Water and Sewer Grant and one application with the PA Department of Community and Economic Development Statewide Local Share Assessment Grant. The Authority is excited to announce that we were awarded the following grant amounts:
a result, the flow to the Audubon Road Pumping Station increases greatly. This places strain on the pumps and can lead to overflow of the station. Replacement of this sewer will reduce infiltration and inflow, allowing the pumping station to operate more efficiently and extend the life of the pumps and equipment at the station. The total estimated project cost is $471,501.03.
PA Small Water and Sewer Grant $400,776 Grant awarded for Sewer replacement near Audubon Road Pumping Station. The project associated with this application is the replacement of approximately 1,400 feet of aged clay pipe and seven manholes which drain to the Authority's Audubon Road Pumping Station. The sewers proposed for replacement are in a low-lying area and are subject to infiltration and inflow in wet weather which allows stormwater and other types of nonsanitary sewer flow to enter the system. As
PA Department of Community and Economic Development Statewide Local Share Assessment Grant $300,000 grant awarded for Mine Run Interceptor. The project associated with this application is the replacement of approximately 3,200 feet of sanitary sewer main and 27 manholes along the Mine Run Interceptor. The Mine Run Interceptor is a critical element of the Sewer Authority's sanitary sewer system infrastructure.
Largely due to its age and material composition, the interceptor is highly susceptible to infiltration and inflow, which allows stormwater and other types of nonsanitary sewer flow to enter the system. As a result, the area flowing to the Mine Run Interceptor experiences high flows during wet weather and has been under a Connection Management Plan (CMP) overseen by the PA Department of Environmental Protection. This limits the number of connections to the system, presenting challenges and delays to project owners interested in development and redevelopment in this area. Replacement of this length of sewer will reduce infiltration and inflow, increasing available sewer capacity for the area and preserving sewer facilities for their intended use the conveyance and treatment of wastewater. The total estimated project cost is $1,000,000.

If you should have a backup in your outside line, contact us so that we can verify that it is not being caused by a blockage in our main line before you call a plumber.Please see the back of your sewer bill for other important information.
PRIVATIZATION OF SEWER AUTHORITY In February 2026, the Sewer Authority received a letter from a private entity looking to partner with communities interested in selling their wastewater systems. The Sewer Authority responded to formally state that the Authority is not interested in having any private entity purchase Lower Providence Township Sewer Authority. The response stated:
RATE INCREASES Privatization ultimately leads to dramatically higher rates for customers.
Our sanitary sewer system is a wellmaintained, well-functioning public asset. We believe privatization is not in the best interest of our community for the following reasons:
FINANCIAL DISADVANTAGE The high prices paid for these transactions would have long term negative impacts on the residents and businesses served by Lower Providence Township Sewer Authority.
LOSS OF CONTROL We wish to maintain local oversight over the sewer system. We believe that customers served by public authorities experience higher quality service.
