A Comprehensive Plan for Lower Providence Township

After more than a year of looking at data and exploring what is in the “realm of possibility,” the Comprehensive Plan Steering Committee is in the final phase of the planning process. The Comprehensive Plan will lay the foundation for our community for the next 10+ years and provides opportunities to pursue grants, shapes zoning and land development and prioritize infrastructure needs. Public participation and input continues to be critical in creating a comprehensive plan that works for the majority of residents. A community open house to review recommendations and gather feedback was held May 4th. View information that was shared on the Township website and Facebook page.

It is anticipated that the Board of Supervisors will vote on the final adoption of the updated Comprehensive Plan in the fall of 2022. Follow the Progress You're encouraged to follow the progress of the Comprehensive Plan update and provide input in this important process. Retired Flag Box

For his Eagle project, Owen refurbished an old, rusty mailbox into a drop box for the proper disposal of weathered or damaged U.S. flags. The box is located outside the main entrance to the Township Building. Thanks to Owen, we can now collect flags to be retired with honor and respect.

Rebuilt Trail Bridge

Eric's Eagle project was the rebuilding of a trail bridge in Eagleville Park that was washed away in 2020 by Tropical Storm Isaias. With the help of the Township Parks crew, Eric removed the damaged bridge and built an anchored base for a new bridge. Eric completed the bridge in July 2021. We're happy to report the Eagleville Park bridge survived Hurricane Ida!

ENVIRONMENTAL ADVISORY COUNCIL

Tapping The Expertise Of Volunteers If you look around Lower Providence, you will see signs of caring for the environment, from people enjoying parks and trails to advocating for environmental issues and adopting green tech like electric vehicles and solar panels. Everyone, regardless of your background, culture, abilities or interest, is impacted by the environment is some way.

A healthy and sustainable environment is critical for a bright future for Lower Providence. Communities thrive when the people within them have access to support their families, witness positive changes and have access to healthy outdoor spaces. There is economic value for townships to create a culture that welcomes green tech and businesses that incorporate environmental sustainability. Schools can help young people develop critical skills when learning through an authentic and relevant context like the environment. An Environmental Advisory Council is designed to support all of these endeavors through advisement of the Board of Supervisors, public education and partnerships. The Lower Providence Environmental Advisory Council is a volunteer committee made up of Lower Providence residents and approved by the Board of Supervisors. The committee consists of five members and three student representatives. Our board members possess expertise in the environment and sustainability and work to advise the Board of Supervisors on policies, ordinances and administrative procedures to support environmental sustainability and promote wise use of

natural resources. Since its founding in 2019, the EAC has met the sustainability resolution goals of publicly recognizing Earth Day in 2021 and 2022. We have completed an assessment of stormwater and issued a report to the Board of Supervisors and we have created a work plan with priorities related to stormwater, community education, green energy, the built environment and natural resources. We have welcomed three student representatives, all of whom attend Methacton High School. The EAC needs your help! To ensure our work is relevant and contributes to a thriving and healthy community, we need input from residents. We are always seeking help from volunteers and associate members to serve on subcommittees. Meetings are held the third Monday of every month at 6:00pm, both virtually and in person at the township building. The public is invited to attend and contribute feedback through the public comment period. STORMWATER MANAGEMENT Stormwater Basics: What is an MS4?

Lower Providence Township is obligated to make improvements to the quality of the water in all of our watersheds through the implementation of a pollution reduction plan, “ PRP”. The Skippack Creek is our most critical target because it has been more specifically studied by the US Environmental Protection Agency (EPA). The township has a permit from the state to operate our MS4 - “Municipal Separate Storm Sewer System” which is a collection of structures, including retention basins, ditches, roadside inlets and underground pipes, designed to gather stormwater and discharge it, without treatment, into local streams and rivers. It's not connected to the sanitary sewer system which drains wastewater from inside a home to a sewage treatment facility or a private septic system.

