Supervisors to Host Open House Once again, Lower Providence Township residents will have the opportunity to learn first-hand about ongoing projects and activity in the Township at an open house hosted by the Board of Supervisors. The event will be held Tuesday, September 24 at the Arcola Intermediate School, 4001 Eagleville Road. Doors will open at 6:30 p.m. with a presentation at 7:00 p.m. Residents are invited to hear about the significant residential and commercial development that's taking place, transportation improvements, open space planning initiative, and the supervisors' goals for the future. Before and after the presentation, attendees will have the chance to view exhibits and meet with representatives from several ongoing projects.
Board of Supervisors Chairman Peter MacFarland explained, “We believe these annual open house events are a great way for residents to hear directly from the supervisors and others about projects affecting the Township and the vision for the future.” Over a dozen exhibitors will be on hand to answer questions about their services or development plans, including SEPTA, Greater Valley Forge transportation association, Providence Place Senior Living, John James Audubon Center museum, Lower Providence Police Department, and Lower Providence Volunteer Fire Department, and others. This marks the third year the supervisors have hosted an open house event. To help the Township anticipate attendance, those planning to attend are asked to contact Bill Roth, broth@lowerprovidence.org.
Outreach Event Spotlights Central Ridge Pike Members of the Board of Supervisors and Township Business Development Committee met with business/property owners and brokers from the Eagleville-Trooper area at a “Meet and Greet” event in July. The goal was to gain input to determine the strengths of the central Ridge Pike corridor and to understand the challenges it presents. Building on the successful development that's taking place in other areas of the Township, the Supervisors have been focusing their efforts throughout this year on the area between Eagleville Road and South Park Avenue. The Supervisors talked with attendees about existing conditions in the area, listened to ideas on what would complement existing businesses, and discussed improvements that could enhance Ridge Pike's potential.
Commercial development, like the addition of Lidl at the corner of Trooper Road and Ridge Pike, will be one of the topics at the Open House.

New Chief Of Police CHANGING OF THE GUARD - Mike Jackson was sworn in as the Township's new Chief of Police at the July 18 Board of Supervisors meeting. He replaces Stan Turtle who retired after 32 years of service. Jackson served as lieutenant prior to being appointed chief and has been with the Department since 2001. Turtle, who began his distinguished law enforcement career in 1986 as a police dispatcher for the Township, had served as Chief since 2016. Congratulations to both!

Development Projects: Underway & Under Review ON-GOING CONSTRUCTION
Landis Mill Estates
The project recently received all approvals and work is anticipated to begin later this year. Friends and Family Holdings are renovating the former residence to include office space and exterior improvements.
All of the units at the nine single-family home subdivision along a new cul-de-sac coming off Landis Mill Road are sold and the last one is being constructed.
The Church is constructing a new Outreach Center across Evansburg Road from the main church. Work is progressing and the facility should be open soon.

Stormwater Management Stormwater Runoff and Record Rainfall
An article in the last winter’s newsletter discussed the impact of the region's increasing rainfall on stormwater runoff, especially in older Township neighborhoods with less than ideal stormwater management systems. With no end in sight to the frequency of these intense rainstorms, there's more to consider.
requires more in-depth stormwater management planning, especially in instances of new impervious surfaces of 1200 square feet or more. As before, property owners are not permitted to direct non-stormwater discharges into the storm sewer system. In the new ordinance, there are guidelines for roof drains and sump pump drainage. The ordinance states: Roof drains and sump pumps shall not discharge water directly onto a sidewalk, walkway, trail or street and shall be constructed to discharge to a dry well/seepage pit or above ground entirely on the subject property. Sump pump and roof drain discharge pipes
shall not extend beyond the building envelope for the lot unless they are directly connected to an infiltration facility, detention basin, storm sewer pipe or as approved by the Township (Section 129-47.B) Informative resources for homeowners regarding stormwater best management practices, such as “A Homeowners Guide to Stormwater Management” can be found on the Township website, www.lowerprovidence.org/stormwatermanagement and at the Penn State Extension, extension.psu.eduextension.psu.edu.
When forecasters call for rain, more and more they warn of severe storms and flash flooding. These frequent torrential rain events are breaking daily rainfall records. The Philadelphia region saw its greatest two-day rainfall total for any June on record with 4.63 inches on June 19 and 20. In just a few hours' time, storms are inundating areas with 3 to 4 inches of rain. What's more, the ground is so saturated that infiltration is hardly possible even with an ideal stormwater management system in place. So as each new storm brings reports of drainage issues that have never been seen before, we need to ask: Are these really new “problems” or are they the inevitable result of the record rain events that continue to overwhelm the region? There's something else to keep in mind. With extreme rainfall amounts, you have to expect extreme runoff. While water flowing through your yard on its way to a stormwater facility is disconcerting, it's not a drainage problem. It's a system at work. As was noted in the previous article, Township neighborhoods older than 10 or 15 years don't have nearly the same amount of stormwater design and infrastructure as newer developments. The pipes are aging and inefficient. Many designs used grading and swales, which over time become filled in and flatten out and are no longer able to assist in getting water to natural water courses. Unfortunately, there's no easy or inexpensive fix. The Township enacted a new stormwater ordinance in April 2018 in part to answer requirements from the US Environmental Protection Agency and the PA Department of Environmental Protection. The ordinance

