The Township's annual Independence Day event will have a new look this year with the “All-American Birthday Bash Celebration and Fireworks” set for July 4th. A brand-new lineup of activities will join the popular fireworks display. The event will be held on Thursday, July 4 in Eagleville Park beginning at 5:30 p.m. with fireworks at dusk. Rain date is Saturday, July 6.

More New Events for 2019
The Parks and Recreation Department has added two other new events for 2019. They are: 1st Annual Movie in the Park scheduled for Wednesday, August 14th 1st Annual Halloween Trunk or Treat slated for Saturday, Oct. 26 Both will take place in Eagleville Park. In addition, Lyrics on the Lawn Open Mic Night is returning for second year on July 24. More details on these and all the 2019 events can be found in the Parks and Recreation section of this newsletter.
Supervisors' Open House
Plans are underway for the annual Supervisors' Open House to be held the evening of September 24, 2019 at Arcola Intermediate School. This will mark the third year for the event that provides an opportunity for residents to learn about ongoing projects and hear directly from the Supervisors, developers and exhibitors. Look for additional details in the coming weeks on the Township website and Facebook page.

Development Projects: Underway & Under Review ON-GOING CONSTRUCTION
Courts at Brynwood - Models are available to tour. The 139-townhome community is located along Germantown Pike just west of Superior Tube. Many of the units in phase one have already been sold and construction on the second phase is likely to begin later this year. Providence Place - Work on the assisted care facility that is reusing and expanding the former Collegeville Inn site is progressing. A temporary sales office is open with an anticipated occupancy beginning in Summer 2019. Landis Mill Estates - All of the units at the nine single-family home subdivision along a new cul-de-sac coming off Landis Mill Road are sold; all but one have been constructed. Montgomery County and the John J. Audubon Center at Mill Grove, 1201 Pawlings Road - Work is near completion on the $12-million project to construct a museum and education center and enhance existing facilities. Anticipated opening is early summer. Audubon Square V - First Watch, an established breakfast and lunch restaurant, is newly opened. Hilton and Audubon Land Development are working on the new Tru by Hilton property. The 121-room, five-story hotel is located at 825 Forge Ave. adjacent to Firehouse Subs, Starbucks and Sprint. Lidl US - Construction work at the former Norristown Ford site at Ridge Pike and Trooper Road by the German discount grocery store chain is well underway. Opening is anticipated for mid-summer. St. James Episcopal Church - The church is constructing a new Outreach Center across Evansburg Road from the main church.

109 River Road - The project recently received all approvals and work is anticipated to begin later this year. Friends and Family Holdings are renovating the former residence to include office space and exterior improvements. Anderko Custom Homes, 37 Crawford Road - Site work has begun. There are to be eight lots, six of them being new. This project adjoins the intersection of Park Ave./Crawford Rd./Eagleville Rd., site of proposed intersection improvements. Evansburg Road Tract - DeLuca Homes of Bucks County is underway with the first three homes. The project is to include 24 small-lot single homes in a tract connecting Evansburg Road and Ridge Pike.

28 Eagleville Road - Construction of the new headquarters for HTC Builders is anticipated for later this year. Liberty N Park, 805 N Park Avenue The creation of two new residential lots is proposed; awaiting approval from outside agencies. 3829 Yerkes Road - Proposal is to create to new residential lots; awaiting approval from outside agencies. St. Andrew's Addition - The church will be adding approximately 2400 square feet to its existing facility.

Audubon Village Shopping Center With Redner's supermarket coming to the former Genuardi/Keller site, building and paving renovation of the shopping center is underway. The new market will be adding beer and wine sales, as well as gasoline sales out front. Iroy Gym & Track, 3444-50 Germantown Pike - The project is proceeding through the land development process. Plans call for the conversion of the former Bridaltown building into an approximately 47,000- square foot indoor gym and track facility, relocating from a neighboring community.
Eagleville Hospital, 100 Eagleville Road - The $45- million project to modernize the campus is under review with work likely to begin in 2019. Evansburg (Backyard) Winery, 3855 Germantown Pike - This plan proposes to renovate existing buildings to create a winery and tasting room.

