When The Waters Rise, Will You Know What To Do? According to the American Red Cross, flash floods are the No. 1 weather-related killer in the U.S. Almost half of all flash flood fatalities are vehicle related, according to the National Weather Service. If you're driving and approach a water-covered road, turn around. Just 6 inches of water can stall a vehicle, and 2 feet can float most cars, trucks and SUVs. Here are some other tips to stay high and dry: Floods are one of the most common weather hazards in the United States. They can happen anywhere at any time of year.

What is a Flash Flood?

Densely populated areas have a higher risk for flash floods than rural areas. Flash floods can occur within minutes or hours of a heavy rainfall, and waters can rise as high as 30 feet or more. Even small streams and creeks can flood rapidly and cause damage. Flash floods are usually caused by slow-moving thunderstorms.

According to the National Weather Service, "Flash floods are short-term events occurring within six hours of the causative event (heavy rain, dam break, levee failure, rapid snowmelt and ice jams) and often within two hours of the start of high-intensity rainfall.” Flash floods can move homes and cars, uproot trees and destroy bridges. Because floods happen with little to no warning, residents in low-lying areas are particularly at risk.

Know your proximity to rivers, streams and dams During heavy rain, avoid underpasses, underground parking garages and basements Avoid hiking or camping if thunderstorms are predicted Develop an evacuation plan for your family Don't walk in water above your ankles; you can be swept off your feet in as little as 6 inches of rushing water Turn off the electricity and other utilities During heavy rain, Township storm sewers can become blocked with debris causing flooding in the street. In preparation of any rain event, Township crews do attempt to clean storm inlets to make sure they are able to collect water from the street. If you notice debris on top of a storm inlet before or after a storm, contact the Township immediately. If your roadway becomes flooded during a storm, call 911 immediately so emergency personnel can respond to close the road to traffic.

What is Impervious Surface? Impervious Surface- A surface that prevents the infiltration of water into the ground. Impervious surfaces include, but are not limited to, streets, sidewalks, pavements, driveway areas, or roofs. Any surface areas designed to be gravel or crushed stone shall be regarded as impervious surfaces. Impervious surfaces reduce the amount of rainwater that can be absorbed into the ground. When there is less ground for water to penetrate, it can quickly flow directly into stormsewers and creeks, increasing the likelihood of more frequent and more severe flooding. Additionally, pollutants are unable to penetrate an impervious surface. Rainfall may carry these pollutants directly into our waterways resulting in water that is unfit for wildlife or recreational activities. Water runoff from an acre of paved surface is approximately ten to twenty times greater than an acre of grass. Materials such as crushed stone, porous concrete, and pervious pavers can provide various amounts of infiltration but are not considered 100% pervious. To minimize the impact of water runoff, impervious surface coverage is limited to a maximum percentage per property, which varies by municipality. Any additional increase of concrete, brick, asphalt, etc. on a property may require a building permit prior to construction.

SEWER BACKUP AND FLOODING INSURANCE

Sewer backups and flooding can cause devastating property damage and are not covered by standard homeowners’ insurance policies. The majority of these claims are the responsibility of the property owner. Sewage from sanitary sewer lines occasionally back up into houses through drain pipes. These backups not only cause extensive water damage that is difficult and expensive to repair, but also create health hazards.

Upper Merion Township is not responsible for damages caused by sewers, drains and sump pumps except under limited/special circumstances provided by the PA Municipal Immunity laws. Township residents must be aware that they should review their homeowner’s, flood and sewer backup insurance coverage with their agent/insurance company in order to properly protect their personal residences—probably the most valuable tangible asset that we all have.

Please pay particular attention to the following coverages: Coverage for Sewers, Drains and Sump Pumps: This valuable coverage is not included under your standard homeowner's policy but can be purchased by endorsement for an additional premium. Flood Coverage: Flood coverage is not included under your homeowner’s policy. However, flood insurance is available under the National Flood Insurance Program (NFIP) and can be obtained through your insurance agent or broker.

The Township does not provide flood insurance. 6

Here are some tips that will help you prepare: 1. Take care of the outside: Now is the time to check essential safety components like your tires, headlights, brake lights and windshield wipers. Make sure you have proper tire pressure and at least 4/32nds of depth in each tires' tread grooves. How can you tell? Insert a quarter with Washington's head first into each groove. If you can see the top of his head, you should think about new tires. Remember that all-season tires are designed for driving in moderately cold and wet conditions. If you have to drive when temperatures are consistently below 44 degrees and you need extra traction on icy and snow covered roads, check with a product expert at CJ's to see if winter tires could be right for you. Make sure that your headlights, taillights, brake lights and back-up lights are bright and that your windshield wipers work without streaking or skipping across the glass. And don't forget that windshield washer reservoir under the hood…it needs to be filled with a non-freezing cleaning solvent. While the temperatures are still mild, it's also a good time to give your car a good wash and a protective coat of wax. 2. Take care of the inside and under the hood: Make sure to test all of the necessary equipment, including your heater and defroster. Residents and property managers who drain water from swimming pools need to be aware of ways to minimize environmental impact from pool water which contains chemicals that may be harmful to the environment.