Public Works - Looking Ahead To Winter Weather The Public Works Department counts on your cooperation to help them maintain roads during inclement weather. Here are some things to keep in mind during this winter's inevitable snow and ice storms: It is almost impossible to keep snow from being deposited at driveways during plowing. It's recommended that you shovel out a space - looking at your house to the right side of your driveway - that would allow for some snow to be discharged in that area before it goes past your driveway. During plowing, keeping main roads open and passable is the first priority. As soon as all major roads are clear, equipment is moved immediately to residential areas. Because they carry the lowest volume of traffic, cul-desacs and dead-end streets are the last plowed. Do not place snow from driveways into the street. State law requires that vehicles be completely clear of snow and ice and headlights be on when windshield wipers are in use.

When a Snow Emergency Is Declared‌ Parking is prohibited on the odd numbered side of the street unless there is no off-street parking available at or within 300 feet of the property. Anyone driving a vehicle without chains or snow (all-weather) tires that becomes stalled, incapable of moving or left unattended is in violation of the snow emergency provisions. Any vehicle parked, stalled, incapable of moving under its own power or left unattended upon any street or road of the Township may be removed or towed by the Police Department.
What About Sidewalks? Property owners and tenants of properties bordering public streets are required by Township Ordinance to thoroughly clear a pathway at least 30 inches wide in the sidewalk within 48 hours after it stops snowing. In ice or sleet events, tenants/owners are required to cover the sidewalk with ashes, sawdust or similar materials. Placing snow in the roadway or gutter is prohibited (Ordinance 120-34).
Adopt-A-Hydrant If there's a fire hydrant outside your home or place of business, please consider taking the time to maintain it in the event of snowfall. A clear, 3-foot path on all sides makes hydrants easier for fire fighters to locate and can save precious time in an emergency.
Mailbox Damage It's possible that some residential mailboxes will suffer damage during a snowstorm. If damage is caused by snow or ice hitting the mailbox, or due to deteriorated materials, repair or replacement is the responsibility of the resident. If it is believed that the damage is the result of direct contact with a plow truck, please call the Public Works Department, 610-635-3525, after the storm has subsided and within 48 hours, and they will evaluate the damage to determine responsibility. From The Lower Providence Township Sewer Authority A friendly reminder about our rates: Residential Rates: The rate is $332.00 per year per unit or $83.00 per quarter per unit which is divided between LPTSA - $38.00 - for collection and LPVRSA - $45.00 - for treatment.
Non-Residential Rates: This includes all commercial, industrial, schools, clubhouses, fire houses, office, banks, hospitals, churches, chapels, institutions, and any other non-residential users. The rate is $45.00 per assigned UFU (user fee unit) per quarter, plus $1.41 per 1,000 gallons of water (as measured by the water bill promulgated to each non-residential user) which is consumed during the billing quarter, provided, however that the minimum sewer rental charge for each non-residential improved property shall be $38.00 per quarterly billing period in addition to the charge related to UFUs.
Late Fee: If payment is not received by LPTSA by the due date printed on the sewer bill, a 10% penalty is added on the current amount due only. The aggregate amount thereof shall bear interest from the penalty date at the rate of .5 % per month (1.5% quarterly). Failure to receive your bill does not relieve you of your obligation to pay, nor waive customer of paying penalty.
Delinquency: Delinquent sewer bills will result in water shut off and/or property liens. Water turn off/on and property liens will result in additional fees charged to your account.

