Supervisors Adopt 2020 Budget: No Tax Increase The Lower Providence Township Board of Supervisors adopted the 2020 budget at its December 5, 2019 public meeting. The budget holds the line on taxes. For 2020, the Township tax rate will remain at 2.087 mills. A homeowner with an average assessment of $168,000 will continue to pay $351 in real estate taxes to Lower Providence. Only 5 percent of a homeowner's total real estate tax bill comes back to the Township to fund all the services it provides.

Unrestricted Capital Fund will be used for the capital projects included in the 2020 budget and noted that this is a trend that is not sustainable. He recommended establishment of a subcommittee to begin meeting in the first half of 2020. “The committee,” Delamater said, “would review options to address the Township's operating and capital budget needs moving forward not just for next year, but for the next 5 to 10 years, to put us on a sustainable path to meet our needs.” He further explained that this committee would provide the options and recommendations as part of the 2021 budget process. The majority of expenditures in the 2020 budget remain consistent from last year with the exception of the normal annual personnel cost increases. Representing a large portion of the General Fund - 86 percent - these increases are people-related costs. “We are at a point where it is difficult to make cuts here without compromising services,” said Delamater. Capital purchases and projects planned for 2020 include:
The 2020 General Operating budget includes total revenues of $10,497,085 and total expenditures of $10,779,379, representing operation at a deficit of $282,294. The Township began 2019 with a General Fund Balance of $3.4 million and due to some one-time revenue generators ended the year with fund balance of $3.9 million. A portion of these revenues will be used to balance the 2020 budget, bringing the balance at the end of 2020 to $3.7 million.

Realizing Environmental Goals A contract with Constellation Energy will provide 100 percent renewable energy to the Township facilities, streetlights and traffic signals in 2020 using Constellation's NewMix© Wind Renewable Energy Certificates (RECs). The RECs are Green-e Energy Certified and sourced from generating facilities located in the continental US. They will be used for the generation portion of the Township's electricity. The use of renewable energy furthers the Township's commitment to environmental goals outlined in a resolution the Board of Supervisors approved in May supporting the increased use of clean, renewable energy and sustainability. In addition to the renewable energy contract, a hybrid vehicle will join the Police Department fleet in 2020 and all lighting in the Township Building has been replaced with LED fixtures greatly reducing daily energy consumption. The Constellation contract represents a savings of approximately 21 percent roughly $1,900 for the year for streetlight and traffic light electric generation. Another 18 percent about $4,300 - in savings will be gained for electric generation to Township facilities. The one-year contract is through the Pennsylvania Municipal League's Municipal Utility Alliance which selected Constellation Energy through a request for proposal process.

Township Awarded County, State Grants The project includes the construction of sidewalks along Adams, Eisenhower, and Jefferson avenues, and painted crosswalks and ADA ramps at the Eisenhower/Adams and Eisenhower/Jefferson intersections. These connections also will tie into a paved trail that links Park Pointe to the neighboring Audubon Square V retail center.
Creating Connections in Park Pointe
The Township has been awarded a Montgomery County grant for “Creating Connections in Park Pointe,” a sidewalk project to improve pedestrian safety and connectivity in the Township's business park. The grant was awarded through the county's Montco 2040 Implementation Grant Program which supports local projects that specifically further the goals of the county Comprehensive Plan and its themes of Connected Communities, Sustainable Places, and Vibrant Economy. The Park Pointe business park has experienced substantial growth and redevelopment in recent years, with the Township benefiting from real estate transfer taxes and an expanding employment base. The increased walkability and access to surrounding shops and restaurants that the project will provide are amenities that will help attract continued interest in the park.
The sidewalk project includes construction along Jefferson Avenue, as well as Adams and Eisenhower avenues.
The business park is uniquely situated between established residential neighborhoods, an active senior population at Shannondell retirement community, a golf course, and Audubon Square that includes hotels and other dining and retail establishments. Continued growth of pedestrian connections and linkages to these adjacent amenities and populations will help to transform this area into a highly desirable center. The completed Route 422 interchange will further aid in attracting new businesses and potentially additional residential uses.
PennDOT Green Light-Go
The Township was awarded a PennDOT Green Light-Go Program grant to be used for automated traffic signal performance measures with fiber optic communication, controller upgrades, and detection upgrades at three intersections along Egypt Road. Green Light-Go, municipal signal partnership program, provides state funds for the operation and maintenance of traffic signals along critical and designated corridors on state highways. Grants are provided as reimbursement to municipalities for updates to improve the efficiency and operation of existing traffic signals.

