Keeping Children Safe
When backing out of a driveway or leaving a garage, watch out for children walking or bicycling to school. Slow down and be alert. Watch for children walking in the street, especially if there are no sidewalks in the neighborhood. Watch for children playing and congregating near bus stops. Learn the flashing signal light system that school bus drivers use to alert motorists of pending actions: Yellow flashing lights indicate the bus is preparing to stop to load or unload children. Motorists should slow down and prepare to stop their vehicles. Red flashing lights and extended stop arms indicate the bus has stopped and children are getting on or off. Motorists must stop their cars and wait until the red lights stop flashing, the extended stop-arm is withdrawn, and the bus begins moving before they can start driving again.
PENNSYLVANIA’S SCHOOL BUS STOPPING LAW When you meet or overtake a stopped school bus with red signal lights flashing and stop arm extended, you MUST STOP. When you approach an intersection where a school bus is stopped with red signal lights flashing and stop arm extended, you MUST STOP. You MUST STOP at least ten (10) feet away from the school bus. You MUST WAIT until the red lights have stopped flashing and the stop arm has been withdrawn before moving. DO NOT MOVE until all the children have reached a place of safety.
KNOW YOUR RESPONSIBILITIES 1.5 million children are transported on Pennsylvania roads each day. These children are transported more than 346 million miles to school each year. Every year, children are needlessly injured or killed by drivers passing stopped school buses.

an excerpt from Andrew Mullen’s book, Middle Schooled. Hello Parents! I don't know about you, but my children have been so eager for the start of school! You can only sleep in, spend time with friends and family and enjoy life to the fullest for so long. It gets old. The kids keep saying things like, “School is awesome! I am so excited to open the gift of education each and every day,” “The birds sound so pretty at 5:00 in the morning” and “I love homework more than my Rainbow Flip Flops and Uggs.” Seeing the bus lights coming down the road on a foggy morning produces a giddy euphoria in the children akin to past reported sightings of Rudolph the Red Nosed Reindeer… The start of school can be crazy and stressful for families. Below are a few tips and reminders that might help to make the transition back to school a little easier: Reestablish the daily routine: 6

Bed time, dinner time, wake up time. These all need to be slowly brought back from the summer time “do what you want when you want” routine. The homework is going to start pouring in. Make sure they have a quiet place to do their work and that they are managing their time properly. Encourage them to put their phone in a different room while they are working. Removing technology from your child one hour before you actually want them to be asleep can be extremely helpful.
Be optimistic about the start of school. We all know it's tough but stay positive in a realistic way. Remind them about the things they enjoy about school. Friends, nice teachers, tater tots, the smell of the hallways on humid days. (After 16 years I finally figured it out. The smell when the kids come in from recess period is room temperature Italian deli meats mixed with red on-ion, Axe Body Spray and unkempt recycling bins.) Plan healthy dinners ahead of time. If you can make some

Stormwater Management Stormwater Runoff and Record Rainfall
Increasing rainfall has had a major impact on the region’s stormwater runoff, especially in older neighborhoods with less than ideal stormwater management systems. With no end in sight to the frequency of these intense rainstorms, there's more to consider. When forecasters call for rain, more and more they warn of severe storms and flash flooding. These frequent torrential rain events are breaking daily rainfall records. The Philadelphia region saw its greatest two-day rainfall total for any June on record with 4.63 inches on June 19 and 20. In just a few hours' time, storms are inundating areas with 3 to 4
inches of rain. What's more, the ground is so saturated that infiltration is hardly possible even with an ideal stormwater management system in place. So as each new storm brings reports of drainage issues that have never been seen before, we need to ask: Are these really new “problems” or are they the inevitable result of the record rain events that continue to overwhelm the region? There's something else to keep in mind. With extreme rainfall amounts, you have to expect extreme runoff. While water flowing through your yard on its way to a stormwater facility is disconcerting, it's not a drainage problem. It's a system at work.
Township neighborhoods older than 10 or 15 years don't have nearly the same amount of stormwater design and infrastructure as newer developments. The pipes are aging and inefficient. Many designs used grading and swales, which over time become filled in and flatten out and are no longer able to assist in getting water to natural water courses. Unfortunately, there's no easy or inexpensive fix. Montgomery County Has New Voting System Montgomery County has a new voting system that was first utilized with the May 21st primary election. The new system replaced the electronic push-button voting machines the County purchased in 1996 which were nearing the end of their useful life. The old machines also did not meet the state mandate for counties to have a voting system with a verifiable paper trail in place for the 2020 Presidential election.
Each polling place also has a Ballot Marking Device compliant with the Americans with Disabilities Act (ADA) The touch screen machine can be used to select candidates. When the voter is done filling out the ballot, they can review their selections and print out a paper ballot that will be submitted to scanner for tabulation the same as the ballots filled out by hand.
With the new system, most voters use a pen to fill out a ballot and have an opportunity to check it for accuracy before submitting it to a scanner. The scanner tabulates the votes and keep the ballot in a secure container for audits or recounts.

