As fall starts to loosen its grip over Haverford Township and winter sneaks in, the Township starts looking to what this season may bring. In this issue we provide information on fun programs and activities to keep the whole family busy. If you are staying local, you can read about the new mobile parking app that arrived in October to make paying for your parking around town a breeze. We have letters from our Police Department, Finance Department, and a message from the Township Manager.
Also inside you can catch up on projects going on around the Township, as well as reminders for weather related events and recycling tips. Most importantly inside you will find the Township's leaf collection schedule. This schedule is for the curbside leaf collection that happens every year in Haverford. The Township collects about 4,000 tons of leaves every fall, reducing the amount of waste going to landfills. The Township also asks residents to be mindful

Haverford Township is governed by nine Township Commissioners who are elected by the residents of each of its nine wards. Commissioners elect their own President and Vice-President at the beginning of each year. The Commissioners appoint a Township Manager, who oversees all Township staff. Regular meetings of the Board of Commissioners are held the 2nd Monday of each month at 7:30 p.m. in the Commissioners Meeting Room, 1014 Darby Road, Havertown, PA. Township Manager’s Message comprehensive community engagement strategy designed to maximize community input. Dear Residents, This is an exciting time to be in Haverford as we develop an update to the Township's Comprehensive Plan. In Pennsylvania, the Comprehensive Plan establishes the municipality's vision for future growth and development. It outlines challenges facing the community, identifies potential solutions, and provides guidance to appointed and elected officials on planningrelated decisions. The Comprehensive Plan is a living document that grows and changes with the community. Earlier this year, the Board of Commissioners appointed Urban Research & Development Corporation as the Haverford Township Comprehensive Plan Consultant. The Board also appointed a Steering Committee to guide the development of the Plan. Input from a broad range of citizens, businesses and other community stakeholders is essential to developing and implementing a Plan that fully reflects the ideas and desires of the community. To achieve this goal, the Steering Committee will use a
In the coming weeks, URDC and the Steering Committee will embark upon this public outreach effort, which will involve citizen surveys, public meetings, and discussions with members of the community. The Township will announce opportunities for community input via social media and we will dedicate a section of our website where citizens can find current information about this project. In addition, we have established an email address where citizens can send their comments and ask questions about the Comprehensive Plan CompPlan@havtwp.org. In general, thethSteering Committee plans to meet on the 4 Monday of each month at 6:30 PM, and these meetings are open to the public. We look forward to working with the community on this important project. The revised Comprehensive Plan will be the foundation for new zoning and subdivision regulations, and other Plan implementation tools intended to improve the health, safety, and welfare of our community. We hope you will participate in creating a vision for the future of Haverford Township.
Finance Department: Public Borrowing 101 a strong AA1 from Moody's Investor Services. This is the second highest rating on Moody's scale and puts us securely in the top 10% of municipalities that Moody's currently rates within the Commonwealth of Pennsylvania.
The last major borrowing incurred by the Township was in October 2018 when the Township closed on a General Obligation bond issue. This borrowing refinanced old bonds (saving the Township over $2,000,000 in future interest costs) plus provided new monies of approximately $5,000,000 for park improvements, storm water projects, two pieces of large equipment, road paving and improvements at the Skatium. Borrowed funds typically represent the funding source for major capital expenses that will serve not only current residents and business owners, but also future stakeholders in years to come. Similar to consumers who must have a good credit score to borrow, so must municipalities. Credit-worthiness is measured largely by a formal credit rating. In 2017, the Township was upgraded to our current bond rating of 4

While a bond rating formally establishes a municipality's credit worthiness, it directly affects the interest rate at which we can borrow. Naturally, a highly rated municipality will have lower interest rates than a municipality whose credit is deemed weak. The swing in interest rates can amount to thousands of dollars in annual debt services and hundreds of thousands of dollars over the course of a bond issue. While our current rating is strong, we'd like to see it enhanced even more the next time we do a large scale borrowing and go through the formal rating process. In today's public finance climate, obtaining a rating “uptick”, is not easy. Just like a household, a municipality must show its stability to pay its debts and live within its means. Other factors that are evaluated during a bond
rating are population trends, stability of the tax base and property values, labor contract obligations, existing debt levels, fund balance reserve levels, strength of management, formalized financial policies, and demonstration of how the municipality has dealt with various economic downturns (e.g. proactively restructuring to reduce costs/enhance revenues or consistently drawing down on reserves instead). We believe the enhancements we've made over the past few years plus additional financial policies that have been put in place will put us in a favorable position during our next evaluation. The Board of Commissioners and all Township employees will continue to evaluate ways to keep our finances strong not only for bond rating purposes but also so we can continue to provide services to the residents, business owners, and visitors of Haverford Township in the most costeffective and efficient ways possible.

