Emergency Services Committee Looks for Solutions The volunteer fire company is a long and cherished tradition in our community and in Pennsylvania, dating back to 1736 when Ben Franklin founded the nation's first allvolunteer force in Philadelphia. Our state has more volunteer fire companies than any other in the nation. Today, this volunteer model is in jeopardy and local fire companies are struggling. Volunteers in the state have dropped from 300,000 strong in the 1960s and '70s to below 50,000 today. In addition to dwindling volunteer numbers, costs are soaring and training requirements have intensified.
Educational Conference of the PA State Association of Township Supervisors (PSATS) calling for Gov. Tom Wolf to hold a special legislative session to address the volunteer crisis facing local fire and emergency management services. PSATS and its members are urging the state legislature to enact real and feasible solutions, such as allowing variable training standards for rural, suburban, and urban areas; granting a tax incentive for employers who permit employees to respond to calls while at work; and providing a fix for rising insurance rates at the State Workers Insurance Fund (SWIF).
The Township's Board of Supervisors recognized this looming public safety crisis as they formulated their goals for 2018 and created an Emergency Services Committee. The committee was formed to analyze the Township's volunteer fire company. The committee is exploring viable solutions to ensure that the department has the workforce and funding to continue to provide excellent services to the Lower Providence community.
Local leaders are doing their best to keep this volunteer model alive, but they need help from Harrisburg, said
Shirl Barnhart. Barnhart is PSATS past president and member of the state Senate Resolution 6 Commission which has been tasked with studying the issues affecting first responders. Said Barnhart, “Our volunteer fire companies are simply too important to lose.”

Lower Providence Township has received a 2018 Montco 2040 Implementation Grant for a project to install sidewalk connections in its Park Pointe business park. The $100,000 grant, aimed at implementing the county comprehensive plan, Montco 2040: A Shared Vision, is one of fourteen recently awarded by the Montgomery County Commissioners.

The project will include installation of sidewalks to complete gaps in the Park Pointe business park along Eisenhower, Adams, and Jefferson Avenues. A crosswalk also will be installed to improve pedestrian access to an existing pathway that connects the business park to nearby retail development including a Wawa and several restaurants.

Construction is expected to begin in the spring of 2019. The project, which was included in the master plan for the business park, will improve pedestrian safety, encourage healthy lifestyles, and improve connections to surrounding developments and destinations. The Montco 2040 grant program is intended to assist municipalities in making targeted physical improvements that achieve real progress toward the goals of Montco 2040 and its themes of Connected Communities, Sustainable Places, and Vibrant Economy. The grant awards account for over $1.5 million and since the program's inception in 2016, over $3.7 million has been awarded to projects. Development Projects: Underway & Under Review ON-GOING CONSTRUCTION Manors at Brynwood - Construction continues on 12 single-family homes to the easterly side of Cross Keys Road, just south of Vincent Drive. Courts at Brynwood - Construction is underway on the first phase of a 139-townhome community along Germantown Pike just west of Superior Tube.
1418 Gertrude Avenue - David James Real Estate is constructing two single-family homes. PLANS THAT HAVE COMPLETED FINAL REVIEW: Lidl US - This is the redevelopment of the former Norristown Ford site at Ridge Pike and Trooper Road by the German discount grocery store chain. St. James Episcopal Church - The Church plans to construct a new Outreach Center across Evansburg Road from the main church. 109 River Road - Friends and Family Holdings plans to renovate the former residence to include office space and exterior improvements. Eagleville Hospital, 100 Eagleville Road - The campus is being modernized as part of an overall master plan.