Connected With The Community Groundbreaking At Gateway To Township With an official groundbreaking in March, construction on the new Lidl supermarket was off and running. Located at Ridge Pike and Trooper Road, Lidl is expected to open midsummer and brings intersection improvements and new life to the long-vacant gateway to the Township. Warning From LP Police Department Beware of These Common Scams The following are common scams that have occurred in Lower Providence Township. The National Association of Bunco Investigators website can provide more detailed information on national scams and provide resources for victims of the crimes. Visit their web page at www.nabihq.org ATM GRAB - While you're taking money out of an ATM, someone suddenly appears and says, "Excuse me, you dropped $20," pointing to a bill on the ground. While you bend down to pick up the $20 the thief grabs your cash from the machine and runs away. Always be aware of your surroundings. BAIL BOND SCAM - The victim receives a phone call from a person claiming to be a friend of a relative of the victim. The victim is told that the relative has been arrested and the "friend" asks for bail money. If the victim agrees, the caller will arrange for himself or another person to pick up the money. Ask for the court's information and advise you will call the court directly, ask verifying questions about the family member, try to call the family member direct or ask for the police department name that arrested the person and call them first, don't just send or give them the money. CHARITABLE SOLICITATIONS - These con criminals will make you think you are giving to a good cause, but the result is that the money goes to them. Scam artists also advertise fake charities using similar names to those of well-known legitimate charities. Research the charity before you give. DIVERSION BURGLARY - A man, woman and one or two children appear at the victim's door and plead to use the victim's phone claiming to have an emergency and must call for help. Or they may simply ask for a drink of water. Once inside, one offender distracts the victim while another searches the house for valuables. Other common diversion scams are done by posing as utility 8

workers. Always ask for company identification and call police if you are not sure. DOOR-TO-DOOR SOLICITOR - As a door-to-door solicitor, the con artist asks for a donation to benefit a nonexistent organization or sells a product for a reduced price if the person signs the contract immediately and pays cash. Verify a solicitor's identification and permit. LPPD issues photo permits to all authorized solicitors. If in doubt, call LPPD immediately, 610-539-5901. GRANDCHILD IN DISTRESS - A grandparent receives a frantic call from someone they believe to be their grandchild. The supposed grandchild sounds distressed and may be calling from a noisy location. They claim to be involved in some type of trouble while traveling out of the U.S. and asks the grandparent to immediately wire money. The scammer typically asks for several thousand dollars and may even call back asking for more money. He or she may claim embarrassment about the alleged trouble and ask the grandparent to keep it a secret. A second scammer may pose as some type of law enforcement officer. Alternatively, the scammer may pretend to be a family friend or
neighbor. A common theme of the scam across the nation is the caller's request for the grandparent to wire money through Western Union or MoneyGram or to provide bank account routing numbers. Wiring money is like sending cash; there is no way you can reverse the transaction, trace the money, or recover payment from the telephone con artists. Again, ask verifying questions about the family member, try to call the family member or someone close to them, don't just send or give them the money. SEALCOATING SCAM - In a typical seal coating scam, the suspect approaches the homeowner with a claim of having "left-over" coating material (usually in the bed of a pickup truck), and contracts to seal the homeowner's driveway. Once the homeowner pays for the job, the suspect sprays a cheap oily material on the driveway or just drives off. They may also quote one price and when they complete the job say they needed to use more material and demand a higher price. Always know who you are dealing with and get the quote in writing, verify the business before agreeing to the work.
Vacation Home Checks
The Lower Providence Township Police Department provides vacation home checks for residents and property owners. A police officer checks the property at least once per day in the absence of the resident. This service may be received by simply calling the Police Dispatch Center at (610) 539-5901 prior to the departure date and providing the dispatcher with the required information.

Lower Providence Community Center Do you know your neighbor? We have been in the neighborhood for the past 64 years, but do you really know who we are and what we do for the local community? Lower Providence Community Center (LPCC) was incorporated as a nonprofit in 1955. The organization was originally established to promote amusement and athletics by promoting games that were conductive to physical, mental and social development. The organization also purchased two ambulances that were available in cases of emergencies involving people living in Lower Providence Township. Over the years, LPCC has called several locations home, and today we are located at 10 Parklane Drive at the entrance to the Township facility. We currently provide service to all of Lower Providence Township and portions of Upper Providence and Worcester Townships. As the community has changed over the years, LPCC changed with it. We redirected the major focus of the organization away from the amusement and athletic programs to focus on providing Emergency Medical Service (EMS) to the community. LPCC is a licensed Emergency Medical Services provider through the Pennsylvania Department of Health. LPCC is also an American Heart Association Training Center that offers monthly CPR and First Aid programs. LPPC also hosts a small senior citizen group that meets on Wednesdays from 11-2:30 pm to play games and occasionally enjoys a luncheon. Historically across Pennsylvania, the majority of ambulance service started out as an allvolunteer organization, or as an extra service that the local fire company provided the community. The ambulance staff would offer some basic first aid, load the patient into the ambulance and rush to the local hospital. During the 80s and 90s, the advancement of the EMS system with the public's desire for a quick response, caused ambulance providers to transition from an all-volunteer service to a paid career staff. LPCC has a 30+ career staff and 19 volunteers that provide coverage to the community 24 hours a day and 365 days a year. The care that is administrated on scene or in the back of the ambulance today is far more advanced than the early days of general first aid. LPCC operates two ambulances during the 6am-6pm hours and one ambulance from 6pm-6am.
LPCC is a 501(c)(3) non-profit organization, so how do we cover our expenses? As an emergency medical provider, we can invoice insurance companies for some of the