Police Department Greetings from the Haverford Township Police Department!
Since 2018, we've welcomed 8 new police officers and the last 3; Officer Hughes, Uffelman and Jones are finishing their first full year with us. Lt Scott and Sgt Coleman were promoted in February and they are adjusting to their new roles. The Haverford Township Police Department presented the Officer of the Year for 2019 to Officer Michael Travaline. The award recognizes outstanding individual performance from an officer that exhibits a commitment to their profession and exceptional achievement over the previous year. Officer Travaline joined the police department in 2011 and is currently assigned to the Investigations Unit. He has been assigned to the patrol division, Delaware County Drug Task
Force, and is also trained as a Hostage Negotiator for the Department. Officer Travaline has received a commendation of Merit, a Unit commendation and a commendation for life saving. Great Job! We strive to prevent crime throughout the township. A very common crime we see is overnight thefts from unlocked vehicles. We encourage all residents to lock their car doors before heading to bed. A simple click of your key fob may prevent a theft. Also, if you should see something suspicious, please report it by calling 911. The Police Dept. has responded to 29 Opiate Overdoses in 2019, where Police Officers delivered Narcan. We have helped save 90 victims since we started carrying the life-saving drug Narcan in 2014. Please help us fight the opioid epidemic by properly disposing of unused medicines from
your medicine cabinets. We have a container in the Police Station Lobby where you can do so. With winter weather approaching, please drive carefully and obey all parking regulations along snow emergency routes during winter storms. In addition, our Snow Removal Ordinance does prohibit shoveling snow or plowing snow from private property onto the roadway. The Ardmore Avenue bridge is closed until summer 2020. Please follow detour routes as this major bridge is being rebuilt. The Manoa Road bridge is expected to be opening in the fall of 2019. So far thisstyear, From Jan 1st thru August 31 2019, The Police Dept. has made 227 Arrests, issued 177 Non-Traffic Citations, 2,108 Traffic citations, and issued 2,302 warnings.

Public Works: Snow Removal Haverford Township’s Plan for Battling Snow and Ice Storms Spreading Storm
Haverford Township Public Works Department approaches light storms that are expected to produce 02 inches of frozen precipitation as a spreading storm. The Public Works Department and PennDOT refer to these storms as spreading storms because the spreading of materials, (brine & rock salt) is the primary tool used to remove ice and snow. Haverford Township is responsible for the maintenance of 165.07 miles of Township and state roads throughout Haverford Township. Depending upon the forecast, we will pre-treat the roadway surface with salt brine before the winter storm. Throughout the storm, we will spread materials over the length of these roads until all lanes are free of snow and ice. Depending on the temperature, we may plow to remove remaining snow and slush. An average cycle for a Township truck on these roads is one hour.
Plowing Storm
A storm that is expected to produce more than two inches of precipitation is treated as a plowing event storm. The primary function of the public works crews is plowing the roadways. Do not clear the end of your driveway until the storm has stopped and the road is plowed curb to curb. This will save you work and will lower your frustration level. The Township has a goal to open one
lane of traffic in each direction on every road and later return to plow the snow back to the curb, exposing the storm water inlets. Residents are reminded of Township Ordinance #2629, which clearly states that it is unlawful for any property owner, resident, his/her contractor, agent or employee to shovel, plow discharge or otherwise place snow into any street, roadway, sidewalk, or alley within the Township of Haverford. This ordinance is strictly enforced!
Tools
The Township crews will pre-treat roadways with rock salt and salt brine before the storm. Next, we will continue to spread winter materials over the entire length of the roadways throughout the storm until all lanes are free of snow and ice. Anti-icing, known as brine, is applied to a dry road before snow starts falling. This helps to prevent ice and snow from sticking to the pavement. Utilizing brine allows us to move from a reactive (de-icing) to a proactive approach (anti-icing). Anti-icing accelerates the melting process and promptly returns roads to their normal state. Township employees will be able to cover a larger territory by beginning treatment before the storm begins. We will use less salt as a deicer, resulting in cost savings, and less of an environmental impact on our community. Road salt remains the primary tool for treating winter storms in the Township. The Township maintains a stockpile of salt at our maintenance facility.
Snow Removal Notice Residents are reminded to remove their vehicles from the streets as soon as the snow starts to fall. Street parking impedes the Public Works crews, delaying clean up. All sidewalks are to be cleared of snow and ice 24 hours after the snow stops falling. If your neighbor is unable to clear their sidewalk, consider pitching in to clear it out. 12

Public Works: Recycling Single Stream Recycling Guidelines Although many items display the recycling symbol, that does not necessarily mean the local recycling center has the right technology to process them. As a result, many of these so-called recyclables end up contaminating useable materials and may damage recycling equipment. Haverford Township currently takes recyclables to the Republic Services' facility in Upper Merion Township.