Providence Place - Work is well underway on the assisted care facility that is reusing and expanding the former Collegeville Inn site. Landis Mill Estates - Sales continue at the nine singlefamily home subdivision along a new cul-de-sac coming off Landis Mill Road. Montgomery County and the John J. Audubon Center at Mill Grove, 1201 Pawlings Road - Work continues on the $12-million project to construct a museum and education center and enhance existing facilities. (See related article on Page 6.) Streamlight, 30 Eagleville Road - Construction is underway on an 84,000-square foot addition. Audubon Square V - Hilton and Audubon Land Development broke ground recently on a new Tru by Hilton property. The 121-room, five-story hotel will be located at 825 Forge Ave. adjacent to Firehouse Subs, Starbucks and Sprint. Classic Coachworks - 3949 Ridge Pike - A 6,560-square foot addition is underway. 4

Iroy Gym & Track, 3444-50 Germantown Pike - Plans call for the conversion of the former Bridaltown building into an approximately 47,000- square foot indoor gym and track facility, relocating from a neighboring community. Anderko Custom Homes, 37 Crawford Road - The project is to be constructed in two phases. There are to be eight lots, six of them being new. This project adjoins the intersection of Park Ave./Crawford Rd./Eagleville Rd., site of proposed intersection improvements. Gambone Family Development - This is a nine-lot single family home development on Woodland Avenue, near the new ball fields and Woodland Elementary School. Evansburg Road Tract - Gambone Development is proposing 24 small-lot single homes in a tract connecting Evansburg Road and Ridge Pike. 306 Level Road - This plan proposes seven new singlefamily homes on a cul-de-sac, in between Arrowhead Elementary and the Woods at Providence - Stella's Way. 141 Appledale Road - HTC Construction is planning to build an additional single family home behind their newly constructed home at 141 Appledale Road. 3837 Landis Mill Road - HTC Construction is planning to build a single-family home behind an existing residence.

New Museum Taking Shape at John James Audubon Center Construction is progressing on the new museum located at the John James Audubon Center at Mill Grove, 1201 Pawlings Road, with a projected opening in Summer 2019. The new building celebrates the amazing world of birds, providing hands-on learning opportunities for visitors of all ages. The John James Audubon Art Gallery will contain original Audubon prints as well as a life-size digital version of the Birds of America that will allow for hands-on learning about each species featured. A short movie depicting the life and journey of John James Audubon will be played throughout the day. Other short conservation films will be shown at various intervals.
Outdoor attractions will include the Pawlings Porch, where visitors can bird watch over a wildflower meadow, and the Fledgling Trail, which will engage children of all ages in mimicking the life stages of a young bird from egg to first flight. There will be a sensory garden, water features, accessible play apparatus, and benches to relax and enjoy nature.
Partner organization Valley Forge Audubon Society is at work organizing new programs and birdwalks for next spring and summer to align with the opening of the new center. Their current event calendar can be found at www.meetup.com or on their calendar of events page at www.valleyforgeaudubon.org.
Additional exhibits will focus bird banding, feathers, eggs, nests, and flight. In a sound forest exhibit, visitors will be able to experience bird songs in different habitats including forests, coastal areas, wetlands, grasslands, and cities. Computer renderings show the new museum's exterior and a sample exhibit.

Park Restoration Effort Making Progress Under the direction of Township resident John Zollers, an ecological restoration project is underway in Eagleville Park. John and other volunteers have been gathering on Saturday mornings since last April. They're determined to eliminate exotic-invasive plant species from the park (and in turn reduce the presence of exotic-invasive animal species that feed on them), reintroduce native species, and repair erosion damage to the park's stream. Native species are those found in southeastern Pennsylvania prior to European colonization. Exotic plant species are those not native to southeast Pennsylvania, while invasive species are those that aggressively displace or otherwise cause harm to native species. Both disrupt the ecological landscape. Eagleville Park, along with much of southeastern Pennsylvania, has seen an influx of these exotic-invasive plant species in recent years.

