No Tax Increase In 2018 Budget The Lower Providence Township Board of Supervisors adopted a 2018 budget that holds the line on real estate taxes. For 2018, the Township tax rate will remain at 1.767 mills. The average homeowner assessed at $167,886 would continue to pay $296.66 in real estate taxes to Lower Providence Township. The $10,543,523 General Operating budget is balanced without utilizing any Fund Balance Reserves. Permit fees and other revenue increases helped balance the budget thanks to significant land development taking place in 2018. Capital purchases and projects planned for 2018 include Dell Angelo Park playground equipment ($50,000); computer technology upgrades ($79,500); police radios ($35,780); police vehicles ($73,000); in-car police cameras ($92,000); Public Works dump truck ($175,000); bridge repairs ($19,000); and continuation of the Township's road paving program ($661,494). These projects/purchases are funded through the Capital Projects Fund, the Parks and Recreation Capital Fund and the Liquid Fuels/Highway Aid Fund. The Board adopted the budget at its December 7, 2017 meeting.

Residents Need to Sign-Up to Continue Receiving Emergency Notifications In February, Lower Providence Township will begin using Montgomery County's free emergency alert system, ReadyMontco, to send emergency alerts via text, email and phone. If you would like to receive Township emergency messages, you'll need to sign up for the new system even if you've received Township alerts in the past. You're also encouraged to register with Smart911 to provide additional information that will help first responders in the event of a 911 call at your home. ReadyMontco offers a wide variety of resources, in addition to the Township messages. These include notifications about severe weather, crime alerts and disasters throughout Montgomery County. You can choose the devices on which you're contacted and the order in which they're used. The switch to the county system will save the Township approximately $16,000 annually.

Board Holds Annual Reorganization Meeting Re-elected supervisor Jason Sorgini and newly-elected supervisor Gary Neights were sworn in as the Lower Providence Township Board of Supervisors held its reorganization meeting January 2, 2018. Also taking oaths of office at the meeting were newly-elected auditor Jonathan Perrone and new tax collector Michael Deal. The Board elected Supervisor Patrick Duffy to serve as chairman for the year; Sorgini was re-elected as vice chairman. Judge Cathleen Kelly Rebar and Judge Jeffrey Saltz administered the oaths.

Business Development Redevelopment, New Businesses Fuel Economic Growth

of three challenging properties - the Collegeville Inn and Norristown Ford sites and property once owned by Superior Tube Company - that returns some 50 acres to productive use.

A surge in both commercial and residential development over the past year has helped to improve the Township's overall tax base and resulted in significant one-time revenues. Additional benefits of the development are the traffic improvements, connectivity, and pedestrian safety upgrades Township officials made sure were included as the projects made their way through the approval process.

The landmark Collegeville Inn, at the western end of Ridge Pike, is being restored as part of the Providence Place Senior Living complex. It will serve as a dining room and activity space for residents and as office space for staff. A new two-story additionwill house 113 resident apartments. Construction began in November with a targeted completion of December 2018.

The growth is a trend that the Township's Business Development Committee fully expects will continue, noting that the number of businesses opening their doors in Lower Providence has been rising, with 30 in 2016 and 46 in 2017. Supervisors Colleen Eckman and Peter MacFarland are members of the Committee and they, along with the entire Board, have worked to bring thoughtful redevelopment to Lower Providence.“Business development success not only strengthens the Township's fiscal health, but broadens the residents' options and resources within the Township, as well,” said MacFarland. The recent activity includes the revitalization

Nearby at Germantown Pike and River Road, the Courts at Brynwood townhome community is giving property once owned by the Superior Tube Company a new lease on life. As it has done several times in the region, builder WB Homes is returning a brownfield site to beneficial use. Construction has begun for Phase 1 which includes 88 of the 139 units. At corner of Ridge Pike and Trooper Road, the long-vacant Norristown Ford property is the site of an approved plan calling for the

construction of a Lidl grocery store. A German-based discount supermarket chain, Lidl operates over 10,000 stores in 27 countries across Europe and has plans to open some 100 stores in the eastern U.S. by the end of 2018. All throughout the Township, a variety of new storefronts and restaurants are popping up. Look for new retailers, service businesses, and eateries with something for everyone, from ethnic cuisine to healthy eats to sweet treats. As it works to attract new businesses,the Committee recognizes that the Township's existing businesses community is no less important. “Many businesses are undertaking expansion and renovation projects and this re-investment will go a long way to bolstering the Township's economy,” said Eckman. The Committee held an Open House for West Ridge Pike businesses and land owners and this year we plan to hold similar meetings for East Ridge Pike, South Trooper Road, and Audubon businesses. “The Committee remains focused on improving the brand that is Lower Providence,” said MacFarland. “There are several exciting projects already in development for 2018.”