Community Development Faces of Service: Community Development Department It is the primary responsibility of the Township's Community Development team to foster and ensure a safe environment for the Township's growing and richly diverse community. Team members assist, advise, and regulate residents and businesses navigating the permit and land development processes. It is our hope that by learning a little more about each of us, you'll find us approachable should you need our services. Winter Weather Reminders Where to Go for Snow Info
As always, your cooperation is appreciated to help us make sure Township roads are maintained during inclement weather. Important snow removal information is posted on the Snow Info webpage: https://www.lowerprovidence.org/public-works/pages/snow-removal-information. Here are some important reminders: Please keep in mind that is almost impossible to keep snow from being deposited at driveways during plowing (see the shoveling tip at right) Do not place or blow snow into the street If there is a fire hydrant on your property, please clear the snow away from the area around it leaving the markers intact Please make sure portable basketball hoops are moved out of the way of snow plows. We're trying to make sure the streets can be cleared and prevent damage to both the plow vehicles and the basketball nets. Remember that the plow truck needs room to clear your street – please make every effort not to park cars on both sides of the street

It's the Law
Property owners and tenants of properties bordering public streets are required by Township Ordinance to thoroughly clear a pathway at least 30 inches wide in the sidewalk within 48 hours after it stops snowing. In ice or sleet events, tenants/owners are required to cover the sidewalk with ashes, sawdust or similar materials. Placing snow in the roadway or gutter is prohibited (Ordinance 120-34).
It is possible that some residential mailboxes will suffer damage during a snowstorm. If damaged is caused by snow or ice hitting the mailbox or due to deteriorated materials, repair or replacement is the homeowner's responsibility. If it is believed that the damage is the result of direct contact with a plow truck, please call the Public Works Department, 610-635-3525, after the storm has subsided and within 48 hours, and we will evaluate the damage to determine responsibility.
State law requires that vehicles be completely clear of snow and ice and headlights be on when windshield wipers are in use. Daylight running lights, a standard feature on most cars these days, are not enough. It is necessary for drivers in vehicles with daytime running lights to turn on their headlights in order to activate their taillights.

Protect Against Package Theft
With the popularity of online shopping ever increasing, the Lower Providence Township Police Department offers the following tips to avoid the theft of packages left at your doorstep: Elect to have delivery confirmation when packages are shipped to your home. Contact the shipping company and arrange for the delivery at a time when you will be home. Arrange for a friend or neighbor to receive the package on your behalf if you are not home. Keep an eye out for strangers coming to your front door for no apparent reason. Be suspicious of anyone following delivery trucks. If you have an understanding boss, have your package delivered to your place of employment. Track your packages online to see exactly when they are scheduled for delivery. If available, request text notifications on your cell phone when a package has been delivered. Have FedEx or UPS packages sent to a local distribution center nearby to be held for pick up. If your package contains a valuable item, request delivery insurance.

The Lower Providence Township Police Department has made speed enforcement a priority throughout the township. Portable speed signs are regularly installed on township roadways for traffic calming. These signs serve as a reminder to motorists to be aware of their speed. They also collect data for us to use in traffic studies. LP Ambulance: How To Help Us Help You Lower Providence Community Center (LPCC) would like to share some points to help you manage a call to 911 for an ambulance which can be one of the most stressful times in a person's life. The 911 dispatchers are trained to help callers give basic first aid for any immediate life-threatening situations. Remaining calm and making every effort to control your emotions will help the person in distress and help manage the emergency, preventing possible delays. If the safety of a scene is in question, the ambulance crew may stay away from the scene until the police department determines it is safe. Can the ambulance crew find you? The use of GPS can help find buildings faster, but the technology is only as good as the database. If you live in a site that people have trouble locating, please give a reference point to the dispatcher. If you have a house number, can it be seen from the street or is it hidden? Do you have an outside light that can be turned on? The faster we can find you, the faster we can start treatment. Once the ambulance crew arrives, we ask a lot of questions. They help usunderstand the current situation,
evaluate the status of the patient and decide what type of hospital the patient needs. The questions are usually directed to the patient. We will look to family members/ caregivers to help fill in any responses that could not be answered by the patient or to decide if the patient is acting normally. Calling 911 for an ambulance can be stressful, but if you take a few preventative steps now, you will be ready...
We then look to gather specific information. Below is a sample: Personal Demographics: Name, age, date of birth, address, phone number, social security number, primary care physician's name. Medical History: Major medical conditions such as heart conditions, strokes, diabetes, respiratory conditions, cancer or genetic diagnosis, surgeries or mental health diagnosis.
Allergies: Allergies to any medications or medical treatment materials, the type of reaction the patient may have when they come in contact with the allergen. The information aids in completing our assessment of the patient who is in distress. The most effective way to communicate the information listed above is to create a prewritten list or flash card. Fire Department News Salute to outgoing Fire Chief James Alexander Jim Alexander joined the Lower Providence Volunteer Fire Department in August of 1988. At the time, he was a junior firefighter being under the age of 18. Over the past 31 years, Jim moved through the ranks from firefighter to his election as Fire Chief in 2013. He also has served on the board of trustees and as the Deputy Fire Marshal. The community and department can be proud of the many accomplishments Chief Alexander and his staff have achieved over the last six years. A few of the major items would include: Implementing an apparatus replacement program; taking delivery of a new fire engine and heavy rescue; ordering a new aerial ladder; forming a recruitment and retention stipend program; and completing countless hours of hard disciplined training.