The authorization that MS4 communities get from the DEP to legally discharge stormwater into local streams and rivers is called an “NPDES" permit which stands for National Pollution Discharge Elimination System. To meet the terms of their NPDES Permit, communities need to develop what's called a “Stormwater Management Program" (SWMP). Because every MS4 faces unique stormwater challenges, each management program is unique. But every SWMP includes the same six focus areas that

The Township is looking at the most effective and efficient ways to make these improvements, including joining other municipalities in the Skippack Creek Watershed to do the most impactful projects, to share costs, and to better obtain grant money from outside sources. Phase 2 of the on-going rebuilding has begun. Several of the older buildings are being taken down in anticipation of new buildings replacing them in the next couple of years.

DeLuca Homes of Bucks County is underway withthis project, which is to include 24 small-lot single homes in a tract connecting Evansburg Road and Ridge Pike. The homes have been completed and the remaining site work will be completed as soon as the weather breaks.

PLANS UNDER REVIEW:

This is a nine-lot single family home development on Woodland Avenue, near the ball fields and Woodland Elementary School.

A subdivision plan has been submitted for review after an appeal was granted by Common Pleas Court. Presently, the plan shows 24 lots and has been reviewed by the Township Planning Commission, prior

Moscariello at Crosskeys townhomes

There are to be eight lots, six of them being new. This project adjoins the intersection of Park Ave./Crawford Rd./Eagleville Rd., site of proposed intersection improvements. Most of the homes have been completed and are occupied.

306 Level Road /Creekview Estates This project for seven new single-family homes on a cul-de-sac, in between Arrowhead Elementary School and the Woods at Providence - Stella's Way has begun. All the lots have been sold, with several homes having been completed.

Arrowhead Elementary

Methacton School District is reconstructing the existing Arrowhead Elementary School building at 232 Level Road. The project involves continuous operation of the existing building while the new building is being constructed. The new building is adding a second story over part, enhanced traffic circulation, stormwater management, and modernized construction systems.Construction is underway, and the new school is on schedule to be opened in Fall 2022.

Moscariello at Crosskeys

This is a mixed-use project consisting of three buildings along Ridge Pike that will combine retail and office space with townhouse living above. There will also be 30 townhouses constructed interior to the site near Crosskeys Road. Townhouse construction by D.R. Horton has begun and work on the mixed-use buildings along Ridge Pike will begin shortly.

Montgomery County EOC Development

This is for the construction of a new 21,950 SF building for the County Coroner and a new 22,200 SF Archives Building. Construction has begun.

RIGHT-TO-KNOW LAW Requesting Copies Of Public Records

Act 3 of 2008, Pennsylvania's Right-ToKnow Law, provides for access to public records created and maintained by state and local agencies. The first step to filing an effective Right-ToKnow (RTK) request is to determine which agency is most likely to have the records you're interested in. Because misdirected requests are so common, the PA Office of Open Records has produced a table which tells you where you can obtain some of the most commonly requested records. Identify the records you want as specifically as you can, so that an agency can quickly locate them and determine whether they are public record. Keep in mind that the Right-To-Know Law is designed to provide access to records; it does not require agencies to answer questions. POLICE DEPARTMENT NEWS Junior Cop Camp

After two years of being unable to host our annual Junior Cop Camp due to Covid-19 restrictions, the Police Department is thrilled to announce that the camp will resume in 2022 and take place this June. The free, two-day camp will begin on June 14th and continue until June 15th at the Arcola Intermediate School. The camp educates and provides the kids a glimpse into the justice system and allows them to witness presentations by several agencies such as police, EMS, fire, SWAT, bomb squad, Penn Star and much more. The skills and new relationships the campers can develop will last them a lifetime. While the application period for this year's camp has already passed be sure to follow our social media pages (Facebook & Instagram) for next year's camp. Qualified applicants must be township residents between the ages of 10 and 13.