Traffic Safety Improvements Park Av/Eagleville Rd/Crawford Rd Intersection Improvement The Board of Supervisors has undertaken two significant transportation improvement initiatives: The first phase of a realignment project for the Park Ave./Eagleville Rd./Crawford Rd. intersection and a mobility study targeting the western portion of Ridge Pike. The initiatives continue the Board's investment in improving traffic flow through the Township, an investment that already includes a closed-loop signal system that allows adjustments for traffic flow. The Park Ave./Eagleville Rd./Crawford Rd. intersection has been identified as a high accident rate location in the Township and is

a particular problem with congestion during the morning and evening rush hour periods. “As a high crash area, the police department continually looks for ways to manage the traffic flow,” said Lower Providence Police Chief Stanley Turtle. “The police department has conducted enforcement in the general area but cannot do it at the intersections due to road design. PennDOT has modified and updated warning signs in the area several times; however, frequent crashes continue to occur. The new alignment and signalization will better manage traffic flow in an effort to reduce the crashes and congestion at the intersection,” he said. Working with PennDOT's Traffic Unit, the project team, led by the Township Traffic Engineer McMahon Associates, determined two alternatives to be acceptable, an aligned intersection and a roundabout. After careful consideration, the Township has decided to pursue the aligned, signalized intersection design. The Township secured a $1 million grant from PennDOT to perform the preliminary engineering and final design and will continue to seek grant funding for the construction phase of the project. The Township also currently has $2,300,000 from Audubon Land Development to apply toward the project. The Ridge Pike West Mobility Study The study has been undertaken through a Transportation and Community Development Initiative (TCDI) grant, a program of the Delaware Valley Regional Planning Commission (DVRPC). The results of the study will be used to make recommendations for an improved transportation/pedestrian system in the area to support the Township's strategy of future village-style development. Additional components of the study are: Evaluation of the need for a second crossing of the Perkiomen Creek in the vicinity of Ridge Pike and, if warranted, preliminary recommendations for the location and configuration of the crossing Adoption of an official map with roadways, sidewalks and trails The Township was awarded an $80,000 grant, with $20,000 matching/in-kind funds, to complete the study for Ridge Pike from the Perkiomen Creek to Evansburg State Park and along Germantown Pike from Ridge Pike to west of Old Crosskeys Road. The study, led by McMahon Associates, includes a steering committee comprised of Township, county and state officials, PennDOT and SEPTA representatives and local business/property owners. Police Recommend Online System to Track Valuables If something you value went missing, would you be able to provide serial numbers, photos and receipts for the property? Knowing what you own could be the difference between recovering your missing property or never seeing it again. The Lower Providence Township Police Department encourages residents to register their property with ReportIt, a free, secure online system that will help keep track of your valuable - and invaluable - personal property. ReportIt allows you to record serial numbers, item descriptions and upload images for phones, electronics, and other valuables. Should those items ever be stolen, police say that having the information will go a long way to accurately and quickly identify your property. You can access the site at reportit.leadsonline.com.

The ReportIt service is a part of LeadsOnline, an online system that works with police across the country to track and recover stolen property. “Lower Providence detectives use LeadsOnline on a daily basis to assist with our investigations into fraud, theft, and burglaries. It is an invaluable tool that tracks many data sources allowing us to save time, recover evidence and prosecute those involved,” explains Police Chief Stanley Turtle. The system allows detectives to search for the items using a variety of parameters, including item descriptions

and serial numbers. When an item is sold to a pawn or secondhand shop, the product information is entered in the LeadsOnline database and is immediately viewable by participating law enforcement agencies across the country. Lower Providence police have used LeadsOnline since 2015 with very successful results, recovering stolen property and making arrests for the Township and surrounding communities. Recently, the system helped detectives track stolen property from a local credit card fraud to a home in New Jersey.

Smart911 - Provide Helpful Information for First Responders

Smart911 is a free, separate service from ReadyMontco and helps first responders in the event of a 911 call at your home. Users register at www.smart911.com and fill out a questionnaire, providing as much or as little information as they want. If a 911 call is received from your phone number, the information will be displayed for the call taker. The information is stored on a private and secure national database and only accessible when a 911 call triggers it. Residents can list members of their household, including a description and a

recent photo data that would be helpful if a family member goes missing. If there is a fire, knowing how many people and pets live at a location and whether any of the residents have mobility issues or medical concerns can aid firefighters.