They'll finish this year's work in October, focusing on cleaning up and preparing the site for winter. “It will take years to clean up the whole park,” said Zollers, “but we're off to a meaningful start.” If you're interested in taking part in the restoration effort, the group meets on the third Saturday of each month at 10 a.m., April through

Open Mic Night Success SUMMER SOUNDS - The Township's first-ever Open Mic Night drew a crowd to the Eagleville Park amphitheater to enjoy music provided by local talent. Spearheaded by Parks & Recreation summer intern Austin Mafei, the free event was dubbed “Lyrics on the Lawn.” Eleven acts - from solo vocalists to full bands - performed a mix of covers and original music.
Eagle Scout Honored Township resident Jack Ralph was recognized by the Board of Supervisors for attaining the rank of Eagle Scout, Scouting's highest honor. For his Eagle project, Jack built a cabinet for the Lower Providence Fire Department to display awards, commendations and memorabilia. Jack is a Methacton High School senior and firefighter with the LPFD. Congratulations and well done Jack!

Police Department Keeps Pace With Technology Policing in the age of technology means that departments must keep pace with updates and changes. Let's take a look at the Township police fleet's current technology.

New Fireworks Law Raises Concerns
This past July 4th was the first Independence Day that Pennsylvania residents could legally purchase and use consumer-grade aerial fireworks. Many took advantage of the new state law and these bigger, louder celebrations have led to safety and noise concerns. To address these concerns, the Board of Supervisors and Township Solicitor have begun work on a fireworks ordinance. The goal of the ordinance will be to provide the Township with enforceable regulations that go beyond the state law, regulating the sale of fireworks in the Township by
commercial entities and regulating the use of consumer-grade fireworks by the public. Once prepared by staff, the proposed ordinance will go through the appropriate review process before being present to the Board of Supervisors for consideration.

Q: Who can purchase fireworks? Anyone 18 years of age or older can purchase them.
They cannot be ignited or discharged on a public or private property without express permission of the property owner.
Q: Which fireworks are Pennsylvania residents now allowed to purchase and use? Consumers can now purchase and use “Class C” or “consumer-grade” fireworks that include firecrackers, Roman Candles, bottle rockets, and similar fireworks that contain a maximum of 50 milligrams of explosive material. The expansion includes those fireworks that were previously only available to out-of-state residents. “Display fireworks” are still only to be used by professionals with a permit from the municipality where the display will take place. These are classified as including salutes that contain more than two grains or 130 milligrams of explosive materials, and professional-grade aerial shells containing

Lower Providence Volunteer Fire Department is once again partnering with the nonprofit National Fire Protection Association (NFPA) to observe Fire Prevention Week, Oct. 7-13, 2018. Each year during Fire Prevention week, volunteers from the Township fire department visit day cares and schools to spread the work about fire prevention. The week ends with an open house at the Eagleville station. This year's Fire Prevention Week campaign, “Look. Listen. Learn. Be aware. Fire can happen anywhere” works to educate people about basic but essential steps to take to reduce the likelihood of having a fire and how to escape safely in the event of one. Today's home fires burn faster than ever. In a typical home fire, you may have as little as

one to two minutes to escape safely from the time the smoke alarm sounds. Knowing how to use that time wisely takes planning and practice. “Although people feel safest in their home, it is also the place people are at greatest risk to fire,” said Township Fire Marshal Charles DeFrangesco. Over-confidence contributes to a complacency toward home escape planning and practice. He stressed that paying attention to your surroundings, looking for available exits in the event of a fire or other emergency, and taking the smoke alarm seriously if it sounds can make a potentially life-saving difference in a fire or other emergency situation. This year's campaign highlights three steps
Since 1922, the NFPA has sponsored the public observance of Fire Prevention Week. In 1925, President Calvin Coolidge proclaimed Fire Prevention Week a national observance, making it the longest-running public health observance in our country. Fire Prevention Week is observed each year during the week of October 9th in commemoration of the Great Chicago Fire, which began on October 8, 1871, and caused devastating damage. This horrific conflagration killed more than 250 people, left 100,000 homeless, destroyed more than 17,400 structures, and burned more than 2,000 acres of land.

