HOMETOWN HEROES BANNER PROGRAM Banner Program Honors Those Serving in the Military, Veterans Lower Providence Township is pleased to announce the Hometown Heroes Banner Program, a tribute created for the community to recognize and honor those who are serving or have served our country in the United States Armed Forces. The Hometown Heroes banners are 2' x 4', made of heavy vinyl and printed the same on both sides. The banner displays the service person's photograph, full name, branch of the military and the era of service (WWI, WWII, Vietnam, etc.) To qualify for a banner, a service member or veteran, living or deceased, must have had a connection to Lower Providence Township (relative, friends, attended local schools, etc.) at some point in his or her life. He or she could also have been honored on Lower Providence war memorials or be a veteran recommended by local VFW and American Legion Posts.

Banners are being display on a firstcome, first serve basis within the Eagleville Park Complex now through May 1, 2022. Banners will then be removed and available for pick up by the purchaser at the Township Building. Subsequent groups will be displayed on an annual basis. To participate, complete a Hometown Hero Form and submit the form along with a photograph of the hero in uniform and payment of $130.00 for each banner, payable to Hometown Heroes. Comprehensive Plan Update
Lower Providence 2040
A Comprehensive Plan for Lower Providence Township
Lower Providence Township is in the process of updating its Comprehensive Plan that will lay the foundation for our community for the next 10+ years. The plan will describe a longrange vision for the Township and provide direction for implementation of that vision. A committee made up of Township officials and community members is working with professional planners from the Montgomery County Planning Commission on the update. In the spring, the committee entered a transition point, moving from data gathering to the actual planning phase. The committee will be using their findings to make policy recommendations and set priorities in these key areas: Employment and business development Commercial character
Natural environment Road safety, traffic and transit Walking and biking Housing and Neighborhoods Community identity It is anticipated that the Board of Supervisors will vote on the final adoption of the updated Comprehensive Plan in the fall of 2022.
The update process is being guided by a project committee that is providing critical insight and direction to Simone Collins Landscape Architects, the professional consultants who were contracted to assist with the development of the plan. The Open Space planning process, which began in June 2020, has included three public meetings, six committee meetings, 10 key person interviews, an online public opinion survey accompanied by

Your input is important to developing a long-range vision for the community and identifying specific strategies to achieve that vision.

Parks, Recreation and Open Space Plan Update The process to update the Township's Parks, Recreation and Open Space Plan is nearing completion and will create a blueprint for parks, open space and natural resource protection and preservation for the next 10 to 20 years.

A final public meeting is scheduled for June 24, 2021. The draft plan and meeting materials and videos can be viewed on the Township website, www.lowerprovidence.org/parksand-recreation/pages/openspace-plan-update. Work on the wide-ranging plan has included completing an inventory of existing parks, recreation facilities, preserved open space, connectivity, schools, and recreation opportunities. The update will suggest enhancements and strategies to make the detailed plan a reality. Recommendations outlined in the plan include improvements for all existing parks; parcels to be considered for preservation; connectivity improvements, and additions to recreation programming. The updated plan also will include potential funding sources and an implementation schedule spanning a decade or more.