Senior Lifestyles Exercise is the Key for Healthy Aging
Health experts have the long known the benefits of exercise. It helps strengthen the cardiovascular system, reduce bone loss, improve digestion, prevent chronic diseases and avoid weight gain. Some older adults are reluctant to exercise because they believe exercise must be rigorous or painful to have benefits. “As you age, you should strive for consistency rather than intensity - ideally 30 minutes of moderate exercise every day,” says Jacqui, personal trainer in the Fitness Center at Surrey Services for Seniors in Devon. The ideal exercise regiment for older adults should include the following three components which can be adapted for anyone's unique stamina and abilities. Aerobic and endurance exercises. Walking, stationary cycling or swimming for 30 minutes daily are great aerobic exercises for seniors. If 30 minutes is too tiring at first, try breaking exercise into two 15-minute or three, 10-minute sessions.
Strength and resistance training. This can be done using small, hand weights, bands or your own body weight (lunges or squats). Two or three strength workouts per week provide the greatest benefits to help prevent bone loss and improve balance. Stretching and flexibility. Classes that provide stretching and strength training are essential as you age. Activities like yoga and Pilates particularly help with balance and fall prevention because they strengthen supportive muscles while reducing stiffness. Health Corner Back to School Safety for Hands and Arms

The start of the new school year brings an increase in many activities that can cause injuries to hands, wrist, arms, elbows and shoulders. Here are some tips for keeping kids safe while they participate in their favorite activities. Young athletes are at risk for common injuries like fractures, dislocations, ligament injuries, tendon ruptures, and tendonitis. Often these injuries are due to accidents and falls during play, but they can also be caused by overuse. Sports such as tennis, golf, field hockey, ice hockey and lacrosse can cause overuse injuries to hands, elbows and shoulders because of the swinging and shooting motion needed. Baseball pitchers are especially at risk for overuse injuries due to repetitive motion and should follow the recommended pitch counts for their age.
Musicians may risk injury if they overuse their hands by playing their instrument for several hours every day. They are also at risk for neck and shoulder injuries. Nerve compression is quite common due to holding an instrument in the same position for a long period of time. An important strategy for avoiding overuse injuries is for musicians, their instructors and their families to recognize when it's time to take a break from playing.
When to See a Doctor Most hand, wrist, arm, elbow and shoulder injuries can be treated at home with rest, ice, elevation and over the counter anti-inflammatory medication. However, some injuries need to be evaluated by a hand specialist. Open wounds, fractures, dislocations, jammed fingers, crushed fingertips or fingernail injuries, swelling that doesn't improve within a few days, or loss of motion are signs that a child should be evaluated by a hand surgeon. Young children are at risk for hand and arm injuries on the playground. The National Program for Playground Safety reports that 80 percent of playground injuries are caused by falls. The U.S. Consumer Product Safety Commission recommends that the area where a child might fall should have a protective surfacing extending at least six feet in all directions and should be at least 12 inches deep. Protective surfacing can be made of wood chips, mulch, sand, pea gravel, shredded tires or rubber mats. Adequate supervision is also important. Climbing bars and “monkey bars� cause more falls and injuries than any other type of playground equipment. Parents can encourage kids to stick to the swings or slide or teach them a few games they can play with friends that don't involve climbing equipment. 16

Renewable Energy, Make The Switch Switch to renewable electricity today and reduce your carbon footprint. Many people do not realize how easy (and affordable) switching to renewable electricity can be. Here's what you'll need to know: You will still receive only one bill from PECO. You will still call PECO for outages and services. PA Public Utilities Commission has vetted all suppliers. Two ways to switch: PECO's Standard Offer, or Customize Your Plan.
FIRST OPTION:
PECO's Standard Offer: Quick, simple, cheap Try PECO's Standard Offer Program. It offers a fixed-rate price at 7% below PECO's current Price to Compare, for a term of one year with no cancellation or termination fees. Not all plans offered feature renewable energy, but there will always be one 100% renewable provider offered. Look for the renewable option. Participating providers vary. Save money, save the environment. Simply take the following steps: Have your PECO bill or account number handy. Call PECO Smart Energy (1-888-899-8612). Ask to switch to a participating renewable energy provider. They will walk you through the steps to sign up. You will be notified 45-60 days before your contract expires, but mark your calendar for the end of the 1-year term to be sure to sign up again or choose another option.
SECOND OPTION:
Customize Your Plan If you seek unique features in a renewable energy plan (for example, you may want to choose a company that is local, independently owned, or a co-op), you can do so by using www.PAPowerSwitch.com to choose a plan. PA Power Switch is a unique tool that will help you find a list of electricity 18