SEWER BACKUP AND FLOODING INSURANCE
!
AN IMPORTANT ANNOUNCEMENT FROM HAVERFORD TOWNSHIP
!
Sewer backups and flooding can cause devastating property damage and are not covered by standard homeowners’ insurance policies. The majority of these claims are the responsibility of the property owner. Sewage from sanitary sewer lines occasionally back up into houses through drain pipes. These backups not only cause extensive water damage that is difficult and expensive to repair, but also create health hazards.
Haverford Township is not responsible for damages caused by sewers, drains and sump pumps except under limited/special circumstances provided by the PA Municipal Immunity laws. Township residents must be aware that they should review their homeowner’s, flood and sewer backup insurance coverage with their agent/insurance company in order to properly protect their personal residences—probably the most valuable tangible asset that we all have. Article I, Section 149-3, subsection C (2), Sewer Service Regulations of the Township Code states that all sewer service laterals from the Township’s sewer, regardless of location, are the property of the customer and/or owner and shall be maintained by him in good condition and repair. Please pay particular attention to the following coverages: Coverage for Sewers, Drains and Sump Pumps: This valuable coverage is not included under your standard homeowner's policy but can be purchased by endorsement for an additional premium. Flood Coverage: Flood coverage is not included under your homeowner’s policy. However, flood insurance is available under the National Flood Insurance Program (NFIP) and can be obtained through your insurance agent or broker.
The Township does not provide flood insurance.

Capital Park Improvement Update Work has started on the Capital Parks Improvement Plan that the Board of Commissioners approved last November, beginning with reconfiguring the football field at Veterans Park which was impacted by the construction of the new municipal building.
New tennis and Pickle ball courts being installed at Westgate Park
This 5-year plan is a generational investment in our Township parks. The tennis courts at Paddock, Coopertown, and Westgate are being resurfaced, and 4 pickle ball courts added at Westgate Park, replacing 2 of the 4 old tennis courts. Pickle ball is a fast growing sport for people of all ages. New play equipment is scheduled to be installed at Chatham Glen and Llanerch Parks this fall along with new swings at Grasslyn. New fencing was installed at Richland Farms, Westgate, Paddock and Coopertown. The sidewalks and pathways at Coopertown, Elwell, Normandy, Merwood, Grange, Grasslyn, Bailey, Chatham Glen, Hilltop, Richland Farms, Llanerch, Westgate, Thompson Nature and Paddock are being resurfaced. New handsome green trashcans will replace the old blue barrels that have been used at the parks for many years and the parking lots at Hilltop Park are being resurfaced. Planned work for 2020 includes more upgrades at Richland Farms, replacing the backstop and lights at Veterans Field, resurfacing basketball courts throughout the Township and other work TBD. Health Corner Back to School Safety for Hands and Arms

The start of the new school year brings an increase in many activities that can cause injuries to hands, wrist, arms, elbows and shoulders. Here are some tips for keeping kids safe while they participate in their favorite activities. Young athletes are at risk for common injuries like fractures, dislocations, ligament injuries, tendon ruptures, and tendonitis. Often these injuries are due to accidents and falls during play, but they can also be caused by overuse. Sports such as tennis, golf, field hockey, ice hockey and lacrosse can cause overuse injuries to hands, elbows and shoulders because of the swinging and shooting motion needed. Baseball pitchers are especially at risk for overuse injuries due to repetitive motion and should follow the recommended pitch counts for their age.
Musicians may risk injury if they overuse their hands by playing their instrument for several hours every day. They are also at risk for neck and shoulder injuries. Nerve compression is quite common due to holding an instrument in the same position for a long period of time. An important strategy for avoiding overuse injuries is for musicians, their instructors and their families to recognize when it's time to take a break from playing.
When to See a Doctor Most hand, wrist, arm, elbow and shoulder injuries can be treated at home with rest, ice, elevation and over the counter anti-inflammatory medication. However, some injuries need to be evaluated by a hand specialist. Open wounds, fractures, dislocations, jammed fingers, crushed fingertips or fingernail injuries, swelling that doesn't improve within a few days, or loss of motion are signs that a child should be evaluated by a hand surgeon. If your child has sustained an injury and you are unsure of its severity, call us at 1-800385-7472 to reduce the risk of permanent damage. Young children are at risk for hand and arm injuries on the playground. The National Program for Playground Safety reports that 80 percent of playground injuries are caused by falls. The U.S. Consumer Product Safety Commission recommends that the area where a child might fall should have a protective surfacing extending at least six feet in all directions and should be at least 12 inches deep. Protective surfacing can be made of wood chips, mulch, sand, pea gravel, shredded tires or rubber mats. Adequate supervision is also important. Climbing bars and “monkey bars” cause more falls and injuries than any other type of playground equipment. Parents can encourage kids to stick to the swings or slide or teach them a few games they can play with friends that don't involve climbing equipment. 30