Environmental Advisory Council Initiatives And Priorities The Township's Environmental Advisory Council has developed a list of initiatives and priorities to pursue focused on education, advisement, and implementation. The initiatives were approved by the Board of Supervisors at the board's May 20th meeting. The EAC also will be assessing stormwater concerns, with this directive having the highest priority. Projects are categorized according to the powers assigned to the EAC by Township ordinance - implementation, advisement, and education. The initiatives and priorities include:
Energy Use
Objective: Identify areas in the township where projects to promote sustainable energy can add value and support the sustainability resolution. Projects may include: Education: Engage residents in programs related to clean renewable energy Education/Implementation: Investigate feasibility for “electric car show event” or
“electric car club” in conjunction with the annual fall festival
Ecological Restoration
Objective: A focus on local ecology / ecological restoration and the decline of Lower Providence's tree canopy is a natural outgrowth of the existing Eagleville Park Restoration project, which is already focused on these issues in a smaller setting. Eagleville Park is a microcosm of many of the priorities already identified (including stormwater / MS4 issues prioritized separately), and in many ways successful restoration work across the Township will resemble a simple scaling up of the work begun at the park. Projects may include: Implementation: Tree plantings and giveaways (Township property and residents / businesses) Implementation: Support and scale project at Eagleville Park. Identify other areas where restoration projects can happen
Advisory: Address declining tree canopy/tree cover, public education at township events
Improving Environmental Literacy
Objective: When residents have higher levels of environmental literacy, they possess a greater understanding of environmental issues and have the appropriate tools to make good decisions, navigate complex issues and make informed decisions about how to change their behavior, manage their property and advocate for their community. Educational programs to engage the public and raise environmental literacy should address a broad range of topics relevant to residents and respect cultural tradition and norms of the community. Programs and materials should include community members in the design and implementation.
Projects may include: Advisory: Green/sustainability awards Education: Curated resources on environmental topics at Township Building or library for public access
Education: Virtual panels or inperson events with "experts from the field" for any environmental topic that relates to current projects and priorities Implementation: Encouraging use of xeriscaping/environmentally friendly landscaping for homeowners Advisory: Audit of local environment-related ordinances and policies with recommendations

Stormwater Management
1) Wash your car at a car wash. Most car washes reuse the wash water before sending it to a treatment plant. If you want to wash your car at home, wash it on gravel or grass. 2) Start composting. Pre-made compost tumblers are a great option for a small yard. Not only does composting reduce waste, but adding compost to your soil helps with stormwater infiltrations. 3) Only rain should go down storm drains. Make sure not to blow grass clippings into storm drains, and if hosing off your driveway or car, try to send the runoff into a vegetated area. 4) Set sprinklers to minimize runoff. Make sure sprinkler heads are adjusted to reduce overspray and only water the minimum amount necessary for the plant.

Community Development News DevelopmentProjects: Underway & Under Review 28 Eagleville Road ON-GOING CONSTRUCTION / Construction of the new headquarters for NEARING COMPLETION HTC Builders is nearly completed. Courts at Brynwood
Within this 139-townhome community along Germantown Pike, the units have completely sold out - ahead of schedule. Construction will continue through 2021.
Eagleville Hospital 100 Eagleville Road
A $45-million project to modernize the campus has begun. Construction of Phase 1 is nearly complete, with the new buildings opening this summer.
306 Level Road /Creekview Estates This project for seven new single-family homes on a cul-de-sac, in between Arrowhead Elementary School and the Woods at Providence - Stella's Way has begun. All the lots have been sold, with several homes having been completed.
Arrowhead Elementary
Enclaves at Evansburg
DeLuca Homes of Bucks County is underway with this project, which is to include 24 small-lot single homes in a tract connecting Evansburg Road and Ridge Pike. Most of the homes have been completed, with a couple left to be sold.
This project has been approved through the land development process. Methacton School District is proposing to reconstruct the existing Arrowhead Elementary School building at 262 Level Road. The project will involve continuous operation of the existing building while the new building is being constructed. The new building will add a second story over part, enhanced traffic circulation, stormwater management, and modernized construction systems. Site work has begun, and the new school is on schedule to be opened in 2022.
Evansburg Vineyards at 3855 Germantown Pike opened in the spring.
Crawford Estates, 37 Crawford Road
There are to be eight lots, six of them being new. This project adjoins the intersection of Park Ave./Crawford Rd./Eagleville Rd., site of proposed intersection improvements. Permits for five of the seven lots have been submitted with much construction either completed or underway. The existing house on the tract has been occupied by new owners.
IROY Gym & Track 3444-50 Germantown Pike
Interior work has begun for the approximately 47,000 - square foot indoor gym and courts facility. Expected opening is summer 2021.

Family and Friends Holdings are renovating the former residence to include office space and exterior improvements. Work is nearly complete.

