Projects Signal Investments in Infrastructure Road Improvement Program The Township's road improvement program is continuing with the repair of the following roads this year: Coldspring Drive, Fenwick Circle, Jennifer Lane, South Grange Avenue, Raynham Road, Worthington Road and Woodlyn Avenue (first block off Trooper Road). Recon Construction was awarded the cold-in-place recycling portion of the project in the amount of $144,300. With this method, the road is milled to approximately six inches in depth and then the milled material is mixed with new asphalt and other materials to create a new sixinch sub-base. After a curing period, a new surface is
applied. Bracalente Construction was awarded the final surface paving portion of the project in the amount of $311,341.25. The total bid cost is $455,641.25.

New Development: A Look at What's in the Works Plans that have recently completed final review: Commercial: LD-13-05: Audubon Square V - Audubon Land Development The developer will construct a hotel, a combined drive thru restaurant and small retail building, and two restaurant pad sites. This project is extending the Audubon Square Shopping Center southerly near Trooper Road and Forge Ave. LD-14-04: Audubon Taco Bell - Trooper and Audubon Roads The developer has demolished the existing building on this former gas station property. A new 2715 square foot restaurant with drive-thru is being constructed. LD-15-04: Dunkin' Donuts - Trooper Road and Ridge Pike The developer will demolish the existing former Lukoil service station building and construct a 1796 square foot Dunkin Donuts restaurant with drive-thru. Residential: LD-15-07: Mascaro Memorial Ball Fields The Mascaro Family is to construct three ball fields, a playground, and batting cages on a property along Woodland Avenue. The fields will be used primarily by Little League teams in the area with the facility operated by the Township. S-15-01: Villages at Brynwood - The developer is to construct 12 single family homes. The site is located to the easterly side of Cross Keys Road, just south of Vincent Drive. The parcels were formerly owned by Superior Tube.
S-15-02: Landis Mill Estates - The developer is to build eight single family homes along a new cul-de-sac coming off of Landis Mill Road and an additional home on an adjoining property on Landis Mill.
Plans currently under review: LD-16-01: Mill Grove - Montgomery County and the John J. Audubon Center 1201 Pawlings Road. This will be a project with work being done to extend utility lines, grading, and bathroom renovation and then later work done to renovate the historic house, preserve the barn and construct a new visitors' center.

LD-16-02: Classic Coachworks - 3949 Ridge Pike The applicant is proposing to expand their existing business on the site with a 6,560 square foot addition. S-16-01: Michael and Kathleen Radatti 3868 Germantown - This proposal requests a two-lot subdivision, separating the single family detached dwelling from the two apartment / storage buildings. There is no proposed construction involved. S-16-02: Anderko Custom Homes - 37 Crawford Rd. This proposal requests an 11lot subdivision, with nine new single family detached dwellings. The project is to be constructed in two phases. This project adjoins the intersection of Park/Crawford/Eagleville. S-16-03: HTC Builders -3837 Landis Mill Rd. This proposal requests two- lot subdivision to allow the future construction of an additional single family dwelling. The plan