Dog Walk and Watch Program

Do you have a dog? Do you enjoy going for walks? Are you looking for a way to build a relationship with your local police department, all while promoting a safer neighborhood for your family and friends? If this has caught your attention, please visit our website at www.lowerprovidence.org to obtain an application for the Police Departments newest initiative. The Dog Walk and Watch Program is a community-based awareness program that encourages neighbors to assist the Lower Providence Police cut down on crime and criminal mischief. The program trains you

to effectively observe and report suspicious activity as you are routinely out walking your dog in your neighborhood. The program is merely based upon observations and at no time do we want or expect our volunteers to confront any individual or get involved. We are simply looking for our volunteers to monitor their neighborhood while walking their dog. If suspicious activity is observed, we ask that you immediately call 9-1-1 to report it. The training provided will go into explicit detail and leave you feeling prepared and less hesitant to call for police assistance.

An officer will conduct a daily check of your property to make sure your home is secure. Meet Our Newest Police Officers

Ryan Glenn was born and raised in Pottstown, Pa. He attended

Pottstown Senior High School and Montgomery County Community College. In December 2019, Ryan graduated from the college's Municipal Police Academy. Upon graduation, he was hired by the Montgomery County Sheriff's Office as a Deputy Sheriff assigned to the Transportation Division. Ryan and Ebony Gibbs are the proud parents of two boys.

Andrew Millard was born and raised in Boyertown, Pa. He graduated from Boyertown Area High School and attended Neuman University, where he graduated in 2014 with a Bachelor of Science in Criminal Justice. While attending Neuman, he coattended the Cape May County Police Academy and also attended the Montgomery County Community College Municipal Police Academy, where he graduated in 2015. He previously worked for Stone Harbor Police Department as a Summer Law Enforcement Officer II, Valley Forge Casino as a security officer, and most recently for Upper Pottsgrove Township Police Department as a full-time Patrol Officer, School Resource Officer, and Criminal Investigator. Andrew is engaged to Jordan Atkins.

Thomas Foy was born and raised in the Conshohocken section of

Upper Merion Township. He graduated from Upper Merion High School and attended Indiana University of Pennsylvania, where he graduated in 2014 with a Bachelor of Science degree in Geography. After college, Tom worked as a Process Control Engineer with Johnson Matthey Catalyst until being accepted into the Philadelphia Police Academy. In December 2017, he graduated from the police academy and was assigned as a patrol officer in the 25th District. Tom and his wife, Brenna, have a one-year-old daughter. In his spare time, he enjoys golf, spending time with his family, and working out.

Brooke Spence was born and raised in the Flourtown section of Montgomery County. She attended Upper Merion High School and graduated in 2011. Upon graduation, Brooke attended Lasalle University where she rowed all four years and earned a Bachelor of Arts degree in Criminal Justice with a minor in Sociology. After graduation, she accepted a position as a juvenile detention officer with the Montgomery County Youth Center. In 2016, Brooke was hired as a police officer with the City of Richmond, Va. She was assigned to the patrol division and worked in the 1st Police Precinct. During her time with Richmond PD, Brooke was a certified field training officer and trained in crisis intervention. In her free time, Brooke enjoys working out and spending time with her twoyear-old son and her German Shepherd.

FIREWORKS REGULATIONS

Celebrate Respectfully, Responsibly, and Legally If you intend to use fireworks in your celebrations, please be respectful and responsible. Keep in mind that warmer temperatures can create dry conditions that can cause fireworks to ignite a structure. Keep water close by and never relight fireworks that failed to ignite the first time. Familiarize yourself with the township's fireworks ordinance. LP Police Department will enforce this ordinance. Under the ordinance, any person purchasing, possessing or using consumer fireworks must be at least 18 years of age. In addition, a person may not intentionally ignite or discharge consumer fireworks:

promotes the growth of weeds and can shorten the life of the street and curbing. Used motor oil is accepted for use in the Township's waste oil heater at the Public Works garage. Items that cannot be accepted include gasoline, antifreeze, brake fluid, paint thinner, solvents, turpentine, and degreasers. TRASH, RECYCLING & YARD WASTE Dedicated Service Line

A dedicated phone line and email address have been setup for issues related to collection of trash, recycling and yard waste: Call: 610-635-3599 or Email: trash@lowerprovidence.org So that the issue can be addressed promptly, please provide the following: Name, address and phone number, date the service issue occurred, and description of the problem.