Caring and Sharing Program Making a Difference Together Please join us in brightening the holidays for deserving Township families. Our goal is to make sure these families have all the fixings for Thanksgiving and Christmas dinner and presents where there otherwise might not be any. Food donations, monetary contributions, grocery store gift cards, and Angel Tree gifts are ways you can be a part of the Caring and Sharing program and help less fortunate families in our community.
The Angel Tree will be located in the lobby of the Administration Building after Thanksgiving. Choose a wish card from the tree, purchase the gift requested and return it unwrapped (or in a gift bag). Please remember to attach the wish card to the gift to make sure it is given to the correct family and family member. The Township also accepts donations of new or gently worn coats, hats, mittens and gloves during the fall and winter months. For details on the Caring & Sharing Program, please call 610-635-3543. Sewer Authority: 'Disposable' Wipes Causing Problems Did you know that even if wipes are labeled “flushable” or “disposable” they still don’t degrade in the system? Flushing them is like flushing a handkerchief or cloth items. We are seeing more of a problem with wipes being flushed and
causing issues with the pumps. Our sewer systems and treatment plants were not designed to handle wipes. They gum up the system, clog pipes and pumps, and cost taxpayers and residents a lot of money in
additional maintenance costs. In addition, many homeowners have experienced plumbing problems because of wipes, so you may have expensive maintenance issues at home if you flush them. If you must use wipes, please put them in the trash, not the toilet.
Paperless Billing: Get your bill sooner! Sign up to receive your sewer bill by email. If you haven't already signed up, go to http://www.lowerprovidence.org /sewer.htm to complete the form. Past due and/or shut off notices will not be emailed. They will be mailed to you in paper form. Emailed bill(s) will come from “sewerbill@lptsa.org”. The Sewer Authority wants our customers to know that our employees are always available during regular business hours by calling 610-539-6161 to address emergency situations. After hours emergencies, please call 1800-379-5713. If you should have a backup in your outside line, contact us so that we can verify that it is not being caused by a blockage in our main line before you call your plumber. These wipes, 2 feet long and 6-8 inches around, were entangled in the Sewer Authority's pump.
FOG No, we’re not talking about the weather! FOG stands for the Fats, Oils and Grease from food preparation, packaged food and food scraps. How do you dispose of your FOGs? If you have been putting them down the drain, you need to know that fats, oils and grease stick to the insides of sewer pipes when washed down the kitchen plumbing system. This solidifies and can block pipes. Clogged pipes cause sewer backups and sewage spills on residential property and on the street, which ultimately leads to costly sewer backups and overflows, increased sewer rates and public health and environmental hazards as it washes down storm drains and into bays, water ways and creeks. How should I dispose of my FOG materials? Glad you asked! Follow these Dos and Don’ts to keep costs down and improve the environment:

DO! Wipe down greasy pots and pans with a dry paper towel and dispose of it in your kitchen scrap recycling or garbage. Pour cooled oil, fats and grease into a can or other container with a tight lid (coffee can, glass jar or plastic container) and dispose of it in the garbage. Use baskets or strainers in sink drains to catch food scraps and other solids – and dispose of them in the trash. Talk with your friends and neighbors about the grease problem so the community is aware of the risk.

The Library will host Las Vegas Night on Saturday, Nov. 10 from 7:00-10:00 p.m. The evening will feature casino games provided by MoonLite Entertainment and beer from Bald Birds Brewing Company, Lower Providence's new brewery. Plenty of food, wine, and soft drinks will be served. Tickets are $50 in advance, $55 at the door and include all food and beverages, chips to start play, and 10 raffle tickets. Additional chips and raffle tickets can be purchased. There will be a 50/50 drawing. The player with the most chips at the end of the evening will be awarded the coveted Las Vegas Night Winner's Trophy!