Text to 911

Montgomery County residents have the ability to send short text messages to 911 in an emergency. At this time, Text-to-911 is only available to subscribers of AT&T, Sprint, Verizon Wireless and T-Mobile. Text-to-911 may be most helpful in emergency situations for individuals who have speech or hearing impairments, or who are having a medical emergency that renders them incapable of speech; or in instances when making noise may endanger the caller, such as a home invasion/robbery, or instances of domestic violence or an abduction. Only use Text-to-911 in an emergency and if you are unable to make a voice call. To text, enter 9-1-1 in the “To” field. Text your exact location, address and municipality and what emergency help is needed. Send a short text

message without abbreviations or slang. Push the "Send" button, stay calm and follow instructions from the 9-1-1 call taker. Text-to-911 is an important tool to enhance communications with the public in an emergency, but it has many limitations. It's important to keep these things in mind: Text messages to 911 may take longer to receive, may get out of order, or may not be received at all Voice calls are real-time communication and text-to-911 is not Location information will be limited to the cell tower that your cell phone is communicating through. A Text-to 911 message that hits a cellular tower outside of Montgomery County will connect to the emergency communications center where the tower is located. They may not be able to transfer the communications directly to Montgomery County. A text or data plan is required Text-to-911 conversations cannot include more than one person. Do not send your emergency text to anyone other than 911. It is only for emergencies. It's a crime to text or call 911 with a false report. Apps Connect Cardiac Arrest Victims With Potential Lifesavers The Montgomery County Department of Public Safety has taken steps to improve the survival chances for people who suffer a sudden cardiac arrest (SCA) in the county with the lifesaving PulsePoint mobile apps. The apps bring together CPR trained bystanders and SCA victims in the critical minutes before EMS arrive. The PulsePoint Respond app alerts those who are CPR-trained and have the app whenever an ambulance is dispatched to a SCA event in a public area within ¼ mile of their location. The app sounds a distinctive tone and a map pops up showing the reported location of the victim. The app also shows the location of the nearest Automatic External Defibrillator (AED) registered in the county's Computer Aided Dispatch (CAD) system.

A Silent Killer Could Be Lurking In Your Home Pennsylvania leads the country in the number of accidental carbon monoxide poisonings, the Centers for Disease Control and Prevention (CDC) reports. Carbon monoxide is an odorless, colorless gas that often goes undetected, striking victims who least expect it, sometimes in their sleep. This silent killer is produced by burning fuel in cars or trucks, small engines, stoves, lanterns, grills, fireplaces, gas ranges, portable generators, and furnaces. When the gas builds up in enclosed spaces, people or animals who breathe it can be poisoned, and ventilation does not guarantee safety. As the weather turns colder, it's important to take extra precautions. Carbon monoxide detectors should be tested and batteries changed. In addition: Have your heating system, water heater, and any other gas, coal, or wood-burning appliances serviced by a qualified technician every year.

Make sure your gas appliances are vented properly and never use a gas oven to heat your home. Never let a car idle in the garage. Exposure to carbon monoxide can result in permanent neurological damage or death, and anyone can be at risk. Infants, the elderly, and people with chronic heart disease, anemia, or breathing problems are more prone to illness or death. Low to moderate carbon monoxide poisoning is characterized by headache, fatigue, shortness of breath, nausea and dizziness. Mild symptoms sometimes are mistaken for the flu. High-level carbon monoxide poisoning results in mental confusion, vomiting, loss of muscular coordination and consciousness, and death.

Never ignore a carbon monoxide alarm and don't try to find the source of the gas. Instead, follow these steps: Immediately move outside to fresh air; don't attempt to ventilate the building Call 911 Do a head count to make sure that everyone in the home is accounted for Do not re-enter the premises until emergency responders have given you the OK to do so Questions or concerns? Do not use portable, flameless, chemical heaters indoors. Never use a generator inside your home, basement, or garage or less than 20 feet from any window, door, or vent. Fatal levels of carbon monoxide can be produced in just minutes. Have your chimney checked and cleaned every year and make sure your fireplace damper is open before lighting a fire and well after it is extinguished.

What To Do When An Alarm Sounds Never Ignore an Alarm. Evacuate. Call 911. Do Not Ventilate or Reset Alarms.

When a fire or carbon monoxide alarm sounds at home or at work what should you do? "I would never recommend turning off or resetting the alarms or in any way delay calling 911,” says Lower Providence Township Fire Marshal Charles DeFrangesco. He offers the following advice: Let the Sound of the Alarm Continue. The alarm tells people there could be a fire or other emergency. When the sound stops, people might think that everything is all right and they can now go back to what they were doing. If there is a problem, you want to warn everyone, so let the alarm continue to sound.

Get Out of the Structure. Close doors behind you and do not ventilate by opening windows. Keeping doors and windows closed will help slow a fire spread or contain a fire. Also, firefighters will have the opportunity to get a more accurate carbon monoxide reading. Use fire extinguishers only when needed to assist someone to safety. Your employer may have a written policy telling employees what they're expected to do when an alarm sounds. If not, all you need to do is get out of the building.