Bulk & Yard Waste Collection Updates Bulk Items Bulk item collection now occurs once per month on your last collection day of each month. If needed, you can request and schedule an extra bulk item to be collected for an additional $50 fee. Household furnishings, bicycles, stoves, washers, etc. Carpets/ rugs - Cut into 3' or 4' sections and tie with twine for easy handling, 10 rolls equals one bulk item. Tires no longer be collected.

For appliances with freon such as refrigerators, freezers, and air conditioners, please call to schedule an appointment: 484-518-7026. All mattresses and box springs must be wrapped in disposable mattress bags. Yard Waste Yard waste collection occurs once per week on Wednesdays year-round. 10 bag or bundle limit. Yard waste, leaves and lawn clippings only. Placed in containers (with lids) or compostable paper bags. Please do not use plastic bags.

Collection Rates Lower Providence Township's contract requires J.P. Mascaro & Sons to bill each household directly. Households will be billed $119.94 four (4) times a year beginning March 1, 2022. Payment is due in full upon receipt. Annual costs for the remainder of the contract (effective March 1 of each year) are: $551.76 in 2023, $601.32 in year three, $655.44 in year four, and $716.16 in year five. The contract includes an option for two additional years with annual household costs of $734.04 and $756. The Board will make a decision on the option years when the five-year award nears its end.

Cut twigs and tree branches to 3-foot lengths, tied in bundles weighing no more than 50 lbs. Christmas trees can be put out for yard waste collection. Vacuum leaf collection is offered as a premium service at an additional cost. Unacceptable yard waste items: Tree roots and tree stumps, branches longer than 3 feet in length or 3 inches in diameter.

Refresh-A-Can announces its official launch of their residential and commercial trash container cleaning company. The company will service the Montgomery, Chester, and Delaware County areas. SEWER AUTHORITY NEWS The Lower Providence Township Sewer Authority is seeking a permanent, full time Sewer Laborer. This position (40 hrs/wk) assists with a combination of manual labor for operations and maintenance of the sewer system. Qualifications:

Successful candidates must have excellent customer service skills, the ability to work well under stressful situations, and demonstrate exceptional problem-solving skills. High School Diploma or Equivalent. Previous experience as a laborer or knowledge of equipment, facilities, materials, methods and procedures used in maintenance, construction and repair activities. Minor mechanical and electrical experience to repair small jobs.

A valid PA Class B Commercial Driver's license preferred or must obtain within the six month probation period. Successfully pass mandatory background check, drug and alcohol screening, driver's license check and physical agility test.

Sewer Line Replacement Work

In our continued efforts to remove I/I* from the Sanitary Sewer System, construction is currently underway and will continue through the Summer of 2022 to replace the Main Sanitary Sewer Lines and Laterals serving the properties on the following streets in no particular order: Amy, Alexandra and Jennifer Lane (all). Section of Second Street from Hillside Avenue to dead end. Section of Walker Lane from East Mount Kirk to Church Road including Jamestown & Roanoke Circle. And section of Walker Lane from Church Road halfway to dead end. Summit Avenue (all). Section of Sunnyside Avenue from Second Street (paper road) to intersection of Farmhouse Drive. Ability to go in manholes or confined spaces. Ability to use PC and software, write reports and maintain written records.

Responsibilities:

Assist in the checking, cleaning, maintaining, and repairing of pumping stations, sewer lines, and equipment. Performs manual labor required with the excavation or installation of sewer lines; digging, shoveling, backfilling, paving, handling concrete saws, jackhammers and tamping equipment.

Infiltration occurs when groundwater seeps into sewer pipes through cracks, leaky pipe joints and/or deteriorated manholes which may cause sewage volumes to exceed design capacity

LATE FEE: If payment is not received by LPTSA by the due date printed on the sewer bill, a 10% penalty is added on the current amount due only. The aggregate amount thereof shall bear interest from the penalty date at the rate of .5 % per month (1.5% quarterly). Failure to receive your bill does not relieve you of your obligation to pay, nor waive customer of paying penalty. DELINQUENCY: Delinquent sewer bills will result in water shut off and/or property liens. Water turn off/on and property liens will result in additional fees charged to your account.