Pool Owners Responsibilities to Protect Local Streams Every year, there are fish kills in our local streams due to the discharge of water that has not been fully de-chlorinated to storm drains. Pennsylvania's Clean Stream Law prohibits the discharge of any swimming pool water without a permit. However, it has been the DEP's policy not to require permits for discharges from single resident 8

Standing water or accumulated rain and/or pool water from the previous season should be pumped from the top so as not to disturb settled solids. Solids on the pool bottom should not be discharged. Following pump down of water, solids should be cleaned out manually. Leave the water in the pool at least one week without chlorinating prior to draining. Please test the pH and chlorine residual of the water to be discharged. Drain the pool only when a test kit indicates no

Procedures

To be collected, leaves must be raked to the curb or be in biodegradable paper (not plastic) leaf bags along your curb. Paper bags are available at your local home center. Leaves and bags must be curbside on the Monday of the scheduled week of pick-up. Township employees and equipment are not permitted on private property for collections. Leaves or bags will not be collected if leaves contain sticks, stones, or other debris. Please make sure leaf piles are no more than two feet wide. Keep stormwater drains, inlets, roadways, and sidewalks free from leaf piles. Keep trees trimmed to 11 feet above edge of pavement to allow for the passage of collection trucks. Leaf and grass burning are prohibited.

During leaf collection season:

Zone 1, Zone 2 and Zone 3 have two (2) leaf collections scheduled per zone. Staff removes leaves that are placed at the curb and/or in biodegradable paper bags. Leaves and bags must be curbside on the Monday of the scheduled week of pick-up. If you do not have your leaves ready and/or you miss the first scheduled removal, a second removal has been arranged for your Zone. You may view the schedule during Leaf Collection season. If you still have leaves after the second scheduled removal, please place them in a paper biodegradable bag and bring them to the Compost Site for processing.

By following these simple steps, you can help ensure that your pool will not only provide months of summer fun, but will also leave minimal pollution to our precious natural water supplies.

Whether you're a weekend warrior or a proud parent on the sidelines, here's what you need to know about preventing basketball injuries. Get the right gear Personal protective equipment might feel excessive on the court, especially if you're just playing a game of pickup. But there's a good reason for this equipment: it's your best defense against a sports injury. As the weather cools down, basketball season is picking up. And, while basketball season can be fun for players and fans alike, it's also plagued by the potential for injuries. “Basketball relies on being able to make quick, short movements, and your knees and ankles are doing the majority of the work. That's what makes injuries like jumper's knee, torn ligaments and ankle sprains and strains so common among basketball players at any level,” explains David Vegari, MD, orthopedic surgeon at Lankenau Medical Center, part of Main Line Health.

Hydrate early and often A bottle of water (or several!) is a must when you're doing any kind of physical activity, whether it's a basketball game or just a workout at the gym. Stopping for water breaks helps prevent dehydration and replenishes the water that your body loses through sweat, but the benefits don't stop there.

“Water is the best choice for athletes or because it can help prevent muscle fatigue or cramping, which is important if you're working out for a longer period of time or playing a game that can go for several hours,” says Dr. Vegari. While sports drinks, like Gatorade or Powerade, might be the preferred choice for some athletes, it's always best to reach for water to keep you hydrated before and during a game. Recognize pain and address it early Basketball injuries are common and, if they're severe enough, can sideline your season. For this reason, it's better to take a break from the game than to play through any pain or discomfort. Before you get back on the court, try the RICE (rest, ice, compression, elevation) method to see if it helps heal the pain. If not, make an appointment with your primary care doctor to determine whether it's an injury that just needs more time to heal or requires special treatment. Whatever the case, remember: don't play with pain. Fit in additional workouts One way to protect yourself against injury is to make sure you're supplementing your basketball games with other workouts, too. “Staying in shape can help you prevent injuries. It helps to build muscle and prime your body to respond better to the physical demands of a sport like basketball. And, if

Back To School Traffic Safety School Buses & Traffic Safety With a new school year underway, motorists are reminded to be vigilant of school children and school buses. Here are some important safety tips when sharing the road with school buses:

3 Be alert. Children walking to or from their bus are usually very comfortable with their surroundings. This makes them more likely to take risks, ignore hazards or fail to look both ways when crossing the street. 3 Never pass a school bus on the right. It is illegal and could have tragic consequences.