suppliers. Choose “Residential”, be sure to filter for “Renewable”, and make sure it's 100%. You may also want to select “fixed rate”, “no cancellation fee” and “no monthly charge”. Once you narrow down your choices, if you wish to, you can learn about the features of each supplier by visiting their websites. Once you sign up, it's helpful to add the renewal date to your calendar to ensure you continue to get a competitive rate. Keeping track of this is not unlike keeping an eye on your cable bill. It only takes 10 minutes to sign up. All you need is your PECO account number.
Solarize: Helping homeowners go solar
Interested in rooftop solar but not sure how to start? Worried about the capital outlay? Solarize might be able to help. Solarize is a grassroots-based collective program for implementing photovoltaic (PV) solar projects. First begun in Portland, Oregon, Solarize has expanded with support from the U.S. Department of Energy's Solar America Communities program. It can be run by residents in a township, residents in a neighborhood, or by other groups, for example, Solarize Philly is run by the Philadelphia Energy Authority (PEA). A team from the Ready for 100 campaign has expanded this success to a larger region which included all of Southeast PA. (Ready for 100 is a drive to move municipalities to 100% renewable electricity by 2035, and 100% renewable energy by 2050.) The team, Solarize Southeastern PA, can do the initial assessments to know whether your home is a good fit for solar (i.e., does your roof get enough sun). If so, they calculate how much electricity your roof can generate and they help you estimate how much your system would cost. Once you decide to proceed, the real work begins. Solarize bundles together all of the potential solar customers from your community and then links those customers with a solar installer who works out the details of the installation and the exact costs. The larger number
of customers allows lower costs, as does the 30% Investment Tax Credit on your 2019 federal taxes (this credit decreases in 2020 and 2021 and then expires unless Congress decides otherwise). Even if your home is not a good candidate for solar at present, Solarize can also suggest other solutions, both current and future, opportunities like community solar, where communities buy dedicated solar power generated elsewhere. The team also recommends ways to transition away from fossil fuels. At all stages of the process for all inquirers, Solarize can answer questions and suggest ways to reduce electricity usage and your electricity bill. (PECO's energy audit program can also help.For $25, an energy expert will visit your house to identify changes you can make to save energy. Local History
The construction of the Schuylkill Expressway in the 1950s had particularly dire consequences for one community in Upper Merion Township. Rebel Hill Village was one of the oldest settlements in the township, but the expressway doomed the neighborhood in two ways. First, it ripped through the hill, dividing the community in two. Second, it helped to shift the population center from the lower parts of the township to the King of Prussia area. Geographically, Rebel Hill is an elongated prominence in Montgomery County that rises up from the west bank of the Schuylkill River in West Conshohocken and extends southwestward about 1 ½ miles to the east bank of Gulph Creek in Upper Merion Township. The hill is about half a mile wide for its entire length. Matsonsford Road traverses the hill's entire eastern base and Balligomingo Road does the same on the West. Most people believe that Rebel Hill acquired its name due to the patriotism of its residents during the Revolutionary War when the Continental Army spent almost a week camped there before moving on to Valley Forge. The famous Hanging Rock, under which George Washington's army marched on their way to their winter encampment, protrudes from the southwestern slope overlooking Gulph Creek.
Historically, Rebel Hill Village was located on the eastern slope of the hill from the West Conshohocken border to Old Gulph Road. Because almost no one resided on the western slope, the citizens of Rebel Hill often referred to Balligomingo Road as “the back road.” On December 8, 1952, the Schuylkill Expressway was completed between Valley Forge and West Conshohocken, effectively cleaving Rebel Hill Village and creating two neighborhoods where there once was only one. Prior to the construction of the expressway, Rebel Hill Village was the kind of neighborhood where no one locked their doors at night and where every adult was the surrogate parent of every child. Dogs ran free, kids rode bikes in the street and grandfathers liked to wile away their days sitting in a rocking chair in the shade of an old apple tree. Kids spent their summer days swimming in Balmoral Lake, camping at Griffie's Rocks or fishing in Gulph Creek. Favorite winter activities included sledding on Hillside Avenue and ice skating on Balmoral Lake. Any time of the year was fine for hiking through the woods along the crest of the hill to the West Conshohocken Water Company's reservoir at the corner of Zielinski's Field. Although Rebel Hill Village was still intact in 1950, it was the eve of the neighborhood's destruction.