Sewer Authority Surveying Project During June, the Lower Providence Township Sewer Authority will have a crew completing engineering and survey work as a planning step for the future replacement of sanitary sewer lines, manholes, and laterals. The work involves using surveyor tools to plot the location of existing features for mapping and planning purposes. It will be done on the following streets: Summit Avenue and Walker Lane between Ridge Pike and East Mt. Kirk Avenue; Oaklyn Avenue between Ridge Pike and Wooded Place; Trooper Road between Ridge Pike and Lloyd Lane; Wayne Avenue between Ridge Pike and Lloyd Lane; Mann Road; Evans Road; Henry Road, and Brant Road. Measurements will be taken from the sewer main to existing structures such as trees, sidewalks, the front of houses and sewer vents in the front yards. Please be advised that in order to complete this task employees will be walking across the yards of properties along these streets. This work will be done by the Sewer Authority Engineering firm of Gannett Fleming Inc. All personnel will be carrying ID and will be in vehicles marked with the company logo. Police Department Welcomes Three Officers Ryan R. Gill is a 2003 graduate of La Salle College High School and graduated with a Bachelor's Degree in Applied Science in Psychology from Gwynedd Mercy College in December of 2007. He attended the Delaware County Municipal Police Academy and graduated in December of 2012. After graduation, Officer Gill was employed as a police officer with the Philadelphia Housing Authority assigned to the Crime Suppression Unit. He also worked with the Montgomery County Emergency Service Unit gaining valuable experience in the behavioral health field. Officer Gill was sworn in as a Lower Providence Township Police Officer by District Judge Cathleen Kelly-Rebar on October 12, 2015 and is currently assigned to the Patrol Division.
Eric S. Honick, a 2008 graduate of Plymouth Whitemarsh High School, graduated from the Montgomery County Municipal Police Academy in November of 2012 and received his Associates Degree in Criminal Justice from Montgomery County Community College in December of 2012. After graduating, Officer Honick was employed as a police officer with the Reading City Police Department assigned to uniform patrol. Officer Honick was sworn in as a Lower Providence Township Police Officer by District Judge Cathleen Kelly-Rebar on March 2, 2016 and is currently assigned to the Patrol Division.
Justin J. Hubert is a 1998 graduate of Carlisle Area High School and was honorably discharged from the United States Marine Corp on July 16, 2003. Officer Hubert was formerly employed as a police officer with the Metropolitan District of Columbia Police Department. Officer Hubert was sworn in as a Lower Providence Township Police Officer by District Judge Cathleen Kelly-Rebar on May 9, 2016 and is currently assigned to the Patrol Division.

Common Scams: Know the Warning Signs Asphalt Paving or Sealcoating Scam
Not offering a contract: Insist upon a written contract specifying in detail the work to be performed and the agreed upon price.
A professionally designed and properly constructed asphalt pavement will last for many years and most reputable contractors will stand behind their work. Consumers are safer dealing with a contractor who has roots in the community. Look out for those who are:
Accepting only cash: Most reputable contractors take checks or credit cards and don't require cash-only terms. Offering a deal that seems to be good to be true: If the quoted price seems very low,
chances are the quality of the work will also be quite low. Driving an unmarked truck: Often the trucks they travel in are unmarked or they have an out of town address and phone number. A little research will reveal that they have no permanent address and the phone number is often an answering machine.
Selling door-to-door: Reputable asphalt contractors will sometimes offer their services if they are doing a legitimate job in the immediate area. Always ask for references. Claiming they have leftover asphalt from another job: Professional asphalt contractors will know, with great accuracy, how much paving material is needed to complete a project. Rarely will they have leftover material. Pushing you to make a quick decision: Reputable contractors will provide a written estimate that will be valid for weeks or months. If the great deal they are offering you today is not available tomorrow or next week it may be a scam. Since 1979