Eagleville Elementary
Methacton School District is constructing an addition at the entryway to the existing school at 125 Summit Avenue. It will be a two-story addition; the area of the addition is 2,190 SF. Construction work on the addition at the main entrance, the HVAC system, and the façade is underway.
Moscariello at Crosskeys
This is a mixed-use project consisting of three buildings along Ridge Pike that will combine retail and office space with townhouse living above. There will also be thirty townhouses constructed interior to the site near Crosskeys Road. Site work will begin soon.

This is a proposal to build approximately 12,000 SF of new retail space on the site of the former Salter's Ski and Fireplace building. This project is completed through the land development process.

Police Department News Tips for Preventing Vehicle Break-Ins
Having your vehicle broken into is not something we hope for, in fact, we hope for the exact opposite. Unfortunately, no matter where you go, there is a possibility of a break-in. But, there is a lot you can do to prevent it. The Lower Providence Township Police Department has unfortunately seen several vehicle break-ins lately. Below is a list of tips to help prevent thieves from targeting your vehicle.
Always lock your vehicle.
Do it every time, no matter where you are or how long you will be away.
Do not leave anything of value in plain sight.
Use lockable consoles and compartments, place items in the cargo area, or take them with you. Remember to stow them before parking in case someone is watching.
Keep it tidy.
Any item visible from the outside can be seen as valuable. Stow electronics and accessories out of sight or remove them. Evidence alone may be enough to interest thieves, so hide power cords, iPod adapters, or navigation system mounts.
Completely close windows and sunroofs.
Thieves may reach in through the gap and open locks with a hanger. Any opening leaves you more vulnerable to vehicle breakins and may provide them with additional time to loot it.
Increase your visibility.
Park in busy, well-lit areas and avoid concealment from other vehicles, fences, or foliage, if possible. The greater the chances are that someone might see a crime in progress, the lower the risk that a potential thief will attempt it.

Decatur Electronics Speed Trailer
Do You Need to Be Fingerprinted?
The Lower Providence Township Police Department has implemented another resourceful piece of equipment to help prevent speeding motorists in residential neighborhoods. The Decatur Electronics Speed Display Trailer was deployed in March of this year and shows a vehicle's speed, displays various messages, and has flashing red and blue lights. The goal is to help motorists become more aware of speed limits, especially in residential areas, to prevent any unfortunate accidents.
The Lower Providence Township Police Department offers fingerprinting to anyone who lives or works in Lower Providence Township for a fee of $25.00 dollars. Many times, residents are looking to get fingerprinted for employment purposes, licensing, immigration, or background checks. Vacation Home Checks
1. Scammers pretend to be from an organization you know.
They often pretend to be contacting you on behalf of the government. They may use a real name, like the Social Security Administration, the IRS, or Medicare.
2. Scammers say there is a problem or a prize.
They may say you are in trouble with the government, you owe money, or someone in your family had an emergency.
3. Scammers pressure you to act immediately.
They may threaten to arrest you, sue you, or take away your driver's or business license.
4. Scammers tell you to pay in a specific way.
They often insist that you pay by spending money through a money transfer company or by putting money on a gift card and then giving them the number on the back. Some will send you a check (that will later turn out to be fake), tell you to deposit it, and then send them money. Remember not to give out your personal or financial information to a request that you did not expect. Public Works IN MEMORIAM
Family, friends and coworkers gathered for a memorial service for John Primus, the Township's Public Works Director who passed away in March. John's public service career spanned many years; he came to Lower Providence in 2014. John also had served his community as a firefighter. He was a past chief and life member of the Wyndmoor Hose Company No. 1 and a member of the Upper Moreland Township Fire Department. A tree was planted in John's memory outside his office at the Administration Building.