SANITARY SEWER or STORM SEWER? Here’s the Difference... SANITARY SEWER: Sanitary sewer systems carry sewage from bathrooms, sinks, kitchens, and other plumbing components through underground pipes to a wastewater treatment plant where it is filtered, treated and discharged.
STORM SEWER: A storm drain is a system designed for the purpose of carrying rainwater or melting snow. Storm drains often carry rainwater and melted snow through a system that ends up in nearby rivers and, creeks The Sewer Authority does not maintain storm sewers. Any problems or concerns regarding them should be directed to the Township. Keeping Children Safe
When backing out of a driveway or leaving a garage, watch out for children walking or bicycling to school. Slow down and be alert. Watch for children walking in the street, especially if there are no sidewalks in the neighborhood. Watch for children playing and congregating near bus stops.
When you meet or overtake a stopped school bus with red signal lights flashing and stop arm extended, you MUST STOP.
Learn the flashing signal light system that school bus drivers use to alert motorists of pending actions:
DO NOT MOVE until all the children have reached a place of safety.
When you approach an intersection where a school bus is stopped with red signal lights flashing and stop arm extended, you MUST STOP. You MUST STOP at least ten (10) feet away from the school bus. You MUST WAIT until the red lights have stopped flashing and the stop arm has been withdrawn before moving.
KNOW YOUR RESPONSIBILITIES
Yellow flashing lights indicate the bus is preparing to stop to load or unload children. Motorists should slow down and prepare to stop their vehicles. Caring And Sharing Program Food donations, monetary contributions, grocery store gift cards, and Angel Tree gifts are ways you can be a part of the Caring and Sharing program and help less fortunate families in our community. Our goal is to make sure these families have all the fixings for Thanksgiving and Christmas dinner and presents where there otherwise might not be any. Food donations can be dropped off at the Township Administration Building, weekdays, 8 a.m. to 4:30 p.m. For the holiday meal baskets, the following items are requested: Canned goods: Corn, green beans, peas, yams, fruit, soups, baked beans Pantry items: Instant mashed potatoes, scalloped potatoes, pasta, pasta sauce, rice, macaroni and cheese Desserts: Pudding mix, Jell-O mix, cookies, cake mix and icing, brownie mix Beverages: Juice, coffee, hot chocolate The Angel Tree will be located in the lobby of the Administration Building after Thanksgiving. Choose a wish card from the tree, purchase the gift requested and return it unwrapped (or in a gift bag). Please remember to attach the wish card to the gift to make sure it is given to the correct family and family member. The Board will be making appointments to the Library Board of Trustees, Parks and Recreation Board, Planning Commission, Sewer Authority, Uniform Construction Code Appeals Board, Vacancy Board, and Zoning Hearing Board.

September Is National Preparedness Month National Preparedness Month, sponsored by the Federal Emergency Management Agency (FEMA) and held annually in September, is a good reminder that natural and man-made disasters can strike at any time. It's important to have a planned response when you're at work, on vacation or on the road. In addition to FEMA, federal agencies, like Ready.gov, the National Oceanic Atmospheric Administration and the Centers for Disease Control and Prevention are valuable resources for emergency preparedness.
The National Safety Council recommends the following general precautions that apply to many disaster situations: Make sure to have a family communication plan in place; all members of the family should review and practice the plan Have all family members' and other important phone numbers written down or memorized Have an emergency kit in your car and at least three days of food and water at home
Be sure to store all important documents birth certificates, insurance policies, etc. in a fireproof safe or safety deposit box Assign one family member the responsibility of learning first aid and CPR Know how to shut off utilities