Common Scams: Know the Warning Signs Grandparent Scam
Common scenarios include: A grandparent receives a phone call (or sometimes an e-mail) from a "grandchild. The person claims to be traveling in a foreign country and has gotten into a bad situation, like being arrested for drugs, getting in a car accident, or being mugged…and needs money wired ASAP. And the caller doesn't want his or her parents told. Sometimes, the criminal pretends to be an arresting police officer, a lawyer, a doctor at a hospital, or some other person. And we've also received complaints about the phony grandchild talking first and then handing the phone over to an accomplice…to further spin the fake tale. We've also seen military families victimized: after perusing a soldier's social networking site, a con artist will contact the soldier's grandparents, sometimes claiming that a problem came up during military leave that requires money to address. While it's commonly called the grandparent scam, criminals may also claim to be a family friend, a niece or nephew, or another family member.
Our advice to avoid being victimized: Resist the pressure to act quickly; try to contact your grandchild or another family member to determine whether or not the call is legitimate; and never wire money based on a request made over the phone or in an email...especially overseas. Wiring money is like giving cash - once you send it, you can't get it back.
Internal Revenue (IRS) scam
Scammers make unsolicited calls claiming to be IRS officials and demanding that the victim pay a bogus tax bill. They con the victim into sending cash, usually through a prepaid debit card or wire transfer. They may also leave "urgent" callback requests. Here are five things the scammers often do but the IRS will not do. Any one of these five things is a tell-tale sign of a scam. The IRS will never: 1. Call to demand immediate payment or call without first having mailed you a bill. 2. Demand that you pay taxes without giving you the opportunity to question or appeal the amount they say you owe. 3. Require you to use a specific payment method for your taxes, such as a prepaid debit card.
4. Ask for credit or debit card numbers over the phone. 5. Threaten to bring in local police or other law-enforcement groups to have you arrested . If you get a phone call from someone claiming to be from the IRS and asking for money, here's what you should do: If you don't owe taxes, or have no reason to think that you do: Do not give out any information. Hang up immediately. Contact TIGTA to report the call. Use their "IRS Impersonation Scam Reporting" web page. You can also call 800-366-4484. Report it to the Federal Trade Commission. Use the "FTC Complaint Assistant" on FTC.gov. Please add "IRS Telephone Scam" in the notes. If you know you owe, or think you may owe tax: Call the IRS at 800-829-1040. IRS workers can help you. Lower Providence Fire Department: New Volunteers Always Welcome Annual Fireman's Fair June 9th through June 18th The Lower Providence Fire Department is an allvolunteer organization that has been serving the Lower Providence community since 1945. If you are 14 or older and interested becoming a firefighter, fire police officer, or junior firefighter, the Fire Department would like to meet with you and discuss the opportunities available. Individuals with or without prior fire service experience are needed and all necessary training will be provided. There are many other volunteer opportunities with the Fire Department. Help is always needed with fundraising, community outreach, and administrative activities. You'll be working with a great group of people dedicated to protecting our community. You will find the members welcoming and always willing to lend a helping hand. The Lower Providence Township Volunteer Fire Department's annual "Fireman's Fair" is taking place June 9 through June 18 at the fire company grounds on Ridge Pike in Eagleville. The fair features Reithoffer Shows and the fire company strives to bring family entertainment to Lower Providence. The Department runs the "Cabana" - a food stand with hamburgers, hot dogs, steak sandwiches and other grill favorites and partners with the Lions Club at the fresh corn stand. The fire department also runs the "Clam Stand" with fresh seafood from the Eastern shore of Maryland and, of course, offers their famous donuts. The amount of donuts sold per evening at the fair averages about 1500! Ride Megapasses will be available for sale starting in May. Protecting Public Safety and Property Values Township regulations regarding property conditions and maintenance are in place to protect public safety and property values. In addition to local requirements, the Township follows the International Property Maintenance Code. Please remember: Grass - should be kept to 6 inches in height or less and vegetation should be trimmed so it doesn't obstruct the street or public right of way.
Sidewalks - Homeowners are responsible for the repair and maintenance of sidewalks. Sidewalks with a horizontal crack or a difference in elevation of more than one inch are considered in an unsafe condition and shall be replaced once a permit has been issued by the Township.
Water discharge - Storm water, roof runoff, cellar drainage or drainage from roof leader connections shall not be discharged into any sewer.
Street numbers - must be visible from the street, posted on the side of the building or on a mailbox, or sign. Numbers must be a minimum of 4" high in a contrasting color to the background.
Dogs - are prohibited from running at large and are required to be on a leash. Please clean up after pets.

Yard waste, leaves and lawn clippings should be placed in open-top containers or in compostable bags and placed at the curb for pickup. Twigs and tree branches must be cut to 3-foot lengths and tied in bundles weighing no more than 50 pounds. Branches can be no longer than 3 feet in length and 3 inches in diameter.

Stormwater Solutions Stormwater runoff is rainfall that flows over the ground surface. It is created when rain falls on roads, driveways, parking lots, rooftops and other paved surfaces that do not allow water to soak into the ground. Options for Electronics Recycling The state's Covered Device Recycling Act prohibits televisions, computers and anything that connects to a computer from being picked up as trash.