Carpooling Campaign Targets Commuter Congestion
In southeastern Pennsylvania, 76% of commuters drive alone to work, and only 9% carpool (U.S. Census Bureau, 2016). Carpooling is an alternative transportation mode that helps to reduce the number of people who drive alone. Something the U.S. 422 Corridor could benefit from since it continues to be one of the most congested roadways in Montgomery County with over 100,000 vehicles traveling it per day! A campaign underway by GVF focuses on the need to start looking at commuting options and make better choices for quality of life. The 422 My Way campaign promotes transportation alternatives that avoid driving alone such as carpooling,
vanpooling, public transit, biking, walking or working from home. If more people choose carpooling over driving alone, congestion could be alleviated, improving the environment and the quality of life for our region. Carpooling is one of the easiest alternative transportation modes to participate in. Through 422 My Way commuters can find information on the Share-A-Ride program, a free, online service that matches commuters with potential carpools. Visit 422myway.com and sign up through the pledge page. Once signed up, commuters create a profile with their personal preferences and are matched with potential carpools or vanpools in their area. GVF's campaign will include contests and prizes until it concludes in May 2020. Commuters can also follow the
campaign on social media by liking @422coalition on Facebook and following @US422coalition on Twitter. Sewer Authority News Sewer Line Replacement Work The most recent Sewer Authority project that was completed has proven to be very successful in removing I/I* from the Sanitary Sewer System. The Sewer Authority went back to areas of the project and paved the roads and driveways affected by the project. There are a few more areas throughout the Township that will need sewer mains replaced in the near future. *Inflow and infiltration (I/I) is clear water that enters the sewer system from a variety of sources. Infiltration occurs when groundwater seeps into sewer pipes through cracks, leaky pipe joints and/or deteriorated manholes which may cause sewage volumes to exceed design capacity. Force Main Break The Authority had three Force Main breaks this year. All of the force main breaks were due to the deterioration of the 50-60-year-old pipes / system. The Sewer Authority will be replacing / upgrading those areas in the future. You may have seen us digging up the repairs on: Audubon Road at the A.R.A baseball field East Mount Kirk Avenue North Park Avenue The Sewer Authority wants our customers to know that our employees are always available during regular business hours by calling 610-539-6161 to address emergency situations. When do you normally sit down and think, “How can I be a better parent to my middle school student?” Maybe you do that in between going to work and doing the laundry, or while picking up after the dog in the yard. Does your phone make a noise reminding you that between 12-1 on Thursday you are going to ponder ways to better support your children? You probably often find yourself saying “Sorry Sally, I can't go out to dinner with you on Saturday, I am brainstorming ways to improve as a parent. Maybe next time!”… Oh, you don't do that? (Insert judgmental tone and eye rolling from this author.) Hmmm, I think we have some work to do with you. The good news is there is a new year just around the corner! How about this: On New Year's Eve, instead of playing Cards Against Humanity or Twister with your friends, you can suggest that everyone come up with 5 of the most important social and emotional skills for your kids to focus on next year and share them with the group? I suspect you might not get invited back to the party next year, but there is a price to pay for everything I guess… More good news! I have decided to do the work for you! It is sort of like getting prepared food at the grocery store but way less money. Below you will find a few things that in my estimation would be admirable goals to discuss or at least keep in mind for your middle school child in the new year: Managing Friends Middle school is plagued with a very obvious and defined social ladder. The kids all know who is
“popular” and who is not. Often, if given an opportunity, some children will vie for a seat at the popular table at the expense of their real friends. Remind your children that real friends are kind and accept them for who they are. Real friends make them feel good and are nice; they treat them the way they want to be treated.
(exercise, art, reading, music and more) are the key components to becoming a master of one's emotions. The sooner they start the better! Check the box! You are done. A fully prepared middle school parenting to do list for the new year. Now, get out that Twister board and have fun!

Time management The kids are busy. They will continue to have more academic demands placed on them as they progress through middle school. Making a deliberate and intentional plan for how they use their time can be very helpful. If you see your child wasting an excessive amount of time and then freaking out because they have school work due or tests they are not prepared for, they may need to focus on this. Figuring out how to study Some students have difficulty in school and the need to study hard has al-ways been a necessary skill for them. Other students can listen in class and get solid grades with little or no studying. These are the kids that don't know how to study. Learning how to study is a pro-cess, an evolution if you will, that takes time. Encourage your child to start now by trying different strategies so they can figure out what works for them. Taking control of their emotions Learning how to express their feelings through talking, journaling, etc. combined with the implementation of daily stress reducing strategies

GRANT AWARD Lower Providence Township is pleased to announce that the Township is the recipient of a PA Department of Conservation and Natural Resources (DCNR) grant. The grant award of $50,000 will be used by the Township to prepare a Comprehensive Recreation, Park and Open Space Plan. The grant was awarded under DCNR's 2019 Community Conservation Partnerships Program.

2020 Summer Camp Job Opportunities… Come join the fun with LPP&R! Lower Providence Parks and Recreation Department is accepting summer job applications for staff positions for the Lil' Perkiomy Camp (pre-school age camp), Camp Perkiomy (elementary age camp) and Perkiomy Trailblazers (middle-school age camp) 2020 summer camp programs. Tentative Summer Camp dates: Monday, June 15, 2020 through Friday, July 31, 2020. No camp scheduled on Friday, July 3rd. Applications accepted until March 1, 2020.