(between Ridge Pike & Yerkes Rd), Park Av., Pawlings Rd., Ridge Pike, River Rd., Trooper Rd., Yerkes Rd., 422 Expressway). If you see a problem on Germantown Pike, please call Montgomery County Road & Bridges at 610-278-3613. Please avoid blowing grass into the street when mowing your lawn. This promotes the growth of weeds and can shorten the life of the street and curbing. Used motor oil is being accepted for use in the Township's waste oil heater at the Public Works garage. Used motor oil, used gear oil, and used transmission fluid can be accepted. Items that cannot be accepted include gasoline, antifreeze, brake fluid, paint thinner, solvents, turpentine, and degreasers. The used oil can be dropped off at the Public Works facility, 500 Church Road, Monday through Friday from 8AM to 2PM.
SPRING CLEANING The Township's street sweeper was out clearing winter debris from Township roadways - an important part of the Township's stormwater maintenance operations. Street sweeping reduces the amount of pollutants that enter the storm sewer system and ultimately the area waterways.
2021 Road Improvement Project The Township’s 2021 road improvement project is scheduled to begin this summer. The contract was awarded to Alan Meyers Inc. Construction, the low bidder. The roads to be paved are: Van Buren Avenue Redtail Road Lauman Avenue Second Street Glenwood Avenue Hollywood Avenue Vine Street Doris Lane

Ridge Pike & Germantown Pike Project PennDOT Proposed Intersection Re-Alignment Project PennDOT is in the design process for a project in Lower Providence Township that is part of a plan to improve travel and safety on both sides of the bridge carrying Ridge Pike over the Perkiomen Creek into Collegeville Borough. Under this project, PennDOT proposes to realign and reconfigure roadways and intersections on either side of the bridge. The re-alignment of Route 29 (1st Avenue) in Collegeville was completed with the Royal Farms development.
In Lower Providence Township, the Ridge Pike and Germantown Pike intersection will be eliminated and a new alignment tying Germantown Pike into Ridge Pike further east of the current intersection will be created.
Project, was made at the May 6, 2021 Board of Supervisors meeting. Materials from that meeting, as well as comment/questionnaire card, can be viewed on the Township website, lowerprovidence.org, under “News.”

Sewer Authority News Sewer Line Replacement Work: In the continued efforts to remove I/I* from the Sanitary Sewer, the Sewer Authority is planning to replace the main sanitary sewer lines and laterals serving the properties on the following streets: Amy, Alexandra and Jennifer Lane (all) Second Street from Hillside Avenue to dead end Walker Lane from East Mount Kirk to Church Road including Jamestown and Roanoke Circle and the section of Walker Lane from Church Road halfway to the dead end. Summit Avenue (all). Sunnyside Avenue from Second Street (paper road) to intersection of Farmhouse Drive. This work is currently in the planning stages and is expected to begin sometime in the summer of 2021 and continue through the fall. All property owners affected by this work will be contacted by mail well in advance of the start of construction. Questions about this upcoming project should be directed to the Sewer Authority at 610539-6161 during the hours of 8:30 AM - 4:30 PM Monday through Friday.
*Inflow and infiltration (I/I) is clear water that enters the sewer system from a variety of sources.
Inflow is water that is entering the system through downspouts, floor drains and sump pumps.
Infiltration occurs when groundwater seeps into sewer pipes through cracks, leaky pipe joints and/or deteriorated manholes which may cause sewage volumes to exceed design capacity.
Video Camera The Lower Providence Township Sewer Authority purchased a video crawler camera that gives them the ability to go into pipes throughout the Township and get colorized footage of the inside of the piping system. The camera also provides the opportunity to see in sewer pipes during key times of a heavy rain event to record important information that will enable the Sewer Authority to pinpoint problems and/or leaks. In turn, they will be able to complete minor spot repairs.
The Sewer Authority wants our customers to know that our employees are always available during regular business hours by calling 610-539-6161 to address emergency situations. After hours emergencies, please call 1-800-379-5713. If you should have a backup in your outside line, contact us so that we can verify that it is not being caused by a blockage in our main line before you call your plumber. 16

Memorial brick pavers are added to the Walk of Honor in front of the Township's Veterans' Memorial located at the Administration Building. The Township must approve any wording that will appear on any plaques and/or bricks. Once the form is received by the Parks and Recreation Department, we will contact you to confirm your donation. Hometown Heroes Banner Program Lower Providence Township is pleased to announce our Hometown Heroes Banner Program, a tribute created for the community to recognize and honor those who are serving or have served our country in the United States Armed Forces.