services that are provided to our patients. Unfortunately, not all calls for service will be covered by your insurance company. Insurance companies may not cover the cost if the ambulance responds, evaluates, and treats a patient, but the patient refuses to go to the hospital. Insurance companies do not cover the cost to respond to false medical alert alarms or if we respond to aid someone that is not injured but needs help up off the floor. If a patient is transported to the hospital, the insurance companies will still check the insurance claim and decide if the ambulance transport was medically necessary. If the insurance company feels that an alternate means of transportation other than an ambulance could be used, and the patient will not have any adverse effect, they may not cover the cost of the ambulance transport. The healthcare industry is constantly changing and coverage provided by insurance companies seems to change with every policy renewal. We always recommend patients speak with their insurance provider to decide what ambulance coverage they have with their insurance provider.
What can you do to offset costs for ambulance services? LPCC mails out a subscription mailer every year. The subscription program is 100% voluntary and does not affect how we respond to your emergency. We are required to response to all requests for services, not matter if the patient is able to pay for the service. Our subscription program offers the person the opportunity to offset the remaining balance on any invoice that is not covered by their insurance provider, minus any co-pay, co-insurance or deductible. As an example, if a patient has a bill of $1,000 and their insurance pays $500, the remaining $500 balance would be the patient's responsibility. If the patient is a
subscriber, and their co-pay is $100, we would write off the remaining $400 to the subscription program and the patient would only be responsible for the $100 co-pay.
What if I do not have Medical Insurance or my Insurance Company denies my claim? The subscription program offers a 30% discount to anyone that does not have insurance or a claim is denied by their insurance provider. We provide more details about our subscription program on our website, along with answers to frequently asked questions. The subscription program is common with ambulance companies across Pennsylvania, because it is a way to help residents offset some of the cost that is not covered by their insurance company, and it allows ambulance companies to collect some other funding to help cover the organization expenses. LPCC is fortunate to receive financial contributions from two of the three local municipalities that we serve. LPCC also searches for grant funding to help offset cost of equipment. We are also fortunate to receive generous donations from individuals and businesses within the community. Ambulance companies across the nation are going through challenging times, because there is an increased demand for service, a decline in reimbursement rates and an increase in operational cost. LPCC is no different from any other ambulance company across the nation; we are always trying to find ways to keeps our cost down and ways to maximize every dollar that we receive. ReadyMontco is administered by the county's Department of Public Safety and comes to you free of charge (text messaging and voice rates may apply). You pick where and how you'll receive alerts. ReadyMontco has replaced the Township's former notification system. If you haven't already done so, please take a moment to create a ReadyMontco profile to continue receiving notifications.
Paperless Billing - Get your bill sooner! Sign up to receive your monthly sewer bill by email. If you haven't already signed up go to www.lowerprovidence.org/sewer-authority to complete the form. Past due and/or shut off notices will not be emailed. They will be mailed to you in paper form. Emailed bill(s) will come from “sewerbill@lptsa.org”. The Sewer Authority wants its customers to know that its employees are always available during regular business hours by calling 610-5396161 to address emergency situations. After hours emergencies, please call 1-800-379-5713. If you should have a backup in your outside line, contact us so that we can verify that it is not being caused by a blockage in our main line before you call your plumber.

Sign up is free, but your wireless carrier may charge you a fee to receive text messages on your cell phone or wireless device. Contact your carrier for information. Smart911 is a free service that you can use to provide whatever information you want first responders to have in the event of an emergency at your home. Register for the service at www.smart911.com and provide as much or as little information as you want. Then, if a 9-1-1 call is received from a home or cellular phone number associated with the profile, the information in the profile will automatically be displayed to the call taker.
SEWER CLEANER - Last year the Authority cleaned, root cut and/or televised 12,500' of main sewer line. In addition, an estimated 10-15 sewer main blockages are cleaned each year with this piece of equipment. The Authority proactively cleans the mains as preventative maintenance on a planned schedule.