Montgomery County Has New Voting System Montgomery County has a new voting system that was first utilized with the May 21st primary election. The new system replaced the electronic push-button voting machines the County purchased in 1996 which were nearing the end of their useful life. The old machines also did not meet the state mandate for counties to have a voting system with a verifiable paper trail in place for the 2020 Presidential election.
Each polling place also has a Ballot Marking Device compliant with the Americans with Disabilities Act (ADA) The touch screen machine can be used to select candidates. When the voter is done filling out the ballot, they can review their selections and print out a paper ballot that will be submitted to scanner for tabulation the same as the ballots filled out by hand.
The General Election will be held Tuesday, Nov. 5, 2019. Helpful voter education materials are provided by Montgomery County Voter Services online at: https://www.montcopa.org/3112/ New-Voting-System https://www.pavoterservices.pa.gov/ Pages/PollingPlaceInfo.aspx
With the new system, most voters use a pen to fill out a ballot and have an opportunity to check it for accuracy before submitting it to a scanner. The scanner tabulates the votes and keep the ballot in a secure container for audits or recounts. The scanner detects blank, undervoted or over-voted ballots and asks the voter if they want to correct it or cast it "as is." If a ballot is marked incorrectly, it may be exchanged for a new one. Privacy screens are available to fill out ballots. Manila folders are available to maintain privacy while voters submit their ballots to the scanner.
A New Business Welcome The Township's Business Development Committee welcomed CertaPro Painters to Lower Providence at an event held in May at the company's corporate headquarters in the Township's Park Pointe at Lower Providence business park. Company representatives and Lower Providence Township officials are seen in the newly-renovated space that will serve as the CertaPro Brand Experience and Certa City where franchise training will occur.

Friday, September 27, 2019 7:30 pm 9:30 pm Eagleville Park Football Field Area Join Adam Chantry & the Delaware Valley Amateur Astronomers for night of galactic fun! DVAA will set up and operate telescopes and binoculars for public use. People can also bring their own and DVAA will give them pointers on using them. They will also be a live sky talk/planetarium show for about 30 minutes around 8:30 pm.

Perkiomy Trailblazers Summer Camp Receives Mini-Grant for “Teen Wellness Day” in June The Montgomery County Drug and Alcohol Prevention Project is an initiative of the Montgomery County Department of Health and Human Services' Office of Drug & Alcohol. The project is being coordinated through the Family Services of Montgomery County. This mini-grant project is designed to support local groups and organizations in their drug and alcohol prevention efforts. This summer the Perkiomy Trailblazers campers participated in a “Teen Wellness Day” event at Eagleville Park on Monday, June 29, 2019. The Parks and Recreation department partnered with the Lower Providence Police Department, Creative Health Services, Carson Valley Services and Mediation and Yoga services for a full day of learning healthy living and choices for teens. The event for the teens included workshops on drug and alcohol awareness, making good choices and reporting concerns of drug or alcohol abuse, K9 demonstration of drug sniffing dogs, healthy food choices with a healthy lunch provided to the campers and ended the day with Yoga and Mediation by Nadine for a healthy mind and spirit.

Parks & Recreation Department We Had Another AWESOME 2019 Summer! The Township's Parks and Recreation Department wrapped up another successful summer camp season - the summer camp program has been serving Township families for over 25 years. Lil' Perkiomy Camp held at Eagleville Park accommodated pre-school campers ages 4- 5, Camp Perkiomy, held at Eagleville, Arrowhead and Woodland Elementary Schools, th accommodated campers in kindergarten through 5 grade. The Perkiomy Trailblazers camp is designed for middle school youths in grades 5 through 8 and was held at Eagleville and Woodland Elementary Schools this summer. Throughout the summer, campers enjoyed theme days, field trips and guest speakers and a wide variety of special events everything from Star Party Day to Zootopia Day to Hawaiian Luau Day! If you'd like more information on the summer camps program, contact the Parks and Recreation Department, 610-635-3543. Please note: There will be some changes to the 2020 camp season. The 2020 Summer Camp Information Guide and calendars will be available after the first of the year.