The driver of a vehicle approaching an intersection at which a school bus is stopped shall stop his vehicle at that intersection until the flashing red signal lights are no longer actuated. (g) EXCEPTIONS FROM STOPPING REQUIREMENTS. The driver of a vehicle upon a highway or trafficway with separate roadways need not stop upon meeting or passing a school bus with actuated red signal lights which is on a different roadway.

3 It is illegal to pass a school bus that is stopped to load or unload children. 3 School buses use yellow flashing lights to alert motorists that they are preparing to stop to load or unload children. Red flashing lights and an extended stop sign arm signals to motorists that the bus is stopped and children are getting on or off the bus. 3 Pennsylvania law requires that traffic in both directions stop on undivided roadways when students are entering or exiting a school bus. 3 Traffic behind the school bus (traveling in the same direction) must stop. 3 The area 10 feet around a school bus is where children are in the most danger of being hit. 3 Stop your car far enough from the bus to allow children the necessary space to safely enter and exit the bus.

The Pennsylvania Vehicle Code provides strict penalties for drivers who fail to obey speed limits in school zones and stopped school buses. The Vehicle Code reads in part: 3345. Meeting or overtaking school bus. (a) DUTY OF APPROACHING DRIVER WHEN RED SIGNALS ARE FLASHING. Except as provided in subsection (g), the driver of a vehicle meeting or overtaking any school bus stopped on a highway or trafficway shall stop at least ten feet before reaching the school bus when the red signal lights on the school bus are flashing and the side stop signal arms are activated under section 4552(b.1) (relating to general requirements for school buses). The driver shall not proceed until the flashing red signal lights are no longer actuated. In no event shall a driver of a vehicle resume motion of the vehicle

(j) PENALTY. A person who violates subsection (a) commits a summary offense and shall, upon conviction, be sentenced to pay a fine of $ 250 AND receive 5 points on their license. 3365. Special speed limitations. (b) SCHOOL ZONES. When passing through a school zone as defined and established under regulations of the department, no person shall drive a vehicle at a speed greater than 15 miles per hour. An official traffic-control device shall indicate the beginning and end of each school zone to traffic approaching in each direction. Establishment of a school zone, including its location and hours of operation, shall be approved by the department. (d) PENALTY. i) For a violation of subsection (b), a fine of not more than $ 500 if the person exceeds the maximum speed limit by more than 11 miles per hour AND receive 5 points on their license.

Viral Video Trends Gone Wrong by Tatyana Warrick How social media challenges are driving dangerous behavior, and what parents can do about it. An 8-year-old girl died after drinking boiling water through a straw on a dare from her cousin. A 22-year-old man died after convincing his girlfriend to shoot him for a failed YouTube stunt. An 18-year-old landed in the ICU with a fractured skull after jumping out of a moving car to perform the “In My Feelings” or Kiki Challenge. Kids and young adults are harming themselves or others at an alarming rate in order to gain attention or boost their followers on social media. Throughout history teens have been trying to pull off dangerous stunts as a rite of passage. Engaging in dangerous behavior and ignoring potential consequences is in some ways part of growing up. It is also what makes teens such risky drivers. However, social media platforms like YouTube and Snapchat have turned what might have been just an isolated incident into a viral trend copied by thousands. “Destructive and harmful effects” of social media have been bemoaned by news anchors and the First Lady's “Be Best” campaign to address cyberbullying. One would think the Darwin Awards would

provide a loud and clear warning to wouldbe stunt performers, but as 95% of teens now have access to a smartphone, every day more are inspired to participate in the latest prank.

to do the same. At a time when preventable injuries and deaths are on the rise, impressing your friends, whether online or in real life, shouldn't require putting yourself at risk.

According to Injury Facts, 29% of all hospital emergency department visits are injury related. As if everyday preventable injuries aren't reason enough to end up in the emergency room, now we're seeing dozens of these dangerous challenges. Teens are ingesting laundry detergent packets for the Tide Pod Challenge, pouring boiling water on unsuspecting friends for the Hot Water Challenge, or willingly dousing themselves with rubbing alcohol and lighting it on fire for the extremely dangerous Fire Challenge.

Surveys of teen behaviors show that high school teens whose parents miss significant transition periods such as birthdays and other important changes are more likely to engage in high-risk behaviors, which include things like drinking and driving, unprotected sex and perhaps even engaging in dangerous social media stunts. Please remind your child that no viral challenge is worth a trip to the hospital, and real friends keep each other safe.

Perhaps none has gone as viral as the Kiki Challenge, which has crossed international borders and landed several people in the hospital. Police and government agencies around the globe, including the National Transportation Safety Board, have warned against jumping out of moving vehicles to participate in this trend, and some jurisdictions even threatened criminal charges.

As with all risks that teens face, parents are key to opening lines of communication and making sure that young people know they are valued. No social media following can compete with that. Tatyana Warrick is a public relations manager with the National Safety Council.