Code Reminders & Information DO I NEED A PERMIT?
Permits are required for building alterations, additions, pools, fences, sheds, patios, decks or driveways to ensure that Township building and fire standards are met for the public's health, safety and welfare. Use the Township as a resource before starting any project. For more information, visit lowerprovidence.org/code-enforcement.
FIRE HYDRANT PARKING
According to Pennsylvania, Title 75, Section 3353 (a-2-ii), you need to be parked at least 15 feet away from a fire hydrant to ensure that emergency personnel have enough room. Please keep landscaping and other barriers from hiding or preventing access to a hydrant. To safely operate a hydrant, unobstructed 3' minimum is required.
HOUSE NUMBERS
To help emergency responders locate your home, per Township ordinance and the International Fire Code, residential/commercial buildings must have approved addresses with legible identification visible from the street fronting the property. The number shall contrast with their background, shall be Arabic numbers or alphabetical letters.
For private access roads or if the building cannot be viewed from the street, the address shall be posted on a monument, pole, or other sign or means at the property frontage. Please contact the Township Fire Marshal for address verification, changes or new address assignment.
The Township burning ordinance states, “It shall be unlawful for any person, or entity, to openly burn any materials, including, but not limited to, rubbish, trash, garbage, leaves, vegetative material of any kind, including, but not limited to, yard waste, household or business products, and materials, including containers, and packaging materials, chemicals or products containing chemical residue, or waste or refuse of any kind or nature whatsoever, anywhere in the Township.” Review the Township's Burning Ordinance online, www.lowerprovidence.org, or at the Township Building for permitted burning.
J.P. Mascaro collects yard waste, leaves and lawn clippings on Wednesdays year-round. Only compostable paper bags or open-top containers can be used; plastic bags are not acceptable. Twigs and branches should be cut to 3-foot lengths and ties in bundles weighing no more than 50 lbs.

Spotted Lanternfly The Spotted Lanternfly is an invasive insect that has the potential to greatly impact agricultural crops such as grapes, hops, and hardwoods and reduce the quality of life in heavily infested areas. Egg masses are laid on trees, decks, houses, and other hard surfaces and are protected by a mudlike covering. SLF adults are the most detectable stage since they are large, brightly colored, and mobile. Stormwater Management Swimming Pool Owners Responsibilities to Protect Local Streams Every year, there are fish kills in our local streams due to the discharge of water that has not been fully dechlorinated to storm drains. Pennsylvania's Clean Stream Law prohibits the discharge of any swimming pool water without a permit. However, it has been the DEP's policy not to require permits for discharges from single resident pools provided the guidelines outlined below are followed. Lower Providence Township does not allow discharges to sanitary sewers. Residents and property managers who drain water from swimming pools need to be aware of ways to minimize environmental impact from pool water which contains chemicals that may be harmful to the environment.
Rain Gardens
Rain gardens are shallow, planted depressions that are designed to absorb water from your roof, allowing it to drain directly into the soil. Typically, a downspout from your home is diverted toward the rain garden. This can prevent hundreds of gallons per year from entering the stormwater system. Rain gardens are one of the most cost effective ways to manage stormwater runoff and can be a beautiful addition to your existing landscape design.
Rain Gardens Tips Check your soil first! Rain gardens require well-draining soil. Rain gardens must be planted at least 10 feet from any below-ground basement. Rain gardens can be designed to suit your landscaping preferences by using a variety of native, perennial plant species. This is not a vegetable or herb garden. Rain gardens are designed to absorb stormwater and filter out pollutants—not for growing food.

A Letter From The New Library Director Dear friends, My name is Marija Skoog and I am the new director of the Lower Providence Community Library. I am very excited to join this organization that I hold very close to my heart. I was born and raised in Lower Providence Township and have been a member of the Lower Providence Library since I was a child. This is the library where I learned to love libraries and where I decided that I wanted to be a librarian. I received my Master's in Library Science in 2018 from Rutgers University, and for the past three and a half years I have been working as the Branch Manager of the Conshohocken Free Library. It was
there that I fully affirmed my passion for the public library system. Like many of you, I love to read and discuss books, giving and getting book recommendations is one of my favorite parts of my job. My book tastes range from contemporary romances to the classics. When I'm not reading I am an avid runner, music enthusiast, craft beer and coffee connoisseur and petter of any and all dogs that cross my path. In a time when the world is ever changing, I believe in the foundation of the public library. The public library is still a place where people from all walks a life can go for a common purpose. The role of the library has also changed over the years, no longer just a place for

Lower Providence Township's Fall Festival is a popular familyoriented community event. The average attendance exceeds 8,000 people of all ages each year. If you or your family enjoy a particular park and wish to place a lasting memorial to a family member, friend or pet consider donating a tree or bench. Memorial brick pavers are added to the Walk of Honor in front of the Township's Veterans' Memorial located at the Administration Building. Memorial gift forms are available at the Administration Building or on-line at the Township website www.lptrec.com
Discount Movie Tickets Lower Providence Township Department of Parks and Recreation offers discount tickets to the "Movie Tavern" & "Regal Entertainment Group" theaters in our area. These ticket vouchers may be purchased at the Township Building, Monday - Friday, between the hours of 8:00am and 4:30pm. Cash and most major credit cards are accepted to purchase tickets.