I'd rather get a call from someone on the premises saying the alarms are going off and I don't see or smell anything, or the alarms are going off and the hallways are filled with smoke.” He adds, “A little added information doesn't hurt. As a matter of fact, if we get two to three calls on it, that's fine.”

Snow Removal Reminders The Public Works Department counts on your cooperation so that crews can maintain the roadways during inclement weather. Please remember that Township Code prohibits parking in cul-de-sacs at any time. Also please… Try to limit travel so snow clearing operation can be accomplished more quickly. Keep in mind that if it's still snowing and you see a plow truck, during most storms we just make a pass in and out to try to keep the road open for emergency equipment like police, fire and ambulance. Not until the storm is over do we plow curb to curb on Township streets.

State law requires drivers to make sure vehicles are completely clear of snow and ice. Also, headlights must be turned on if windshield wipers are in use. Clearing Sidewalks Property owners and tenants of properties bordering public streets are required by Township Ordinance to thoroughly clear a pathway at least 30 inches wide in the sidewalk within 48 hours after it stops snowing. In ice or sleet events, tenants/owners are required to cover the sidewalk with ashes, sawdust or similar materials. Placing snow in the roadway or gutter is prohibited. (Ordinance 120-34 can be viewed online, www.lowerprovidence.org)

Mailbox Damage It's possible that some residential mailboxes will suffer damage during a snowstorm. If damage is caused by snow or ice hitting the mailbox, or due to deteriorated materials, repair or replacement is the responsibility of the resident. If it is believed that the damage is the result of direct contact with a plow truck, please call the Public Works Department, 610635-3525, after the storm has subsided and within 48 hours, and we will evaluate the damage to determine responsibility.

Remember that the Township's first priority is to keep main roads open and passable. Under normal circumstances and for safety reasons, cul-de-sacs and dead end streets are not plowed until highpriority roads are passable. Note that state highways are cleared by PennDOT and Montgomery County roads are cleared by their crews. Winter Driving: Be Prepared, Stay Safe On snow and ice covered roads: Accelerate and decelerate slowly. It takes longer to slow down on icy roads.

Winter brings with it new risks for motorists. It's time to make sure all the drivers in your household are prepared. The American Automobile Association (AAA) offers advice for winter weather travel. Remember, maintenance is essential. Make certain your tires are properly inflated. Never mix radial tires with other tire types. Keep you gas tank at least half full to avoid gas line freezeup. Never warm up a vehicle in an enclosed area, such as a garage, and clear all snow and ice from your vehicle before heading out.

Drive slowly. Everything takes longer on snow-covered roads. Accelerating, stopping, turning nothing happens as quickly as on dry pavement. The normal dry pavement following distance of three to four seconds should be increased to eight to ten seconds. Whether you have antilock brakes or not, the best way to stop is threshold breaking. Keep the heel of your foot on the floor and use the ball of your foot to apply firm, steady pressure on the brake pedal. Don't stop if you can avoid it. If you can slow down enough to keep

rolling until a traffic light changes, do it. Don't power up hills. Applying extra gas on snow-covered roads just starts your wheels spinning. Try to get a little inertia going before you reach the hill and let that inertia carry you to the top. As you reach the crest of the hill, reduce your speed and proceed downhill as slowly as possible. Don't stop going up a hill. There's nothing worse than trying to get moving up a hill on an icy road. Get some inertia going on a flat roadway before you take on the hill. Stay home. If you really don't have to go out, don't. Even if you can drive well in the snow, not everyone else can.

Memorial trees, benches and Walk of Honor brick pavers are welcomed donations at sites within the Lower Providence Township Parks system and are special ways to honor the memory of a loved one.

If you or your family enjoy a particular park and wish to place a lasting memorial to a family member, friend or pet consider donating a tree or bench. Memorial brick pavers are added to the Walk of Honor in front of the Township's Veterans' Memorial located at the Administration Building. Memorial gift forms are available at the Administration Building or on-line at the Township website www.lptrec.com The Township must approve any wording that will appear on any plaques and/or bricks. Once the form is received by the Parks and Recreation Department, we will contact you to confirm your donation. Lil' Perkiomy Camp is designed for preschool children aged 4 to 5 years old who may have been in a day care or preschool setting throughout the school year. Children will participate in games, arts & crafts, free play time and other activities. "Special Guests" are scheduled throughout the summer. A weekly activity sheet will be emailed to you so you can prepare yourself and your camper for loads of fun each week.

EXTENDED CARE OPTION 7:30-8:00 am AND/OR 4:00-5:00 pm

Camp Perkiomy is designed for children who have completed Kindergarten through entering 5th grade.
